The General Assembly,

Recognizing it's failings in recent times to deal expeditiously with issues presented with it

Acknowledging it's unpreparedness when dealing with matters such as admission of new nations,

Resolving to establish that such problems do not hamper the Commonwealth in the future,

1. Declares A General Conference of the Members of the Commonwealth Treaty Organisation for the purpose of reviewing the present Charter and reform of the CTO shall be held in accordance with Article 73 of the Commonwealth Treaty.

2. Holds that due to the Security Council being between elections the power of that Council is presently vested in the General Assembly as per convention.

3. Selects that the General Conference shall take place at Crystalline Castle in the Holy Empire of Achkaerin


Any other details:

Article 73 - "A General Conference of the Members of the Commonwealth Treaty Organisation for the purpose of reviewing the present Charter may be held at a date and place to be fixed by a two-thirds vote of the members of the General Assembly and by a vote of any five members of the Security Council."

Note 1: if Beatrice declares the results of the SC elections then point 2 can be removed since it would become irrelevant.

Note 2: Achkaerin nominated due to being the proposer.

Note 3: Everyone knows the problems that exist and while it's all well and good talking about them OOCly if we're going to do anything about ICly then this needs to happen.

"While reform to the CTO is a cause which many of us recognizes I would remind the General Assembly that Secretary-General Evanthe has many ideas for reform, making clear that she would be a reformer to this institution and not a Secretary-General aiming to uphold the status quo. With that stated, it is my firm belief that we should allow her plans to be submitted and reviewed prior to the General Conference. Given the results of the last election Secretary-General Rhodes has a clear mandate, one which she should be allowed to act upon."

"Secondly, I see no reason why such a Conference couldn't simply be held at the Palace of Nations. Each Commonwealth member already has representatives here, thus a Conference of this scale would be best hosted at the Palace of Nations."

OOC- Hate to say this but the CTO doesn't need sorting ICly, it needs sorting OOCly, debates need to be started quicker and be more focused. The Borland one ended up dragging as people just kept repeating the same tired agruements. What is needed is not a further argument on it but simply stick a time limit on debates before a vote and speed things up.

OOC- Let's be clear that any OOC change to the CTO has to implemented ICly therefore the general conference called for is the only way to do it- and better since by having away from the Palace of Nations we don't have the delegates but the people who were at the Commonwealth Conference. Evanthe would be present and within her rights to submit her proposals there but it's better to do this in one go rather than bits.

Now I quite agree that we need to start making sure debates go up quicker and are moved swiftly to vote once they stall or become repetitive but this is still all in the hands of the Sec-Gen, something that is failsafed by the Deputy Sec-Gen provided that appointment and I hate to say it is made based on OOC and not IC factors.

OOC - Hate to say it but I believe that this is not going to solve anything. We'll once more descend into circular arguements about wording etc and people will lose interest and wander off. The issues with the CTO aren't in its IC working, its in activity, that's caused because people don't use it because it takes too long because people nit pick and we just go round and round. Many are seeing the CTO as irrelevent and this is the reason, rather than us just go and say 48 hours debate, then vote, we're holding a whole conference which is going to simply drag on. I'm sorry but the biggest issue with speed in the CTO beside what I've described is how active the Sec-Gen is. If we now have a depty Sec-Gen that should be sorted.

OOC: not sure if this has gone anywhere, but I'd like to toss my view in and a suggestion.

I think focusing responsibilities, to one person or two is generally a huge mistake and to me, is what makes the CTO seem more like an OOC organ than an IC one, we vote and ofcourse most are going to vote in line with their OOC opinion. This can be provocative by the Sec-gen position, which honestly just seems comparative if not exactly the same to the Speaker position in the regional assembly.

It can be noted that most of the members who RP barely care about regional governance and most have expressed their only interest is RP. This results in negligence in RA debates and low activity in regional governance. Now I agree that the Sec-Gen position needs to be faster, but I think a larger issue is the fact that the CTO is structured and run like a regional government organ, not an IC RP government organization. And when you compare the sentiment to both the regional gov and CTO and the way they're run, to me I see a trend.

I think ideally, the CTO should be used universally as a reference or willing part of any event without going through a massive legislative process which is akin to OOC'ly running a government.

But as for a more direct proposal I have, the Sec and Deputy should be mostly, positions of merit OOC'ly with 'limited' authority. Basically I think this can be easily implemented, what you do is take any submissions as usual and with the thumbs up, the person who submitted the legislation can post a debate topic, then voting topic, instead of relying on one or two people grinding to do it. If the issue is speed, then this is as fast as it can get, as I see we having a deputy but being in the boat honestly. This would be easy to moderate and could take away alot of the OOC bureaucracy that may scare people away from the CTO.

Another and arguably bigger issue is the security council. I believe it most logical to employ perm members IC'ly, however OOC'ly people will cry imperialism or some shit. But constantly voting for a new SC has shown to be highly unstable OOC'ly and IC'ly. However, I think the pros of a permanent security council in both realms outweighs the cons and makes logical sense if this is truly an IC organization. If the pandering to OOC motives is apparent, then you lose the legitimacy of it, like we have now.

That's not where the resistance to that idea will be or where the problem will be though (and we all know it). I've always been in favor of either a hybrid SC or a fully permanent SC but the question will be who are those permanent members? They would have to be chosen fairly and the only way of doing that is looking through the relevant threads concerning old crises and evaluating the contribution which would account for the OOC issue of activity level as well.

Secondly if we're thinking about potentially cutting out the Secretariat to help move debates then I'm going to sound a cautious note on that- in the case of the SC yes absolutely do it- these are normally the matters that are time sensitive, but on the GA with the numbers of that body's membership I wouldn't because we potentially end up with a lot of debates going on and while that sounds like a good thing as the CTO would be active, it to a point creates an inefficiency.

A semi-permanent Security Council was recently proposed and not an eyelash was batted, so perhaps resistance to the idea is not as high as one would think. :P

If we were to institute any permanent component to the Security Council there would have to be some conditions for permanent membership considering the, well, permanent nature of such membership. Bouncing the idea off of C I proposed limiting the pool to original signatories of the Commonwealth Treaty (this points to longetivity) and due to what we're expecting from a Permanent membership heightened standards would, in this case, be justified. The IC proposal as stated by Evanthe also provides for a mechanism to override Permanent Member vetoes. I understand that some may view Permanent Members as an issue of contention, however, with the RL Security Council we see issues raised about the Permanent Members of the Security Council on a fairly regular basis. There would still be an elected component so the body wouldn't be wholly undemocratic or 'closed off' to anyone who wishes to take part in the Security Council.

huh, didn't notice that. Then I guess a semi-perm council is the way to go and I'd go for that.

Cutting the Sec-Gen out won't create a massive influx of GA proposals, and this isn't cutting the Sec-Gen out really. The Sec-gen would still need to approve GA submissions anyway and if there is such an influx, it would be wise to simply place certain topics on a docket and then usher them in when debates end or other's go inactive. I really don't see an environment where more than two to three are active at once.
