Resolution [XXXX] Adopted by the [Security Council/General Assembly] on [Date]
The General Assembly,
Recognizing the past shortcomings of the CTO,
Determined to make the organisation accessible to all sovereign nations,
Willing to adapt to meet the needs of Mundus,
1. Establishes the membership classification of Observer nations
2. Amends the Commonwealth Treaty as follows to fulfill article one.
Current text:
Article 5
A Member of the Commonwealth Treaty Organisation against which preventive or enforcement action has been taken by the Security Council may be suspended from the exercise of the rights and privileges of membership by the General Assembly upon the recommendation of the Security Council. The exercise of these rights and privileges may be restored by the Security Council.
Article 6
A Member of the Commonwealth Treaty Organisation which has persistently violated the Principles contained in the present Charter may be expelled from the Organisation by the General Assembly upon the recommendation of the Security Council.
Proposed text:
Article 5
1. A nation may request admission to the Commonwealth Treaty Organisation as an observer member. The applicant nation must be a sovereign nation, determined by meeting the test outlined in article one of General Assembly Resolution #0004 that three members support the sovereign rights of the applicant nation. Admission of observer members shall be handled by a vote of the General Assembly.
2. Observer nations shall have the following rights and responsibilities a) an observer nation must abide by the Commonwealth Treaty. b) an observer nation may participate in debating sessions of the General Assembly but may not vote. c) an observer nation may not participate in an article 22.5 session of the General Assembly unless they are party to the dispute. d) an observer nation may join in full any CTO subsidiary organisation. e) an observer nation may appoint a judge to the International Court of Justice f) a native citizen of an observer nation may not be Secretary General of the CTO.
Article 6
1. This vote shall be open until 10pm UK time 11/4/2017 [1] What would be a Security Council matter if we had one. [2] i.e. a Heyran could not be Sec Gen.
