Secondary Nations Guide

In accordance with this players that have been part of the Independent Order for at least six months and have at least 400 posts to their name are now permitted to have what we term a 'Secondary Nation' so as Cartographer it now falls on me to explain the rules that govern these nations. Throughout these rules I will attempt to illustrate using Achkaerin (my primary nation) and Vafleon (my secondary nation)

  • The population of a secondary nation is capped at 50 million- self explanatory

  • A Secondary nation may only claim three territories and these may not be connected to the main nation

By connected we mean in terms of land border and proximity this is to avoid land claims of secondary nations becoming nothing more than a buffer zone so for example Achkaerin occupies territory Y1 so a claim for Vafleon of Y2, Y3, Y4 would breach this rule. Players are therefore strongly encouraged to establish Secondary Nations a decent distance from their Primary Nation which is why the claim for Vafleon is R20.

  • A Secondary nation may join any organisation or alliance they wish however a member may only have one vote in any organisation.

What is meant here is that if for example a user has both a Primary and a Secondary nation in the same organisation so for example the CTO they may only vote with one nation of the two during any vote (though not necessarily the same one in each vote) so for example a vote concerning something unethical going on in the Arctic would be more of an Achkaerin concern so they may vote on that, however something in the Illumic Channel is more of a Vafleon concern so that would be a matter they would vote on, in short either may vote but only one can. However both may participate in the debate.

  • A member may not hold the position of CTO Secretary General and a position on the Security Council.

This is simply to enforce an Out Of Context prevention on one of the most obvious potential abuses of the system- let me illustrate this, at present if there was an Achkaerinese Secretary General there is no reason why Achkaerin cannot also sit on the CTO Security Council. What this rules seeks to prevent is a situation where both a Primary and a Secondary nation occupy these positions so for example an Achkaerinese Secretary General and Vafleon on the Security Council.

  • In cases of War RP a member may have wars between their Primary and Secondary Nation. At the cessation of war however the nations can not occupy territory permanently.

This is the enforcement of a general understanding that exists in most conflict RP done on here which is that normally following a war if territory is taken by the aggressor then it will normally be lost at some point unless both parties agree different in which case there is not an issue. However secondary nations are not just random parts of another nation, they are nations themselves which means that if for example Achkaerin in its previous form (when it had six territories) invaded Vafleon it could win the war but would have to at some point give up the territory since otherwise the RP rules would be breached.

It should though be noted that this is because in such a war only person is involved however a war between East Moreland and Vafleon (for example) would include two people so normal rules would apply then.

  • Secondary nations may not be extensions of your Primary nation (E.g may not be a colonial outpost, however they can have a shared history, culture etc)

This is perhaps the most important rule, what we're saying here is that for example Vafleon could not in the present or future be a part of Achkaerin in so far as it could not be governed by Achkaerin laws (think for example how the Westminster Government in the UK is superior to the devolved parliaments of Scotland, Northern Island and Wales) however there is no reason why the two countries could not have a relationship similar to that of the UK and Australia which is to say two separate countries with a shared culture, shared head of state but two clearly independent systems of government. If you choose to go this way you may be asked by either myself or a member of the RP Council to provide clear details as to the difference between the two systems.

Everyone should also note that there is no reason why in the past Vafleon could not for example have been Achkaerin territory. The point is that it cannot be that now.

Those are the rules as defined by the relevant RP Council Act or whatever it's called now in addition I want people to be aware of the following points that I will employ as Cartographer:

  • If a players primary nation is removed from the map or placed on the eviction list then the same will happen to any secondary nation they control.
  • A primary nation yet to go on the map will have priority over a secondary nation yet to go on the map.
  • A secondary nation yet to go on the map will have priority over a primary nation that is on the map and wants to relocate.
