"My People, Friends and Allies of the First Empire, honourable delegates from afar, I thank you for your attention this evening.

In recent days we have seen tensions between the First Empire and the Holy Empire reach a point previously unthinkable, while in other corners of the globe we see a rising perception that Rokkenjima holds double-standards. At the same time, despite a history of Rokkenjiman cooperation with the international community to tackle matters of mutual concern, a sentiment of "Rokkenjiman imperialism" persists. Each of these sentiments are wholly irrational and, in most cases, self-serving. When the First Empire, in conjunction with her CSTO allies and independent partners freed the Great Northern Sea from the grip of Stalin's blockade there was no complaint, nor was there any complaint when the First Empire declared war upon the United Soviet Russia and her allies during a time when Warsaw threatened the whole of international stability.

Rokkenjima responded to earlier concerns by working with her CSTO allies to reshape the scope of CSTO military policy, an effort which has thus far proven unnecessary as whatever policy the First Empire embarks upon shall always be criticized by those who feel Rokkenjiman policy harms their interests, irregardless of whether this is based in reality or not. When the First Empire, joined by her Ardian Entente allies, called for swift and decisive action in response to Zachachevania's invasion of Nueva Ardia we saw these efforts criticised by certain foreign parties, efforts which undermined a collective Ardian response to the crisis. While no other nation had criticised Toshikawan tactics in Nueva Ardia the First Empire is singled out for not issuing a response while, at the same time, being told to essentially 'mind its own business' in other instances.

If we look back upon recent history the First Empire and her allies have been called upon, time and again, to act in the interests of maintaining international peace and stability whilst defending democracy and the right to self-determination in those situations where it has come under threat. Now, when the First Empire heeds the calls of those nations who consider our actions "imperialist", minding our own business those very same actors call foul and accuse the First Empire of hypocrisy, double-standards, and other such nonsense attacks against the integrity of this nation. It seems ever increasingly apparent to me that certain nations are incapable of making up their minds; they approve of Rokkenjiman actions when it deflects responsibility on their part to act but decry it to the highest order when they perceive Rokkenjiman policy to stand in contrast with their assessment of the situation at hand.

This state of affairs, one which I assumed would work itself out, has proven stubbornly persistent despite being based upon false premises and propaganda designed to paint the First Empire as an imperialist power. Rokkenjiman policy has always been undertaken with care to the interests of independent nations, building upon consensus-based initiatives to address the challenges of the time. We saw, with a majority of the international community, perhaps the most grand collective diplomatic effort of our era: the Commonwealth Treaty Organisation. While some may argue that the CTO is going through a period of division due to the Borland Question, a division which has most notably drawn a question mark over the future of Rokkenjiman-Achkaerenese relations, I am wholly confident that this time shall pass and we will have all emerged from this situation together with a stronger CTO as understanding and a commitment to the shared desire for international stability brings the international community together.

Rokkenjiman foreign policy will continue to operate as it has, addressing the national interests of the First Empire while lending its support to efforts to increase international peace and stability, fostering relations with independent powers, and supporting the least fortunate of nations to enable them the same chances for progress that should be available to all nations. In the mean-time I would ask those nations who have criticised Rokkenjima to make up their minds, as one cannot expect Rokkenjima to expend its resources and efforts for the benefit of international interests while, at the same time, being told to mind its own business in international concerns. If anyone can have the claims of hypocrisy laid at their feet I would argue it is those powers which laud Rokkenjima when its actions benefit them, yet lament Rokkenjiman action when it does not benefit their own objectives.

The foreign policy of the First Empire shall never be determined by foreign powers as it was during the Federal Republic; my reclamation of the Throne has put those days firmly behind Rokkenjima. Those clamouring for a return of a meek and ineffective Rokkenjima upon the global stage shall be left most disappointed. Rokkenjima will continue to offer a hand of friendship to its independent partners throughout the international community, it shall continue to stand steadfastly by its allies even during times of disagreement, and it shall continue to stand as a dependable partner towards the resolution of international conflict and the preservation of our mutual desires for a stable and peaceful international community. It shall not forsake its principles, values or positions for the sake of political convenience.

To address Dartfordian concerns that Rokkenjima has held double-standards in regards to the Zachachevanian deployment of napalm in the war against Helgara and present Toshikawan military action against Nueva Ardia I shall say only this: to my knowledge chemical weapons have not been employed in the conflict in Nueva Ardia by Toshikawan forces and, if they were, the First Empire would be unbiased in its swift rebuke of such a development. Furthermore, a Dartfordian withdrawal from the CSTO would be a development which would seriously hamper the Dartfordian security position, while a withdrawal from the CSU would throw the economic future of Dartfordia into serious doubt. Following the effort and resources which Dartfordia has put into the Cross-Straits Union and the CSTO itself a withdrawal from either, or both, would be an irresponsible disservice to the People of Dartfordia.

In regards to present divisions and disagreements between the First Empire and the Holy Empire earlier tonight I concluded a three hour session of the Imperial Council regarding options available to finding a resolution to the present impasse we find ourselves at. The Imperial Council has concluded that an apology and a disavowal of efforts before the General Assembly to turn discussions from a productive resolution to the Borland Question into a matter of Rokkenjiman policy would be satisfactory at this point to put the matter behind our nations. It is becoming ever clearer to me that there are parties which are counting upon a continuation of tensions between our nations, an atmosphere which neither of us desires. To ensure that such tensions may be diffused in future situations before reaching a similar point a bi-lateral Diplomatic Dialogue would be instituted to foster understanding and cooperation between Rokkenjiman and Achkaerenese foreign policy, bridging disagreements, misunderstandings and differences in approach in a manner which shall snip such instances of misunderstanding on key international issues in the bud.

The lines of communication, as always, remain open to those nations who wish to engage in honest, good faith diplomacy with the First Empire. Those who resort to the media, or other venues, to attack Rokkenjima shall find their options more limited, as I offer my hand once in friendship. If that hand is swatted away it shall not be offered again so easily. Those who seek a revision of history to fit their own agenda shall find their attempts thwarted at each attempt, for I shall not have the integrity of this nation, nor its contributions to international peace and stability, attacked at each opportunity.

It continues to remain painfully clear that, in regards to the Borland Question, we are operating with two sets of values, two understandings of international norms and, at times, one could be forgiven for believing we're speaking different languages. Today, I wish to speak at length about matters which remain a top concern of many Rokkenjimans and to issue my support to the approach our Empress has taken in responding to them. I also second the support which our nation has stated for East Moreland, affirming the immovable trust, faith and friendship which exists between Rokkenjima and East Moreland.

The First Empire, joined by allies and independent partners, have spoken at great length before the General Assembly about the concerns they have in regards to Borland's petition to join the CTO. Our positions have been mischaracterized from the start while our concerns have been dismissed as obstruction, while Achkaerin has sought to transform the issue as not being about Borland, but one of Rokkenjiman arrogance or pride, efforts which thankfully gained little traction. Instead of cooperation and open dialogue we have seen discussions degenerate into a squabble between two 'sides', while we have found support not from an ally, but from a nation which not long ago considered the First Empire its principle adversary. The Holy Empire, following the tradition it began with the Ardian Diplomatic Convention, has taken every action it can to alienate its allies, attack their integrity and credibility, and demolish a majority of the good-will and trust its allies have placed in them.

The only dreamland which exists is one where Borland is considered a sovereign nation, its representatives walking through the halls of international diplomacy and sitting across the table from the countless nations who have buried innocent citizens, loved ones, and other victims of a campaign of violence which reaches back generations. A dreamland where the leadership of the Borland Separatists, Kyle Barren the principle participant, which so happens to be the leadership of the self-proclaimed Principality, and a leadership which has not once disavowed its prior actions, has transformed into an entity which is absolved because they have committed no further acts of terrorism upon donning the Principality moniker. Let us not delude ourselves, a terrorist enterprise which has acquired land, irregardless of the means or a sanction from a dysfunctional state which faces its own questions of trust, does not a nation make. The facts remain clear that Kyle Barren and the leadership of Borland bear the blood of thousands of innocent people, the acts they have committed have not been disavowed, and no measure of regret has been shown for those actions. Allowing such an enterprise to sit at the table of international diplomacy, and establishing the precedent that they may be granted a seat at the table regardless of their past crimes, is an exercise in insanity that I cannot believe has progressed to this point.

Rokkenjima believes that responsibility for self, both for an individual and a group, is an undeniable truth in this world. How could the international community trust a man or, as Achkaerin would view it, a government which lacks the conviction and honour to make honest efforts to atone for its history of violence, murder, abduction, and yes, terrorism? Disarming, while a step in the process, is meaningless without other actions in support. We have seen no offers for restitution made by Borland, no statements distancing the 'new' leadership from the actions of the 'old', nothing to indicate that these actions are viewed as anything but just and necessary by Borland's leadership. Claims continue to exist upon territory in East Moreland, claims which the internationally supported Draft Resolution would have sought to address had it not been killed by Valtheim's quest to ram Borland membership down the throats of each CTO member!

While Achkaerin's representatives have become accustomed to speaking in tones of finality in recent times I think I speak for many when I say that Valtheim shall not dictate to the international community, nor shall we see diplomatic discourse at the Palace of Nations replaced by Valtheim's brand of diplomacy. Rokkenjima has fought long and hard to preserve the integrity of this Organisation while working with independent partners to prevent a precedent which would severely harm the position of the Organisation and its members long after the Borland Question is resolved. We shall not abandon our shared values nor the invaluable efforts which were placed into the fruition of the CTO.

The only party I have seen which has held anyone in contempt is Achkaerin itself; debasing the stability and security position of Ardia while undermining native efforts to appease a rogue and violent state, providing a platform for East Moreland's greatest threat, characterizing any and all objection as obstruction while employing anti-Rokkenjiman sentiments before the General Assembly of the Commonwealth Treaty Organisation. Then, when our Empress offers a solution aimed at repairing the harm to the diplomatic relationship between our nations it is left unanswered and effectively ignored for days. Can anyone be so surprised then that Rokkenjima and East Moreland find themselves in a position where they do not trust once unbreakable bonds? I continue to applaud the Empress for her efforts in repairing the friendship between our nations, however, I will be including with my weekly recommendations that no further energy be spent upon that endeavour until Achkaerin places more effort in repairing relations.

To close, the Borland Question is not about who is right and who is wrong, it is about finding a long-term solution to the problem which is rooted in the values and principles held in common by the international community. It is about coming together to resolve a problem, not a quest to be won, not a challenge to overcome to affix a badge to oneself, but finding a solution which preserves the integrity of the CTO and approaches threats, such as Borland, in a responsible and common sense manner. With any luck we shall see calm and sensibility return in short time, however, we must be prepared for the damaging effects which the Valtheim approach would impart upon the international community.

Earlier today I announced the establishment of the Mentorship of Toshikawa, a measure undertaken to bring to a close one of the greatest periods of aggression and hostility since this First Empire declared war against the United Soviet Russia. We have witnessed great crimes carried out in the name of Toshikawa by those who were entrusted to defend Toshikawa, individuals who today face prosecution for their responsibility in Toshikawa's campaign of foreign aggression and destruction. Recognizing that support was necessary to effect change in Toshikawa the Shogun presented his concerns with me and, when presented with a plan which would address several concerns shared by the international community, agreed to take the measures necessary to restore his nation upon the path of rationality, honour, and virtue.

Unfortunately, as it has become all too common as of late, the Holy Empire of Achkaerin is incapable of accepting any resolution of international crisis which does not originate within Valtheim. Much like the conduct displayed before the General Assembly of the Commonwealth Treaty Organisation Chief Councilor Tsu has resorted to fear-mongering, disinformation, and outright slander against the First Empire in an attempt to silence any approach other than that approved by Achkaerin. Few other states have resorted to employing anti-Rokkenjiman sentiment in the pursuit of their foreign policies, a club in which Achkaerin shares membership with states such as the United Soviet Russia, Zachachevania, Thomradia, and the defunct Warsaw Pact. We can see quite clearly how well lies, irrational anti-Rokkenjian sentiments and half-truths worked for them.

I have offered my hand to the Holy Empire time after time, in each instance offering a path to reconcilliation between our nations to preserve a friendship and allegiance I have continued to place great importance upon, however, I shall not allow that patience and sincere devotion to our friendship to silence my tongue as Achkaerin continually seeks to undermine the reputation and integrity of the First Empire at every opportunity which presents itself. I certainly shall not be lectured on international law and norms by the only state to be condemned by the Commonwealth Treaty Organisation for its illegal military actions in Nueva Ardia, nor shall I stand silent as such a state seeks to harm the faith and credibility of the First Empire. If any treaty has truly lost its worth in recent times it is only that which is held between the First Empire and the Holy Empire.

During my discussions with the Shogun I kept the concerns of the international community at the forefront of my mind, resulting in the Addendum to the Sakura-Umeko Accord which prevents Toshikawa from engaging in hostile military actions, enacts a program of disarmament of weapons deemed incompatible with the Uppsala Convention while assuring Toshikawan compliance with that document despite its lack of signature, establishes a path to democracy and a government accountable to the People in Toshikawa, all while providing mechanisms for the First Empire to act should Toshikawa not adhere to the terms of the Addendum. Allow me to make it perfectly clear that the Shogun understands full well that the First Empire shall not tolerate a continuation of this era of aggression and, if necessary, will act through whatever means are necessary to bring it to a close.

The First Empire possesses both the means and determination to prevent further Toshikawan aggression, our military also holds the ability to eliminate Toshikawan missiles in the event they are deployed in spite of the Addendum, although I have every reason to believe the Shogunate will live up to its word as it enters this period of reformation and refinement. I would remind Chief Councilor Tsu that Toshikawa has agreed to the disarmament of weapons prohibited under the Uppsala Convention, while Mentor Abruscato will be exploring all options at her disposal to address concerns related to the Ardian Entente. I would further remind her that the individuals responsible for these actions are facing, or are due to face, prosecution within Toshikawa for their actions.

Despite your strongest of efforts the Government of Toshikawa is entering a period of change for the better, a resumption of the path which brought honour to their name; a pursuit of wise and sound policy. It does this knowing that these actions are necessary, while recognizing that a violation of the Addendum would result in the firmest of Rokkenjiman action to ensure full compliance. In Nueva Ardia we saw, ironically enough, a situation which shares some similarity to that regarding the Borland Separatists and Zimalia, however Toshikawa initiated military action following several attacks against their People and State. Ensuring the establishment of a nation free of elements which would allow terrorist and their elements to plant roots in their soil is a further necessity towards restoring order and stability in Ardia, and removes the justification for further Toshikawan military actions in that regard.

It is quite interesting that the Chief Councilor would bring about a 'what if' in regards to Zachachevania since, as I recall, the First Empire called for swift and immediate action to bring an end to the threat posed by Zachachevania at a time the Holy Empire saw fit to involve itself in an 'Ardian' Diplomatic Convention which very much served the interests of the Zachachevanian regime. The First Empire also moved forces into the region during the conflict between Zachachevania and Helgara, announcing their intent to engage Zachachevanian targets should they continue to employ scorched-earth tactics against the Helgaran populace. To this day the Holy Empire has criticized the First Empire for those actions. Today, when we see the establishment of a wise and responsible policy to contain Toshikawan aggression peacefully and without bloodshed the Holy Empire dispatches accusations of hypocrisy and double-standards? Looking back upon your recent history, I feel you would find all the accusations you make against the First Empire are more applicable to the Holy Empire itself.

The Mentorship sees a Toshikawa which has surrendered its right as a sovereign nation to deploy its military in a hostile manner, a Toshikawa which has given up weapons which rightly concern the international community, a Toshikawa which has committed to change and, last but not least, a Toshikawa which has thrown its support behind the Draft Treaty of Non-Proliferation of ICBMs, a move which no other state which possesses these weapons have undertaken. The vast stockpiles of intercontinental ballistic missiles and the devastating warheads which they carry must be addressed as a whole or would the Holy Empire hypocritically single out the Toshikawan missile program while holding on to its own arsenal of mass destruction capability? The very existence of these weapons platforms has bred the atmosphere which led to the Toshikawan pursuit of this destructive capability and must be addressed should we hope to resolve this threat as a whole.

In the most recent instances of Achkaerin undertaking efforts in Ardia we have seen little reason to hold faith in the results. From covert military operations in Nueva Ardia to the Ardian Diplomatic Convention which undermined the efforts of several native Ardian powers Achkaerin has a proven track record of promoting instability and acting against the interests of this continent, as well as those of the international community. We have before us a situation where Toshikawa is ridding itself of the policies and tools which led it to its present position; actions which come as a result of the Roundtable discussions which would antagonize or provoke a new turn to the right in Toshikawa, and yet another episode of aggression, would be most unfortunate and a confirmation that Achkaerin is not interested in a disarmed Toshikawa, but the 'success' of its foreign policy objectives, damning whatever costs required to achieve them.

I have cautioned Achkaerin against playing such games with international peace and stability before, for it is never a game when lives always hang in the balance. I shall also not entertain Achkaerin's continued attacks against the First Empire and its integrity, honour and commitment to the international community and institutions it has worked long and hard to build with its independent partners. Should Achkaerin continue upon its present course of policy, rhetoric and hostility towards Rokkenjima I shall be forced to recognize that Achkaerin is neither a friend nor ally of the First Empire, and places its interests of national valour and glory before the causes of international peace, stability and the resolution of conflict. I believe our efforts could certainly be better focused upon those allies who truly value our friendship and allegiance, not those who merely use it when it is convenient for them, only to cast it aside in selfish pursuits and dangerous games upon the international stage."

The admittance of Rennyo into the CIS would be a development unacceptable to the First Empire. The Civil Crisis in Toshikawa sees at least three distinct factions, with the First Empire viewing military, materiel, and other means of support towards them by foreign parties as interference which would not only harm a Rokkenjiman ally, but would also further destabilize a region which the First Empire considers of great importance to its security interests. Rokkenjima has long valued the history of cooperation it has enjoyed with the CIS, and believes that this is another situation which could benefit from both of us being on the same page. To say that Rokkenjima does not desire discord with the CIS would be an understatement, however, the admittance of Rennyo into the CIS would introduce a difficult element into the relationship Rokkenjima shares with the alliance."

The Rokkenjiman approach to the Toshikawan Civil Crisis, from its attempts to find a solution to the disparagement of Rennyo, has been wrong and an uncharacteristic betrayal of Rokkenjiman values. In Rennyo we have seen a movement of the People seeking what we ourselves sought in the Second Patriotic War: freedom, command over our own destiny, and a government representative of the voice of our People. Rokkenjima has not been a good friend nor neighbour, nor has she honoured her distant cousins in their hour of most certain need. Today I, Beatrice Anselmo, apologize on behalf of Rokkenjima for our conduct towards Rennyo and seek forgiveness for our transgressions in the hopes that we may repair bonds broken, restore friendship and harmony between our People, and honour the true spirit of the Sakura-Umeko Accord which has been maligned, twisted and abused in such a way that it served as a source of harm upon the Toshikawan People.

Today, many of us take for granted the freedoms of living in a democratic society that we have forgotten even our own subjugation under the Federal Republic. In the daimyo we catch a startling glimpse of the same foe we faced in the Republicans as they silenced our voices, quashed our dreams and sold pieces of our nation to whomever bid the highest. We must remember that these rights are under constant threat and that their enemies, in whatever form or under whatever moniker they adopt, are equally worthy of contempt. The First Empire, under my authority of Decree, hereby declares its full and unconditional recognition of Rennyo, disavows any hostility towards Rennyo, and approaches our southern cousins with optimism for a new dawn and a pledge of friendship, should it be accepted.

Titan Mariner Update

The Imperial Space and Exploration Agency is pleased to update the public on the Titan Mariner Mission. Consisting of an orbiter and two Titan exploration probes, an atmospheric probe which will float in Titan's clouds and a lander which will splash down in one of Titan's methane seas, ISEA hopes to gain a deeper understanding of the most Mundus-like body in our solar system. Data from the probes is to be relayed to the Titan Orbiter, studying Titan's features with instruments for imaging, radar profiling and surface as well as atmospheric sampling. Utilizing several gravity assists (Mundus-Ma'lia-Mundus-Mundus) ISEA is targeting Mariner's arrival to the Sehkma-Titan system within nine years.

Upon arrival the orbiter's propulsion system will place the flight system into orbit around Sehkma, followed by a two year Tour Phase which shall see a minimum of seven close flybys of Enceladus and sixteen Titan flybys. During this period repeated satellite gravity assists and maneuvers will reduce the energy necessary for insertion into Titan's orbit. Upon completing is flyby of Enceladus the orbiter shall analyze unusual cryovolcanic plumes at the south pole of the moon.

The Atmospheric Exploration Unit, consisting of a hot air balloon, would be released on approach to the first flyby of Titan for ballistic entry into Titan's atmosphere for the six Mundus month mission. Current estimates point to at least one circumnavigation being possible by the AEU at least once duing its nominal lifetime.

The Mariner Exploration Unit, which was the original focus of the mission, would be released by the orbiter on its second flyby of Titan. Solar power, due to Titan's layer of haze and its distance from the sun, has been eliminated as a possibility. Instead the MEU is to be powered by systems presently being researched by Abstergo Industries. One such possibility is an Advanced Stirling Radioisotope Generator. The MEU will then target Ligeia Mare, a sea of liquid hydrocarbons at the northern pole. It shall take advantage o the six hour descent, analyzing the atmosphere before splashing down upon the liquid surface. MEU's mission to sample and analyze organics on the surface shall then continue for a period of three to six months.

ISEA shall continue to provide regular updates on the Titan Mariner Mission as further developments take place.

As we have seen reported in the Free Mundus Network claims have been made that Rokkenjiman funds, in part, made possible the Andean Genocide. I expect many were expecting me to come before you today and say that it quite simply isn't true, that it is an impossibility, and for those who were expecting such a response I must apologize. Following the close of the Second Patriotic War I feel that our Imperial Government has forged a bond of trust and transparency with the Rokkenjiman People, so to come before you and lie would be a betrayal of that bond that we share. Rokkenjiman Ducats, in the form of aid grants to the Toshindai nation aimed towards retooling the Toshindai economy from a warfooting to a peace-time economy, were redirected to funding operations in the Nueva Ardian conflict, which not only enabled the Toshindai economy to support operations in Nueva Ardia, but allowed Toshindai to expand its operations which resulted in thirty million innocent lives being extinguished.

I, quite simply, was naive and a good measure of stubborn to put an end to our cause in Toshindai. I believed that if we could support Toshindai, our distant cousins, and provide a path towards redemption that the war would cease, that they would join Rokkenjima as an enlightened nation. I thought that, instead of imposing punishment, which I feared would lead to an even greater potential for tragedy as Toshindai grew desperate, through the Addendum Toshindai would come to know that peace, progress and humanity were the proper path for them to accept. I was so horribly wrong though, ignoring reports, giving Toshindai the benefit of every doubt I had, 'I have faith in them, my efforts could not be so horribly squandered' I often thought, 'The path to peace and a positive future will win over this gravely negative spirit which has latched itself to our cousins.' Peace was never embraced, nor concern; instead of enabling transformation, our actions instead provided for further tragedy.

I foolishly trusted the word of Sumire Abruscato, who assured me that given just another day she could effect the change we desired. That Toshindai had in her the same spirit of Rokkenjima, but she was simply buying time for her own agenda of cruelty. She assured me that our Ducats were directed to legitimate recipients, provided documents that apparently proved as such, but she was lying to me each time she sat in that chair. My faith in our cause moved me to believe her, over every doubt that yelled in my head, but I foolishly believed that she was telling me the truth. To be honest, who wouldn't do the same in my position? She had proven trustworthy in the past, her lineage a steadfast ally to the First Empire, how could I have known she viewed our efforts as a means to her own ambitions?

Her deceipt changes nothing, though, in the path we must take as a nation. We have to atone for this, and I assure you, and the international community, that Rokkenjima will atone. My Tour of Goodwill will be suspended following my visit to Dartfordia, after which I shall return to Rokk....

What Minister Holmes fails to, or purposely refuses to, understand is that the Addendum did not grant Field Marshal Lancaster the authorities to intercede in military affairs of Toshindai which predated the Addendum to the Sakura-Umeko accord. As Rokkenjima is being forthright, it is clear that we have nothing to hide or fear. We will not, however, be party to a process which is ignorant of the facts and then, when presented with facts, dismisses them in the pursuit of its own agenda.

As stated before the General Assembly Rokkenjiman funds in Toshindai were limited to the switch-over to the Ducat; we have documents which verify this, and documents which verify that the proposed aid fund to Toshindai was returned to the Imperial Discretionary Budget following action of the Imperial Diet. What Toshindai did once it had transitioned to the Ducat Standard was an unfortunate oversight, however, does not constitute Rokkenjiman aid, or assistance, in the perpetration by Toshindai forces of the Andean Genocide. Thus, it is the position of the First Empire that nothing is owed of the First Empire on behalf of Toshindai.

There is no cover-up to be unearthed, nor some grand conspiracy to be discovered. Assumptions, such as the ones made by Minister Holmes, certainly make for an interesting read in the media but they often do little to solve real world problems. What we have seen in Toshindai and Nueva Ardia is some of the darkest traits of humanity, and while Rokkenjima remains committed to an international approach in providing aid it shall not be compelled to pay for Toshindai's crimes, nor the untold suffering the Shogunate imposed upon the People of Nueva Ardia. Should a Resolution pass with terms which seek such payment, or the arrest of Rokkenjiman officials, I have made the position of the Imperial Government unequivocally clear.

I promise you, Minister Holmes, I do not bluff: should the Resolution pass in its present form Rokkenjima will withhold its contributions to the Commonwealth Treaty Organisation. The Imperial Government will not see the taxes paid by her citizens transferred to an institution which clearly isn't being guided by fact or logic at this time, but in the pursuit of laying blame and seeking the deepest of pockets to foot the bill. Should the Resolution be reformed into one representative of the facts the First Empire would be among the first to vote in favour of it. However, as it presently stands, with the facts being outright ignored, that unfortunately is not the case.

Rokkenjima Has Been 'Ready To Act' Says Taylor


The Councilor for Foreign Affairs spoke following Sir Jacob Longe's statement.

Rokkenjima has always stood ready to act, with ample forces in the region prepared to take action should they be called upon. We have seen in recent times the words and actions of certain states in response to Rokkenjiman actions, some believing that our nation has 'put its nose where it doesn't belong', so to say, while others resort to petty accusations of imperialism. In response, the First Empire enacted changes to its military and foreign affairs doctrines, initiated the process of withdrawal from the Cross-Straits Treaty Organisation, and placed its faith in the international community to act. These are decisions which were undertaken by the Empress and her Council in an attempt to ease any concerns and to promote new understandings, however, it is clear that those decisions must be reviewed as such faith has, at times, been misplaced.

We have seen Rokkenjima criticized for acting and, in more recent times, criticized for its refusal to act. There was a time when Rokkenjima would act despite those concerns so long as the mission was just and in the spirit of the values this nation holds so dearly. As our reforms in foreign and military policy have had little effect upon relations with certain members of the international community and have, in fact, had a negative impact upon the First Empire's ability to react to pressing matters of international concern I have introduced a measure to repeal them, along with working with the Premier in hosting a national referendum before Rokkenjima's withdrawal from the CSTO becomes final. No longer will this nation allow the agendas of foreign powers, each with their own agenda, to prevent Rokkenjima from doing that which is right and just.

The Empress often asserted that Rokkenjima should be taking a more proactive role despite criticism, however, the opinion of the Council leaned heavily towards a re-adjustment of Rokkenjiman policy. 'What good do the ships of the IRN serve if they dare not to leave port, or the planes of the IRA if they fear to take to the skies when the cries of those most in need are heard but not acted upon?' she asked in one meeting of the Council. 'Shall we refuse to act because it is the convenient option, because we fear what might be said of our actions? Shall we betray our principles merely because a politician seeks to frame our actions for their own ends? When the cries of those incapable of standing up for themselves are heard, when injustice and persecution rear their heads, we should act; not because it is convenient for us, not because it serves the interests of some grand strategy, but because it is the right thing to do....and should we be condemned for acting we will know that we attempted to do that which is right, standing as a steadfast ally to those the majority would much rather forget.'

In Merica the First Empire has seen the response of East Moreland, equally lamenting the lack of response shown by the Security Council in swiftly and adequately responding to the situation. Given present controversies it was believed that refraining from involvement would better allow East Moreland to conduct operations without any opportunity for accusations of misconduct to be made. Given the Imperial Government's response to the Andean Genocide in recent days, coupled with the arrest of Field Marshal Lancaster and further investigations into oversights during the Mentorship of Toshikawa should we be called upon by East Moreland for contributions they shall be provided at a moment's notice. Touching upon Marseilles, the Imperial Council conducted a thorough review of Rokkenjiman actions and decisions, presenting its report to the Empress to ensure such a series of events would never be permitted to transpire again.

"Thus, in response to the points raised by Sir Jacob, the First Empire has charted the course it best believed in despite navigating through winds which were not often favourable. The results have not matched the intentions nor expectations this Government held for that course, which is why we must see a correction in course and a return to form. As a founding nation of the Commonwealth and a strong proponent of its predecessor, the First Empire understands and has shown its commitment to the principles and mission of the Security Council. I also remain confident that Rokkenjima will reaffirm not only to our allies in East Moreland, but to the international community as a whole, that our dedication to those principles commonly held and to a cause which Rokkenjima has championed long before the Commonwealth came into fruition has not faded nor been abandoned while reminding the international community of the service Rokkenjima would most certainly contribute upon the Security Council.

Emperor Speaks During Open Session Of Imperial Council


An open session of the Imperial Council has not occurred since the First Session following the establishment of the First Empire.

Her Majesty's Council,

This is the tenth Session of Council that we've held where the seat to my immediate left has sat vacant. Our Government has operated without not a monarch, but its heart and soul, and while I have tried my personal best to fill that void and make the decisions I feel that the Empress would make I know that I am not her. In recent days I can, however, report that our joint efforts with the elected government have gone to address the failings of the Mentorship, they have brought about a full investigation of Field Marshal Lancaster and his connections to Sumire Abruscato, and they have restored the sense of responsibility and integrity my wife has so thoroughly embodied through her years of service. Or, as other governments would term it, 'throwing toys out of the pram'.

The Crown Princess, our present Secretary-General, has presented her case against Rokkenjima's consideration for a Permanent Seat upon the Security Council. Having personally spoke with Princess Evanthe and the Rt. Hon Lord High Steward Ofdensen, who formulated a Rokkenjiman plan for Permanent Membership, the notion of self-appointment with no prior debate nor consideration was an idea immediately ruled out as inappropriate and one wholly incompatible with the Commonwealth we have endeavoured to build. The approach which would have been taken in such a scenario would have been formal appointment of the Albion and Northern members, with a formal submission to the General Assembly to allow for debate and establishing an unquestionable international mandate for Rokkenjima to assume a Permanent Seat upon the Security Council. That she is surprised at the controversy surrounding her appointment of Achkaerin to a Permanent Seat, especially as a member of the Imperial Family of Achkaerin, with no process for the establishment of such a mandate is perhaps a matter which I find more surprising.

The First Empire has attempted to chart a responsible course given its countless responsibilities and commitments to the international community. As Councilor Taylor has stated, in times where Rokkenjima did not act it was in the pursuit of efforts to conciliate those powers who have stated Rokkenjima's reach is too far, that it acts where it is not warranted or wanted. As my wife stated some time ago the international community must make up its mind; Rokkenjima can either act as it has, spending its efforts and resources to assist those most in need and yes, at times, sending its men and women into harm's way to further the causes of international peace or stability or it may refrain from action, which brings with it calls that Rokkenjima isn't 'doing enough'. The decision we have made, the one which we know is right, is to act regardless of claims of imperialism, to stand at the side of those who face the strongest of enemies; no longer can we afford to allow the minority opinion that Rokkenjiman actions are borne of imperialism to prevent Rokkenjima from acting in concert with the Security Council, our allies and international partners in acting upon the principles we share in common.

In short, both Minister Holmes and the Secretary-General misrepresent the facts, cherry-picking information to serve their agenda in a campaign which does little for the unity of the Commonwealth, finding answers to the questions facing us all, or promoting a path forward of mutual cooperation. We continue to see what must be the default 'fill in the blank' form issued by the Achkaerin Foreign Ministry as, yet again, we see the reference to 'throwing toys out of the pram'. While that is all nice and well and certainly makes for interesting stories in Achkaerin's press, I can say with full honesty to the Rokkenjiman People and international community that steps have and are being taken to fully address any shred of responsibility which Rokkenjiman officials may have in regards to the Andean Genocide. These efforts will supplement and support those called for in Resolution #0005, while I have taken the action to forbid the Lord High Steward from acting or speaking upon matters of foreign affairs until the Empress is here to render a final decision on his role in such affairs given his gross misconduct in the handling of the affair in the immediate days following the shooting of the Empress.

The key difference between the accusations facing Rokkenjima, and the condemnation of Achkaerin, is that this Government did not willfully act in such a manner to treat the principles of the Security Council, indeed those of the Commonwealth, as holding less worth than toilet paper and, furthermore, this Government is holding those found with responsibility to account for their actions. The Addendum, while a failed solution to Toshindai's worst crimes and aggression, was not a program to enable genocide but one to provide a path forward from which Toshindai could reform. Rokkenjima did not order its forces to violate the sovereign borders of another nation, let alone a fellow member of the Security Council at the time. Achkaerin has shown its conduct before upon the Security Council, actions it was rightfully condemned for, and to go on to appoint Achkaerin as a Permanent Member of the Security Council when it willfully spat upon the tenets and principles of the Security Council without allowing for the General Assembly to determine if that's truly what it desired amounts to willful deception which cannot be allowed to stand.

Furthermore, we have seen a concerted effort by the Government of Achkaerin not to cooperate with Rokkenjima even when a hand was extended, even when conciliation was sought, but one which seeks to undermine the First Empire and slight its reputation and integrity at every opportunity presented. Are these the actions of a responsible member of the Security Council? If this is the view Achkaerin believes fostering international peace, stability and cooperation comes in I truly fear for the future of our Commonwealth.

At the start of my closing remarks I stated that this is the tenth session that the seat to my immediate left has sat vacant, however, that is not the only absence I have seen. There has been the daily absence of a mother felt by her children, a weekly absence at the Nakumi Food Pantry where the Empress volunteers fourteen hours in the preparation and serving of food to the homeless, staying long after the Pantry's hours to personally sit with each person until she has found them living and employment arrangements, a daily absence in our home where that bright smile and dauntless spirit motivates us all to do just that much better. I am told that, in the coming days, signs look most positive for the Empress to awaken, yet she won't return to us for some time after. Sadly, recovering from a coma is not the magic it is portrayed as upon the screen, there will be challenges she faces each and every day and I will be there as her constant support.

When she returns to this Chamber I wish for her to return to see the work we have done to rectify the mistakes of the past, to embody her vision of justice and the pursuit of assisting all Peoples in need and, yes, taking responsibility for the oversights and shortcomings we saw under the Mentorship. Let us all work to make her return proud, for anything less is unacceptable to this Government, Nation, and myself personally. This session is so formally brought to a close, thank you all for your service.
