Submitting country name: Kingdom of Dartfordia and the Holy Empire of Achkaerin[1] Countries involved: All Title of submission: To amend the Commonwealth Treaty to synchronise the election of Security Council members and the CTO Secretary-General Description: The Kingdom of Dartfordia and the Holy Empire of Achkaerin seek to amend Article 22, section 2 of the Commonwealth Treaty. Whereas presently it sets out a one-year term (OOC: one-month IRL), we believe that in the interests of international security and stability, it would be more worthwhile to extend this term to three years (OOC: 3 months): '2. Each member of the Security Council shall represent, and be elected by a majority of, members within a geographical region determined by the General Assembly, for a term of three years, and shall, as a group, be confirmed by the whole General Assembly.' Secondly, we propose the formal addition of a term-time limit on the position of Secretary-General to match that of the Security Council, to be included in Article 62 as follows: 'The Secretariat shall comprise a Secretary-General and such staff as the Organisation may require. The Secretary-General shall be appointed by the General Assembly for a term of three years, renewable once, upon the recommendation of the Security Council. He shall be the chief administrative officer of the Organisation.' Any other details: The ratification requirements for a Charter amendment are as follows: "Amendments to the present Charter shall come into force for all Members of the Commonwealth Treaty Organisation when they have been adopted by a vote of two-thirds of the members of the General Assembly and ratified in accordance with their respective constitutional processes by two-thirds of the Members of the Commonwealth Treaty Organisation." |

Obviously Achkaerin supports this. The main reasons for requesting this change are as follows 1) to have multiple security councils of one year within a three year secretary general term is to say the least disruptive especially because if the security council is to handle what could be a prolonged situation it would be counter productive and potentially undermining of the CTO to change the security council mid crisis which could potentially happen. In a one year term the security council may be able to agree a course of action but not act on it due to security council elections occurring mid sec-gen term. The logical possibility that follows this is that the newly elected security council forms a different opinion to the previous one and undoes all the work of the previous security council- thus creating a potential backlash on the CTO from a nation or nations that have relied to their detriment on the security council. Therefore a three year term allows the security council enough time to analyze a situation, determine a course of action and act on it. 2) Presently Tim Carpenter an East Moreland citizen holds the secretary general position, he is politically independent of his nation but East Moreland is not up for election in the present security council elections now if (and I stress if) this is an attempt to establish a convention whereby the nation of which the sec-gen does not stand for the security council then considering the size of the northern constituency with that assumption there is a problem since there are only four nations left once East Moreland is taken out of the equation and two elected per term so a one year term (as presently defined) relies on the one nation not nominating itself this time to stand next time (alongside the nation that does not get elected this time around). Point being if only one of the two that would be eligible stand (assuming the East Moreland neutrality) what happens to the second seat? Also with four nations it's very easy to work out the vote. However if the security council elections are brought into line with the sec-gen elections then the situation changes and unless the sec-gen succession Northern citizen succeeding Northern citizen the situation detailed will not happen. OOC- the above is a basic waffling IC response trying to give reasons OOCly it's quite simply a logistics game, better to synchronize and only lose one week out of three months to elections rather than lose three weeks out of three months. |

OOC - I purposely didn't put a Morelander forward as I felt that if successful it would open myself up to being seen as controlling the SC or something, and I don't think that benefits anyone. I believe however that it should be up to the individual to decide for themselves. I otherwise support this. |

He shall be the chief administrative officer of the Organisation.' |
