![]() A proposal by the Communist Quinntopia Trade Commissariat Following the Bechsteinian plans to connect the main northern continent to Ardia, the Communist Quinntopia Trade Commissariat proposes that the nations of Communist Quinntopia IV, Beatrice, Bechstein and Kazarovia enter into a joint building project of a system of railways which shall connect the four nations, dubbed the "Ardian Rail Network". The Commissariat advises that nations consult their economic situation before joining this project, as it will be a lengthy, expensive process. The Network will consist of six main railways spanning the open expanse of land between the four countries, to be used for trade, travel or otherwise. Of course, the nations involved may incorporate these mainlines into their own railway systems. Communist Quinntopia will be funding the construction of the lines between it and the other three countries, but will not be funding the construction of railways built between the other nations (and which do not connect to Quinntopia) unless financial aid is requested. Here is a rough idea of where these mainlines will run, but these may be changed due to terrain and other such limiting factors: Mainlines The projected cost of the whole project is predicted to be over U$200,000,000,000 (200 billion Universal Standard Dollars)*. Although the Commissariat realises that this is very expensive, it believes that the economic benefits of the rail network will, over time, outweigh its liabilities. For trade, nations may use their own freight liners, but also proposes that a standard high-speed sleeper train be adopted for use on the mainlines by all four nations to eliminate advantages in build quality, luxury and other such things, with the profits being divided up between the nations, if possible, so that no single nation monopolises the profits. The Commissariat hopes for a prompt reply from the appropriate representatives of Beatrice, Bechstein and Kazarovia. If the price I've said is either too much or too little, then I'll change the predicted cost for the sake of realism. Also, how long will this take? I'm expecting it to take us into next year (2014) at least. In fact, is this actually so far-fetched that it's completely unrealistic? Given that your 80 billion is in pounds, not $U (which would be worth significantly less), and the scale of the project compared to the British matter... I'd say 200 billion is probably more likely for this project. This project is naturally not impossible, so long as you have the financial capital available. Give it 7-8 years. OK. I hereby declare the start of construction for the mainlines between Kazarovia and Communist Quinntopia and Neo Rokkenjima and Communist Quinntopia. (OOC: The Trans-Siberian Railway took 25 years to build, so presuming that we have more modern technology, I believe construction should take around 10-15 years, which would take us into Spring 2014 in real time? The Peoples' Democratic Republic of Rhuski does not object in principle to the passing of a rail line through its territories. We are willing to negotiate an agreement whereby we loan our excess existing rail capacity to the network and in return will ourselves expand the capacity and perform any necessary upgrades to meet the international standards. The benefits are obvious. This allows all three nations so connected to benefit immediately from at least some of the promise that such a network proposes. The PDRR will take it upon ourselves to upgrade our network, effectively reducing the projected costs for the entire project by 1/6. We eagerly await your reply. Kazarovia Is willing to connect through Rhuski, However the proposition of loaning the network will not be accepted. The rail network will allow Quinntopian and Kazarovian Trains to traverse freely (Within safe, designated timeslots so as to cause minimal disruption to your internal train schedules). The added trade and associated taxes should be more than enough recompense for these allowances. Should Rhuski wish for more open trade between our nations you are welcome to apply to the Ardian Economic Alliance for Membership. However entrance to the AEA will only be granted on approval from both Kazarovia and Quinntopia. The PDRR does not consider this a satisfactory offer. Considering that the PDRR will be constructing new infrastructure as part of the ongoing greater rail network from our own purse both Kazarovia and Quinntopia doubly benefit from immediate trade route availability and the elimination of construction costs of a line which will directly benefit both nations. To request loan income for immediate use of the existing network, given its immediate material benefit to both nations, the extra maintenance costs our network will incur and given the fact that we shall be carrying the cost of the new network line is not, in our view, unreasonable. If in fact you are worried that we will seek to make the usage of the present and future rail line contingent permanently upon lease then allow us to give you our assurances that our intention is only to request payment for such a time as our existing infrastructure is being utilised. Upon the completion of the new rail line the lease will expire and not be renewed. Given the importance of connecting the two markets of Kazarovia and Quinntopia I feel that the material benefits of our proposal for all nations involved far outweigh the cost of a temporary lease.
