The Cross-Straights Treaty Organization


Recognizing the invaluable assistance rendered by, and the friendly relationship which exists between Neo Rokkenjima and the nations of Communist Quinntopia IV, Kazarovia, and Dartfordia I, Empress Beatrice, propose the establishment of the Cross-Straights Treaty Organization, or CSTO. Many threats remain in our world to stability, peace and order, threats which threaten the long-term stability and protection of the foreign interests of each of our nations. Noting the stability, capability and gestures of inter-operation between our forces (apart from Dartfordia) I feel that our union in the CSTO may ensure stability continues within our spheres of influence.

The CSTO, as presently envisioned, would be a trade, mutual defense/intelligence sharing alliance which also acts as a forum to address the common concerns of the treaty partners. Future members would only be added by a unanimous vote of the proposed founding members, though I do not personally see the need for further members outside of those I've proposed. An alliance too great can create the instability I seek to prevent, and also presents the opportunity for betrayal, subterfuge and other dishonorable actions.

I await your replies and hope to see you stand by the First Empire as partners in peace and stability.

A Communiqué from the Communist Quinntopia Foreign Affairs Commissariat





Esteemed Empress Beatrice,

After a landslide victory in the People's Assembly, the People's Paradise of Communist Quinntopia has decided to accept the First Empire of Neo Rokkenjima's offer to establish the Cross-Straights Treaty Organisation. If needed, Communist Quinntopia will be able to make use of a significant portion of its military to protect the interests and aims of the CSTO.

The People's Paradise looks forward to its co-operation with the other member nations of the CSTO, and hopes that it will only help to further improve general international relations in the Independent Order.

I am pleased to hear of the approval of the CSTO in Kazarovia and Communist Quinntopia and welcome both nations as friends and allies. I feel that today marks a great day not only for our respective nations, but for the Independent Order as a whole. Let the CSTO be an arsenal of stability, peace, justice and order in times of strife; and let the Cross-Straits area know the serenity of stability and peace!

I propose the following Treaty to formally bring into fruition the Cross-Straits Treaty Organization, the Cross-Straits Treaty:

Preamble:

The Parties to this Treaty reaffirm their faith in the principles of international order and stability, as well as their desire to live in peace with all peoples and all governments.

They are determined to safeguard the freedom, common heritage and civilisation of their peoples, founded on the principles of democracy, individual liberty and the rule of law. They seek to promote stability and well-being in the Cross-Straits area.

They are resolved to unite their efforts for collective defence and for the preservation of peace and security. They therefore agree to this Cross-Straits Treaty :

Article One:

The Parties undertake to settle any international dispute in which they may be involved by peaceful means in such a manner that the international peace, security and justice are not endangered, and to refrain in their international relations from the threat or use of force in any manner inconsistent with the principles set forth by this Treaty.

Article Two:

The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.

Article Three:

In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

Article Four:

The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.

Article Five:

The Parties agree that an armed attack against one or more of them in Ardia or Albion shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the Cross-Straits area.

Article Six:

For the purpose of Article 5, an armed attack on one or more of the Parties is deemed to include an armed attack:
On the territory of any of the Parties in Ardia or Albion, or on any territory under the jurisdiction of any of the Parties in the Cross-Straits area,

On the forces, vessels, or aircraft of any of the Parties, when in or over these territories or any other area in Ardia or Albion in which occupation forces of any of the Parties were stationed on the date when the Treaty entered into force or the Krimeon Sea, or the Sea of Kyne.

Article Seven:

Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty.

Article Eight:

The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall be so organised as to be able to meet promptly at any time. The Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defence committee which shall recommend measures for the implementation of Articles 3 and 5.

Article Nine:

The Parties may, by unanimous agreement, invite any other Albion State in a position to further the principles of this Treaty and to contribute to the security of the Cross-Straits area to accede to this Treaty. Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Government of the First Empire of Neo Rokkenjima. The Government of the First Empire of Neo Rokkenjima will inform each of the Parties of the deposit of each such instrument of accession.

Article Ten:

This Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible with the Government of the First Empire of Neo Rokkenjima, which will notify all the other signatories of each deposit. The Treaty shall enter into force between the States which have ratified it as soon as the ratifications of the majority of the signatories, including the ratifications of Communist Quinntopia, Kazarovia, Dartfordia and Neo Rokkenjima, have been deposited and shall come into effect with respect to other States on the date of the deposit of their ratifications.

Article Eleven:

This Treaty shall be deposited in the archives of the Government of the First Empire of Neo Rokkenjima. Duly certified copies will be transmitted by that Government to the Governments of other signatories.


Finally, I propose the location of the headquarters for the CSTO to be located at the Palace Ansemi, located on the outskirts of Juliar, Rokkenjima. Security shall be provided by a division of the Imperial Guard, and a naval base lays no further than twenty minutes away from the Palace. As it's presently unused and offers accommodating facilities I feel it is a most natural choice for hosting the CSTO:

OOC: Also, would it be appropriate for the CSTO to make a joint announcement concerning Event #2? Such as joint actions taken to hunt down the terrorists, research a cure, and perhaps position itself should others seek to weaponize the virus? We do have some possibilities to tie in there I think. :)

The Kingdom of Dartfordia wholeheartedly supports the proposal for a Cross-Straights Treaty Organisation, and His Majesty the King would like to commemorate The Most Esteemed Empress for her willingness to support mutual cooperation amongst countries.

After reviewing the proposed treaty, His Majesty's Government proposes the following amendment to article nine: "The Parties may, by unanimous agreement, invite any other Albion or Ardian State..." His Majesty's Government would also propose a separate 'council' and 'commission.' A commission would be made up of representatives from every member, who would meet at least once a week at the Palace Ansemi, while the council would be made up of the Heads of Government of each member state and meet biannually. The location of council meetings should rotate between member states (and be at the Palace Ansemi when hosted by Neo Rokkenjima), with the respective Head of Government serving as the 'Chairperson of the CSTO.' In this event, His Majesty's Government proposes a further amendment to article nine: "Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the government hosting the council. The Chairperson of the CSTO will inform each of the Parties of the deposit of each such instrument of accession."

Furthermore, His Majesty's Government proposes the establishment of a UN-like territory within Neo Rokkenjima, along with a 'Unified Ceremonial Guard' of around 300 armed personnel to defend the territory. The UCG would be made up of members of the armed services from each member state. His Majesty personally wishes to express interest in allowing short-range cruise missiles to be stationed around the palace to defend it against air attacks. The use of short-range missiles prevents the territory from launching offensive missiles, their purpose being solely to defend the territory. Any use of missiles should first be authorised by Secretary-General, Chairperson and with the Government of Neo Rokkenjima, unless required sooner.

Dartfordian Interests in the CSTO


The Empress is pleased at the news of Dartfordian support for the Cross-Straits Treaty Organization. She expresses the most sincerest of thanks to His Majesty and is pleased to consider him a friend and partner in these endeavors.

Furthermore, the Empress notes no objections to the proposed changes to the Cross-Straits Treaty and shall note the modifications officially after allowing time for our Quinntopian and Kazarovian partners to note any such concerns.

The Cross-Straits Commission, composed of representatives from the member states, shall be a top priority of the CSTO in our formative days. Furthermore, the Council of Heads of State (henceforth CHS) meeting biannually is supported by the Empress. It is further proposed that the first Chairperson of the CSTO be the Empress, and that the first meeting of the CHS be held within the next two weeks.

The Empress has proposed that an area encompassing twenty (20) acres around the Palace Ansemni be established as the headquarters of the CSTO, the maintenance of which shall be jointly undertaken by the member states. Further facilities may be built within this 20-acre zone, as modifications/additions to the Palace itself would revoke the eligibility of the Palace to remain an Imperial Historic Landmark. All other suggestions proposed shall receive no objection from the Empress.

Finally, the Empress suggests the creation of a Joint Protectorate Sphere which, in times of turmoil and turbulence, would allow younger nations, as well as those with limited defensive capabilities, to associate themselves with the CSTO so that they may maintain their territorial integrity, sovereignty, and preserve their way of life. Many times in war it is the neutrals, and those unable to defend themselves effectively, which see their lands used for proxy wars between larger powers. Such association would require the unanimous consent of the member states and would expire upon resolution of whichever crisis caused their entrance into the Sphere, or after thirty days have passed, whichever date is reached first.

Communist Quinntopia hereby agrees to the following:
  • The Cross-Straights Treaty (as well as the Kingdom of Dartfordia's proposed changes to said Treaty)
  • The creation of the Cross-Straights Commission and the Council of Heads of State
  • The use of Palace Ansemi and the surrounding 20 acres as the headquarters of the CSTO
  • The creation of a UN-like military and a "Unified Ceremonial Guard"
  • The creation of a Joint Protectorate Sphere

The People's Paradise will also be willing to supply building materials and other such equipment should there be any plans to add further facilities to the CSTO headquarters zone. Also, as stated earlier, Communist Quinntopia is willing to donate a relatively significant amount of its available forces to the CSTO in times of war. Communist Quinntopia reserves the right to withdraw these troops at any time in the event of a threat to the homeland security of Quinntopia.

Again, we look forward to working with our comrades, our fellow CSTO signatories.

Allowing for any issues Kazarovia would like to bring to the table we can assume that the Cross-Straits Treaty is now in effect at least between Communist Quinntopia, the Kingdom of Dartfordia and Neo Rokkenjima; marking November 15th as the founding day of the Cross-Straits Treaty Organization. Preparations are being made to the Palace Ansemni and its accompanying grounds to host the headquarters of the CSTO while I personally select from amongst the finest of Rokkenjima's Imperial Guard to comprise the Rokkenjiman contribution to the Unified Ceremonial Guard.

The Kymera Naval Base stands ready to provide its services and facilities to our allies and a project to expand the base will be undertaken over the next year to further expand its capabilities to adequately serve in its now expanded capacity. I pledge the full resources of the Imperial Armed Forces to accomplish the goals and spirit of the Cross-Straits Treaty, especially proud of the revival of the Rokkenjiman Imperial Navy as a truly capable blue-water force.

I offer a symbolic toast to our partners and sisters and brothers in arms.

Kazarovia Supports all Revisions to the terms of the treaty. A special Detachment of KSDFElite Troopers (125, as per KDSF Structure) will be posted to the 'Unified Ceremonial Guard'. These Soldiers are members of the most highly trained force in our military and are heavily armoured and armed (See Below). Please accept their presence as acknowledgement of the high regard Kazarovia has for the Nations of the CSTO. Furthermore when necessary, Kazarovian Forces will be brought to bear in aid of the CSTO and it's Member Nations when it does not interfere with the defence of Kazarovia.

The Republic of Elpidia petitions the CSTO to join the Joint Protectorate Sphere as soon as possible, we are under threat from the Warsaw Pact. The development of biological weapons, as well as the blockade of the Great Northern Sea are among the reasons we seek to join.

The First Empire sees no reason to deny the request of the Republic of Elpidia to join the JPS given the situation in the Great Northern Sea region. As it is a matter which must be approved by the allied states as a whole we shall await their decisions. Until then the First Empire will be monitoring the situation.

A Communiqué from the Communist Quinntopia Foreign Affairs Commissariat





The People's Paradise of Communist Quinntopia also accepts Elpidia's request to join the Joint Protectorate Sphere for the duration of the situation in the Great Northern Sea. As stated in an earlier communiqué regarding the Warsaw blockade, Communist Quinntopia shall be sending a Task Force of the People's Revolutionary Navy to put a stop to the blockade with military force, should the Warsaw Pact fail to loosen said blockade.

Consideration for Elpidian Membership in the CSTO


As the Republic of Elpidia has proven to be a valued partner in several matters of international importance, as well as a steadfast friend to Neo Rokkenjima without treaty obligations, I hereby propose that the member states of the CSTO consider Elpidia's admittance into the Cross-Straits Treaty Organization. Elpidia is presently a member of the Joint Protectorate Sphere, a status of membership which no longer accurately recognizes the relationship shared between the CSTO and Elpidia. Of course such a decision must only be reached once the desires of Elpidia have been heard, and I eagerly await their stance concerning this matter.

Furthermore, in the interests of increased co-operation and interoperability between allied military forces, I've ordered Imperial High Command to provide access to our ICON system, access codes have been forwarded to the military commands of each CSTO member state. This will allow access to intelligence and, where possible, allow for coordinated targeting between various assets, whether they be aerial, naval or ground in nature.

The nation of Chernobereg requests the right to permanently join the CTSO, seeing as Chernobereg is already acting in accordance with the treaty, and wishes to formalise our position.

However, we suggest that Articles Five, Six, and Nine be amended to include nations not in Ardia or Albion, seeing as ourselves and Elpidia are in Aranye, and that many other nations in Aranye may well be desiring of an alliance.

The People's Paradise of Communist Quinntopia hereby approves the proposal of giving Elpidia membership in the Cross-Straits Treaty Organisation, should Elpidia show interest in being admitted into the CSTO. The People's Paradise will also accept Chernobereg's request for membership, should the CSTO consider it. Both Elpidia and Chernobereg stand with the CSTO against the Warsaw Alliance and any further allies we can gain to stand against the Warsaw Alliance would be valuable to our efforts.

Official Diplomatic Communique


If the nations of Karazovia and Dartfordia are willing, then we would humbly accept the proposal put forth by Her Imperial Majesty. We have admired the Cross-Straits Treaty Organization, both for its founding principles and the actions it has hitherto undertaken. We would be honored to join as a full member.

Although, the formality mentioned by the honorable nation of Chernobereg, i.e. that the continent of Cotf Arayne will need to be mentioned in the treaty for it to be of full effect for us, will need to be addressed.

Chernobereg Interests in the CSTO and Charter Modifications


Neo Rokkenjima accepts the request of Chernobereg to join the CSTO and proposes the following modifications to the Cross-Straits Treaty to accommodate the memberships of Elpidia and Chernobereg:

The Cross-Straits Treaty

Preamble:

The Parties to this Treaty reaffirm their faith in the principles of international order and stability, as well as their desire to live in peace with all peoples and all governments.

They are determined to safeguard the freedom, common heritage and civilisation of their peoples, founded on the principles of democracy, individual liberty and the rule of law. They seek to promote stability and well-being in the Cross-Straits area.

They are resolved to unite their efforts for collective defence and for the preservation of peace and security. They therefore agree to this Cross-Straits Treaty :

Article One:

The Parties undertake to settle any international dispute in which they may be involved by peaceful means in such a manner that the international peace, security and justice are not endangered, and to refrain in their international relations from the threat or use of force in any manner inconsistent with the principles set forth by this Treaty.

Article Two:

The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.

Article Three:

In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

Article Four:

The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.

Article Five:

The Parties agree that an armed attack against one or more of them in Ardia. Albion or Cotf Arayne shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the Cross-Straits area.

Article Six:

For the purpose of Article 5, an armed attack on one or more of the Parties is deemed to include an armed attack:
On the territory of any of the Parties in Ardia, Albion or Cotf Arayne, or on any territory under the jurisdiction of any of the Parties in the Cross-Straits area,

On the forces, vessels, or aircraft of any of the Parties, when in or over these territories or any other area in Ardia, Albion or Cotf Arayne in which occupation forces of any of the Parties were stationed on the date when the Treaty entered into force or the Krimeon Sea, the Sea of Kyne, or the Great Northern Sea.

Article Seven:

Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty.

Article Eight:

The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall be so organised as to be able to meet promptly at any time. The Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defence committee which shall recommend measures for the implementation of Articles 3 and 5.

Article Nine:

The Parties may, by unanimous agreement, invite any other Albion, Ardian or Cotf Arayne State in a position to further the principles of this Treaty and to contribute to the security of the Cross-Straits area to accede to this Treaty. Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the government hosting the council. The Chairperson of the CSTO will inform each of the Parties of the deposit of each such instrument of accession.

Article Ten:

This Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible with the Government of the First Empire of Neo Rokkenjima, which will notify all the other signatories of each deposit. The Treaty shall enter into force between the States which have ratified it as soon as the ratifications of the majority of the signatories, including the ratifications of Communist Quinntopia, Kazarovia, Dartfordia and Neo Rokkenjima, have been deposited and shall come into effect with respect to other States on the date of the deposit of their ratifications.

Article Eleven:

This Treaty shall be deposited in the archives of the Government of the First Empire of Neo Rokkenjima. Duly certified copies will be transmitted by that Government to the Governments of other signatories.

However, since Cotf Aranye, Ardia, and Albion are the only relevant continents, it is superfluous to mention them,
eg in Article Five "The Parties agree that an armed attack against one or more of them in Ardia. Albion or Cotf Arayne shall be considered an attack against them all",

in Article Six "On the territory of any of the Parties in Ardia, Albion or Cotf Arayne, or on any territory under the jurisdiction of any of the Parties in the Cross-Straits area,
