![]() OFFICIAL PRESIDENTIAL DESPATCH Senior Foreign Secretariat offical Alexei Navalny has been arrested and been charged with espionage on behalf of a foreign state. Evidence has been found of his co-operation with Rokkenjima embassy officials for the purpose of undermining the state of Chernobereg, in particular the withholding of an official communique from the Gläuden administration of Bechstein. The Rokkenjima embassy has been temporarily closed whilst police search it for further evidence of espionage. The ambassador has been charged with aiding and abetting espionage. The rest of the embassy staff have been placed in protective custody. Foreign Secretariat offical Kiril Bezuhov has admitted uploading the aforementioned evidence of Navalny's treason on IndyLeaks, and has been arrested and charged with espionage on behalf of a foreign organisation. The Chernobereg embassy in Neo Rokkenjima is to be closed until further notice. |

![]() Imperial Decree Concerning Accusations of Espionage Neo Rokkenjima denies to the fullest degree any claims of espionage against the nation of Chernoberg. The Ministry of Foreign Affairs is under the direct supervision of Imperial Councilor Katherine Albright who answers directly to me. As a firm believer in honest diplomacy with the nations of the world I have implemented strict diplomatic protocols which ensure Imperial diplomatic staff do not abuse their position of trust for the purposes of international espionage. Thus to claim the First Empire has engaged in espionage against the nation and people of Chernoberg is an offense to my personal honour. There remains individuals in the National Security Administration who have carried on with their loyalties to the previous Federal Republic, thus it is very well possible that programs initiated under that government have carried over. I've been working with the Minister of Defense to see the NSA fully reigned in and a full review of present employees and agents of the NSA is ongoing. Those found to have broken the laws of my Government will be prosecuted and punished to the fullest extent. Therefore I hereby request all Rokkenjiman nationals currently in the service of the Embassy to be returned to Neo Rokkenjima for the purposes of our investigation. As I'm certain our embassy staff wouldn't dare act against a decree of their Empress I can assure you that this situation is the fault of the remnants of a corrupt and deposed government. Those NSA agents involved in any schemes against Chernoberg will be promptly dealt with under Rokkenjiman law; no party connected in any way with the Federal Republic must be allowed to escape justice, the right to which belongs to the people of Neo Rokkenjima. I cannot lay all of the blame at the feet of the NSA, however, as Chernoberg could have contacted me and I would have gladly worked this situation out in a more private setting. To create an international incident of the matter while harming the credibility of our Embassy staff that are innocent instead of allowing my Government the opportunity to resolve the situation is most disappointing. Those embassy staff found innocent of involvement in this incident will be assisted with finding new careers as their credibility has been unfairly damaged by this over-reaction. I offer a forty-eight hour window for the return of Ambassador Wilbert, his Staff, and any other Rokkenjiman nationals present at the Embassy. Upon their return Chernoberg diplomatic personnel shall be allowed to leave Rokkenjima. Until then, however, I have personally revoked their travel privileges. The diplomatic immunity of the Embassy shall be reconsidered should my request for the return of Rokkenjiman nationals be either ignored, or denied. The sins of the Federal Republic are well-known. The enemies they made are not my enemies. I, Empress Beatrice, offer my hand in friendship only once. Those who accept my hand will gain a friend true and loyal. Those who swat it away, however, will find that it is not offered twice, and that my ire knows no bounds. That is all. |

Evidence has been found of Ambassador Wilbert's co-operation with Alexei Navalny, but no evidence has been found of orders from officials in Rokkenjima. Therefore, all other embassy staff will be released from protective custody apart from secretary Edward Miliband, who is being further investigated in connection with the murder of Pavlov Doganin after Doganin's wallet was found in his office. Ambassador Wilbert will be extradited to Rokkenjima to answer charges there, but will need to return after judgement to answer previously leveled charges of spying when he was resident in Chernobereg. Navalny's trial is to commence in 6 days. Navalny has chosen to answer the charges himself and has declined legal aid. ------------------------------------------------------------------------------------------------------- Chernobereg Foreign Office Communique From: Secretary of Foreign Affairs Mikhail Stavrescu TO: Government of Neo Rokkenjima You will find attached to this message the report of the Chernovar District Police concerning the affair. We the government do not blame your nation for the spying - only Ambassador Wilbert, who has been found to be acting of his own accord. Our embassy has be ordered to resume normal activity, although I wish to note that generally if the host nation feels offended by another, the diplomats are expelled rather than kept as hostages - although I will admit that we hardly set a good example. However, we did need to conduct a criminal investigation of the embassy, and we could not be certain how many of the staff were "in on it", so to speak. All those Rokkenjiman nationals not currently under criminal investigation will be permitted to leave; that is, all except Edward Miliband, who is suspected of but not charged with the murder of Pavlov Doganin, according to the police report. Wilbert still needs to answer charges though. We the government hope that we can resume business as normal, and that next time there is an international incident in a country that isn't one of ours, we might be able to co-operate peacefully without insults. ![]() Chernovar District Police Official Despatch A number of files seized from Kiril Bezuhov's computer indicate that certain Foreign Office funds have been misappropriated by senior figures within the service. A sum of Cr932k (approx $325k) was spotted as a discrepancy within the pay and pensions amounts for the Secretariat staff - the figures having been stolen by Bezuhov. Furthermore, Bezuhov was found to have received at least Cr200k ($70k) in transfers from a bank account without an identifiable owner. Bezuhov's charges now consist of espionage on behalf of a foreign organisation (IndyLeaks), and is being investigated on charges of embezzlement. He is also under suspicion of accepting bribes, with charges pending further investigation. (this plot is going to get quite domestic from now on. word of warning.) |

![]() Imperial Decree I am pleased to see Neo Rokkenjima cleared of any complicity in espionage against Chernoberg. I take very seriously the conduct of Ambassador Wilbert as his actions have, inevitably, caused harm to the diplomatic relationship between our nations. I have faith in the judicial processes of Chernoberg and look forward to justice being dealt to those who have acted against both of our interests. May we find common grounds for cooperation and move past the recent brinkmanship our nations have seen in recent days. Ambassador Wilbert will stand trial before an Imperial judge and I can assure you his trial will be conducted in a prompt manner. I can assure you that Chernoberg diplomats were not held hostage at any time. In times of tension one may be led to an over-reaction, and I hope that we may both take something positive away from this situation. I hope to see a full return to normal operations as we move past these unfortunate circumstances. The National Security Administration presently faces a full review and I can assure you that such incidents shall not take place in the future. The Federal Republic was a most corrupt government, the remnants of which continue to be purged from our nation. From the reply you send to my unfortunate predecessor, it appears you did not mention Miliband - even though he is an embassy official and a Rokkenjima national. His diplomatic immunity has had to be suspended because he is charged with murder, which you will appreciate as being sufficient grounds for doing so. I have also noticed that we have no treaties together. You will understand that it would be easier to co-operate if we had pre-existing arrangements for doing so. Any response should be sent separately from this conversation (i.e. in a different thread - I want to get this one finished) Good luck with the trial. ![]() Imperial Decree It is a matter of the honour of Neo Rokkenjima that we see all matters regarding the crimes of the past administration of the Federal Republic rectified. I'm pleased to be a part of the healing process between our nations. After looking through some records it is apparent that Miliband is an agent of the NSA who was operating without my graces. His citizenship has been revoked, and he has been declared person non grata within Neo Rokkenjima. His fate is in your hands. I'm open to exploring treaty options and look forward to them. ![]() Imperial Dispatch Regarding Ambassador Wilbert Empress Beatrice has invoked her right to convene a trial in absentia of Ambassador Wilbert, eliminating the need for him to leave the custody of Chernobereg. The Empress has found Mr. Wilbert guilty of treason, unlawful espionage, insubordination, and utilizing the resources of the Ministry of Foreign Affairs for unauthorized purposes. By virtue of being found guilty of the charge of treason Mr. Wilbert has been sentenced to life imprisonment with no chance for parole, and is left to the judicial processes of Chernobereg. Furthermore, upon completion of his trial in Chernobereg Mr. Wilbert shall have his Rokkenjiman citizenship revoked. Mr. Wilbert is hereby at the mercy of the Chernobereg judicial system.
