![]() Lakhzovia feels compelled to register our disappointment at this debate being called. We are a sovereign nation with full rights to conduct our elections free from outside interference. At present our government has put a delay on the release of the final vote count due to a number of irregularities which pose serious threat to the stability of the nation. While the electoral commission investigates this, and until their final report has been delivered, it would be inappropriate to release results. While Argan Tsagarai appears to believe that we are attempting to deny them rightful victory that is not our intention. Rather we are investigating irregularities in voter registration in districts housing particularly large transient population, there is strong evidence that they registered in these new districts without first registering that as their home district. As this falls foul of Lakhzov electoral rules those votes must be discarded, the delay is in part due to the difficultly on building a reliable model by which to determine how many votes to discount. Second there is the irregularity that in some districts two candidates for the same party contested for the seat and the division of votes between them allowed a third party to secure victory despite winning by a significant minority of the votes. Currently there is an examination of whether there is a right for the two candidates of the same party to agree to one of them winning on their aggregate score on the basis that that party in reality won a majority in that district and it would be to deny the will of the electorate in those districts to allow a candidate from a minority party to take the seat. Once these reports have been completed the government will be in a position to action the recommendations and release the results. |

We have leaks that show a certain victory for the Democratic Alliance and, quite shockingly, we see a warrant of arrest issued for the leader of the Democratic Alliance. Things like this don't happen in open, fair and legitimate elections." "I will say that it seems you have quite the complicated process ahead of you," Mr. Kensington continued. "I know my friends in East Moreland have a history of tackling difficult elections and referendums, perhaps they could provide some assistance on this matter? It is derived from an instructional story of the Prophet Naqim as recorded in the Takhmud, the moral is in essence that what appears to be a pleasant green pasture to the rabbit, low to the ground and with only the grass in its sights, is a place of danger from nearby predators as seen by the pigeon which flies above. The lesson is that only those with the fullest view can see the dangers inherent in the situation. Yes people are protesting, but protests are a standard feature of democracies. Yes we have moved troops to the heartlands, because beyond a certain point protests cease to be protests and instead become potential uprisings. We are determined to uphold Lakhzov democracy and will not allow the proper legal processes currently underway to be disrupted, unduly influenced or overridden by mob rule. The troop deployments are to protect government offices and residences as well as embassies, foreign businesses and the tourist district. We are also preventing the cities from being mobbed by more extreme groups which may seek to directly harm the Democratic Alliance activists, in essence our troops are maintaining order during this time of tension and are there for the protection and wellbeing of all, including the protesters themselves. Finally in regards to the arrest warrant for Argan Tsagarai, it is beyond the power of the President or the government to revoke this. While it is true that under the state of emergency the President technically could override the decision of the Chief Legal Assessor of State it would be a significant breach of the independence of the courts, and one which Kadassa has always avoided due to the danger of precedents being set. I am certain, however, that the Presidents Office will petition the court to allow an appeal hearing against the decision." |

![]() Lisa Saunders, General Assembly Delegate Lisa listened intently, normally this would have been Cheryl's debate but other matters had meant her flying back to Valtheim for an urgent Senate matter. After sipping her water she stood. "Resolutions like this are not brought easily, but they are brought for reasons which should be apparent to everyone. There is a need to come to a position on the Lakhzovian situation before it spirals out of hand. Consider for a moment the facts of the matter - we know that for whatever reason the Lakhzovian authorities are not releasing the results of the recent elections, this is an undisputed statement even Mr Hokh agrees that this has happened, however his explanation of it as a voting irregularity is in my view unsatisfactory and to echo my Rokkenjiman colleague smells of something highly unsavory, if this is a simple case of an investigation into voting irregularities then why has there been no public statement on this instead of a wall of silence? And why has an international arrest warrant for the leader of the Democratic Alliance been issued? The course of action being pursued by the Lakhzovian government under President Kadassa does not appear to tally with what this Assembly is being presented with. This leads to a possibility - that the leaks contained in a Free Mundus Network article are in fact the truth, the whole truth and nothing but the truth, that President Kadassa's government has lost the election to the Democratic Alliance and that in a desperate move to cling on to power an arrest warrant for the leader of the Democratic Alliance is issued which if this entire scenario is true would probably be accompanied with some sort of story citing some flaw that disqualifies him. We are content to give the Lakhzovian Government the benefit of the doubt and that is the chord that the resolution seeks to strike, first let us take the fuel off the fire and behave appropriately and maturely by refusing the international arrest warrant, second let's do all we can to allay the concerns of the Democratic Alliance by having CTO personnel investigate their claims that there is a military buildup going on in the Lakhzovian heartland for the reasons they claim, third and most significantly let's calm the situation down with either the Lakhzovian authorities complying with the request this resolution makes to publish the results or with the Lakhzovian authorities agreeing to allow the CTO access to the investigative process to ensure that it is what we are being told it is, because right now the acts of the Lahkzovian authorities are in contrast to the narrative Mr Hokh is presenting to us. Sir Jacob Longe, East Moreland "While we share the concern about the current situation and believe that an international investigation should be the way forward I am afraid I must disappoint the Rokkenjiman delegate. The East Moreland government on this occasion can not shoulder this burden of being involved in an investigation, at least not in a large scale. We currently have forces involved in Academica working to stop conflict there, as well as investigate crimes against the Uppsala Convention. Furthermore we see our forces occupied in Ui Cenneslaig dealing with the fall our of Jacobsen Virus and supporting aid efforts there, we also have a similar situation in Uppsala. Our forces are stretched as it is and while we have traditionally taken on a row amongst the lead in CTO investigations and operations this is now longer possible. I believe now is the time for other members to step forward and shoulder their own share of the burden." |

Three out of nineteen works out at 15.7%, that's most certainly not spreading the burden equally and it highlights a major issue that this organisation must address moving forwards." If they want Rokkenjima then they can have Rokkenjima provided of course Rokkenjima is willing to fulfill that role." With the debate having been going on for a few days it was now Tim's job to take over the debate's chair. "Ladies and Gentleman" he began as he sat down, "Now, please someone forgive me if I get this wrong, but what we need to know is if the Democratic Alliance would permit Rokkenjiman mediation. If that is the case I would like to contact that body and ask the question, if so I believe this is largely solved, and should the Democratic Alliance be willing to work with Rokkenjima perhaps this is something they could liaise with Achkaerin with. Now first of all please someone correct me if I'm wrong." | |||

Lisa said with a slight smile, how the organisation needed someone like this "You are correct, that we need the Democratic Alliance to say if this is satisfactory to them given that Mr Hokh is clearly suggesting that the Kadassa does support such an approach. May I suggest that the General Assembly move that the Secretary General contact the Democratic Alliance[1] and determine if this is acceptable." [1] OOC- as far as I'm aware only Rokkenjima knows about the guy in the embassy. |

"Well if we at least in principle you agree then I shall proceed as follows as long as nobody has any issues. First I'll contact their party chairman, now while my Lahkzovian friend assures me that the party leader can't be contacted his chairman may have other information. I therefore suggest that we take a break for 48 hours while I put my secretary Ruth onto the case? If we can't get in touch with their leader than we shall proceed with their Chairman representing them....assuming they agree." Tim looked at the parties. OOC - Not sure how practical this is and of course we won't wait if we can keep things moving. |

Tim made his way to his office having sent a minion to go and confirm he was happy to meet. He'd granted two hours for a break and so had flaffel, humous and flatbreads brought in for a snack while working. It seemed to be the nature of the CTO since he was back that he'd work through his supposed lunch breaks and so his meals tended to be things you could eat on the go. He sat back and waited for meeting to begin. | |||

After arriving at Mr. Carpenter's office Mr. Kensington approached his Secretary. "I do believe the Secretary-General is expecting me," he said calmly, "would you kindly inform him of my arrival?" He wasn't quite sure what to expect, given the complexities of the plans they were pursuing. Getting this first step out of the way would make the rest of their options fall into place, or at least that was the idea. | |||

Tim invited Mr. Kensington into the office, it was a mess, masses of papers, many of them just a mess of scribbles littered the floor and the sides of his chair. Tim even had to move several large binders from the spare chair and then casually dropped them on the floor when he couldn't find anywhere obvious to put them. "Mr. Kensington, thank you for coming today" Tim sat down and poured them both a coffee. "Now what can we do for you" he asked sitting back and stretching his long legs out before him, he kicked the edge of the table knocking over a photograph of a child who looked about twelve years of age. "Oops" he said nervously picking up the photo. "Can't go kicked Jessica over." he picked up the photo and rubbed its frame and glass with his tie before placing it back on the table proudly. "You've not meet my daughter Jessica have you" [1]. He was speaking proudly as a parent, "She's a very bright girl, top of her class at fencing, I can't wait for the term to be over so she can come visit" he leaned back in his chair.
