The document having been circulated to all the members it was up to Tim to begin things. "As you all are no doubt aware I have recently visited Heyra. My hope is to bring more nations into the CTO fold. My talks brought up the fact that they as a nation are interested in our organisation but in a limited field. Also there is a belief that our organisation does not perhaps respect smaller nations such as Heyra. My opinion is that if this is the view of us around Mundus we must change that, therefore I would like to propose that we offer an Observer status, and that Heyra be admitted as the first member of that kind. I now open the floor to comments, suggestions etc etc......you get the picture." Tim waved a hand casually and sat down. |

This also means that the CTO needs to be more active and engage citizens in general, supporting the idea of active participation; merely granting observer status to a certain nation wouldn't immediately guarantee the support from the common man, which is why from BH side that CTO on special occasions various activities while informing the general public about the CTO etc. Perhaps then in the future we will see nations with observer statuses transform into full members by their own free will..." |

![]() Cheryl Holmes, Achkaerin Lead General Assembly Delegate Cheryl read the draft resolution and then glanced sideways at her colleagues from Achkaerin before consulting her electronic tablet version of the Commonwealth Treaty it was as she'd suspected, she rose to her feet. "While Achkaerin does not object to Heyra's admission as an observer member I do draw the General Assembly's attention to the need to do this correctly. We are being asked to grant observer status to Heyra yet no such status exists under the Commonwealth Treaty, surely before deciding on Heyra's status as an observer we should first agree upon what an observer nation actually is. We sit here as full members with certain rights and certain obligations, there must be appropriate limitations on observer status and these should be defined not in a General Assembly Resolution but in the Commonwealth Treaty I therefore propose that we split the present resolution into two parts with the first part being:
"As I've said I believe it important that we define in the treaty what an observer nation is and what rights and responsibilities they have. This gets us away from having to be very repetitive each time a nation requests observer status, it allows us to maintain a solid uniform standard for observer nations and as I've just said prevents repetition. We're then able to very simply bring the following should three nations in this room, and I can't believe we'd struggle, recognize Heyra's sovereignty"
"Now before anyone says bureaucracy can we please understand that the resolution as presented by the Secretary General asks us two questions, firstly it asks us to define observer nation status and then it asks us whether we wish Heyra to be admitted as an observer member. The point is that these are two very separate matters a nation may wish to say 'yes' to observer nation creation but 'no' or 'abstain' to Heyra's admission as such a member. Which is why this should be two separate resolutions, two separate votes." [1] What would be a Security Council matter if we had one. [2] i.e. a Heyran could not be Sec Gen. Tim looked down at the new proposal. "Legal wrangling has never been my strong suit" he began, "I 'm confident that the proposal from Achkaerin is a good move and therefore should no one else have any issues I would like to have members consider moving this towards a vote" OOC- As it's been more than 72 hour should two people second this we're off to a vote. |
