Today's News Briefs I: Medical Marijuana Legalized The Imperial Government has sent instruction to law enforcement officials of all levels that the possession, transport and use of marijuana for medicinal purposes shall no longer be offenses against Imperial law. “The medicinal uses of this plant have been recorded throughout the ages, and as such the Imperial Government adjusts its law in accordance with that wisdom. The medicinal properties of marijuana are hereby recognized by the First Empire, and any such laws or regulations against its medicinal use are now struck null and void.” II: Genetically Modified Foods Phased Out Recognizing the potential for harm and abuse the First Empire is announcing a phasing out of all genetically modified food products until such a time these foods make up no portion of the Imperial food supply. This ban, naturally, does not apply to natural interactions which, throughout human history, have occurred many times, with most beneficial results. Cross-breeding, hybrids, and products derived from such, shall be permitted under this new policy. Manipulating DNA, transplanting animal DNA to other animals and/or plants, or vice versa, shall be phased out over a period of five years. Foreign imports of such modified products have already begun their phase out. III. Clean and Renewable Energy Initiative The Empress made clear at the beginning of her reign that for Neo Rokkenjima to thrive clean, renewable sources of energy must be actively pursued. To eliminate the First Empire's dependence on fossil fuels automobiles and military vehicles are being pursued which utilize renewable clean fuel sources to improve the environment and eliminate the risk of the First Empire from running out of energy on the domestic front and in its expanding military commitments. As part of the First Empire's campaign for clean and sustainable resources, for energy and other purposes, a subsidy shall be provided to farmers who allot at least 10% of their arable land to the growth and production of hemp. Further funds shall be available to those who produce fuel and other goods from this product. The practice of using corn as a source for biomass shall be phased out over a period of five years. ![]() Operation Hibiscus An 'Irresponsible Escalatory Exercise' ![]() Josiah Rhodes has been deployed with a Task Force to shadow the KaiserAdolfian fleet. Iona Azurewind, flagship of the Imperial Rokkenjiman Northern Fleet, is expected to join her in the coming week. Imperial High Command has ordered the deployment of a Task Force from Queen Adriana Military Base to shadow KaiserAdolfian forces for the duration of Operation Hibiscus, while also moving to dispatch a second Task Force from Queen Cecelia Military Base. "Let's be clear, Operation Hibiscus is an irresponsible escalatory exercise which places unacceptable hardships on the residents of Rishiri Island. Not only does the firing of missiles into these seas hamper fishing operations, it also places at risk the ability of Arstotzka to operate within its own waters, including its Exclusive Economic Zone. The First Empire will pursue all avenues to see any damages to the marine ecosystem and environment are paid in full by KaiserAdolf. Furthermore, should even one missile land upon Rishiri's shores or harm one Rishiri citizen, the First Empire will move to invoke Article V of the Cross-Straits Treaty as well as standing defense treaties with her allies," read a statement from Pyrena Castle. "Our forces are ready and shall man-mark their vessels for so long as they're near Rishiri," Grand Marshal Ichinose stated during a press conference. "Utilizing Valiant Shield and complimentary missile systems (Ma'lia's Spear and Surefire) the First Empire is capable of defending Rishiri Island. Meanwhile, Valiant Horizon will provide a significant layer of defense for our vessels operating in the Illumic. This defensive net will be on constant guard to ensure wayward missiles do not strike civilian centres upon Rishiri, or Queen Adriana Military Base." ![]() Megitsune conducts operations in the Northern Illumic. The Reverence Class hosts the Harbinger shell, capable of speeds between Mach 5 and Mach 7 and a confirmed range of 250 nautical miles. Both Josiah Rhodes and Iona Azurewind carry the Harbinger MWS, or Multiple Warhead Shell, which allows them to carry multiple smaller rounds placed inside a single saboted Harbinger shell casing. With the MWS, a single shell may be utilized to attack multiple targets simultaneously, or in a series of attacks against a single target. This capability allows a Reverence Class to simulate the gunfire support of several smaller surface vessels, and employ saturation attacks when deemed necessary," Grand Marshal Ichiose continued. "While I am confident that my counterparts in KaiserAdolf are testing our resolve, I am equally confident that they are not self-destructive. Such operations are often designed to divert attention from crises at home, as we can see in the present turbulence surrounding the LGBT community in KaiserAdolf. While we certainly would've prefered for our vessels to not be in such close proximity, it would be irresponsible to not maintain a presence to meet what is a threat directed squarely at Rishiri Island. We will meet that challenge and, if forced, will act in steadfast defense of our citizens and interests in the region." Empress Evanthe offered a brief statement on the matter, stating "Rishiri Island came into existence during an era where a dangerous Soviet empire threatened the very freedom and stability of the whole of the North. Its existence was not born of imperialist expansion or designs, but of the invitation of an Illumic nation which shared our beliefs that the Illumic and Great Northern Sea should remain free of such domination. Rishiri, and by extension the First Empire, have proven to be good neighbours and partners in peace. Pyrena Castle has confirmed that there are no plans for a closure of Queen Adriana Military Base. Speaking during a bi-weekly session with the Imperial Diet, Empress Evanthe has stated that "Queen Adriana Military Base is an important installation which allows Rokkenjiman forces to assist our friends and allies in the region. A 'native-first' policy has long been the cornerstone of Rokkenjiman policy in the Illumic, a policy which will continue despite KaiserAdolf bearing her fangs at the First Empire without provocation or hostile intent on our part. Given that the closure of Queen Adriana Military Base would place an undue burden upon the Imperial Rokkenjiman Armed Forces, as well as wholly debasing the Rishiri economy, the closure of QAMB is a measure this Government shall not consider." The Empress answered a variety of questions regarding Rishiri and QAMB during the two-hour session. "The Imperial Government has worked with powers in the Illumic, both allied and not, to ensure stability, tranquility and a peaceful co-existence between QAMB and those native Illumic powers. This has seen an agreement which both limits and freezes the forces capable of being stationed at QAMB, as well as ensuring that Rokkenjiman vessels transiting the Illumic do so in a non-aggressive posture. The vessels, aircraft and forces stationed at QAMB are sufficient to provide for a swift reaction should an ally require our assistance, as well as allowing for Rokkenjima to respond to natural disasters in a humanitarian capacity should the need so arise." The Empress' answer came as one Councilor questioned the continued relevance of QAMB in a post-USR Mundus. "The United Soviet may be vanquished, however, the mission of QAMB should not be so solidly defined by the singular threat of one state. At present we are bearing witness to an unprecedented increase in international hostility and instability, one which requires a vigilant approach to properly address. I shall not leave Rishiri Rokkenjimans stranded, nor shall I handicap the First Empire's international obligations nor her capability to assist and defend her allies in the region should I receive such a call. Rokkenjima has posed no threat to any Illumic nation, nor has it acted in an aggressive manner towards any Illumic nations. Indeed, Rokkenjima has shared a most cordial relationship with Arstotzka and, while not formally holding relations with KaiserAdolf, she has never raised her sword in hostility against her either." ![]() Lord High Steward Visits Rishiri ![]() Lord High Steward Koizumi arrived in Rishiri this morning for discussions with the Civil Administration Lord High Steward Junichirō Koizumi has arrived in Rishiri for "routine discussions with the Rishiri Civil Administration," according to a statement from Pyrena Castle. Matters to be discussed include a potential change in Rishiri's status from an Overseas Dependency to a Dependency of the Crown, security concerns, and a commitment of the First Empire in maintaining a 'robust' presence in the Illumic. "The First Empire feels that Rishiri is more than prepared to establish its own domestic identity, as well as taking a greater charge over its international identity," LHS Koizumi stated to an assembly of reporters upon his arrival. "To be certain there are affairs where the First Empire will maintain primary responsibility, however, Empress Evanthe feels that there is a balance which must be established which sees the Rishiri People establish their voice and identity in a manner which is not presently possible. The Empress understands that decisions on domestic Rishiri policies should not be made in Pyrettania, nor should matters of a primarily regional nature be made by representatives in Rokkenjima. These are matters which Rishiri, with the guidance and support of the First Empire, must be empowered to make for themselves." "Under this new paradigm Rishiri will remain under Rokkenjiman sovereignty, however, with a greater degree of autonomy than what presently exists. Both myself and Governor Warren will be discussing methods of implementing these changes, along with reassuring Rishiri Rokkenjimans that the security position of Rishiri stands strong. Empress Evanthe sat down with the RBC to discuss the future of Rishiri Island as well as the latest tirade from KaiserAdolf, calling the Prime Minister's history "as hopelessly flawed as his understanding of basic science and biology. However, before we go any further, my name is Evanthe Anselmo-Rhodes; it is a name that I am proud to bear, and also one of the lasting connections I have to my late husband, General Joshua Rhodes. It is not only Rishiri that I defend, but the Somerset Autonomous Zone, one of the last surviving remnants of the Seaforth Confederation of Clans. While the Honourable Prime Minister may claim that "...those citizens living there are not living there permanently...", a point we shall naturally disagree upon, he may make no such claims against the Seaforthian citizens of Bethesda." The Empress continued, explaining "The Island of Somerset is the traditional holdings of the Rhodes Family, stretching back to the time of Jocelyn of Rhodes. What was once the Duchy of Somerset was once mistakenly accredited to the sovereignty of first the Elpidian Federation, and then the Trade Empire of Transvaal, before rightfully returning to Seaforthian sovereignty. Recognizing this error, the First Empire and Seaforth renegotiated a long-term lease of what is known as the Rishiri Imperial Overseas Dependency. Following these events Seaforth would recognize QAMB as the sovereign territory of the First Empire of Rokkenjima, which brings us to the present situation upon Rishiri, alternatively known as Hetral." ![]() Empress Evanthe is expected to invite Governor Warren of the Rishiri Imperial Overseas Dependency to the Rhodes Estate for talks aimed to reintegrate Rishiri into Somerset. Citizens of Somerset shall then be recognized first as Citizens of Somerset, with dual Rokkenjiman citizenship should they so desire. Queen Adriana Military Base shall then remain under Rokkenjiman sovereignty through a renewed agreement between Somerset and the First Empire." Sources close to Chrysanthemum Throne have shared with the RBC that a "major announcement", in the form of a Joint Decree, is to be expected in the coming days from Pyrena Castle and Northfort. While the subject of the Joint Decree is presently unknown, some believe the matter concerns the present and future relationship between the two allies. "The last time a Joint Decree took place, the First and Holy Empires discussed many of the issues facing their relationship and pledged to strengthen that relationship. While we have no idea the specific ground which the Joint Decree between Rokenjima and East Moreland will entail, it is expected to be significant as Joint Decrees are exceedingly rare between the First Empire and her allies," Jordan Tronetti, an expert on Pyrena affairs shared with the RBC. The Empress has been visiting with King David, although the exact nature of those talks has not been revealed by Pyrena Castle. "Following her ascension to the Throne Empress Evanthe shared her desires to reconnect with Rokkenjiman allies and rebuild relationships which hadn't received the due attention of the First Empire in recent times. It's expected that these are some of the topics which the King and Empress discussed topics connected to this relationship, however, we won't know the full details until the release of the Joint Decree." In the background, IRN Kitsune of the Home Fleet can be observed. A flurry of activity centred around Queen Katenka Naval Base points many to suspect the Imperial Rokkenjiman Navy is on the verge of imminent operations. While Empress Evanthe has stated the First Empire would be placing a renewed focus upon anti-piracy operations in the Kyne deployments relating to those patrols have already been dispatched. Both Pyrena Castle and Imperial High Command have been silent on this increase in activity at QKNB, stating only that "announcements regarding Rokkenjiman operations will be made as necessary." IndyLeaks, however, indicates that it may have an understanding of the activity and what it may be leading to. IndyLeaks has hinted that it has come across documents pointing towards a 'massive military exercise involving the collective branches of the Imperial Rokkenjiman Armed Forces joined by allied nations. The exercises are expected to take place in several global theatres, including cyberspace, and would mark perhaps the largest display of Rokkenjiman military power in the post-Soviet era,' reads a statement on the IndyLeaks website. The potential leak comes as Rokkenjima confronts a hostile KaiserAdolf, who have conducted military exercises near Queen Adriana Military Base, located on Rishiri Island in the Illumic Sea. Recently, Empress Evanthe has placed a renewed focus on the Somerset Autonomous Region, announcing her intention to see Rishiri 'reabsorbed' by Somerset, a possession of the House Rhodes which now exists under Rokkenjiman sovereignty following the fall of Seaforth. "We have seen in recent months several references to 'Exercise Verity Advent', if what we're seeing is connected to that we may be on the verge of a large-scale, highly coordinated exercise between the First Empire and several of her allies. I believe what Pyrena Castle intends is to ensure tight coordination and interoperability between its own forces, as well as in large-scale operations with allied partners. An operation on this scale would certainly be one manner of accomplishing those aims," Troy Clark, international affairs analyst with the University of Alonsi at Alonso, shared with the RBC. Whether or not IndyLeaks has acquired documents related to the proposed exercises is not yet clear as the group has yet to release the purported documents. In other news Empress Evanthe has departed for a state visit to Helvetica, where renewed relations are expected to be discussed. "The First Empire has always pursued friendship with all nations," she shared with the RBC before her departure, "thus I look forward to with great joy what I hope will be a visit which restores contact with Helvetica and establishes a lasting friendship between our nations." The Empress was also asked about speculation that Prince Charles of Tytor, with whom the Empress was briefly linked romantically, had found love. "You could have asked me a host of other questions given what is going on in Mundus, and this is the one burning in your mind?" the Empress asked with amusement. "If it's indeed true I obviously wish him well. I've never been a fan of engaging in the speculation of the day, so that's the most you'll get from me on that matter. While we're on the topic of Tytor, however, allow me to take this opportunity to wish the People of Tytor well on their upcoming election. ![]() Pārśa Class Reactivated As Pantera Class ![]() The Pārśa Class rejoins the Imperial Fleet as the Pantera Class Destroyer. The Imperial Rokkenjiman Navy has announced that the former Pārśa Class will rejoin the Imperial Rokkenjiman Navy as the Pantera Class, paying tribute to one of Rokkenjima's pioneer music groups. Following an online poll to determine the name of the class, and the individual vessels, Imperial High Command unveiled the newly rechristened class earlier today:
"The Pantera Class will better enable the Imperial Rokkenjiman Navy to fulfill its global commitments, assisting our allies while conducting anti-piracy operations. The IRN has long held a mission of ensuring freedom of the seas, a right we have seen come under increasing fire in certain regions. The IRN recognizes these challenges and is pleased that Pyrena Castle recognizes the need for this reactivation," Commodore Alex Rowe shared with the RBC. |

![]() Abstergo Announces Project Boom ![]() Abstergo Industries has announced the successor to the Rokkenjiman-Dartfordian Cocncorde Patricius Bateson, CEO of Abstergo Industries, has announced a project to replace the Concorde with "a plane which is more economical to fly, brings travelers to their destinations in less time, and sets a new standard for supersonic flight much like Concorde did before it." Unveiling "Project Boom" to a gathering of investors and reporters Mr. Bateson said "Project Boom will result in an aircraft which will fly at Mach 2.2 (Concorde flies at Mach 2.04). Each plane will hve 40 seats arranged in two rows to either side of the aisle, allowing for each passenger to have an excellent view of the curvature of Mundus t an altitude of 60,000 feet. We're expecting prototype flights by the end of next year, and commercial flights just a few years after that." When asked if a Boom aircraft would be replacing the Imperial Concorde Mr. Bateson shrugged. "Much like the Empress Emeritus, Empress Evanthe seems to have a growing affinity for the Imperial Concorde. It's more likely that we'll be servicing it, upgrading its systems and improving fuel efficiency. That being said, the Empress has assured me she will fly on our new aircraft 'every once in a while'. This aircraft is more about opening access to supersonic flight to more people, at a price which is more easily affordable than the average ticket for a Concorde flight." ![]() Somerset Native Appointed Imperial Liaison to the Commonwealth ![]() Michael Kensington, incoming Imperial Liaison to the Commonwealth, was confirmed by a unanimous vote of the Imperial Council. Empress Evanthe has appointed a native of Bethesda, Somerset to formally succeed Yuriko Faust as Imperial Liaison to the Commonwealth. Michael Kensington, whom the Empress worked with as Archoness of Seaforth and Governor of Somerset, was confirmed by the Imperial Council in an open session earlier today. "Mr. Kensington was a valuable member of my team of advisers during my service to both Seaforth and Somerset, proving his ability and diplomatic acumen many times over," the Empress explained to the Council. "Apart from those already in the service of the Imperial Government in other capacities, the Vicegerent included, I can think of no individual better suited or more qualified to serve as my Liaison to the Commonwealth." Mr. Kensington served the Empress as an adviser during her tenure as Governor of Somerset prior to her return to Rokkenjima. "My time in Seaforth, both as Archoness of Seaforth and Governor of Somerset, granted me a different view of the world," the Empress continued. "Unfortunately, following my tenure as Vicegerent, a culture of unquestionable superiority and a demand for near subservience of our allies and independent partners seemingly took root in Pyrena Castle. Mistakes were not rectified or even recognized, but argued as the sole position which the international community should adopt and accept. This was not the successful program I left behind but a foreign affairs program with no sense of direction, other than extracting nothing but complete submission from those who are supposed to be our allies." "These positions neither represented our values as a nation or served our best interests," the Empress continued. "Indeed, one only need to look as far back as the Andean Genocide fiasco to see the damage they imparted on Rokkenjima's esteem in the international community. Foreign affairs is not a game of dominance, nor is the Commonwealth a mere toy to be put into play to serve the interests of any one state. Mr. Kensington is a man who understands these matters well, and will make a fine Imperial Liaison to the Commonwealth. It shall be his first and most important task to assist in the rebuilding of trust and esteem within the Commonwealth, and abroad." Speaking with the RBC following the session Councilor for Foreign Affairs, Nettie Taylor, summarized the views of the Council in confirming Mr. Kensington. "The Empress clearly isn't the Princess who left Rokkenjima," she said with a chuckle, "though I must say it is evident to me that she has only expanded her knowledge and improved her understanding of international affairs while in Seaforth. While it was a matter of concern that a Somerset native was appointed over a Rokkenjiman candidate for some, I supported the Empress' position and advocated for these concerns to be set aside. Mr. Kensington will bring an aspect to Rokkenjiman diplomacy we would not have seen otherwise, and I'm excited to see what he will bring to the table." "I know I'm a new face to the Rokkenjiman People, so while I'm establishing relationships and rebuilding them at the Commonwealth I'm also establishing a new one here," Mr. Kensington said as he addressed the Council. "I am not a 'yes-man' and I won't tell you that unicorns are ****ing gumdrops and belching rainbows when there's quite obviously a storm bearing down on us. Every word, every action, in those chambers has a cost, and whether that cost is positive or negative very much depends on all of us doing our jobs and not pissing away diplomatic capital. At the end of the day all I ask is that you're honest and forthcoming with me so that I can do my job to the satisfaction of the Empress and the People she's representing." "Mistakes were made, the ball was dropped, and instead of brushing the dust off and regrouping for a new strategy you held onto that same play and kept running with it. If confirmed, I will be personally reviewing all Commonwealth business with the Empress prior to its implementation; Foreign Affairs will engage me before making any statements on Commonwealth affairs to ensure it is in-line with the policies set forth by the Empress. The Imperial Family, joined by the Imperial Council and a number of Imperial High Command staff, have been transfered to the Imperial Yacht Austrana due to concerns surrounding Jakobson's Disease. While reports of infection within Rokkenjiman borders have yet to be reported Lord High Steward Koizumi stated that "emergency procedures and policies are in place to provide for the safety and security of the Imperial Family as well as the continued operations of the Imperial Government. This transfer to the Austrana secures the immediate and long-term safety of both." Austrana, also known as "Pyrena Castle of the Seas", possesses facilities and tools which enable the Imperial Yacht to serve as a capable replacement for Pyrena Castle. "This is due to the Yachts being the Empress' preferred means of transportation abroad," Marshal Admiral Cole explained. Speaking before the House of Councillors Premier Abe has petitioned the Empress to "suspend preparations for a deployment to Moreland soil until consensus may be reached between Chrysanthemum Throne and the Imperial Diet." The Premier's remarks can be read in full below: "No one in this Chamber can deny the actions which Borland have taken against our People, nor the several acts of violence perpetrated under the name of Borland. However, we must be cautious in our approach to a challenge which not even East Moreland itself has been able to solve after, quite literally, centuries of conflict with the Borlanders. While deploying our forces may be one manner of showing our People that tangible action is being taken against this foe, we must remember that East Moreland is a nation which possesses strong military, intelligence and diplomatic capabilities of its own. East Moreland is not Marseilles, and I do not feel that Rokkenjiman boots on the ground in a nation with similar capabilities as those of our own is the correct path forward for us to take. Certainly our nations could better collaborate through intelligence operations, cutting off finances to the Borlanders and, if the deployment of Rokkenjiman forces is deemed necessary, special forces would be better equipped and better proportioned against the Borlanders. As Prime Minister Thatcher pointed out quite eloquently Borland is not a sovereign nation; it does not possess the resources nor the manpower to form a force which necessitates the type of operations initially proposed by the Empress. I say this with all due respect to the Empress, however, following the Great Shame which the Empress Emerita brought upon our nation an understanding was reached that a change in our operations was a crucial component in ensuring that such follies could never take place again. We cannot risk complicating the mission of the East Moreland Armed Forces in protecting their people, who very much are on the front line of this conflict, by adding what very well would be a disruptive element. The Empress Emerita willfully betrayed the Moreland People, let us not betray them again through a decision which holds the potential to make the situation worse. Just as our forces were best positioned and capable of bringing an end to the Grand Republican Army, so too are Morelander forces in combating Borland on what is their homeland. Deploying our forces could be interpreted as a doubt in that capability, something which the Empress would not intend but could have overlooked. The path forward, thus, is seeing what assistance would help most and be best appreciated by our allies." In an official release from Imperial High Command it has been announced that a Task Force would be departing for "operations to ensure the stability of the Strait of Shaw, including freedom of navigation and to be best positioned to support international operations to aid Phuebra in these most troubling of times. As we have seen in past cases of severe unrest, a sanctioned international response upon which consensus has been reached is the best possible course forward to ensure a just and accountable operation. Rokkenjiman operations in the Shaw will also extend to protecting that principle," Marshal Admiral Cole shared with the RBC. "We cannot risk further destabilizing the situation through unilateral actions, thus it is the intent of the Imperial Government to seek the permission of the Phuebra Government to assist in securing Phuebran waters and, if necessary, establish control of the skies." The operation received the sanction of Pyrena Castle and was confirmed by a Motion of Support from the Imperial Diet. "Ensuring the stability of Phuebra and the wider Shaw region is of utmost importance for broader regional stability," the Marshal Admiral continued. "Rokkenjima will be looking towards cooperation with her allies and regional partners to help protect our fellow Ardians while ensuring the seas around Phuebra remain safe and open to shipping traffic through the Strait. "Not only are incidents of people being held without charges, but there are also examples of an alarming policy of profiling in these border police departments. Only after two and a half hours of questioning was he released from custody with a citation for 'disorderly conduct, disturbing the peace and resisting arrest'. Abstergo Industries has captivated Rokkenjimans with RoboCarp, a robotic fish designed to allow researchers to gather information about real fish by swimming with them. RoboCarp is designed to move as a natural carp while being powered by an artificial intelligence system to "provide realistic behaviour and interactions with carp in the wild. The research potential RoboCarp opens to researchers will allow us to learn in the wild with onboard cameras and other sensors being capable of remotely sending data back to researchers on a vessel, for example," an Abstergo spokesperson shared with the RBC. Rokkenjimans responded to the new robotic fish with amazement, being unable to discern whether the fish they were looking at was real or robotic. Future upgrades to the artificial intelligence engine will allow RoboCarp to make decisions on their own, or as a group, furthering their ability to blend in with their real-life counterparts. ![]() News In Brief: Arovium Considers Basic Income Proposal Arovium Prefecture has considered a proposal for a Universal Basic Income (UBI), a form of government assistance which would see every citizen of majority age within the Prefecture receive a monthly income, regardless of their employment status. Under the proposal a two-year pilot program would be initiated involving 2,000 unemployed Arovium citizens who would remain eligible for the UBI regardless of whether they found employment or not. If successful, the pilot program would then be rolled out to every citizen of majority age, although a source of funding has yet to be determined by the Prefecture. Poverty in Arovium runs much higher than the national average, with efforts of the Imperial Government to improve economic conditions in the Prefecture proving stubbornly unsuccessful. The program follows an effort which saw the Government provide 'housing grants' to homeless Arovians, an effort which was undertaken to reduce healthcare costs and enable the homeless to find employment. 57% of Arovians supported the UBI in a recent poll. |

The Police Affairs Bureau has announced the "suspension of local policing across the southern portion of Arovium Prefecture, their duties being assumed by the Police Affairs Bureau. Over the course of an investigation ordered by the Empress systemic flaws in the police agencies across the Prefecture, especially in the southern region, have eroded the Government's faith in their ability to effectively police. The PAB will thus assume these duties while building new police forces across the region. The Alliance of Civil Liberties claims that a Toshindai individual has a "68% greater chance" of facing police brutality and profiling than a native Rokkenjiman, while other foreigners were targeted to "a lesser, but still significant, extent." Police misconduct towards members of the LBGT community were also markedly higher in Arovium, which was the target of a legal challenge when it passed a law banning trans-gendered peoples from using a restroom other than the gender on their birth certificate. The Imperial Patrol Fleet has received approval from the Ministry of Defence to acquire four new Large Patrol Vessels, according to a release from the Ministry. The Fearless Class, a new patrol vessel class developed by the Defence Solutions Division of Abstergo, is designed to intercept heavily armed boats which may intrude into Rokkenjiman waters. A bulletproof hull increases the ability of the vessels to survive close-range firefights, although encounters with larger vessels would be met with either an Astral Class LPB or, failing that, a warship of the Imperial Rokkenjiman Navy. In most situations, however, Rokkenjiman defence officials do not believe that "a foreign power will be seeking to test what is behind the defensive lines of Rokkenjima's waters." As an ICON-equipped vessel other ships can receive instructions from the bridge of the Fearless Class, furthering the inter-operability between the Imperial Patrol Fleet and the Imperial Rokkenjiman Navy. LIDAR systems upon the superstructure of the bridge allows for the acquisition of targets with high accuracy, while also enabling the performance of search and rescue operations in a more safe manner. As we match operations in the Kyne Rokkenjiman and international shipping can depend upon the tenets of the FSC being upheld while scourges such as piracy and black market activity will be placed on most certain notice," a spokesperson for Imperial High Command shared with the RBC. Since the prospects of greater instability and crisis surrounding the Matilda Channels arose Pyrena Castle has been keen to demonstrate "the right to fair passage through international waters as granted by the Fair Seas Concordat." Rokkenjiman vessels are routinely instructed to ignore "any attempts by foreign governments to impose laws or regulations upon those waters beyond their territorial waters and/or upon vital sea lanes," claiming that it would recognize a foreign attempt to "board or otherwise interfere with the operations of any legitimate vessel flying the Rokkenjiman flag as an act of aggression which shall be responded to in kind." Imperial High Command has confirmed that the Reverence Class is to be the last class of battleship to be fielded by the Imperial Rokkenjiman Navy. While noting that the Reverence Class has an expected service life of upwards of thirty years IHC has noted that "future developments in naval armament platforms will be seen in the Sturgeon Class as well as the destroyer fleet of the IRN. As the Reverence Class nears the end of its life these vessel will be phased out and retired, their duties being primarily assumed by the Sturgeon Class. Further development of the Sturgeon Class will continue, allowing us to improve upon our existing fleet while preparing for the next generation of Sturgeon assault vessels," a spokesperson for Imperial High Command shared with the RBC. Known as the Sturgeon Mk II, a program to improve the capabilities of the class above present levels, the initiative is being designed in a way that existing examples of the class may be upgraded to Mk II specifications. "The Sturgeon Class was constructed with a keen focus on future upgrades, allowing us to take what we've learned from Reverence and apply what works there to the Sturgeon Class," Marshal Admiral Cole stated in remarks to the RBC. Patricius Bateson, CEO of Abstergo Industries, has become a potential candidate for the Presidency of the Mundus Development Bank. The post, which has been filled on an interim basis by Francisco Riviere following the resignation of Catherine Serreau, has been "a topic of increasing discussion by Mr. Bateson," a source close to Abstergo shared with the RBC. In addition to his duties at Abstergo Industries Mr. Bateson has served upon the Business Partnership Board since the formation of the MDB. In addition to his interest in the position it has also been reported that the Empress has met with Mr. Bateson and has granted him "her fullest support" should he pursue the position. "Mr. Bateson holds high hopes for a re-energized Mundus Development Bank and intends to pursue a pro-active agenda should he secure the Presidency," our source continued. "Along with his colleagues at Riviere and OsmanTech Mr. Bateson has used his position at the head of Abstergo to improve the lives of people across Mundus while challenging those who would seek to profit off the weak. He sees the MDB as a vehicle from which less-developed nations may raise the standard of living for their Peoples while being among those first to respond when disaster strikes." Among the items on Mr. Bateson's agenda is "the continued push towards clean and renewable energy, building essential infrastructure to allow less-developed nations to further the health and education of their Peoples while also providing the tools to enable such nations to build growing and equitable economies." ![]() Abstergo Reveals SST Ryūsei ![]() In addition to Project Boom, Abstergo has revealed that it has maintained a KAC Project 'in stasis'. SST-7000, a project initiated by the Kashiwa Avionics Corporation in the mid-1980s, has received the green light from Abstergo CEO Patricius Bateson to "begin preparations for a production-ready aircraft to supplement market demand not met by Project Boom." SST-7000 was originally funded by the Federal Republic, however, as financial crises took hold of Rokkenjima government funding was diverted away from KAC for spending deemed more "crucial to the defense and advancement of the State." Upon becoming a part of Abstergo Industies the SST-7000 project was reviewed and, with the joint funding and support of the Rokkenjiman and Dartfordian governments, development resumed in a more limited capacity. "We've named her Ryūsei, which in English translates to 'shooting star,'" Mr. Bateson said during an event with the press. "Interestingly, this design won over a design presented for the consideration of the Federal Republic by Ashinxao Heavy Industries, the Tenrai. Ryūsei will enable airlines across Mundus to drastically reduce travel times with a cruise speed of Mach 2.7 and a capacity of 277 passengers. This is greater than the maximum of 120 passengers upon the Concorde, or the 45 passengers upon the upcoming Boom. Ryūsei, when combined with Boom as a companion, offers a well-rounded and comprehensive solution to any air service seeking to offer supersonic transport." When asked about environmental concerns of the initial design of SST-7000 Mr. Bateson pointed to the advances in fuel technology. "This is an area which Abstergo, and our friends in Dartfordia, have long endeavoured to address. With much of the work on the engines being conducted by our Dartfordian friends I will simply state that advancements have been made to lessen the environmental impact of aircraft such as the Ryūsei and will allow them the opportunity to share our joint advancements. While a future model may explore adding lessons leanred in the development of the Tenrai, at this point Abstergo and our Dartfordian partners are pleased with the Ryūsei project as it stands and will be focusing the bulk of our development on its continued refinement." Test flights of a prototype SST-7000, estimated to be 75% completed when funding was withdrawn by the Federal Republic, are expected within the next six months. Rokkenjima Condemns Missile Tests In Great Northern Sea ![]() The First Empire has formally condemned Kiataine for missile tests conducted in the Great Northern Sea. In an announcement from Pyrena Castle the Imperial Government has "condemned, in the strongest terms possible, the irresponsible missile test conducted by Kiataine in the Great Northern Sea." "Missile tests conducted in such a manner, especially with no apparent forewarning to nations in the region, are irresponsible and, naturally, pose a threat to shipping in the region. The First Empire shall increase its monitoring of developments in the region, working with regional allies and partners to ensure the defense of our shipping and interests throughout the region," Councilor Taylor shared in further comments to the RBC. In related developments Councilor Taylor confirmed that the Imperial Rokkenjiman Navy, which conducts routine operations in the Sea of Kyne aimed at piracy and the maintenance of peace, would be "man-marking Kiataine vessels for the duration of their operations in the Sea of Kyne. Through the efforts of the Imperial Rokkenjiman Navy, our allies and partners in the region the peace of the Kyne has largely been upheld. Disruptive measures to the peace of the Kyne, which would threaten Rokkenjiman and regional shipping, are developments we will endeavour to dissuade. Carrying essential supplies, an initial ground force of 150 specialists selected for what they can contribute to the relief efforts, and a delivery of ShelterNow emergency shelters to help assist with the housing situation. ShelterNow is capable of being assembled within hours and may be deployed virtually anywhere. The first delivery to the Somerset Self-Defense Navy, the Celestial Mk II vessel formerly known as Venerable, is set to take place in the coming weeks. Initially upwards of 75% the sailors serving aboard the vessel, set to be christened SDV[1] Joshua, are to be IRN service members. This number will decrease as joint Rokkenjiman and Somerset efforts to rebuild Somerset's armed forces following the fall of Seaforth continue. "Rokkenjima is working closely with the Somerset Civil Administration to increase its capabilities for self defense," Marshal Admiral Cole shared with the RBC. "This effort will include the construction of a naval force under the control of the Somerset Self-Defense Force which will share the facilities and resources of QAMB. The Celestial Mk II provides a host of capabilities to enable a native deterrence for Somerset; from her guns to the compliment of missiles and drones which she carries, Somerset will be capable of defending itself while assisting, for example, in operations with the Cotf Aranye Partnership. To pay for the purchases, the Imperial Treasury has issued a long-term low interest loan to the Somerset Civil Administration," the Marshal Admiral continued. The Imperial Government and Civil Administration further agreed to a long-term training agreement as well as one which would see crews aboard those vessels transferred/purchased by Somerset to be crewed, up to 75%, by service-members of the Imperial Rokkenjiman Armed Forces under the command of the Self-Defense Force for a period of five years, renewable pending developments within the Self-Defense Force. From calling Empress Evanthe a "Valtheim puppet", demanding the re-instatement of Empress Emerita Beatrice and a litany of critiques against the present Government right-wing protesters have taken to the streets of Pyrettania to air their grievances. "We no longer have an independent government," one man shared with our reporter, "we have a Government picked by the Commonwealth or, most likely, (Crown Princess) Serenity. The removal of Empress Beatrice was nothing more than an internationalist coup and, to be honest, things haven't been this bad since the Federal Republic. 'Empress' Evanthe was hiding in a hole somewhere while our rightful Empress was out there on the front lines fighting for our freedom." Another demonstrator not only questioned the Empress Emerita's role in the Andean Genocide, but went further. "Toshindai was an honourable nation, and the Empress (Beatrice) sought to bring our cousins in from the rain, to set them on the path to enlightenment. This frightened the foreigners, so much so that they began talking of genocide. Bringing down Toshindai wasn't enough for them though, their conspiracy also had to target the Empress (Beatrice), as she was too great a threat to their own power. Let me ask you one thing: have you seen the bodies? Where are the bodies? If so many perished in the supposed genocide where is the evidence?" A group of former Centre Party politicians have taken notice of the protesters, forming a new party. According to its official website the Party aims to "grant a voice to the forgotten; Kouketsu represents a new political movement which seeks to reclaim this Empire from the forces that have left millions of Rokkenjimans behind." Anauša units have reportedly been deployed to assist local police forces due to the increased threat towards the Empress. Included in the sanctions are various diplomatic, economic, financial and cultural sanctions which will be presented to the Cross-Straits Union for broader adoption. The Imperial Council further stated that sanctions "would be capable of being expanded to governments or institutions that cooperate with the SRK until such a time international forces are allowed an unhindered assessment of the situation within Kaitaine. Kaitaine has but one option to vindicate itself in the eyes of the international community, and that is to allow unfiltered access by the Commonwealth Treaty Organisation to fully and properly investigate and ascertain the situation." In related developments Councilor for Foreign Affairs Taylor declined to comment on remarks made by Deputy Foreign Minister Charlie Farren, stating "It is not the policy of the Imperial Government to grant legitimacy to propaganda, or honour it with a reply. In what is being called the Third of July Massacre Empress Evanthe has dismissed nine of the ten members comprising the Imperial Council. The Imperial Council, about half of which was appointed by Empress Emerita Beatrice, voted overwhelmingly in favour of imposing sanctions upon Kaitaine. While the prospect of sanctions were raised following passage of the Genocide Recognition Act the Empress has made clear her displeasure of the manner in which the Imperial Council acted, with Pyrena insiders sharing that the Empress felt the move was not only inappopriate at this juncture, but that it ultimately undermines her position in the Imperial Government. Two Councillors, Marshal Admiral Cole and Councillor Motoo Hayashi, were spared the axe and will continue to serve upon the Imperial Council. The Empress also changed the manner in which the Imperial Council may act in her absence, requiring that in addition to an affirmative vote of the Council the consent of both the Vicegerent and Lord High Steward would be required for any decision of the Council to be binding in situations where the Council is in session without her presence. Promising an agenda "for the People of Rokkenjima which works in their interests while rebuilding the faith of our allies and the international community at large in Rokkenjima," support for the second son of Lord High Steward Koizumi has built swiftly, with polls placing the Centre Party in a favourable position against the present Green-Socialist coalition. "If Rokkenjima wishes to maintain a seat at that system it must lead by example, not coercion and force." As the Centre Party maintains its focus on the upcoming elections the RBC has learned that Empress Evanthe has invited Count Ravenswood to Pyrena Castle for "emergency consultations", with many speculating that recent events with the Imperial Council are directly tied to the invitation. While remaining on the fringe of possibilities some Pyrena insiders have floated the idea of a 'foreign Vicegerent' given increasing rumours that Euphemia is considering a shift from service in the Imperial Government. As per Pyrena policy, however, RBC requests for comment have been refused on the basis that Pyrena Castle does not legitimize rumours with comment. It would not be the first time the Empress has brought a foreign approach to the Imperial Government, with the Imperial Liaison to the Commonwealth being a native of Somerset who worked closely with the Empress prior to her return to Rokkenjima. Somerset voters also called for a change to the existence of QAMB, with 92% voting to negotiate a new lease for the land which QAMB sits upon. Abstergo Industries test flight of its SST-7000 Ryūsei took place earlier today with the plane "passing with flying colours" according to Acting CEO Abigail Remeltin. "Ryūsei performed a variety of tests during her flight today, all of which either met or exceeded the expectations of the Ryūsei Team. Project Centennial aims to replace the CMP with "a capacity of around 10 tonnes, allowing for up to ten heavy warheads or fifteen lighter ones with specifications including considerations for "advances in delivery methods" or a combination of warheads and countermeasures geared towards anti-missile defense systems. Much like the contemporary Century missile Project Centennial is expected to have Fractional Orbital Bombardment capability and aims to replace Century I by 2023. Concept images released by Miyazu Heavy Industries point to a land-based version and a submarine-launched derivative, much like the present Century and Century Mk I arrangement. Thermobaric weaponry was utilized against the United Soviet Russia, Thomradia and Maternal forces in Marseilles. Sources familiar with the decision have confirmed that high-level talks with the Dartfordian Government, and possibly the Aeternumese Government, will be taking place in the coming days to secure permission for thermobaric-armed Century silos to be constructed in the two nations, in addition to upgrades to ICON's radar installations. Imperial High Command declined to comment on these statements, citing Imperial policy on speculation. Imperial High Command did not rule out the possibility of a test launch in the coming weeks, with IHC stating "developing challenges and threats demand a swift capability capable of delivering a conventional response to threats against the First Empire and her allies. Restoring the Century to its roots and transferring the nuclear deterrent to a submarine-focused capability restores a crucial element of Rokkenjima's defensive arsenal." ![]() Supreme Court Of Judicature Clears Empress Emerita On Borland Charges ![]() The SCJ has declared that Empress Emerita Beatrice did not violate Rokkenjiman anti-terrorism laws. A case against Empress Emerita Beatrice for violating Rokkenjiman terrorism laws has been tossed out by the Supreme Court of Judicature. Stating that "while the actions of the Empress Emerita are troubling, anti-terrorism laws have not in fact been broken. The Empress Emerita provided the Borland Separatists no aid or comfort, nor did she provide material assistance to the Borlanders. Neither did the Empress promise the Borland Separatists any tangible benefit in exchange for the safe return of the Crown Princess." The Office of the Attorney for the Crown indicated that it would not be refiling the charges. "While it is apparent that the Empress Emerita cooperated with Mr. Barren there is no evidence to suggest this cooperation extended to a criminal extent; that is, the Empress Emerita did not cooperate with Mr. Barren with criminal intent or toward the execution of a crime or terrorist incident. Under the Terrorism and Terrorist Enterprises Act the Empress Emerita thus committed no crime," the SCJ's statement continued. The decision of the SCJ also stipulated that requests to extradite the Empress Emerita would be ignored, citing Sovereign immunity. The decision of the Court puts into question an agreement between the First Empire and East Moreland which stated, in part, that "she (the Empress Emerita) shall be remanded to the custody of East Moreland to stand trial for any such Morelander laws she may have broken." The decision further challenges the authority of Empress Evanthe to offer the Empress Emerita in such a way "before such a time that an opinion of the Court was sought." While Empress Evanthe has the power to void the decision of the SCJ it is unlikely she will pursue that course of action as Pyrena Castle traditionally defers to the "independent decisions" of the Court and would view an intervention by the Crown as a "last resort only." Empress Evanthe today took a moment from her visit to Himeyama to issue an Advisory Note to the Supreme Court of Judicature, calling the decision to dismiss charges against the Empress Emerita "a decision which hampers the pursuit of justice and denies the Empress Emerita her path of personal responsibility." Empress Evanthe, while not voiding the decision outright, advised "the Supreme Court of Judicature to revisit its decision and remain focused on the pursuit of justice." The Empress' Advisory Note, while not voiding the Court's earlier decision, is widely seen as binding. Should the SCJ fail to heed the Empress' Advisory Note it was declared that "Chrysanthemum Throne will utilize its position as a higher judicial authority to hear the case and render a verdict. While it is the sincere hopes of the Throne that the situation is resolved before it comes to such a point it cannot ignore its responsibilities in this matter. Should no response be received within 72 hours I shall assume that the Court is vacating its responsibility in this matter and shall proceed to act." "As previously stated the Empress Emerita, following the conclusion of international proceedings against her, shall face charges in Rokkenjima for any potential violations of Rokkenjiman terrorism laws, after which she shall face any charges East Moreland would wish to bring in connection to the matter of Borland collusion. The Imperial Diplomatic Corps has an increased budget to work with this year, with a renewed drive to support the Corps and the Regional Diplomatic Offices which support it. In a recent RBC poll 22% of Rokkenjimans indicated they would support a return of Empress Emerita Beatrice to Chrysanthemum Throne, while 72% gave Empress Evanthe their approval for the job Empress Evanthe was doing. The poll indicates that a majority of Rokkenjimans recognize that the "Beatrician Era" is over, while supporting the efforts of Empress Evanthe. "Empress Evanthe inherited a mess, and we cans see that despite the Imperial Council and SCJ (Supreme Court of Judicature) she is committed to righting the ship," one of those polled said to the RBC. "While she (Empress Emerita Beatrice) did many good things she also did some things that don't sit well with me; we cannot simply put Beatrice back on the Throne and expect things to be the same," another shared. One of those polled who supported the return of the Empress Emerita stated "Empress Beatrice laid it all on the line for her People, the least we can do is support her in return. Instead we have an Empress on the Throne that cares more about what the foreigners think than what Rokkenjimans think." Polling data disputes this view, however, as 63% felt more confident in Rokkenjima's foreign policy agenda under Empress Evanthe than those polled in the last set of data available from the Empress Emerita's tenure; 47%. Rokkenjimans also held a higher view of the Holy Empire, with 76% holding a favourable view of Achkaerin. "At this time the First Empire feels that Lakhzovia has not honoured the spirit nor letter of the Treaty and, to an extent, may feel that the Pyrettania-Nakim Accord acts as a shield from mounting external pressure; this could not be further from the truth. We have stood by with patient faith in President Kadassa to release the results of the Lakhzovian Election, we have held faith in President Kadassa's ability to restore calm and order in the Embassy Crisis, however, I warn President Kadassa that the faith and patience of the First Empire wears increasingly thin," Empress Evanthe proclaimed.
"President Kadassa has consistently weakened those free institutions which exist within Lakhzovia; to this day he refuses to release the results of the most recent Lakhzovian election. Mk II Warhead Tested At Kavania Test Site ![]() Imperial High Command states that the test 'verifies' the continued potency of the thermobaric arsenal.
