Necahual walked in, taking his seat among the assembly as Meshika's desk. Joining him was three other members of his staff as well as a personal translator for when personally interacting with someone. He listened to the overview in the earpiece, sorting the various folders upon the desk as the rest of assembly shuffled in their similar fashion. It was a big step for Meshika, despite the reservations about the CTO. Realistically, Meshika had nothing to say, Necahual and his panel wholeheartedly approved of the reform, though the delegation sat quiet as they were barely a new addition to the organization. Finally, after looking around in awkward silence, Necahual sighed and stood up. "Fucking hell." he said under his breath, standing up to speak to the assembly. "Since no one else will, I will." he began. "Meshika approves of the many points the Secretary-General has brought to the table. As we are new to the CTO, Meshika has nothing new to bring to the table, however keeping up with matters of the CTO, we believe this type of reform is what this organization sorely needs. "Firstly let's be clear what we're talking about at this stage, we are not talking about specific details such as who would hold those permanent seats on the Security Council, at this stage we are simply putting into motion a process during which we will have to have reviews to determine the best way to proceed on each point. In terms of the Security Council the work was to an extent done by an Achkaerinese think tank back when Crown Princess Serenity stood for the position of Secretary General since Security Council reform was high on her list of priorities. However I will on behalf of Achkaerin and quite possibly three other nations in this room note for the record the unfounded nature of the suggestion that there is a level of bureaucracy created by the CIS being the main military arm of this organisation- not once has the CIS Council in Leonaise debated a single matter raised by this Assembly or this organisation, why would the CIS need to debate separately when all four are represented in this room? No such level of bureaucracy exists, in fact the sort of bureaucracy mentioned does stand to emanate from the Mundus Aid League, but that is an argument for another day should that organisation gain traction. So on the Security Council I ask the Secretary General's indulgence to review the work done[1] previously and update it to account for events since then we can bring into this debate or under a separate resolution the specific proposal in terms of the Security Council. Regional Headquarters is a reasonable idea even if all those regional headquarters do is act like consulates but again we need to know the proposed locations of those additional headquarters. The Youth initiative has been motioned in the past by Crown Princess Serenity under the name of Mundus Youth Assembly I suggest that the Secretary General may want to talk to the Crown Princess about this and that Timothy Carpenter should probably be included in the same conversation as the pioneer of the More and Mundus Youth Project. Finally the Humanitarian Relief Office- this is now a moot point thanks to the two institutions established during Birgit Strand's term as Secretary General; the Mundus Health Organisation and the Mundus Refugee Council in tandem have the mandate, the remit and the powers to accomplish what the Secretary General outlines there is also the Joint Emergency Team should they need further assistance. There are several prominent people across Mundus calling for the reform of this organisation including the likes of Crown Princess Serenity and the Prefect of Ardia Emalet Silvermist, what we have before us is a means of starting the discussion but while we establish the willingness of the membership to reform we should also set into motion the actions that will allow the reforms to be considered in a timely manner should the membership be prepared to discuss them." OOC- Just going to throw this out OOCly but thinking about it why isn't the CTO a forum in its own right like Diplomacy and events? I mean that would make activity in the organisation more noticeable wouldn't it? Rather than have other threads bury that activity. OOC- essentially this reads as 'Is the CTO happy to consider reforms in the areas outlined by the Secretary-General?' (as provided in the link in the OP) So if it passes then we get more specific proposals. I'm also going to throw two more things in here- There's a topic on shifting the CTO forum up to the same level as for example Diplomacy and Events, this is something that should be done because the CTO threads being buried leads to lack of contribution. Secondly the Sec-Gen term expires on the 28th of May, so I would suggest that we wait to present reforms until after that election since we don't know who'll be in office. |

OOC- SO essentially a free for all? Not that I have a voice in the CTO now as we have no representative from the UNP there and NA aren't member. Just reading this topic with no concrete discussion points made it look like something was already determined. | |||
