URGENT SECURITY COMMUNIQUE - ALL EMBASSIES

The Lakhzov Civil Police Authority is aware that a large group of protesters have successfully breached the security cordon surrounding the Embassy District Green Zone. Our Forward Intelligence Units have ascertained that this is in response to rumours that a high value political fugitive is currently being sheltered in the Rokkenjiman Embassy.

We advise all Embassies and their staffs to remain vigilant and to secure their compounds until we are able to restore order.

We do not currently advise a mass evacuation.

The crowd begun growing around noon at the checkpoint outside of the Green Zone, the secure area of the city where foreign embassies were based. The crowd was a seething angry sea of people, many of them brandishing the flags of Lakhzovia or their particular political cause.

Large contingents continued to arrive throughout the afternoon, some of them responding to the wild rumours that Argan Tsagarai was in the Rokkenjiman Embassy plotting the overthrow of the government, while others had been bussed in from outlying towns by their political organisers, among them members of the Hand of Emet Militia and the Lakhzov Home Faction.

As the shadows lengthened and the scorching day began to turn to a humid evening the mob finally mobilised taking the checkpoint by surprise. Soldiers and police who had been manning the entrance to the secure district found themselves surrounded and outnumbered and quickly melted away, acting out of a sense of self-preservation.

By nightfall the crowd had completely surrounded the compound housing the Rokkenjiman Embassy, their chants growing louder and their demands more violent. The Embassy was under siege.

And the hits just keep coming Kristina thought, bad enough that Achkaerin was as usual stretched close to the absolute limit, bad enough that they were having to walk a very fine line with some aspects at the moment and now things were getting ramped up again.
"Richard talk to me." Kristina said, she was chairing an emergency response meeting, which involved members of the cabinet, military and other agencies

"Embassy district in the Lakhzovian capital has been breached, target appears to be the Rokkenjiman embassy." Richard Chambers the Minister of Foreign Affairs said
"Do we know why?" Kristina asked
"Officially speaking this is about a supposed high level political fugitive who is believed to be hiding out there." Nix Williams said
"Do we know who?" Consul Michael Williams said looking across the table at his sister
"Officially no, unofficially we have our suspicions." Nix said
"So do I." Kristina said
"We also have another wrinkle." Nix said
"What?" Kristina asked
"Tulaiha al-Shareef. Daughter of Mukhtaar al-Shareef the leader of Al-Sekar is working at the Phuebran embassy in that city." Nix said "Clearly they've never heard of background checks."
"You want to kill two birds with one stone?" Kristina asked
"Yes I do." Nix said

"Ok then." Kristina said "Adam." she glanced towards Adam Sheppard the Minister of Defence
"Yes?" Adam asked
"Tighten up security at our embassy there, Nix use that as cover to do whatever it is Rion wants you to do. Michael you get onto President Kadassa and find out what he's planning to do about this. Meanwhile I'll get onto Councilor Taylor and see what Rokkenjima has to say about this."

Presidential Palace - Nakim

Kadassa sat in the exquisite conference room reserved for meetings of the Presidential Advisory Group, Lakhvia's answer to Cabinet Meetings.

"So. I come back from my meeting with the Empress to find that her embassy is under siege? How has this happened?" he asked with an icy tone. The tension in the room was palpable, a sea of nervous faces, except for one, Shalmi Meirah the Security Minister. Kadassa's eyes finally came to rest on her. "You. This has your fingerprints all over it."

"Yes Sachim, you are correct." she answered casually "We had reached deadlock and someone had to start the process of retaking the streets and seizing the victory that no one so far has been brave enough to grasp."

Kadassa glared at her and the other gathered ministers sank in their seats. "How dare you address me so casually!" he bellowed "And how dare you presume to order such acts in my absence, you could very well have ruined everything we in this room have been working to build here. What were you thinking?"

"Mr President. My thinking is thus. So long as the trouble maker remains free he will be a thorn in our side, or worse yet Rokkenjima will insist that he be handed the keys to the state. Now that would really ruin everything we've built here. We need to face it, the Rokkenjima you first opened relations with is gone, ever since their humiliation at the hands of the CTO, the replacement of the Empress and the thaw with Achkaerin, Rokkenjima has been more of a hindrance than a help. It would also seem that they have now returned to their previous policy of meddling in our domestic affairs.

Currently we have retaken most of the city from the Democratic Alliance activists and key locations are occupied by our own supporters or security forces. That has taken the pressure off of us and so I have permitted the Prefecture to resolve the issue of Argan Tsagarai and the Rokkenjimans decisively. They have utilised their networks to recruit in the more easily manipulated and vocal loyalist elements including the Hand of Emet militia, right now we have what looks like a minor breach of the security cordon. When the time comes and the mob storms the embassy we'll have our Prefecture agents eliminate Tsagarai and leave the rest to the mob to finish off. The benefit of this plan is that it will probably result in the withdrawal of the Rokkenjiman diplomatic mission which is to our benefit at this point, we can also avoid the blame due to the presence of the Hand of Emet, once this has been pinned on them we will be able to finally do what should have been done thirty years ago and root them out once and for all. Trust me, this will work."

"That's the problem Shamli. I don't trust you."

Empress Evanthe had remained aboard the Eliot Quin following Kadassa's departure, catching up with Savannah while taking the opportunity to take a step back from her present roles. Each time a measure of peace presented itself, however, Evanthe had come to expect the storm which waited behind it. This time would prove to be no different, with chaos erupting near the Rokkenjiman Embassy in Lakhzovia. "Captain Penrose, maintain our position and send word to Megitsune; it looks like I will be remaining here for a while longer."

"Anything else, your Majesty?" Savannah asked. "I want a direct line to President Kadassa yesterday, and extraction options within the hour. Contact Northfort and Valtheim if you must. Once your duties on the bridge are completed you may join me in the command room. I'd suggest a strong coffee, as we've likely many long hours ahead of us."

Savannah nodded as she went to work executing the orders of the Empress, any notions of referring to her as a subordinate having been cast aside. Megitsune would be a natural component of any extraction operation with its broad compliment of helicopters, though no one could be sure of the situation before them.

In the command room the Empress sat and picked up a wired telephone, "Yes, the Lakhzovian President, he'll undoubtedly know why I am calling. Do ensure that our Lakhzovian allies know that patience is not a virtue I possess today." Once she was informed the connection had been made the Empress took a sip of her mead before speaking into the telephone.

"I pray to Islyna that you are as surprised by the chaos presently surrounding the Rokkenjiman Embassy as I am, Mr. President. Now as I am certain you are aware the Anauša provide security for the Rokkenjiman Embassy, and they have but one ultimate loyalty and authority: Chrysanthemum Throne. These allegations regarding Tsagari are insulting enough but your own forces abandoning their posts and allowing things to so quickly spiral out of control? Do you think men and women who dedicate their lives to the service of the Throne would lie to me?"

"I think you know that each moment which passes is one further strike against the credibility of your Government and its ability to maintain the safety of diplomatic missions within your borders. I worked many, many years as a diplomat, in fact it was my highest honour to serve as the First Empire's principle diplomat, and what we're seeing before us right now is not beneficial to Lakhzovia. Mr. President, Rokkenjima stands behind her allies and the value which she places upon them cannot be measured; can I expect the same of Lakhzovia in helping to diffuse this situation? Has my decision to put faith in our friendship and alliance, to afford you the benefit of all doubts, been one made in error?"

Evanthe sighed, "It's in your hands ultimately; will you act to bring this situation under control, to uphold our friendship and alliance, or will it be forced upon me to ensure the extraction of my People from the Embassy? Sachim," she said in a sincere break of formality, "I looked into your eyes and saw a man of honour, one whom I knew I could trust and one I could devote my trust to in return; I know Beatrice would not entertain friendship with a dishonourable man. I will stand at your side as a friend always, I will act always in the spirit of trust to your Government but please, let me know this is not a fool's errand. I do not know where Tsagari is, but I promise you that we have both the desire and affinity to ensure the continued stability of Lakhzovia and would not foolishly throw our friendship to risk."

Pausing, Evanthe continued, "Sachim, work with me as we did not long ago; let us both get to the bottom of the situation before us and ask yourself, what I have to gain from lying to you? Let us act together while there is still time."



"Lady Ayanami," Nettie said with a sigh, though not one directed toward Kristina. "Yes I'm aware of the present situation, absolute mess on the ground. What is it that I can do for you today?"

"You can tell me the truth Councilor." Kristina said "I've got Achkaerinese intelligence telling me a whole load of things about this situation around your embassy. I've also got Lakhzovians authorities releasing information about there being a 'high value political fugitive' in your embassy, if that's true then I can make an educated guess as to who that is. It's been a long few days thanks to other pressing issues so please don't lie to me, don't bluff me and don't try to handle me those days are long gone and we both know that. Just tell me are you sheltering someone in that embassy and if you are who is it?"

The Presidential Advisory Group had still be in session when an aide had entered to inform Kadassa that the Rokkenjiman Empress was attempting to make contact, he agreed to receive the call and picked up the receiver of the phone in the desk in front of him.

His listened in stony faced silence to the Evanthe's speech. When she had finished he allowed a short pause to collect his thoughts before answering.

"Empress, you must believe me when I say that I was, and am, as surprised by the unfolding events as you are; this certainly was not what I was expecting when I returned to Nakim.

As for what is to be done about this situation, I am currently sitting in an emergency session of the Presidential Advisory Group determining exactly that. From what we have ascertained so far it would seem that a rumour has somehow spread that Argan Tsagarai is being sheltered in your embassy.

Now while such rumours are disturbing to me, I do not act on the basis of rumours, I merely hope with all sincerity that they are false. Sadly not everybody in Lakhzovia is quite so even minded as myself and it would seem the Hand of Emet has taken it rather more at face value.

I'm certain your brief of the situation before our meeting included the political profile of the Hand of Emet? But just in case you missed the finer points about them they are a militant religious militia that played a significant role in the Lakhzov civil war and refused to be integrated in to the regular forces at the war's conclusion.

We are talking about dedicated, ideological men with significant urban combat experience, known for the use of unconventional tactics. Given their apparent spearheading of this assault on your embassy compound I do not blame our police and conscript soldiers abandoning their posts when they became aware of who they were up against.

Be assured that me and my team are currently doing everything we can to restore order, including the redeployment of our elite military units to Nakim and other urban centres. We will get this situation under control, in the meantime we recommend that you, alone with other embassies, increase your security arrangements and have your staff avoid rooms with walls and windows overlooking the demonstration."

"Luckily for both of us I don't have a certain someone bearing down upon me anymore," Nettie chuckled, "otherwise we'd likely not be having this conversation. In short, we do presently have a guest at the Embassy whom the Lahkzov officials would likely wish silenced, permanently. At present the Empress is engaging President Kadassa directly whilst the Embassy has initiated cleansing protocols should the perimeter be breached. We wouldn't wish certain documents or information to fall into the wrong hands, after all."

"Though that really is the 'easy' part. While we have Anauša providing security at the Embassy that's not going to be enough to handle this situation if it goes any further south. I know they're looking at all options available, hell, they've even looked to see if an escape via the sewer system was a viable option, though those efforts have been unsuccessful. To add to the stress in Pyrena Jason Cole is one of our finest diplomats; you'll remember he served as Liaison to the CIS in a previous post, so it's a matter of the needs of our people as well as Mr. Tsagarai."

"If you should have any suggestions I'd certainly be willing to pass them along."


"I shall hold you at your word," Evanthe replied, "though this is a situation which needs to be brought under control in short order. In the mean time I would recommend that we maintain an open line of communication until the crisis has been resolved. We need to prepare for all eventualities, including should your efforts to bring calm to this situation fail. This can either be an opportunity to show the strength of our mutual trust and friendship, or a tragedy which introduces strains not known since our first interactions."

"Right now my suggestion is don't do anything that will give credibility to the rumors. You're publicly stated position is that Mr. Tsagarai is not in your embassy so act as if he isn't for as long as it is possible. I've got Achkaerinese intelligence running up a list of options we can explore now. Be advised that I'm ordering an Achkaerinese naval vessel closer to Lahkzovian waters just in case we need to evacuate. Is the Empress still aboard the Eliot Quinn?" Kristina asked "If she isn't I could do with you clarifying that, because I'm sending some company her way and considering the nature of this crisis what may happen is best discussed face to face and not over the phone or other forms of communication."

"Nothing to worry about there, both the Empress and Anauša say he's not there; that's the upper echelons both in agreement on that front. While the Empress remains aboard Eliot Quin she is due to depart for Megitsune given it would be a more appropriate command centre for any efforts moving forward, so any guests should be diverted there. In the mean time, should there be any reason you should need to contact me I would suggest the employment of a secure ICON channel, until then I will pass along the message to the Empress, whom I'm sure will enjoy all the assistance she can have at this time."

Captain Jade Watson, INS Seònaid Ayanami

As per the latest orders from command the INS Seònaid Ayanami was approaching the Lakhzovian area, there weren't going to enter Lakhzovian waters or anything really high risk like that...yet, this was simply a preemptive measure should a full evacuation of the Achkaerinese embassy be required in the event of the situation escalating. Jade walked onto the ships bridge and took her set
"Report Commander Franklin." she said looking at her XO
"We're going to be approaching the Megitsune on schedule" Franklin said
"Start letting them know we're here." Jade said "Where's our incoming flight?"
"Due any minute." Franklin said "Command also reports that Emerald Troop's plane will be arriving in the capital shortly."
"Good." Jade said she looked at the latest tactical readout, not that they were expecting trouble but it was a force of habit for her to do that "Nothing fancy just meet the Rokkenjiman's and then we'll hold position."
"Yes ma'am." Franklin said

On the flight into the Lakhzovian capital the ASF troop plus five distinctive additions were making their final preparations. Julian called his four colleagues - Cyd, Charlie, Emma and Misty and the ASF's Emerald Troop to order.
"Ok everyone we'll be touching down any minute." Julian said "When we do this how we'll roll. Charlie I want you to take a jeep, pick up Tulaiha al-Shareef she's at home today, get her on a flight to the safe house after that I want you to get to the embassy and meet up with the rest of us. Lt Bridge your troop is on standby for action when we get there. Misty get up on the roof take everything in and watch. Cyd you and I will run through the options. Emma I want you to prime for Sun Strike."

Presidential Palace – New Nakim

The room was a flurry of activity while the members of the Presidential Advisory Group contacted their various departments to receive ongoing briefings. Shalmi Meirah was engaged in a tense conversation with the Prefecture Director, finally she hung up and the room hushed in anticipation.

“The news is good. The embassy is surrounded and there have been no obvious moves by the Rokkenjiman security to attempt any sort of manoeuvre. I have ordered the police to move in an establish a secondary cordon around the embassy district and to make preparations to move in, that should provide sufficient theatre to convince them that we are making good on our promise to resolve this issue. I have also ordered the regular forces to begin making their way to the urban centres which will provide us with the added benefit of having them in place when Tsagarai is gone and it is time to impose order on the streets.”

At this point the Minister of Defence wrapped up his phone call. “We have an issue.”

“What is it?” asked Kadassa

“We have reports that Achkaerinese ships outside of our territorial waters, from their heading it appears they may be intending to rendezvous with the Rokkenjimans. It’s the opinion of Military Intelligence that they are intending to coordinate on the situation.”

“Shamli?” Kadassa shot the Security Minister an inquisitive look.

“Not an issue Mr President. Our pieces are falling in to place, at the worst we’ll have to advance the plans by a few hours, not ideal as I’d prefer to have the troops in place first, but we should face no problem executing our primary mission.”

Rokkenjiman Embassy - Embassy District Green Zone 02:14 LST

The assembled mob had been steadily growing in size as the night progressed into the early hours of morning and as it increased in size so too it increased in volume, with the chants and shrieks of rage becoming ever more violent with huge numbers banging on and rattling the gates of the compound while others climbed lamp posts and trees in the surrounding streets to hang banners bearing anti-Rokkenjiman slogans. On the street teenagers and young men hurled a steady stream of rocks over the compound wall in hopes of striking someone or something.

While this was occurring the Nakim City Police had finally begun to make halfhearted attempts to bring the situation under control deploying checkpoints on the roads in to the green zone and sending forward intelligence units to monitor the crowd.

Sudden yells of surprise rang out, followed by the crack of gunfire as a van driving a speed broke through one of the recently deployed checkpoints and hurtled down the road towards the waiting crowd before slowing to navigate down a narrow access street that ran along the embassy wall where it finally came to a stop. Seconds later the driver and two armed men jumped out of the vehicle and ran back towards the crowd where they disappeared among the throng and having done so used a remote to detonate the explosives that had been packed into the back of the van.

The darkened streets surrounding the embassy lit up in the flash of the bomb while the shockwave of the blast spread out like a deafening thunderclap, the sound reverberating through the streets of the district. The crowd ducked down for cover as debris and shrapnel thrown into the air by the force of the blast began to shower down on them along with the shattered glass of the surrounding buildings windows.

As the greasy black smoke began the crowd could see that all that remained of the vehicle was a mangled steel frame split open like some terrible metal flower sitting among the brick and concrete of the embassy compound wall. The wall, despite being reinforced, had not been able to withstand the blast and now sported a sizable breach.

The crowd did not waste a moment and surged towards the opening, armed militiamen taking up firing positions around the street facing the breach while others with their weapons slung over their backs entered other buildings surrounding the compound through the now shattered ground floor windows, quickly ascending to roofs and upper floor windows where they were able to command a view over the Rokkenjiman compound.

IRN Megitsune, somewhere in Peniche Bay


With news of the approach of Seònaid Ayanami preparations were afoot for their arrival, with a room aboard Megitsune readied. Intelligence would be streamed in via ICON, while real-time communications with Pyrena and those in the Embassy would be provided. Embassy communications would soon falter, however, as any breech of the Embassy would necessitate neutralizing the ICON terminal within the Embassy. President Kadassa could be brought in once private discussions with Achkaerin had concluded. With word being sent to the Seònaid Ayanami and space on the deck being made for their arrival Evanthe knew that the coming hours would be crucial.

Meanwhile, at the Rokkenjiman Embassy, standard protocols were mandating the embassy staff to secure and destroy sensitive materials while the Ambassador, Mr. Tsagari and other members of the staff retreated to the secured suite of the embassy. Two hardened rooms in the lower bowels of the embassy the secure suite would buy them a little over twelve hours, a count-down that would mark when the generator and independent ventilation of the secured wing would run out of fuel. Jason could only replay the promises of an uncomplicated commission which saw him very much at the centre of the crisis which was democracy in Lakhzovia.

The explosion and the intensification of the chaos outside brought about that possibility sooner with Cirice's team gathering Cole and Mr. Tsagari, leading them downstairs to the suite. Jason attempted to stall her, however, the attempts were in vain as Cirice maintained her grip, "My team has seen to the preparations upstairs; your presence ceased to be appropriate some time ago," she flatly explained. "It's unlikely our Lakhzov counterparts are aware of the location of the suite, so we'll have some time to coordinate before we're cut off from the outside."

As Cirice entered the suite with Jason and Tsagari she continued, "ICON resources will be available just shy of generator power, which ultimately depends on how long our friends wish to keep the mains power on for us. The terminal will require around ten minutes for neutralization procedures. Independent ventilation gives us a twelve hour lifeline, beyond that our position becomes increasingly unpredictable, though my team will act to keep this location secure for as long as possible. For now I suggest we get comfortable, the long night falls upon us."

A helicopter from the Seònaid Ayanami landed on the deck of the Megitsune, when the rotors had stopped whirring two men stepped out of it the first was James Black he'd been sent to look over and advise on the military aspects and give some options. The second man probably didn't need any introduction to Rokkenjiman's these days as it was Emerson Ravenswood, chosen for this job for many reasons but mainly because he knew Evanthe very well and from Valtheim's point of view they had to try and get a resolution that worked in the right way.

The two men strode purposefully towards the waiting junior officer, Captain Watson would be tied in via ICON so that she wouldn't have to leave her ship.
"We're on the clock." James said
"Well our people are on the ground now so we have elements in play." Emerson said
"True, let's just hope your girlfriend likes creativity." James said
"Well as I recall your girlfriend is famous for thinking outside the box James." Emerson said, James was dating Rion Ayanami "So this may be your time to see how much of her has rubbed off on you."
"Well I hope something has because this is going to take her level of thinking." James said, by now they'd reached the officer
"Achkaerinese representatives to see your Empress." Emerson said

Once inside the compound it had taken the mob a good amount of time to enter the building. The windows were fitted with a hardened glass designed to resist blasts while metal shutters had been rolled down on the inside and locked, the doors of the building were similarly hardened. While groups of enraged rioters attempted to smash their way in through the windows the occasional crack of gunfire echoed around the street as the militia gunmen on top of the surrounding buildings opened fire whenever they thought they saw embassy security personnel moving around on the buildings roof. Eventually someone, most likely a member of the Prefecture, had the bright idea to cut the main power supply to the complex, reasoning that at least some of the security mechanisms may be electrical and operating on a hunch that the fail safe for any such system would be to unlock fire exits in the case of power failure. Whether due to the power cut or not shortly after the compound went dark there were cheers of excitement as a group that had been hammering at a side door with a battering ram finally succeeded in breaking it open and soon the hordes were pouring into the building itself, among them officers of the Prefecture.

Evanthe looked up from a display as Emerson and his entourage entered the room. "You've arrived just in time for a twelve hour count-down, give or take, an embassy crawling with protestors and Islyna knows who else, and a situation that is quickly passing the crisis point," she said with a slight chuckle, if only to alleviate her stress somewhat. "Now we have limited communications due to generator back-up, however, we've never envisioned a situation which would warrant more than twelve hours of use," she continued, motioning for Emerson to share the display with her.

"We're quickly running out of favourable options; now Rokkenjiman assets have the right to Lakhzovian airspace, however such an option obviously carries its own risks. I'm truly at a loss as to how we should proceed, and with the clock ticking I'm always open to any suggestions you may have."

"Any move of that nature now does nothing other than confirm what the Lakhzovian people already believe to be the case. That Argan Tsagarai is in that embassy, now that is the truth but the Lakhzovian's don't know that for certain." Emerson said putting a hand on Evanthe's shoulder "We've got time we'd best use it. James."

"Can you call up a blueprint of the embassy and get a city blueprint as well?" James had asked one of the officers in the room and then turned when his name was called "The situation while seemingly disadvantageous for us does give us a chance, that's general public flooding into your embassy that gives us a flock of sheep to hide our wolves in. Now my father was the Achkaerinese Ambassador to East Moreland and I know that this sort of situation calls for the ambassador and staff to take shelter in safe rooms, I'm assuming Rokkenjima has a similar protocol and that you can on a blueprint of the embassy tell me where this is. The other good thing about such rooms is that there is only ever one way in and one way out. So tell me Your Majesty when was the last time you went to a magic show?"

Rokkenjiman Embassy

Iniz Atar had entered the embassy with the initial rush of people, however unlike most of the others in the crowd he had a very definite reason for being there for he, along with eight others currently inside the building, was a Prefecture Officer tasked with locating Tsagarai. The mission objectives were clear, they were to find where the traitor was hiding and if unable to abduct him they were to eliminate him. The door they had entered in to the building by had opened into a warren of service corridors dimly lit by emergency lighting. The building was eerily empty, obviously the Rokkenjimans had decided to evacuate their staff to a safer part of the embassy, that had been expected and made Iniz's job easier as it would limit contact with hostiles as well as being helpful in signposting where Tsagarai might be, if you find where the embassy staff have retreated to that is likely where the fugitive would be too, what didn't help was the fact he was going in blind as they had not been able to get access to a floor plan for the building, however his Commander had assured him they were working on it.

From down the corridor he heard excited shouts and the sound of breaking glass, he rounded a corner to see that the rioters ahead of him had burst through a set of double doors and discovered the ground floor lobby and reception rooms where they were presently smashing glass display cases in order to get at the valuable Rokkenjiman cultural items they held, he winced as one man shattered an expensive looking antique porcelain vase but soon turned his attention back to his mission.

Presidential Palace

The room was tense as the Security Minister wrapped up another phone call, finally she hung up and sighed before turning to face Kadassa who fixed her with an inquisitive look.

"So what is the current situation?" asked the President

"They have made it in to the compound and as we speak our agents are scouring the building for Tsagarai, however they're being slowed considerably by a lack of intel, what we really need is a floor plan for the building." said the Minister

"Really?" asked Kadassa sarcastically "Because as far as I'm concerned what we need is a quick resolution to this. I trust you have seen the news? Not only do I have the Empress of Rokkenjima breathing down my neck but now she is making public statements regarding our handling of the embassy siege, worse she is mentioning it in the same breath as the Utman issue. I have spent years building international trust and good will towards us, we cannot afford for Lakhzovia to become viewed as a lawless pariah, we need to be seen to be doing something so YOU need to resolve this as soon as possible."

"May I make a suggestion then?" asked the Minister

"Go ahead" said Kadassa

"I suggest you get on the phone to the Empress and ask for a floor plan to the embassy" she said.

"And why on Mundus would she do that?"

"Simple. You tell her that our police have almost completed their plan to put an end to the siege but that as the rioters are in the building, and as once the round up has begun we need to ensure that we are able to apprehend all the criminals before they can do further serious damage that we need to have access to their floor plan. This way we either get the floor plan we need which will allow us to bring this to a swift conclusion, or they refuse and we get to protest that our attempts to bring the situation under control were directly hampered by the Rokkenjimans themselves. If we play it this way then we can spin the outcome in our favour." she said with an malevolent grin that Kadassa found rather off putting.

"Gurnitz! Phone!" barked Kadassa at his aide who instinctively picked up the receiver and began to dial the code that had been provided to them for a direct line to the Empress.

"Indeed," Eva replied with a nod, "best not to tip our hand. We've invested too much to allow such an elementary mistake to prove the Lakhzovian's suspicions correct." Emerson's hand came at just the right moment, indeed, his arrival seemed to be timed in just the right manner. For the past few hours she could feel the strength draining as every viable option seemed to evaporate before her eyes but, ever so slightly, she could feel that strength begin to return.

"It is true that we have protocols in place," she continued as she viewed the blueprints, pointing to a location for Emerson. It was at this point that Lelouch broke his silence, "My apologies, Your Majesty, however the safe room is actually some metres from the location to which you pointed; that room is little more than a glorified broom closet. This," Lelouch pointed, "is the location you are looking for. The Anauša took some liberty in establishing a setup which best assists our mission profile in any given nation; in this case a measure of deception was required as we did not share the optimism of the Empress Emerita in regards to our position in Lakhzovia."

"Very well," Eva sighed, "So we have the location of the safe room before us, now what manner of magic did you have in mind?" Eva turned to Emerson. "It has been far too long since I have seen a good show, after all." As they spoke Eva's attention was quickly drawn to the ringing telephone. "Inform the President that I will be to the telephone in a moment, I do believe that we need a moment to determine just how to proceed in speaking with him."

Without hesitation Lelouch picked up the phone, clearing his throat before speaking. "Lieutenant Commander Miyamoto of the Imperial Rokkenjiman vessel Megitsune, at your service Mr. President. The Empress has stepped away, however, I am sending for her as we speak." Eva motioned for Emerson to join her just outside of the room, speaking lightly as the door closed behind them. "I wasn't expecting his call so soon, however, perhaps we could use a volunteer from the audience for whatever scheme you have forming in your mind?"

James looked at the blueprint the good thing about a deceptive blueprint was that it added some insurance if needed. But the blueprint also gave up other information and that information was enough to set the cogs in motion, theory was mentally at least becoming reality, he then checked the city maps, it never ceased to amaze him what could be figured out with information in the public domain.
"It's doable." he said to Emerson just as the phone rang, moments later Evanthe was motioning Emerson out of the room
"You'd better come with." Emerson said, James nodded and followed.

"The scheme is quite simple Your Majesty." James said "What we're faced with is a form of an imperfect information game we have a set of common factors but also each side in this has privileged information. It's similar in concept to a negotiation. Now the key point is that the significant piece of information definitive knowledge of Argan Tsagarai's presence in the embassy is our privileged information, we are the only ones who definitely know he's there. That gets us in the game because it sets the rules, the Lakhzovian mob storms the embassy looking for him because they think he's in there. Our job is to make sure they don't find him. We made sure when this kicked off that we had people capable of assisting you in transit to Lakhzovia, they're on the ground now.

What I am proposing we execute is a two pronged extraction operation - Prong A being an undercover insertion into the embassy there's a lot of protesters there, easy to blend in, this is what the Achkaerin playbook calls a Wolf in Sheep's Clothing strategy, our agents go in, find Tsagarai and extract him under everyone's nose. Prong B is a little more complicated but doable according to the city map there's an old subway service tunnel that runs beneath your embassy it's likely that the safe room your commander in there indicated runs close to this tunnel, we'll send our second team in there and try to cut in from the outside, trick is that we have to reseal the hole after extraction because we dare not show any indication of an escape.

We go with both approach's and we see who gets to him first. Once we've got him and got him out, we get him outside of the city and on a diplomatic flight out of the country and make sure he ends up in a safe house somewhere."

"Now the question is what does Kadassa want now?" Emerson said "He should be on the defensive but he's the one initiating communication so he's probably after something, you need to find out what it is and then we'll see what we can do about it."

"A sound strategy," Evanthe replied with a smile, "Now to see what Kadassa wants and put it to effect." She motioned for Emerson and James to return to the room with her, then accepted the phone from "Miyamoto".

"President Kadassa, my apologies for your wait. I have been reviewing the situation with my officials and, unfortunately, do not see a clear course of action forward. I do hope that you have better news for me from your end?"

"Indeed Empress I do. My Security Minister has been engaged in an emergency planning and contingency session, they have formulated a plan of action to regain control of the embassy and clear the district of rioters. Obviously the most pressing issue is lifting the siege on your embassy and clearing out those who have entered the building, the preservation of the safety of those inside is of our highest priority.

We have therefore assembled our elite policing unit for the task, who are normally our first responders in situations of terrorist hostage taking and are making preparations for imminent intervention. Of course once the operation begins we need to be able to maintain the element of surprise and move swiftly to secure and extract the embassy personnel, for this reason we require cooperation from you. Our police have made it clear that the success of any such operation relies on having an accurate floor plan of the embassy.

Now normally we would not dream of asking for such privileged information, however this are far from normal circumstances."

"This is most excellent news, Mr. President," Evanthe said, speaking in such a way as to almost hold a conversation with Emerson at the same time. "The safe evacuation of our citizens from the embassy is our top priority, while clearing the embassy and restoring order are crucial elements as well. I do know that they are safe for the moment, though the more time which passes that position becomes increasingly fragile." It was at this point that Evanthe also took to taking notes in Emerson's view as she spoke with the President.

'Security Minister, contingency session, plan for control and clearing of district of rioters. Lifting siege and clearing most pressing....preserving safety of those inside highest priority. Elite policing unit prepping to intervene, element of surprise needed for extraction. Need accurate floor plan to ensure these goals.'

"Yes, I will have our staff pull up the floor plans but it will take a few moments before it's in front of us. Network congestion is impacting ICON data links, so you will have to bear with us," she continued. 'Your concentration face, distractingly cute even now.' "I've just had it confirmed that it should be around ten minutes before the plans are relayed to Megitsune after which I will see that they are before your forces. I pray that this plan works and the long night before us is nearing its end."

Kadassa placed the phone received back into its cradle. "There, done. They are preparing to send us the floor plans."

"Are you sure?" asked the Security Minister with a tone that bordered on frustrated boredom "It's just that seemed rather too easy."

"What are you talking about now?" asked Kadassa.

"I mean if the situation was reversed and we were hiding someone wanted by the Rokkenjimans in our embassy under siege would we tell them exactly where he was hiding?"

"I see your point, but what more can we do than rely on their arrogance and naivety?"

"Nothing much. We'll just have to wait and see what we find once we follow the plans to where they should be. If we don't find anything then we'll simply have to torch the embassy, that will either smoke them out or end them in their hiding place; their deaths can then be blamed on Rokkenjima playing games with the rescue operation and it will serve the added benefit of destroying any evidence of what we've been up to." said the Minister with a twisted little smile.

Kadassa placed his head in his hands "This whole situation has become a farcical nightmare... and why do I get the feeling you are enjoying this?"

Emma Hastings paced around one of the rooms in the Achkaerinese embassy, it was known as the nerve centre simply because it was the heart of the embassy's computer network. Every so often she glanced out of the window towards the Rokkenjiman embassy this wasn't a war zone but it felt like it.

"You reading me Emma?" James's voice came over her earpiece
"Yeah." Emma said
"What's the progress on the mirror protocol?" James asked, this was a reference to data encryption and transfer out of the embassy, it was coupled with destruction of all hard copies of sensitive data, both of which were precursors to a full evacuation of embassy personnel.
"About half an hour." Emma said
"Ok I need you to run support for a Wolf in Sheep's clothing op." James said
"Copy that." Emma said
"And when the mirror protocol is fulfilled you get the hell out of there." James said

Outside the embassy Plan A was swinging into action, Julian along with his two female colleagues Cyd Dixon and Misty Kennedy had slipped inside the embassy, it was easy enough disguising themselves as part of the protest. The fourth member of their team Charlie Robinson was sat in an SUV a way up the road from the compound. The three going in had all been briefed on the plan it was simple enough, infiltrate the embassy, cause a hazard and in all the confusion sneak Tsagarai out. They'd been given a ten minute window thanks to Evanthe but in truth they had slightly less probably only around six minutes to get everything in position and ready to go. Once inside the embassy the three of them split up, each had a different job to do - Julian was heading for the glorified broom cupboard as it had been termed to leave a sat phone for the mob should they get there, Cyd was going off the true blueprint and heading for the safe room, Misty meanwhile was heading down to the basement it wasn't that big nor was it the safe room but it was where her part in this was to be played.

Below the city Plan B was also in effect, Lt Jamie Bridge was leading Emerald Troop down the tunnel.
"Lt Bridge, Alpha Team have gone in where are you?" James asked
"About three minutes away." Jamie said

"Fast is good." James said as he leaned against a wall aboard the Megitsune, this was all going to be decided in the next few minutes.

Eva remained tense and attentive as the events unfolded, dividing her attention between various screens and the voices filling the room. A count-down on the fuel which maintained power for the safe room, streams of intelligence as well as the blueprint of the Embassy. Her people were competent, those endeavouring to reach them she trusted with every fiber, by now all should be in order to buy them precious moments, yet she couldn't help but to worry. She remembered well the countless hours during the imprisonment of Rokkenjimans in Transvaal, pacing alongside Beatrice as she weighed her options and could only stand by as the events unfolded before her.


Cirice placed her hand on Jason's shoulder, she could tell the stress was mounting upon him with each passing second. "You needn't wear such worry on your face, for even should they breach that door I promise to you I shall hold this ground to my dying breath. Look," she said, pointing to the dimmed ICON display. "Just off the shores of Lakhzovia sit several tonnes of the Imperial Rokkenjiman Navy, and they're not alone either. On board those vessels are people working their damnedest to bring us home safely; collect yourself and focus on what you will do once free of these walls."

"A fine point," Jason said with a smile, turning to Tsagari. "Speaking of which you must be curious as to the present state of affairs outside," he said as he brought up various summaries and reports on the developments since they had entered the room. "If we make it out of this I have it on good authority that Megitsune has one of the prize stocks of mead you can find anywhere on Mundus. I'm certain the Empress wouldn't mind putting us on her tab."
