"While I fully agree with the spirit of this resolution I think we need to tighten a few of the aspects of it. For example No.3 calls for the extradition of terror suspects, I believe this should carry an addition stating " the extradition of terror suspects where necessary, once reasonable evidence of suspicion has been presented. ![]() Paul Mitchell, General Assembly Delegate Paul read the resolution with interest and listened appreciatively to the East Moreland contribution "I echo the statement of the East Moreland delegate" Paul said "I would also raise the matter of the Mundus Convention of Universal Rights in the context of point number three. We have a situation where this resolution can be interpreted as a recourse for national governments who wish to punish those they believe to be terrorists regardless of principles. Simply put if Achkaerinese authorities arrest a suspected terrorist on Achkaerinese or Gowu soil then said terrorist is afforded the protections granted by the MCUR. If said terrorist were hypothetically a Borlander and East Moreland wanted him extradited then that's something easily achieved because East Moreland is a signatory of the same treaty and the rights of the suspect would be respected. Now I'm not casting aspersions around here nor am I saying that any state violates prisoner rights but given that we're talking about terrorists there would surely be concerns that certain rights are mentioned when extradition is discussed such as Article 4- Prohibition of Torture, Article 7- Right to Fair Trial and No Punishment without Law, Article 9- Freedom of Thought, Conscience and Religion and Article 10- Freedom of Expression. I'm not saying that we need to ram the convention down the throat's of non-signatory's but this is a concern that needs addressing." |

We would therefore propose the following redraft splitting point 3 in to two and adding a better framework for extradition: The General Assembly, Recognising the grave threat to global security presented by organised terror, Acknowledging the unique challenges presented to security and in confronting such groups, Further recognising that terror with a global reach can only be defeated by global effort, 1. Resolves to actively isolate and degrade the capabilities of organised terror groups 2. Commits to cooperation between nations in the disruption of terrorist networks, their financing and supply lines. 3. Further commits to the sharing of relevent intelligence regarding threats to the target nation 4. Also commits to the the extradition of terror suspects where necessary once: i. Reasonable evidence of suspicion has been presented ii. It has been determined that extradition would not put at risk the suspects rights under Articles 4, 7 and 9 of the Mundus Convention of Universal Rights iv. In contentious cases the CTO Court may be used to arbitrate between the various parties. |

"One minor adjustment the 'CTO Court' referred to in point 4 iv is generally referred to as the International Court of Justice or ICJ, I suggest we use the more widely known term rather than risk confusion. Apart from that I'm in agreement."
