On the 1st February 2016 the application ofThe Duchy of Aquitaine has been received by the Secretary General. Having been accompanied by the confirmed support of three nations, namely Rokkenjima, Dartfordia and Toshikawa, I therefore ask the Security Council to make a recommendation on whether this nation should be granted membership of the CTO. Once this recommendation has been made it shall fall to the General Assembly to make a final vote. Birgit Strand Secretary General |

We would support Aquitaine's admission provided that investigation goes ahead. There is on other thing I would like some clarity on and I'm hoping the Secretary-General may be able to help with this, if I understand correctly there was a plan in place to facilitate Aquitaine's independence from Marseilles designed by the new Marseilles government has that been carried out and does the Marseilles government agree that Aquitaine is an independent nation?" |

OOC- Seeing as I RP'd Real Marseille taking over the reigns of government with their plan (which is in the spoiler below) I'd say steps 1-8 have been carried out in regards to Marseille. Acquitaine however did not engage with this in the slightest and backed by Rokkenjima just kind of went "no we're now independent". I'd assume that as no negotiations took place to ensure a smooth transition their would be tensions between Marseille and Acquitaine but I'd suppose point 10 shows that they intended to recognise Aquitaine. The plan "It is my understanding" Birgit began speaking into the microphone, " that the members of Real Marseille who went on to form the new government always intended to eventually recognise Aquitaine if it was the will of the people. However the joint decree issued by the breakaway leadership and Rokkenjima declared a a national referendum would take place to confirm the leadership, I am unaware of the results of this, I am surprised that as CTOMM forces did most of the grunt work helping free the Duchy from MDF control that no CTO representatives were involved in this process. Mr.Jacques Papin who guided the fighters of Real Marseille and then became Marseille's first leader at the cessation of hostilities drafted the 10 step proposal for the furture of Marseille, and seeing as that document concluded with "Aquitaine to be formally recognised as a Sovereign Nation regardless of outcome of the talks" I would suggest that yes Marseille does recognise them as sovereign, however as no talks took place I can not be certain of that." |

Steven said "So I suggest the first thing we do is clarify with the Marseilles Government whether they do recognize the sovereignty of Aquitaine or not. Because if and I stress the word if they don't then on the basis of what we know as fact Aquitaine would still legally be part of Marseilles and such circumstances would put the brakes on their application to this organisation. Now we should also ask not only Marseilles government but also Aquitaine's about the referendum we need to know the result and more importantly how the referendum was run. So before we can make any recommendation to the General Assembly on this application we need clarification on this point." OOC- and this is precisely why the first thing that should have been done when Marseilles and Aquitaine were brought back was an establishment of the split. OOC- My concern is that several people put lots of effort into creating things connected to the Materna thing that then never followed through as we believed Acquitane and Marseille were ending. We did however leave it with assumptions of things would go a certain way, etc the Real Marseille 10 point plan being ignored by Rokkenjima and Acquitane, what I'd hate to see happen now is things retconned/ twisted to make things fit a narrative different to one we created through lots of RP. "I propose then that the following communication be sent to the Duchy.
Once its response has been gathered we can then see what recommendation you would like to put before the General Assembly". |

"I agree with most of this proposal" Steven said "The Duchy must answer the queries regarding the referendum since that directly affects their eligibility as an applicant nation. If they clear that up satisfactorily then it will not be an issue. The Cartier matter is however different, at present our recommendation not withstanding the referendum concern is judging by the consensus that the Duchy of Aquitaine be admitted on the condition that the CTO carry out the investigation into and subsequent prosecution if deemed necessary of General Cartier, it is appropriate that the CTO handles that to ensure not only that the General's rights under the MCUR are upheld but that the process is fair and transparent politically, diplomatically, publicly and perceptually. I therefore suggest that considering the various factors in play on the various levels that instead of asking what preparations they've made to investigate Cartier's actions that we sound them out as to whether they are willing to allow the CTO to handle the investigation." |
