Mr. Speaker, In regards to a recently published Order in Council which establishes the Regional Council for Roleplay I would like to request your permission to, upon receipts of acceptance, to propose the seven members whom will comprise the Council for the confirmation required by the Senate. Should I receive these receipts of acceptance swiftly (of which I have already received three) I shall be prepared to present their names as early as tomorrow. Once this list has been provided I would ask that a vote be called as quickly as possible so that we may see the Regional Council for Roleplay constituted and operating as soon as possible. Thank you. |

While I am interested in hearing this point I would remind the Premier that management if the regional RP is under the sole jurisdiction and purview of the Chancellery, thus I see no laws which could be applicable here. | |||

May I refer the Grand Chancellor to the very first Constitutional Amendment Specifically the following section “(6)The Grand Chancellor shall have the right, with the advice and consent of the Premier and Senate, to delegate any power or authority, vested in Grand Chancellor to a devolved body or other member.” I'm presently the Premier and my advice on this matter has not been sought so that's a breach of the constitution by the Grand Chancellor. Secondly you are presently asking for a vote that does equate to consent of the Senate but not the Premier additionally by only asking for a vote you are foregoing any consultation of the Senate. So sorry to say it B but because this section doesn't distinguish between the GC's RP authority and OOC authority, due to what frankly I can only say appears to be bad drafting (and the fact that a speaker didn't update the constitution by the looks of it) the Grand Chancellor cannot implement this the way she is currently attempting to. At the very least the Senate is required to debate this proposal as per usual procedure. I have also checked the subsequent constitutional amendments and there is no further amendment of this section therefore this is the law. |

On a point of law, Mr Speaker, if I may: Roleplay is the complete purview of the Grand Chancellor. The Roleplay Rules were established prior to the Constitution, and the Constitution does not apply to the Roleplay Rules. As stated in the rules here and originally here
Senate/Judicial Committee involvement in the RP Council is extended by Her Excellency for the purposes of openness and transparency, not to fulfil a legal requirement. |

With all due respect asking the Senate to confirm this Order in Council brings the Constitution into play in doing so this devolved body becomes subject to the section I have previously quoted. | |||

The Senate is not being asked to confirm the Order in Council. The Senate is being asked to approve of the nominations made by Her Excellency, as stipulated by said Order. The Senate's involvement here is entirely at the Grand Chancellor's mercy. Should this be a problem I will advise Her Excellency to revoke the Senate's abilities in the appointment of members. |

Due to issues highlighted by the Premier I am hereby withdrawing this request. The Order in Council will be redrafted, and the appointments made in swift order. My apologies to the Senate and the Speaker, as I very much appreciate your time, willingness and openness in this matter. |
