Serenity Azurewind, CTO Secretary General "The debate is necessary for three reasons" Serenity said "First because the Commonwealth Treaty requires it, we can't snap vote these things. Second, as the Chief Administrator I have to be satisfied that every nation involved understands precisely what this resolution establish's, we cannot have another Marseilles, this time every nation involved will sing off the same hymn sheet. This resolution calls for measures designed to aid a humanitarian rescue operation and stop a genocide it is not about regime change. Third because I need to bring matters to your attention that are not contained in the resolution but are relevant. Primarily to do with the leaked emails, however convenient their appearance is there exists the possibility that they are in fact legitimate. If they are legitimate then things change, fortunately this is what the General Assembly debate concerns in that it is an effective stalling tactic. However as long as their legitimacy or otherwise remains undetermined we have somewhat of a limited hand. Getting to the truth as soon as possible is very important in this case, so important that I'm now going to mention something that can't go into the resolution lest it tips Prince Rupert off. Having consulted with Colonel Ayanami and other experts, the easiest way to verify these emails is to talk with the one party who is still alive- that is to say the Mercian Attorney General Joseph Moore. Colonel Ayanami believes that a special forces raid to lift him has a high probability of success once the no fly zone is established. Normally my role is not to suggest military operations but I have a responsibility to ensure that the CTO does not end up taking the side of for want of a better phrase usurper against a legitimate ruler. I do intend to make a public statement in response to Prince Rupert's in which should you agree I will announce the establishment of the no fly zone and the weapons embargo, as well as announcing the issuing of an international arrest warrant for Prince Rupert as stated in the resolution. We have a window of opportunity that is closing fast it would be advisable for you to actually start redeeming the honor of this council by proving that you are the right choices to sit here whether permanently or temporarily by stepping up to the plate and delivering when it counts." Sir Jacob sat and listened to the Secretary General carefully. "Debate is only neccessary if there is not concensus, clearly East Moreland supports this resolution as it stands, if our fellow Security Council members also agree the resolution is good to go why waste time, so I would say ask the question" Sir Jacob knew time was critical, as they sat talking his countrymen were in harms way and his fellow Cultists were being murdered. "As for your military option I can see issues, your leaving the CTO open to criticism of breaking the MCUR, as far as I can tell this Moore has not committed a crime and is not under suspicion, your essentially suggesting kidnapping a man using military forces to do so with CTO backing. Beside if it is to be done might I suggest Red Legion carry it out as they know the lay out of the Palace in which he is likely to be working." John nodded, "Most elements of the civil service use Fernwood Palace regularly" he confirmed. "I would also say we are talking about regime change, Mercia is an elected monarchy, we have no High Monarch and we're getting closer to elections which have no legal framework for postponement. Regardless of what action the CTO takes in a weeks time a new regime will be taking over Mercia, what is needed is for that election to take part in a nation that no armed conflict is taking place, this is why you must act quickly and support the actions there with the full might of a CTO. After that we hope the General Assembly resolution will force whoever wins that election, even if that is me, to have a 2nd election of see Mercia ostracised from the international community." |

![]() Colonel Steven Ayanami Steven looked down the table towards Serenity and King John "King John I don't mean any disrespect but what I believe the Secretary General means when she says 'Regime change' is a scenario where CTO forces deploy, stop the genocide and then carry for example yourself to power through military force and not the will of the people of your country, every representative here knows that's a mistake we've made before and must not make again. More constructively speaking, the only offence we could potentially even consider charging Attorney General Moore with is conspiracy to commit treason. However without knowing definitively the authenticity of the leaked emails that's a recipe for the embarrassment of this organisation. Which leaves the option of lifting him and the minefield that entails which is where Sir Jacob is absolutely right, it is true that every special forces outfit trains for these situations but it is also true that there's no substitute for first hand knowledge. And while it may be the case that we don't have reason to target the Attorney General we do need to ascertain the truth. Our options in regard to that therefore are simple- a discreet diplomatic visit or lifting him." Steven paused before continuing, looking across the table at Sir Jacob "In the case of the latter I would suggest delegation of that decision to the people in command on the ground, and work it like we worked the Sorority in Marseilles." |

Does anyone have anything else to add or can this be taken to vote? OOC- I'm assuming based on Mercia Daily that Dave wants to have the High Monarch election this weekend, if so we may want to get this through before that happens. |

" I believe you misunderstood Secretary General. What the issue is about is the kidnap of the Attorney General. This resolution is designed to purely bring a swift end to the genocide, yet here you are advocating as part of that the kidnapping of a man who in every likelihood is only guilty of offering a deceased Queen legal advice. The Attorney General should not be considered even a remote part of this debate yet you are attempting to tie a very likely illegal and against the MCUR military operation to this resolution. We must be clear." The Morelander looked at those assembled other than the Achkaerin delegates and the Secretary General, " None of us approve of Princess Serenity proposed military operation and this vote and this debate should never have had to hear it. | |||

"Sir Jacob you may want to avoid causing confusion, you asked the Secretary General a question over what she intended, she then answered by stating that no such operation could happen as a result of comments made here, you then proceed to state by implication that a section of the resolution should not be there. Regardless the debate is over, we have before us a resolution that accomplishes what the majority of this council believe it needs to and I move it be voted on."
