OOC - Thanks to CGJ for the reminder. In accordance with the charter of the CTO we need to select a Security Council. This will be drawn from different Geographical regions so as to ensure fairness. Nominations will be open for 72 hours and will therefore close 9pm UK time on Friday. Membership is broken down as follows. Full name of nation: Principality of Nueva Ardia Short name: Nueva Ardia or PNA Region: Ardia Name of Proposed Security Council Delegate: Federico Santillan Short Description (<150 words) as to why they should be elected: Federico Santillan served two terms as Premier of Nueva Ardia, one under the reign of Claudio Penultimo and the other under the Chancellery. Besides Pelita Vasquez, he led the Chancellery in abolishing unconstitutional laws discriminating against race classes and religions in Nueva Ardia. From reading the charter I couldn't find any mention of the method we had to use. Figured having some idea of who you were voting for rather than just a nation would help newer members who are not so familiar with the nations. Perhaps one of the first things we should do once we have the Security Council is establish some formal procedures for the next round. | |||

The first being that we are a growing democratic power in Ardia with a history of helping smaller nations grow and prosper, the reasons why we co-created the CIS and created the original charter. The second reason why is because we are on the way to becoming the most powerful true democracy in Mundus and feel that we would represent the democracies of Ardia with honor and integrity. He entered the State Institute of International Relations (SIIR) and graduated with a doctorate in 1972. During his education at the SIIR, Lavrov studied international relations. Lavrov also learned to speak English, Spanish, Thematan, and Rokkenjiman. In addition to that Seaforth participates globally in such organizations as CETO, MCUR, Uppsala Convention, FSC and the MDB. While we have seen several applications using words like "most powerful" and "powerhouse" and extolling the virtues of their military. Seaforth's view of the Security Council is not one of possessing the power to enforce a surly cease-fire, but the strength to actively work to stabilize vulnerable areas and to proactively neutralize destabilizing forces, both with diverse tactics that include measures other than armed intervention. OOC: I think it would be prudent to make clear how elections will work on the regional level. As in, Ardian states vote for the Ardian seat, Albion states for the Albion seat, and so on. I'm fairly sure that's how things are set up, but for clarity I thought it would be good to establish here. | |||

OOC: since the region have fairly even numbers and the treaty says 3-6 members of the security council, i do think we should gi ahead with 2 seats in each region. Otherwise, when the northern region gets just a single member more we will be doing yhis all again. Just make it two each and be done with it. Also, i agree, clarification of elections is warranted. | |||

NOMINATIONS HAVE CLOSED. The elections will be opened tomorrow and will be open for 72 hours. The elections will work as follows. 1. The Security Council will consist of two members from each region 2. You may only vote in the region in which your nation is based. 3. Each person will have two votes. 4. You may vote for yourself. 5. In the event of a tie the nation with the most 1st votes will be declared the winner. 6. Should this be a tie there will be a run off election that will last 24 hours. |

I don't think this is the most appropriate electoral system to use. It introduces a preference model that's a bit awkward and not really clear. Either: - Plurality first: People get two 'X' votes, if it's a tie then a run-off Or: - STV: What's used for Senate elections. People rank the candidates and this avoids the need for a run-off. |
