Jenka's Official Broadcaster


Following the referendum to establish the Dartfordian Overseas Territory, the formers news operators serving the Toshikawan Empire have ceased to serve as Jenka's official broadcasters. While new stations from the former Federation may crop up, the Dartfordian Broadcasting Company have decided to establish their own offices to dutifully serve, until further notice, the official broadcaster of Jenka.






Constitutional Assembly Begins Debates

Following the election results from the other day, the Constitutional Assembly in Jenka has began debating on the future of the Jenkan Constitution. As informed by the Commissioner, the Mundus Convention on Universal Rights is to be prescribed directly into the first section of any new constitution. It is predicted the debate will run for a few weeks, before a final draft, approved by the Commissioner, will be sent to the Dartfordian Parliament in Hematite to go under full legislative scrutiny. Jenka will officially become an overseas territory up the King's Royal Assent of the Constitution, it is expected the His Royal Highness the Prince of Littlebrook will be in attendance.

Of these, 72% put option 1 as their first choice, 17% put option 2, 7% option 3 and 4% option 4. Less than 1% voted for none of the above, and there were only 150 spoilt ballots. Turnout, at 91.7%, meant 9.3 million of the overall 12.1 million total population turned out to vote. Voting was open to 'any adult over the age of 18 permanently resident in Jenka.' It is estimated almost all 10,000 Dartfordian citizens living in Jenka took part in the vote.

Constitutional Assembly Adopts New Constitution

This evening the Jenkan Constitutional Assembly, based at the historic City Council building in the very heart of the city, passed a resolution approving the city's first constitution as a Dartfordian Overseas Territory. The Constitution will now be finalised by the Dartfordian government in Hematite, and approved in the form of a Constitution Order in the House of Commons. The government has since confirmed that Prince Alexander, the Prince of Littlebrook and Emperor of Rokkenjima, is to attend a ceremony at the City Council building to mark the official incorporation of the city as an Overseas Territory.

Of the 120 members of the Constitutional Members, 83 voted in favour of the proposed constitution, just over the two-thirds required to authorise the Dartfordian Commissioner to grant it Royal Assent. As part of the constitution, the existing Constitutional Assembly will form the inaugural Legislative Assembly until the transition position ends in December. Once the transition has been complete, fresh elections will be called and a new Legislative Assembly formed. The Assembly in December will be the first to have the leader of the largest party be appointed Chief Executive, but in the meantime the appointment will remain the sole prerogative of the Governor of Jenka, Rex Hunt.

The Jenkan Constitution is broken up into ten chapters, covering the protection of fundamental rights and freedoms, the role and powers of the governor and the Dartfordian government, the role, powers and procedures of the legislature, the executive, finance, public service and the judiciary. It is believed that the Dartfordian government will channel over £15 billion worth of investment into the city, which in part will fund the construction of a rapid underground metro system. Annexes to the constitution also outline temporary additional powers reserved by the Dartfordian government, such as those under infrastructure, education, health and infrastructure, which will eventually be devolved to the Jenkan Government.

On the day of the ceremony, the Jenkan City Council building, first built in 1989, shall be renamed 'Yoshimo Palace' in honour of the former Shogun of Toshikawa. The name change was proposed by the Commissioner Rex Hunt and approved by 108 of all 120 assembly members. In addition to attendance by the Prince of Littlebrook, the Prime Minister Harold Saxon and the newly-appointed Senior Minister of State for Foreign Affairs Leane Hunnable have confirmed their attendance. Prince Sora of Takeda has also been formally invited by the Dartfordian Foreign Secretary to attend, potentially in hopes to better the relations between Dartfordia, Jenka and the newly established principality.

Jenka Reborn: Prince Alexander Proclaims New Territory

Last night His Royal Highness the Prince of Littlebrook stood before the Jenkan Constitutional Assembly and read out a proclamation issued by His Majesty the King formally incorporating the territory as a Dartfordian Overseas Territory, and presented to the newly-formed Legislative Assembly a ceremonial mace to represent the Royal and Constitutional authority held by the body. The next part of the ceremony consisted of the singing of the royal and national anthems, before the Assembly began appointing a Speaker and all relevant bodies. The Royal Proclamation, signed and sealed by the King only four days prior, was read out by the Prince as follows:

GEORGE THE FIRST by the Grace of God King of Dartfordia, To all to whom these Presents shall come Greeting.

Whereas, by an Act of Parliament passed on the twenty-seventh day of November Two thousand and fourteen, in the Twenty-fourth year of Our reign, intiluled “An Act to constitute the Overseas Territory of Jenka,” it is enacted that “it shall be lawful for the King,” with the advice of the Privy Council, to declare by Proclamation that, on and after a day therein appointed, not being later than one month after this passing of this Act, the of said Constitution, the people of Jenka shall be united in an Overseas Territory under the name of the Jenka. But the King may, at any time after Proclamation, appoint a Governor for the Overseas Territory":

And whereas We did on the seventeenth day of twenty-eighth day of November Two thousand and fourteen, by and with the advice of Our Privy Council declare by proclamation that, today the people of Jenka, should be united in an Overseas Territory under the name of the Jenka: And whereas by the said recited Act certain powers, functions, and authorities were declared to be vested in the Governor: And whereas We are desirous of making effectual and permanent provision for the office of Governor and Commander in chief in and over Our said Jenka, without making new Letters Patent on each demise of the said office.

Now know ye that We have thought fit to constitute, order, and declare, and do by these presents constitute order, and declare, that there shall be a Governor and Commander in Chief (hereinafter called the Governor) in and over Overseas Territory (hereinafter called Jenka), and that the person who shall fill the said office of Governor shall be from time to time appointed by Commission under Our Sign Manual and Signet. And we do hereby authorize and command Our said Governor to do and execute, in due manner, all things that shall belong to his said command, and to the trust We have reposed in him, according to the several powers and authorities granted or appointed him by virtue of “Jenka Constitution Order Act 2014,” and of these present Letters Patent and of such Commission as may be issued to him under Our Sign Manual and Signet, and according to such Instructions as may from time to time be given to him under Our Sign Manual and Signet, or by Our Order in Our Privy Council, or by Us through one of Our Principal Secretaries of State, and to such laws as shall hereafter be in force in Jenka.

II. There shall be a Great Seal of and for Jenka which Our said Governor shall keep and use for sealing all things whatsoever that shall pass the said Great Seal. Provided that until a Great Seal shall be provided the Private Seal of Our said Governor may be used as the Seal of Jenka.

III. The Governor may constitute and appoint, in Our name and on Our behalf, all such Judges, Commissioners, Justices of the Peace, and other necessary officers and Ministers of Jenka, as may be lawfully constituted or appointed by Us.

IV. The Governor, so far as We Ourselves lawfully may, upon sufficient cause to him appearing, may remove from his office, or suspend from the exercise of the same, any person exercising any office of Our said Commonwealth, under or by virtue of any ---- Commission or Warrant granted, or which may be granted, by Us in Our name or under Our authority.

We have commissioned and ordered, under Our Sign Manual and Signet, His Royal Highness the Prince of Littlebrook to make exception and appoint His Excellency the Right Honourable Rex Hunt, member of Our Privy Council, Governor of Jenka.

In witness whereof We have caused these Our Letters to be made Patent, and for the greater testimony and validity thereof We have caused the Seal of Jenka to be affixed to these presents, which We have signed with Our Regal Hand.
Given the 28th day of November Two Thousand and Fourteen and in the 26th Year of Our Reign.

The day began, however, with the official reopening of the Legislative Assembly building, named Yoshimo Palace, jointly by the Prince of Littlebrook and Prince Sora of Takeda. The building had been under renovation works since the takeover and such works will continue until it is fully converted to hold the entirety of the Jenkan Legislative Assembly. The two Prince's pushed open the large double doors into the building and were taken on a tour by the Speaker of the Constitutional Assembly, and even had a preview of the converted rooms to be used by guests in a party there that evening.

Once events had taken place in the repurposed Legislative Building, the Prince of Littlebrook led a ceremony inside the official residence of the Commissioner of Jenka, now the official residence of the Governor, involving the private appointment of the Governor Rex Hunt – as prescribed by the Letters Patent signed by the King. The Prince and the Governor then exited Government House where a formal military parade took place. It was then, for the first time since initial occupation, that the flags of Dartfordia and Jenka were raised above all official government buildings, signifying to the world that Jenka was now, without a doubt, a Dartfordian Overseas Territory. As a mark of respect to the Jenkan people, the government only flew the national flag at the reconstructed Jenkan Military Base.

The parade, and the afterparty, were attended by numerous international delegates, including the East Moreland Chief Councillor Tim Carpenter and Dartfordian Prime Minister Harold Saxon, the latter of whom addressed the people of Jenka in a speech: "There comes a time in life when everyone needs a little help. We have found that today it is the turn of the people of Jenka to receive such help. With the permission of you, the people, we are committing ourselves to your security and protection, as well as safeguarding your future. Whether it be through the anti-missile system around the city, to the fifteen billion pound investment in your essential infrastructure, we are helping you prosper and become the world's greatest city."

The party at Yoshimo Palace concluded with a fireworks display at midnight along the waterfront and around the palace itself, delighting guests and the hundreds of thousands of citizens who turned out to watch. But despite the celebratory mood, notable guests were absent from the final part of the spectacular, including that of the Prince of Littlebrook. It is believed that the party carried on for a number of hours past midnight, allowing younger guests to further enjoy themselves.

Alexander in Hospital Following Collapse

Rochester Palace has today confirmed that the Prince of Littlebrook collapsed at the afterparty and was taken, unconscious, to the Yoshan Hospital in the north of the city. The Prince's collapse came prior to the firework display, and that he has remained in hospital since. While nothing else has been mentioned, it is believed that the Prince, who also serves as the Emperor of Rokkenjima, has been overexerting himself and is suffering from the aftereffects of exhaustion. Only the night before the events in Jenka he had been managing the Rokkenjiman national football team against Dartfordia, a match they lost 4-2. It has also been revealed, this time by sources inside the hospital, that the Princess of Littlebrook, Beatrice, had privately arrived in Jenka unannounced on the night of the afterparty, and is currently accompanying the Prince in hospital.

Ayako Yukimura Appointed Chief Executive

Earlier today Governor Rex Hunt appointed Ayako Yukimura, a former businesswoman from Jenka, as the territory's first Chief Executive. Her appointment will last until at least the end of December, and in mean time she has outlined fiscal policies to ensure the 'stability and future credibility of the island.' One of her main policies includes the establishment of a new joint currency with the Free Principality of Takeda, known as the 'Alba Karinya Dollar', this will be pegged to the stable East Moreland Pound, with options for its fiscal independence coming at a later date.

Other policies, such as the integration of Jenka into the Cross-Straits Union and bettering relations with Illumic Council nations, have been well received. In a statement, she claimed that the 'strength and solidarity of Takeda and Jenka is more critical than ever.' Policies on health, education and social welfare are expected to be announced over the coming days, but it is likely she will avoid major reforms without a mandate to do so.

Born in the outskirts of the city to peasant parents, Yukimura worked hard during her school years, earning good enough grades to get a scholarship with the University of Jenka, before starting up her own textile business. Prior to the Toshikawan Civil War, Yukimura sold her business, Yukisa, pocketing her almost 3 billion Dartfordian pounds at the age of 27. She initially planned to focus on 'smaller projects', but was elected to the Constitutional Assembly, now Legislative Assembly, last month. She has refused to comment on whether she will seek to hold onto her position beyond December elections.

Yuikimura Established Self-Defence Force

The Jenkan Chief Executive Ayako Yukimura has today confirmed the establishment of the Jenkan Self-Defence Force. The JSDF is a locally maintained volunteer defence unit, made up of Jenkan citizens and works alongside the military units supplied by the Kingdom of Dartfordia to ensure the security and protection of the Overseas Territory. The JSDF will fall under the command of the Governor and Commander-in-Chief of Jenka, currently Rex Hunt. However, pay and financing shall be the responsibility of the elected Jenkan government. In addition to the permanently stationed 25,000 Dartfordian troops based at Jenka Military Base, Hoshi House Military Base in the city and HMDS Yoshan, and those stationed along the border, there will be a maximum of 5,000 volunteers within the JSDF. Training for these volunteers will not be as extensive as those who serve in the Dartfordian Armed Forces, though all recruits will be required to speak and write fluent Toshikawan, and free English lessons will also be provided and paid for by the Jenkan government. An extension to 8,000, depending on the number of eligible applicants, may be considered, but such a decision would require the explicit permission of the Dartfordian Ministry of Defence.

A further announcement by the Governor today has also revealed that Dartfordian service men and women who are to spend six months or more based in the territory will be taught how to read, write and speak in Toshikawan. The goal is to enable a 'hearts and minds' policy, allowing soldiers and officers to mingle with the locals when not on duty. The Governor also stated how all members of the armed forces, regardless of their duration of stay (with the exception of those in transit), will be required to follow basic Toshikawan commands while in ceremonial uniform. New ceremonial uniforms are being designed to reflect the 'dynamic mix of Toshikawan, Dartfordian and world influences on the Jenkan people.' The designs are expected to be revealed within the next month.

In other news...

Mystery Over Police Deaths
Jenkan Police have launched a major investigation into the suspected murder of two police officers while out on what is believed to have been a hoax call in the Lai Shima district of the city. The identity of the police officers has yet to have been released, although their next-of-kin have been informed. The Police Administration Board, the most senior policing authority within the territory, has refused to state who they believe has committed the crime, or the motive behind it. The robbery took place at the former offices of Riverie Corporation, where computers and other storage devices were left behind.

Yoshan Hospital Given Royal Charter
Following the Prince of Littlebrook's three-night stay, the Yoshan Hospital has been granted a Royal Charter, along with six other organisations, and shall now be known as the 'Yoshan Royal Infirmary'. The hospital is the largest, and mot famous, in the city, and it deals with almost 60% of all hospitalisations that occur within the city. Despite the high number of patients, it had a reputation for being one of the best hospitals in Toshikawa. The Royal Charter was issued by the Governor Rex Hunt on the advice of the Jenkan government. The other institutions receiving one were: the Royal Jenkan Postal Service, the Royal Jenkan Police Force, the Royal Jenkan Yacht Club, the Royal Society for the Prevention of Cruelty to Animals, the Royal Ambulance Service and the Royal Jenkan Nautical Association.

Jenkans Defy Mori Threat As Ayako Yukimura Wins Election

Millions of Jenkan citizens day defied threats of invasion from the Mori Clan in Toshikawa by turning up to vote in the territory's first official Legislative Assembly election since the establishment of the Dartfordian Overseas Territory in late November. The clear victor from the election was Ayako Yukimura, the current Chief Executive, who's party 'Jenka First' won a resounding 73 seats out of 120. Her economic policy, backed up by £15 billion worth of investment from Dartfordia, and more than double that from the private sector, has seen the GDP per capita of the territory jump from AK$8,000 to nearly $22,000 in just a few months. Jenka is still below its pre-war $28,000 level, but experts say that the territory will likely see 'continued growth' over the next few years.

Other successes of her administration include a reforming of the education and health systems, which she has promised to 'continue further' in order to provide a better future for all Jenkan citizens, as well as making Jenka fully compliant with the Mundus Convention on Universal Rights. Her strong words against adversaries in both Toshikawa and, very recently, Seaforth, in defending the people's right to self-determination has also been praised. Her policies going into this election included continued economic growth, major judicial changes, increasing reliance on green energy sources, reform local government and the expansion of her pet-project, the Jenken Self-Defence Force, which this week received permission from the Secretary of State for Foreign and Cross-Straits Affairs in Dartfordia to expand to 8,000.

Jenka is our city, and we should be proud of it, and that's exactly what this government plans to do."
