The General Assembly

Recognizing the need for continued improvement of the organs of the Commonwealth Treaty Organisation, including the Secretariat itself,

Determined to further engagement and opportunity, as well as the ability of the Secretariat to react swiftly and nimbly,

Decides to establish the post of Deputy Secretary-General as an integral part of the Office of the
Secretary-General, in accordance with the existing system of decision-making, with responsibilities delegated by the Secretary-General, including the following:


  • To assist the Secretary-General in managing the operations of the Secretariat;
  • To act for the Secretary-General at the Commonwealth Headquarters in the absence of the Secretary-
    General and in other cases as may be decided by the Secretary-General;
  • To support the Secretary-General in ensuring intersectoral and inter-institutional coherence of
    activities and programmes and to support the Secretary-General in elevating the profile and leadership of the
    Commonwealth Treaty Organisation in the economic and social spheres, including further efforts to strengthen the Commonwealth as a leading centre for development policy and development assistance;
  • To represent the Secretary-General at conferences, official functions and ceremonial and other
    occasions as may be decided by the Secretary-General;
  • To undertake such assignments as may be determined by the Secretary-General;


Notes that the Secretary-General will appoint the Deputy Secretary-General following consultations with Member States and that the term of office of the Deputy Secretary-General will not exceed that of the Secretary-General.

OOC- I'm not going to try to articulate this ICly because the IC case is kinda weak but I do acknowledge that this is one of several things required to begin sorting issues regarding the CTO out. I would suggest that the best way this can ICly work is for the two controllers of the Sec-Gen and Deputy Sec-Gen to talk OCCly and maybe have some of the debates chaired by the Deputy as opposed to the Sec-Gen.

Since no one's commented I suggest this goes to vote without opposition since it's integral for the future and we can do without a backlog.
