![]() Cheryl Holmes Lead Achkaerinese General Assembly Delegate "An abstention is an active decision not to cast a vote to therefore include abstentions whether declared or inferred in the vote count is nothing short of nonsense it doesn't happen in elections or the actions of legislative bodies- this leaves Resolution #0005 with three votes in favor and one against this amounts to a 75% majority carrying the resolution, now its been a few years since I did maths but last I checked three quarters was more than two thirds so the legal basis of Resolution #0005's passage is firmly safe and secure. In short this pathetic attempt by the Rokkenjiman's to circumvent the already established resolution is absurd, nonsensical and shows not only a lack of understanding of the already passed resolution's intent and application but also a complete disregard for this organisation, to the point where the very resolution before us says nothing more than 'Rokkenjima holds the CTO in contempt' The resolution has no legal basis, it is brought simply because Rokkenjima isn't satisfied with the result of the vote we have just had on Resolution #0005. I therefore move for its immediate dismissal and the immediate consideration of suitable action to be taken against Rokkenjima should such obstructionism continue." |

I personally find the proposed resolution an appalling waste of time. My I remind Rokkenjima that while they take up the Assemblies time with a resolution on a resolution that passed just hours earlier there are actual problems effecting the world. We have a nation in the Illumic with two governments claiming sovereignty, we have a genocide of Cultists and a wave of human suffering in the UNP that is probably unsurpassed in its severity. Incidentally Rokkenjima have been largely silent on such issues seemingly unless it is covering their own behind they have nothing to contribute to the CTO. The article addressed by Rokkenjima here states important questions are those that are " recommendations with respect to the maintenance of international peace and security, the election of the members of the Security Council, the suspension of the rights and privileges of membership, the expulsion of Members, and budgetary questions." The proposal does not feature anything to do with security or the membership of the security council. The resolution which was passed does nothing to the membership or privledges of Rokkenjima and certainly did not push for their expulsion, nor does it have any issue to do with the CTO budget. Therefore this section must be struck down as it is inaccurate. Any replacement resolution could and should have been presented at the initial discussion, there was opportunity for this as several drafts, redrafts and amendments were made of the first such presentation. An opportunity was there and it was not taken. Therefore I suggest this concept to is thrown out. When Rokkenjima now says it recognises an investigation is required I assume they mean on their terms, automatically exhonarating individuals they say have done nothing wrong. Any investigation should, as the original resolutions gives scope for, allow any and all people to be investigated should those carrying it out see fit. Therefore I believe this section too is unnecessary. Next they call on member states to work co-operatively to disperse funds, such a thing is already in place with the current resolution , therefore striking down the original on these grounds shows either Rokkenjima have failed to grasp the concept of the Claims Commission which the first resolution has now established or is naive. Finally the out going Secretary-General was Rokkenjiman, during debates on the ongoing Mercian genocide she took no action herself to encourage activity by the Security Council or General Assembly. I find it now rather ironic that the Rokkenjimans now place at the feet of the incoming Secretary-General a call to push people to action. People choose how they wish to interact with this organisation and we can not demand they do. While we agree with Rokkenjima the inactivity of the CTO is worrying we fail to find that this is a reason for withdrawing the former resolution, effectively if this is the route we do take then what we are saying is the CTO is hamstrung and we may as well save our breath, vote ourselves out of a job and turn our attentions to returning to our home nations and doing something meaningful. East Moreland therefore finds no possible way to support this resolution and frankly finds it a waste of this organisations time while actual lives are being lost in two separate incidents. OOC - I actually ICly consider those not voting absent rather than abstaining. It is often not unusual for real life UN resolution voting to have large number of absences, for example resolution 62/243 saw 46 nations absent from voting which is 24% of the membership. If someone wants to abstain they state that publically as it is often a politically motivated choice, NOT a lack of engagement. Also on a OOC level I find this rather annoying that a lack of activity by the CTO is being blamed when under Evanthe little if anything was very active. |

Serenity Azurewind, CTO Secretary General "I find it laughable that a motion based entirely on false premises is required to be debated, it is clear that due diligence as per 17(2) was carried out- Resolution #0005 was passed with a 75% majority it is safe and legal. Now let me be perfectly clear Rokkenjima has done itself no favors here today nor indeed in the debate that resulted in Resolution #0005. I don't know what the commissioned tribunal will report to me but I will act on the recommendation's it makes it would not have made a blind bit of difference whether it was this illegal attempt or the one we passed. It is also unfortunate but I give the Rokkenjiman delegates a warning this is the second 'illegal' resolution that you have sought to introduce, further your own delegate Ms Faust lied to the General Assembly in the previous debate, you should consider yourselves very lucky that no nation represented here is pushing for sanctions against you in response to that." Serenity paused for a few seconds taking a sip of her drink before continuing "This motion has been on the floor for sufficient time, Ms Holmes and Sir Jacob have very powerfully made the case against it and no one not even the proposer has risen to speak on this, I therefore take the motion made by Ms Holmes and dismiss the motion as illegal with immediate effect." |
