I apologize in advance for throwing what is essentially an OOC topic into the IC mix here but since it's CTO related I thought this was about the only place it could go- if it should go somewhere else then undoubtedly Beatrice or CGJ will move it to the correct place.

Ok so here it is, I've noticed that we don't have a well I guess you could call it a protocol in place for the end of CTO terms, by which I mean the time when the terms of the Secretary-General and Security Council expire. I think I know what would probably happen but I'm going to state my assumption so I can get some clarity and establish for reference what actually is likely to happen.

I'm assuming that in order to avoid repetitive periods of stagnation this would have to work similar to the way our Regional Government works in that nominations and voting would occur towards the back end of the term in progress. Since the present term expires by my reckoning on the 11th of August I would assume that on the 5th of August the nominations would open for the various categories with the votes opening on the 8th of August, thereby ensuring that the results are known prior to the end of the term in progress. Is this the correct assumption?

Secondly on a slightly related IC point speaking as someone presently on the Security Council it strikes me that we should have a cut off point during terms where the Security Council does not open discussion on new resolutions i.e. it doesn't make sense to open a debate on a resolution during the voting period for the next term because 72 hours later the Security Council makeup would be different. Obviously I wouldn't seek to limit people submitting matters for debate I'm just saying that we need to establish out of fairness to every CTO member at what point we stop the discussions on the Security Council prior to an election.

Interesting point, Ach.

I can't recall exactly when the last elections will be (I could check, but eh), but I feel there's a relatively easy solution for this.

I think a temporary halt on broad submissions should apply when SC elections are underway, with anything super-urgent being allowed to be discussed by both the old and new security councils.
