As per the legislation governing the Citizens Assembly, the Senate is required to debate and then vote on this. I am aware that the debate and voting periods will not bring this Act into effect before the end of the current election cycles. However James may rest assured that steps are being taken for the current cycle by the Chancellery.

Anyway the following Constitutional Amendment proposed by James_Ed and CGJ has already cleared the Citizen's Assembly Debate and will be up for Senate debate until at least the 13/1/2015.

Constitutional Amendment Act - Ninth Amendment (2014)
An Act to amend the Constitution of the Independent Order as to ensure fairness and equity in elections (2014).


Be it enacted by Her Excellency the Grand Chancellor, by and with the advice and consent of the Senate, and by the authority of the same, as follows:

Short Title

(1) This Act may be referred to as the Constitutional Amendment Act - Ninth Amendment (2014).

Amendments

(2) Section (46) shall be amended thusly:

"(46) To be eligible to vote in elections, a member must have been a member of our region for a minimum of seven (7) days and made a minimum of six (6) non-spam forum posts, of which no less than three (3) being made within the fourteen (14) days prior to the opening of nominations.”

(3) This amendment shall come into effect immediately.

This is definitely something that is necessary, to prevent lots of new members swinging the vote, we should definitely try to get it passed before voting begins on these elections (realized that was impossible, but we should still try to pass it promptly). Unless anyone has any issues with it, I move this bill be brought to a vote.

I don't really see how the CA had the authority to suggest this in the first place, but I'll cooperate. The amendment itself seems awkwardly written; for example, the section to be amended reads as follows:
Article V.
 
(46) This constitution may be amended with vote of sixty six (66) percent or more votes in favor of the number of votes possible in the Senate at that time, and the signature of the Grand Chancellor.
Additionally, having just looked through the text of the constitution, did you know it has no section 16? With that in mind, I propose the following rewrite:

Constitutional Amendment Act - Ninth Amendment (2014)
An Act to amend the Constitution of the Independent Order.


Be it enacted by Her Excellency the Grand Chancellor, by and with the advice and consent of the Senate, and by the authority of the same, as follows:

Short Title

(1) This Act may be referred to as the Constitutional Amendment Act - Ninth Amendment (2014).

Amendments

(2) Section (17) will be renumbered as Section (16). All following sections will be renumbered accordingly.

(3) The following section shall be added at the beginning of Article V:

"(45) To be eligible to vote in elections, a voter must have been a member of the Independent Order for a minimum of seven (7) days, having made a minimum of six (6) non-spam posts on the forums. Of these, no less than three (3) must have made within the fourteen (14) days prior to the opening of nominations.”

(4) This amendment shall come into effect immediately.

The CA has the authority to suggest a Constimendment...anyone does. Though technically in this case Achkaerin has submitted this on the CA's behalf.

On a note about amending Section (46)...oopsie. I must have been tired writing this. Fortunately an Order-in-Council will come into effect prior to the opening of votes that will, in effect, apply this amendment to the current election.

As I said in the Assembly Docket when this was submitted to the assembly the actual mechanism of amending the constitution is the Senate vote, so allowing the CA to propose and debate an amendment is fine since they are not permitted to vote on it and therefore do not possess the mechanism they require to amend the Constitution.

The vote on Constimendment's stays within the Senate so only it has the mechanism and it does (although it's never happened) have the capability to say no and refuse to pass legislation by means of a NAY vote.
