Mr Speaker, As this act affects the Chancellory's ability to carry out its functions, and may have a profound effect on the constitution, I seek permission to contribute to this debate. |

Personally I feel this is uneccessary it will be difficult to keep track of and with time zones etc impractical. I believe the current provision for LOA covers the basis with this. We also have the issue that bank holidays vary nation to nation, Eid is on variable dates and Muslims don't agree with the date at times and we'd need to include every religious festival to be fair. Therefore I believe this is unworkable....... Sorry Achkarein I get your idea, I just think LOA covers us. | |||

Following consultation with the Grand Chancellor, I would like to state that should this bill, in its current form, not receive 66% of the votes required, the Chancellory will withhold assent. This position has been reached for a number of reasons, some of which have been mentioned. Though to list a few: - This will be a nightmare to organise. Assuming Christmas Day, do we count the LoA as being 00:00 to 23:59 GMT? Or 00:00 UTC+12 to 23:59 UTC-12? - The list is very religious-based, well specifically, Christian based. It takes into account holidays (I'm looking at you, Easter) that lack the cultural relevance it may have had previously. Even in the UK we make a bigger deal out of Chinese New Year than we do Easter (fortune chocolates anyone?). - Also 'national' days (such as Thanksgiving, St George's Day, Independence Day, Canada, Day, etc.) are very frequent, yet they also usually last a day – so a site-wide leave of absence isn't really required. - Last Christmas (I gave you my heart), the Senate passed a motion 'delaying' the passage of a bill to account for Christmas. This year (to save me from tears), the Senate can do the same. However, the Chancellory is open to the suggestion that should a Premier or Senate election fall on Christmas Day, due to its cultural significance, then a 24 hour extension to the election (on whichever stage 25 December falls on to) should be granted without affecting the future schedule. |

Fixed days such as Christmas Eve through to Boxing Day are workable since they don't vary- also taking religion out of the equation for the moment it's something recognized and celebrated so should be accounted for. Obviously I take the point with regards to Easter and bank holidays since they roam around and to include Easter then means you have to include other religious festivals (and since we're not sure on the religious demographic of the region that's probably not a good idea.) So amend the Act to recognize specific fixed periods of time. And for the record the LOA does not cover the entire government for this situation unless you expect every Senator, Minister and Assembly member to barrage the LOA topic on the 23rd of December with what should already be known specifically that they're not going to be around for a couple of days- this Act's intention is to simply say that certain time periods don't count towards vacancies and such. Also I don't think it's that unworkable or unreasonable. For example in the previous term of government this Act would have accounted for five days (Christmas Eve-Boxing Day and New Years Eve- New Years Day) Now I'm not saying that this Act adds days to that 45 what I'm saying is that there are certain things which logically shouldn't happen on those days (due to the likely diminished activity any way). And on a final jesting note- Mr Vice Chancellor if you're going to condition a vote try to make it much less obvious (last I checked you had the right to refuse assent unless an Act reached 75% in which case the signature is not needed- and as it stands this isn't a constimendment) Edited by Achkaerin, 26th January 2015 - 05:05 PM.

To amend my previous statement (thanks Ach for pointing out I'd got the percentage wrong ): Should this bill, in its current form, not receive 75% of the votes required to bypass the Grand Chancellor, the Chancellory will withhold assent. There is little need for people to LoA if they are only away for 1-2 days over Christmas. Though to extend the end of my previous post: the Chancellory is open to suggestions to amend the constitution to allow Senate/Premier elections to be held earlier of it falls on Christmas Eve/Day/Boxing Day, or to be delayed until after Christmas. |

(I can guess where this is going) Seconded, I also thank CGJ for opening the door for at least the idea to in some way continue Also since with a senate of 7 each senator is worth 14.2% of the vote I will make it known that two nay's will in view of the condition presented by the Chancellery cause this Bill to fall.
