Jacob Longe stood, "I would like to see a 4th artcle here, I believe many of us would like to hear why the report was released to the Free Mundus Network before it was released to the CTO membership. If that is added in then I would support this motion." | |||

"KaiserAdolf second both East Moreland and Lakhzovia views. Although some of the points in the report might be true but since it was released as a free network news, it brings several questions to us. Why CTO members didn't't have access to these information first? Should have use a proper channel for this.

"The members of the General Assembly are reminded that nowhere in Resolution #0005 is it specified that the findings of the Tribunal be brought back here, while that is what everyone here expected to happen, it only asks a question it does not make it wrong because the resolution was silent on that point and the members did have adequate time to specify that during that debate." Serenity said from the front of the room "You are all also further reminded that the choice to publish the findings in the Free Mundus Network does not render the evidence cited any less valid. At present there are inquiries being made by my office to discover why it happened so when I know you will know." She paused for a few seconds "I have no wish to sound like a broken record with all these reminders but I also have to make clear that the General Assembly is not, has never been, nor ever will be a court of law. You are more of a chamber of law makers as it were. You make the rules you don't enforce them that is why we have the ICJ. The tribunal did its job insofar as collating the evidence it then makes known it's findings and recommendations in a questionable manner. If that report were brought to this chamber we would not be debating the findings as to validity it would be a simple bringing of the charges against those named. So this brings the critical question and before we go any further we must answer this- are Rokkenjima and Dartfordia as the submitting nations asking for a second investigation or are they asking for the court hearings? This needs establishing because the answer affects significantly what we include in the resolution." |

"This is once again a case of the situation being massively misjudged. The Secretary General is well aware several nations, East Moreland included, refuse to recognise the findings of that tribunal, not one witness was questioned adequatly and given an oppurtunity to defend or explain themselves. Also nowhere in my statement did I say that the findings be debated by the General Assembly. I stated that they be released, surely a woman as supposedly experienced as Princess Serenity must appreciated the idea of being prepared for the fall out such a document would bring, but instead of giving nations here a chance to prepare for that the first anyone sees is it being released from the Free Mundus Network. I can quiet literally imagine the situation back in Northfort now, our press secretary Malcolm Tucker trying to simulatnously read the damn thing while field calls about it. We've already seen four members here ask for such a response, yet the fact one nation called for a debate here has become the focus. If we want the CTO to work the last thing the Secretary General should be doing is hamstringing its members by making their life more difficult when dealing with the press. The whole Tribunal issue is one that needs to be sorted quickly as I believe if pushed to a resolution you will find the majority of CTO nations find the tribunal a joke in terms of its procedures yet alone its reporting. So far every nation in this debate has asked for an inclusion of my point. I believe therefore it should be added." | |||

"Sir Jacob she hasn't said it shouldn't be included she's simply pointed out, quite correctly, that the present circumstances of where we are today do not affect the validity of the evidence. She's also pointed out for the sake of the Veduro representative what the remit of this chamber amounts to." "Very well we should include a futher article which reads as follows "Requires The Secretary General to explain to the organisation why no member of this organisation was warned of the release to the press." I would also like to see a precedent set so wish this to be included Further Requires that the Secretary General release all future reports on any topic to the organisation at least 24 hours prior to their release to any press source." | |||

"I don't resist the spirit of the amendment but it should be the Chair of the Tribunal who provides the explanation not the Secretary General." Cheryl said "Even if the amendment stands as is you are going to get the Secretary General relaying a message from the chair and I want that clearly understood." OOC- 24 hours and then vote if there's nothing further. |
