"Charles Ofdensen, Vicegerent of the First Empire of Neo Rokkenjima. It is the hopes of Her Majesty's Government that these proceedings lead to a restoration of peace and order in the Great Northern Sea and remove, beyond a shadow of a doubt, the fear of biological weapons being deployed by members of the Warsaw Alliance. Neo Rokkenjima will be maintaining its naval presence at current levels and has no plans for further deployments. That decision will be made only in the unfortunate situation this Conference should fail, and that is an outcome the First Empire will work to avoid."

Truden gestured to the young man to his side, "This is my aide Henry Franklin." Truden walked over to the Rokkenjiman representative. "Your Excellency, it's a pleasure to meet you. We are very grateful for the First Empire's stance against the USR's actions, and we stand with you against the development of biological weapons, and ending the militarization of international waters." Taylor took a deep breath, standing outside the door to the conference room. She was nervous, and the butterflies inside her stomach were fluttering about rapidly. She hoped she didn't look as nervous as she really was. Having closed the borders years ago, Darandum didn't see many foreigners, but that was about to change as part of the Council's new Open Cooperation policy. She took another deep breath, and walked into the door. She saw three people standing in the room when she walked in. Not really surprising, but she was still a little shocked to see that they didn't not resemble the barbarians the previous regimes had led her to believe. Gathering her composure, she took a few steps toward the visitors, then introduced herself. "Taylor Chriska, the ambassador from Darandum," she said, a bit nervously, she noticed. With more authority in her voice, "I hope we can bring matters to a head quickly," daring anyone to challenge her. She waited for a reply.... |

Albína, Rodolf and Konrad entered the conference room. Rodolf and Konrad were both wearing black tuxedos with white shirts and red ties, with small Quinntopian flag badges pinned to their lapels. Albína was wearing a red and black dress, with a Quinntopian flag badge pinned to the left-hand strap of her dress. They were eager to begin the talks with the other ambassadors, but first, they had to introduce themselves. So, they went along the line of other ambassadors and shook hands with them. Konrad took a step forward and introduced the trio. "Hello, comrades. I am Commissar Konrad Salomon," and, gesturing to his two comrades, he said, "this is Commissar Rodolf Gautselin, and this is Commissar Albína Kaufman. We're all from the Communist Quinntopia Foreign Affairs Commissariat. We're here because Comrade Petnov is currently unavailable." "We're looking forward to the talks and restoring peace in the Independent Order," interjected Rodolf, "and hopefully reaching an agreement on WMDs, be they nuclear, biological or otherwise. At the moment, the Quinntopian naval presence in the Great Northern Sea shall not be altered, and shall only remain there or increase in numbers should these talks fail to achieve peace. However, we wish for peace as it will allow us to focus more on the threat of Gillespira-3R." The heavy sound of boots grew as the The KSDFElite Troops marched closer although they numbered only five they sounded of an entire platoon thanks to the confined echo of the halls in which they walked, Tobias was trying to concentrate on the important events about to unfold. he would have asked them to stop but knew that they would not deviate from their task, he knew because he had been one of them before his ascension to the Ministry. In fact all of the Kazarovian ministry had done their time with the Elite. As they approached, the soldiers moved into line against the wall just steps away from the door. He knew the training they went through all too well, their presence gave him a feeling of security in what could be a very hostile room. Tobias pushed open the doors to see friendly members of the CSTO "Greetings everyone I am Subminister Bahenov, Glad to see some friends in the room" Tobias continued "Has anyone from the Pact arrived yet". Looking around the room he could see none but continued to scan every face in the room. "Kazarovia would like to see this matter resolved quickly we have many people affected by G-3R and the distraction is unwanted." Tobias stated, hoping to get home to his family as soon as possible. Bahenov's mind turned to the soldiers standing guard outside the room and he thought to himself "perhaps it would have been easier to remain in the Elite than to take on a Subministry as important as foreign affairs". He had little say in the matter, as he was hand picked by Ryuuma Oshida. No one refused the Dragon of Ebus, not even an Elite. | |

Prokhor Zikov, official plenipotentiary on behalf of Chernobereg, entered the meeting hall. "Good day. For those who can't read my name tag, I'm Prokhor Zikov PhD. This," he said, gesturing at the person slightly to the right of him, "is my deputy, Mitrofan Khabarov. "My policy here is as stated in the brief that should have been issued two days ago. I'll be damned if we can't get a policy together - and we'll be damned if we get the wrong one made." Pause for effect. Then, after clearing his throat, he continued. "Anyone know where the loo is? I haven't managed to find any staff in this god-damn place." |

Two men burst through the large doors. They made a quick survey of the diplomats, then held the doors open. Three men entered the hall. One was wearing a lab coat, one a tuxedo and one a military uniform. The man in the uniform announced to the diplomats: "Hello diplomats of all countries far and wide. My name is Vladimir, of the USR. This here is my friend Professor Gamini of Ceylon." He gestured towards the man in the lab coat. "And of course my friend Minister Tenant of Wales." He gestured towards the man in the tuxedo. "We hope that today we can arrive at a peaceful solution, for the Warsaw pact does not seek to have any of you as enemies." |

"Ladies and gentlemen, I believe that the representatives from all nations that RSVP'd, so to say, are here. If our honored Ecclesiareich hosts would be so kind, may we begin our negotiations? I believe the best way to start is with a statement from each side of their, reasonable, goals for these negotiations." |

If they happen to align, it's a happy accident on their part." Glancing back at the WP delegates, he quickly added, "Although if they aren't independent nations, then they can't have independent policy. I wish they did, though. It'd make negotiating with them worthwhile. And before I forget, do you think that some bilateral negotiations could be arranged between the two of us?" |

Charles overheard the conversation between Zitov and Truden, deciding to add his voice to the discussion. "Excuse my intrusion but I wished to chime in on the note of sides. It would be a grave failure for all of us if we even entertain the idea of there being sides as opposed to one international community. The Empress didn't engage our partners in the CSTO to create a side, nor a power sphere, or any such notions; CSTO is very much a defensive alliance and we've taken a defensive posture in line with the Empress's 'red line' as well as the Quinntopian stance related to the Great Northern Sea." "If there must be two 'sides', it would be on the issues of biological weapons and international norms; those who have developed them and those who have not, as well as those who have come together to forge such norms and those who have cast them aside, trampling the rights of several nations in the Great Northern Sea. It is, thus, our responsibility to see these weapons consigned to the dustbins of history while not allowing precedents to be set which would damn us all to a future of chaos." "Your nation could set a good example - you threatened the use of your no-nukes-guaranteed missiles, which you assured us were still just as explosive. We want to get rid of all weapons of that kind, not merely replace them with non-toxic but still just as powerful ones." Turning to his aide, he said, "Khabarov, take over while I head back to my room. I think I left my phone in there." With that, Zitov left the room. |

Taylor was stunned as she watched the one of the delegates from Chernoberg left the room. Fearing she had let her feelings show, she quickly stood up to address the delegates: "Please, I believe we divulge. The matter most at hand is that of the G-R3 plague. Clearly, the idea of a weaponized plague is troubling and needs addressing, Darandum does not forget that. How can she, when she has had three different navies camped outside of her waters! But people out there are dying, and we sit here and discuss politics! We must pool our efforts to discover a cure, and then- and only then- we can turn our attention to other matters. For if we fail in this, then we may as well go home, for we will have failed to protect our citizens anyways. Thank you." And with that, she quickly sat back down. |

OOC: I'm still trying to figure out the yield such a thermobaric warhead deployed from a submarine-based missile would be realistic, so if the more knowledgeable could clue me in I'd like to settle that mystery. "We stated that they were a capable deterrent, not that they were as powerful as the nuclear weapons deployed by some nations. Indeed, I would say that the Century platform is a different matter all together. Through precision and the avoidance of a nuclear warhead a Century missile is able to put two warheads into orbit, which is where the true deterrence lies. Without range and a flight path which does not reveal the immediate target and you have a weapon capable of avoiding the stigma afforded to nuclear, biological and chemical weapons." Charles paused, "Considering the development costs and resources devoted to the Millennial Class, as well as the Century missiles themselves it would be a massive waste to decommission them upon their deployment. The First Empire does not see the logic in including them in the proceedings concerning weapons of mass destruction, and has little interest in mothballing them at this point." |

With the Vicegerent adding his voice to the point raised by Zitov, Truden inwardly fumed. I had no idea a meeting of regional diplomats would be so naive, he thought, it's one thing to deny "sides" to the public, but among diplomats? Are we all so childish as to deny that two real sides have formed in this argument. To the group he said, "Please excuse me ambassadors, I shouldn't have used such terms. Nevertheless, as the honorable delegate from Darandum pointed out this discussion of semantics is diverting our attention from the more important issues. If we may begin?" In my response I meant to convey the idea that we must put notions of side aside and come together for the greater international good, affording the Warsaw Alliance members the opportunity to view the proceedings not from a viewpoint as adversaries, but as members of one larger international community in which each of our words and actions leave everlasting consequences. Vladimir was amazed how quickly the conference had fallen into anarchy. True, there were sides in this argument, but it seems that they were not as clear as Vladimir thought. He thought this whole conference would be the CSTO and independents shouting at the Pact. But, it seems the independents are not as aligned with the CSTO as he originally thought. But, that is their usual weakness. Unless their entire people think the same and do the same, they should not be under the same flag. The great Purge had solved that in the USR. Vladimir finally stood up and announced: "Gentlemen! Now that we are done with your petty fighting, let us begin. As mentioned earlier, we should get a viewpoint from each country on what they want to achieve here. Who wants to begin?" |

Mitrofan Khabarov was nervous. Normally Zitov would have presented the policy. But Zitov had gone to his room. To check his phone, he said. Why he had to leave in such a dramatic way, he did not say. Khabarov sighed. This could be difficult. Fortunately, Zitov left him the script. He cleared his throat. "Gentlemen, and ladies," he began, "My nation's policy has been stated previously. It is the affirmation of the doctrine of Freedom of the Seas, the decommissioning of all biological weapons, and the identification of the source of G-R3." Khabarov adjusted his glasses, then continued. "You will, of course, be aware of why this conference has been called. It is because of a worrying game of political brinkmanship occurring in the Great Northern Sea. The USR declared a blockade of all seas east of Darandum, for the supposed purpose of preventing infection. In retaliation, Elpidia, the CTSO, and others declared a further blockade of the Illumic Channel. This blockading and counter blockading should have no place in this world. The time of gunboat diplomacy is over; let it not happen again. "The second reason for the conference is again obvious. The USR publicly declared that it would attempt to weaponise the G-R3 virus. Mr Vladimir, you should be aware of the immense harm that the project will do, not only to your nations' prestige, but also to the people of your nations. No nation willing to treat their population in such a cavalier way should have any right to talk of peace, when they are prepared to destroy their own people for the sake of nothing but destroying other nations. Gamini, tell me, what are you a professor of? But does it matter? A person of your intelligence has to be aware of the self-destructive nature of their nation's policies, if said policies are the weaponisation of a virus which has not been identified as having any cure, even in the weaponising nation's nation. And Mr Tenant, you knowingly colluded with the USR in blockading the Great Northern Sea, because you were too spineless to stand up for principles in the face of aggression, too spineless to demand that your nation follow an independent course of action, too spineless to tell your superiors that what they were doing was wrong, not only for their nation, but potentially for the whole of humanity. If your behaviour in front of the USR then is any indication, then you have no purpose here save for making Vladimir's threats seem reasonable." Khabarov was getting quite riled up now. "And concerning G-R3, I am ashamed to be in the same room as people who intend to weaponise rather than cure such a disease. Incen Werize is a supposedly independent organisation, who have managed to deploy the virus in several nations of the world, and through it infect many more. Think of the damage that a state-researched, state-funded, state-deployed version could cause. And that," said Khabarov, pausing for effect, "is why we have to find and destroy Incen Werize, before they leak it again. "But not only must we stop those who are able to deploy it, we must also stop those who are willing to deploy it. Mr Vladimir, Professor Gamini, and Mr Tenant, if your nations are not prepared to stop all work now and fully reallocate resources to destroying G-R3, then you have no right to be here and talk of peace." Khabarov left the room. |

"Charles makes a fine Vicegerent, his mind is brilliant, however he lacks the tongue of a diplomat," Beatrice said to Ronove over the phone. "Even recognizing these facts your Majesty, is this the appropriate course of action to take? I don't believe such actions have occurred many times in history, and..." "Ronove, progress at the conference must be made, solutions must be found, and the international community must come together to address these issues, not devolve into a schoolyard game of lay the blame." "Very well then, I wish you the greatest of patience for you will likely need it. Before your departure I ensured a fresh supply of mead, crumpets and other favourites of yours were loaded. I'll take care of your affairs in your absence," Ronove said. "You enjoy my full trust, we'll discuss further business upon my return," she said before hanging up. That conversation had taken place a few hours ago and the Empress had reflected upon it for so long that she had not noticed the shores of Ecclesiarreich had come into view. A Minister from the Kingdom of Dartfordia had accompanied her as well, and their conversations during the flight had kept her from going insane. She didn't enjoy flying and prefered to travel by ship, but the importance of this conference was too great to insist upon her usual mode of transportation. She had tried to pry some information about the Prince out of the Minister along the trip, however, he seemed uncomfortable and not entirely sure how to answer her questions, though she put such thoughts out of her mind as the plane landed. The Empress entered the conference room with seven members of the Imperial Guard alongside her. She looked over the assembled delegates and ambassadors and after finding Charles made her way over to him. "Your Majesty, a most unexpected surprise," he said, bowing before her. "I've been keeping tabs on the progress of discussions here and thought I would add my voice directly to the proceedings. You're not off the hook though, you'll be remaining as a member of the Rokkenjiman Delegation, but I'll be taking over from here," she said with a smile. The Empress took a seat, Charles following her lead, and then she spoke. "Honored ambassadors, delegates and ministers, I am Beatrice Anselmo, Empress of the First Empire. There are many important matters which must be addressed and each moment spent at each others throats is precious time lost." "We must address the current standoff in the Great Northern Sea so that such a cluster of naval forces may be dispersed before one simple mistake leads to confrontation between our forces. The First Empire desires nothing but peace, order and stability in our world and has taken what actions it could to help assist us reach those ends, however, military force is no substitution for diplomacy. The Imperial Navy has no desire to remain in the Great Northern Sea beyond the time period necessary, and I'm certain the nations in the region would rather enjoy a view of calm, tranquil seas and not an assembly of warships when they look from their beaches. "We must also address the issues of weapons of mass destruction, specifically the development and deployment of a weaponized version of G-R3 by members of the Warsaw Alliance. Several times the international community provided opportunities for the Warsaw Alliance to stop development of these weapons, we were ignored and were met with a blockade of the Great Northern Sea instead. Had the Warsaw Alliance responded with honest diplomacy as opposed to a massive deployment into the Great Northern Sea we may not have had to hold this Conference, diplomacy would have won the day and our time and resources may have been better spent addressing more pressing matters. Now diplomacy has been given a second chance, let us not waste it. "Incen Werize must be found in whatever holes they hide in and they must be destroyed, our nations must continue to work towards curing the G-R3 virus, that is where the attention of our energies should have been since the beginning. Also, let us not forget about the followers of Earagon, whom the Warsaw Alliance blamed for these terrorist attacks in the first place. Before the Warsaw Alliance thinks it appropriate to put forward proposals the persecution of these people must cease immediately, and a pledge must be made to give up any and all weapons platforms based on G-R3. To ignore what is recognizable as crimes against humanity is something I am incapable of, and I won't pretend that everything is fine whilst innocent people are being wrongfully persecuted for their religious beliefs. "Neo Rokkenjima is prepared to discuss all issues fully so that we may reach a conclusion which benefits the future of our world, ensuring a safe and stable world for all peoples to call home. Solving the pressing issues which presently affect us all perhaps won't be easy, however through honest and committed diplomacy we may all walk away from these proceedings leaving a better situation than what we arrived here with. Let us do our jobs without any further grandstanding, for any more of that is a failure and disgrace to the people we supposedly lead and represent." At the conclusion of the Empress's speech, Taylor felt it was time for her to make her own statements. "Your Majesty, may I be the first in the room to say what a welcome surprise it is to see you here. I am sure that your wisdom and experience will keep us focused on the matters of importance and guide us to an agreeable solution." With this, she gave pointed looks to the ambassadors from the Warsaw Alliance and Elpidia. "As Her Honor stated, the matter of the Great Northern Sea must be addressed. While we believe the seas to be free and open spaces, the Great Northern Sea is as much culturally a part of Darandum as Darandum is to herself. These blockades by the CTSO, Elpidia, and the Warsaw Alliance have greatly distressed the fishers who rely on the Great Sea for their livelihoods. This is a peace conference, called together to improve conditions in all of our respective states. We must do our best to remove these ships from the waters of the Great Northern Sea as quickly as possible, for to not would be a violation of their basic human rights. Secondly, our respective nations must not forget the issue of the G- R3 virus that is still running rampant through our cities. This disease has resulted in a horrible loss of life and created unspeakable acts of horror, not the least of which is create this petty fight that has caused even more suffering and fear. We must combine our knowledge of this disease and find a cure. The sooner the G- R3 virus is gone from our lands, the quicker peace will be achieved. And this is the point of the exercise, no? Finally, we must look to our militaries. The Incen Werize have claimed responsibility for this unspeakable act, and I fear we have no choice but to believe them. Yet we do not know what they want, nor why they struck, nor have we any guarantees that they will not act in this accord again. If there is a villain in this vile scenario, it is the Incen Werize. They must be found, they must be stopped. We must bring these men to justice. The world will be a safer place without them. The Quinntopian delegation sat down, and Konrad began to speak. "Nations of the Independent Order, we have already introduced ourselves, but in case you missed it, I am Konrad Salomon, and these two are Rodolf Gautselin and Albína Kaufman, Commissars of the Communist Quinntopia Foreign Affairs Commissariat. We echo what our comrades from Chernobereg and Neo Rokkenjima have stated: that there are many things we need to address." Albína then spoke up, with Konrad leaning back into his seat. "We're also here to address the situation in the Great Northern Sea. The mobilisation of Task Force Hammer was merely for defensive purposes, not to enforce any blockades of its own, as the People's Paradise is interested in maintaining security and order in our world. As we have stated before, Task Force Hammer will return to Quinntopia should these talks end cordially, but will remain there if they fail to achieve anything. It is time for us to sort things out once and for all so that we can finally focus our resources on hunting down Incen Werize and finding a cure for G-3R." Rodolf then began to address the other Delegates, standing up to make himself seen and heard. "The threat of WMDs also desperately needs to be addressed. After the diplomatic scare which was prompted by the Warsaw Alliance weaponising G-3R, it is clear that their are people in the region who are ready to perform grossly inhumane actions on their fellow humans. Be they nuclear, biological, or otherwise, we need to sort out some agreement on WMD disarmament. Yes, Quinntopia still retains nuclear weapons, but it shall reduce these in numbers if other nations are willing to reduce the number of their WMDs." "I propose that we set up an international effort, sharing intelligence and other such things, to root out the Incen Werize insurgents and make them pay for their crimes against humanity, which will probably be through violent retribution, as it's unlikely they'll be willing to co-operate." Rodolf then sat down, with Konrad beginning to speak again. "I have a proposal to follow on from Comrade Gautselin's idea. We should work out a non-aggression pact, or something along those lines, to ensure that we can focus on G-3R and Incen Werize, instead of trying to intimidate each other with blockades and military manoeuvres." "We are ready and willing to discuss these issues which have been brought to these talks, and hope for a fruitful outcome. Thank you, comrades." |

(Just a point - between my last post and the next one, neither of mine are in the room.) Khabarov ascended the stairwell of the hotel. What was Zitov doing that was so important? Zitov had supposedly needed to make a call or something like that, so instead he, Khabarov, had to set down the national policy for this conference. It was a good speech, he reflected. The expression on the faces of the Warsaw Pact delegates was priceless, and besides, it would be memorable. But there isn't anyone in there representing us, he realised. Something important is going to happen, and we will miss it because I'm trying to find Zitov and get him back to the meeting. Reaching the top of the stairwell, Khabarov paused to catch his breath; a few seconds later, he went along to 4F, Zitov's room. If he's going to be anywhere he's going to be there. Khabarov knocked once, and received no reply. Placing his ear to the door, he could faintly make out a conversation. Who else is in that room?! he thought. Khabarov knocked again, and again received no reply. Khabarov pushed open the door. "Zitov, WHAT ARE YOU DOING WITH MY WIFE?!!" Deplorable, thought Khabarov. My wife, my darling Sonya, having sex with that toad of an ambassador! "I-I c-can expla-" attempted Zitov, clearly panicked at being caught so prone. "ZITOV, OUT! I WILL NOT HAVE YOU SHIRK YOUR DUTIES TO THE NATION SO YOU CAN COMMIT ADULTERY WITH YOUR DEPUTY'S WIFE!" Khabarov shouted. That is going to be heard in the conference room - and that's bottom floor and the next building. Zitov, clearly getting the message, hurriedly pulled his trousers back up and his suit on, before exiting, obviously distressed. If that's how he'll negotiate, then we're f***ed. "SONYA!" Khabarov shouted. That whore will have to die. Sonya made no reply, but put her clothes back on and walked up to Khabarov. "Come with me. We must talk." With the keys he had picked up from Zitov's table, Khabarov locked the door, then went to room 4I opposite, and opened it with his keys. "Sonya, in. Now." ordered Khabarov. Sonya begrudgingly entered the room. Khabarov locked the door to the room, then took out his mobile phone and dialled back to Chernobereg. "Is there a problem?" "Khabarov speaking. Truth be told he was wary of giving the assembled delegates another avenue of attack over his choice of words. He noticed the glare from the Darandumian ambassador. "If I may, I'd like to begin by setting the record straight, the Elpidian blockade of the Illumic Channel was only to nations flying the colors of Warsaw Treaty nations. As far as the affair in the Great Northern Sea goes, we will not stand for anything less than full freedom of navigation in international waters. Furthermore, we fully support the calls by the honorable delegates from Quinntopia and Darandum, as well as Her Imperial Majesty, regarding weapons of mass destruction in general, and the weaponization of G-3R in particular. Elpidia does not have any WMD's, and we have no plans create such weapons. We find it impossible that such weapons could be used without committing grievous human rights abuses." The minister cleared his throat. "We also fully support any and all measures to track down and bring to justice the perpetrators of this act, and shall commit our resources to the search. However, as this crime was committed against all nations, we think the criminals, if caught, should be tried by a court created by the international community." "Finally, while these calls for international cooperation, recognition of rights, and so on and so forth are all well and good, they are not enough. Simple treaties or pacts will be not enough to safeguard the future security of the region. We will only support a deal that sets up regulating and watchdog agencies, and that have real consequences for nations that violate our agreements." |

She then awaited her next opportunity and stood when it arrived. “I thank Taylor for her words and concur with her words fully. Considering the importance of the work before us wisdom must trump bravado, calm minds must prevail over the aggressive. You are truly a valuable asset to your people, and I'm certain they will be proud of your representation of them today. “As with the Quinntopian deployment of Task Force Hammer to the Great Northern Sea the Imperial Navy has taken up a defensive posture, and have not enforced a blockade in any way, shape or form. As a key proponent of the Fair Seas Concordat and as an island nation we understand, perhaps more than others, the importance of free and open seas to a nations vital interests. Before their deployment I personally spoke with Captain William Corgan to ensure our vessels would pose as little obtrusion upon the lives of those who depend on the Great Northern Sea, and I hope that we've succeeded in that venture. “Until progress has been made between the CSTO and the Warsaw Alliance I would propose a liaison between the Imperial Navy and the government of Darandum to ensure the interests of Darandum are preserved, and their rights to the waters of the Great Northern Sea are upheld. All Imperial Naval actions, for the duration of our time in the Great Northern Sea, will be presented to a representative of Darandum for prior approval before going forward. I assure you that it is in the best interests of all parties that our forces depart the region as swiftly as possible but, until then, an effort must be undertaken to minimize their impact upon nations such as Darandum. “The strongest of efforts must be applied to acquiring a cure for the G-R3 virus, and a vaccine must be developed to ensure terrorist, or state actors, may never use it to again inflict such death and tragedy upon the nations of the world. Incen Werize must be brought to justice before the international community for the crimes they've committed, and to accomplish that institutions must be put into place for such justice to be dispensed. Should it be impossible to bring them before a court of law, which is sadly a possibility when confronted with terrorist organizations, we shall be forced to eliminate this vile organization utilizing the military assets we each possess. “Furthermore, I echo the sentiments of Mr. Truden; international institutions must be worked towards which will add both responsibilities and consequences for the nations of the world. I propose the creation of a new organization, a Union of Nations, which would act to address the present lack of watchdog agencies. Work on the FSC has been a step towards this goal, and I have always envisioned the FSC as coming under the authority of such a Union of Nations which would address international law, provide oversight, prevent the outbreak of war and conflict, and work towards addressing other matters of global importance. Neo Rokkenjima stands ready to forge a path towards these ends and hopes to use her influence for the progress of the international community. “Regarding weapons of mass destruction, an issue which Mr. Ofdensen came to odds about previously, I fully recognize the dangers they can pose to global security. Neo Rokkenjima is willing to limit the number of Century missiles that are to be deployed, and will draw down these numbers in line with the moves of our global neighbours until we can reach a day where weapons of such destructive wrath are eliminated wholly. At the same time, however, I must insist that the question of biological weapons be eliminated much quicker, as there are absolutely no legitimate military purposes for such weapons; their cruelty began upon the day of their inception, and this is a sickness which must be wiped from the face of the world. “The words which Taylor has shared with us from Haile Selassie are most wise indeed, and should be heeded to by all present. We have the possibility to do many great things here today, to set a course for a better world, we must utilize it to its fullest potential! Queen Adriana, the woman who saw the rebirth of Rokkenjima, famously said 'The guns of an unjust army can steal a thousand lives in a moments passage, but the voice of a just woman can save millions in an instant; the darkest of evils retreat at her sound, defeated and vanquished.' Why did I even do that? he raged inside. That woman has destroyed my career, and my life. It started six months ago. Why could I not wait even a day without her? Why must I feel the need to betray myself and my country for nothing but a one-night stand? Zitov inspected the room. What was Empress Beatrice doing here? When did she turn up? He had entered just as Beatrice was finishing her speech, just in time to hear her say:
Zitov walked to his seat and sat down. I do not know what was said, so there's no point in me speaking, is there? I need to know what was said. Have the Warsaw delegates said anything? Anything at all? If they have not, why not? And if they did, was it worth our time listening? He waited for someone else to speak. |

"I can't be certain, but I've noted their absence at quite a few points this evening. It makes me feel much less embarrassed about my minor issues earlier, if nothing else," Charles replied. "It's none of our concern for now, but do keep an eye out for any developments there," she instructed. The Empress glanced in the direction of the Warsaw Alliance delegates while maintaining her best poker face. The plight of the followers of Earagon must be addressed and, if she had to, she'd utilize whatever influence she could to see their persecution halted immediately. "When will they address the issues which have been presented? And will my presence change their conduct at this Conference?" she thought to herself as she waited for the next person to speak. |

Taylor positively glowed throughout the rest of the conference. The Empress herself had acknowledged her statements, going even so far as to reaffirm her desire to better humanity, and not just individual nations, at the conference. The Empress had also proposed a liason between Darandum and the Imperial Navy, so that Darandum's fishers would be protected. This was the point that her superiors, Councilman Tolin himself, had expressly told her to accomplish! Now she could focus her attention to other matters, such as the Earagon followers. So caught up was she that she failed to notice the Chernobereg diplomat enter the room, an action unusual for her usually attentive self. As more time passed, she shook herself awake. She suppressed a shiver as she looked towards the Warsaw Pact representative, sitting quietly. She wondered what they would have to say about all this. She waited for the next person to speak... |

Zitov fidgeted awkwardly in his seat. Is nobody going to say anything? This is looking extremely awkward. Damn it, I'll say something. I may as well actually do something productive. Zitov stood up. "If nobody is going to say anything, anything at all, then I will. "I demand that the Warsaw delegations give a clear response to the statements presented. If you are not discussing, why do you not? And if you did not come to discuss, then why did you come? You have sat too long here for any good you have been doing. Do something, or else depart, I say, and let us have done with you." Zitov sat back down. And if they still sit silent, what then? It's just us, Elpidia, Darandum, Quinntopia, and Rokkenjima. What we say together is unlikely to have any meaning without Warsaw making a proper response. If they leave, then we must as well, for there will be no purpose left for this meeting. Khabarov entered the room, and, without a word, took his seat next to Zitov. |

After one of the Imperial Guard ended a phone call and whispered into Beatrice's ear the colour drained from her face, soon to be replaced with a look of grief and anger. She quickly looked over to the Warsaw Alliance delegation, wondering if they were complicit in the horrors she had just been informed of. It would make sense, to divert attention from the issues surrounding their various actions and programs, but then she remembered the common threat to all nations presently: Incen Werize. She stood, took a moment to collect herself, and spoke. "I've just been informed of a terrorist attack in New Helsinki, along with a reinvigorated Grand Republican Army capturing towns in Ecskana. Nearly two hundred and fifty souls extinguished, not to mention countless others in the battles which must have ensued along the border with Arovium. We had those bastards fought to the brink of surrender," she slammed her fist upon the table before her, "and now they've rebounded stronger than ever? Part of me believes parties in this room may be involved, yet my more rational mind leads me to lay responsibility, for now, at the hands of Incen Werize." She again paused to keep her emotions in check. "If anyone here believed me to be weak, to believe that my resolve and conviction would be so easily defeated, I tell you now that it won't be that easy to divert the attention and energies of the First Empire. At the same time if Incen Werize is indeed responsible for rearming the GRA in hopes of gaining an advantage they'll be proven just as equally wrong. Neo Rokkenjima will bring those guilty to justice, and we shall also see this Conference conclude successfully, and each and every soul lost today shall not be lost in vain." The Empress excused herself to address the situation in Neo Rokkenjima, releasing a statement and issuing orders for immediate action to be taken in response to the attacks, before returning to the room. "We must succeed here, our resolve must remain strong if we're to put an end to this spiral of senseless death and destruction. I hereby propose that the delegations assembled adopt a decision regarding Incen Werize as quickly as possible before we proceed on other topics at hand. On hearing Lady Beatrice's announcement, Zitov attempted to stand up, but Khabarov motioned him down and stood up instead. "The government of Chernobereg offers its full moral support to Rokkenjima concerning the GRA, and its full support concerning the proposed Anti-Terrorism Commission. Incen Werize is clearly a threat to everybody, not only in this room, but to the nations they represent, and even the nations unrepresented here. We have to be in this together - because Incen Werize is in it together, and if we are not, then we've conceded before the match has even begun. "Furthermore, I-" Khabarov was interrupted by a security guard, who tapped him on the shoulder before whispering in his ear. Khabarov's expression became crestfallen, and even after the guard left Khabarov was motionless for at least two seconds. He regained his composure, then continued. "I have just heard that the President of my country, Afanasiy Fyodorovich Kolchak, has been attacked by an unknown assailant, and has been rushed to hospital as a result of a bullet wound to his left hand, which is expected to require amputation. "No blame has been laid yet on anyone, although we do suspect Incen Werize of being behind it. The bullet has been identified as a .35 rifle bullet, of uncertain make, possibly a .35 Whelen. "It is a great provocation, to be sure, but we will not let ourselves overreact to a single bullet. New hands can be found - it will take more than that to shock us. "Nonetheless, we ask that, once the assailant has been identified, that international assistance shall be available for the purpose of arresting him or her. I said before that we must co-operate, and if the perpetrator is who I think he is, we will need to co-operate on this matter as well." Khabarov sat down. |

Vladimir stood up and beckoned for one of his guards to come towards him. After a quick talk, the two guards opened their briefcases. They began to assemble some sort of computer, and connected it to a nearby plug. The machine purred to life. A picture of a flag of the USR was breifly shown, but then went black. Chairman Stalin suddenly appeared. He addressed the delegates. "Hello leaders from the CSTO, WARSAW, and independents alike. My friend here Vladimir informed me of the troubles unfolding in the world, particularly with terrorist groups and the GRA. The USR has also had troubles with rebels, with thousands of men and women protesting and demanding independence. They were of course shot. But, in our recent observations, we have uncovered something sick and vile. We have found someone. This man is a leader and funds a terrorist organisation, and has been found hiding in the USR. The organisation he helps is known as Incen Werize. You may have heard of them." A man bound in chains was dragged through the main doors. He looked frail, weak, and one could observe cuts and bruises across his body. "This man has been found to be a traitor to the USR and the WARSAW pact. All his friends and family have been killed for helping a terrorist. But, i wanted someone special to kill him. Someone like you, Empress." Vladimir approached the Empress. He pulled out a pistol, and placed it in her hand. Vladimir then dragged the man towards her. Stalin continued: "I want you to kill him Empress. He is the one who has helped in the civil war that ravened your country. He paid to see your people die. He paid to see your country divided. He paid to see your people die from sickness. And now, he must die. Pull the trigger. Avenge your people. Do it. DO IT." |

Seeing the man in chains, Khabarov stood up. "Where is your proof that he is the man behind it?" demanded Khabarov. "Where is your evidence? We have heard you say that Earagon did it without showing a single piece of evidence that they were responsible. Now you say that this man, whom you have tortured and subjected to cruel and degrading punishment, is the man who did it. You have said that you found out that it was him - in that case, show us your proof! We cannot agree with your sentence without knowing why it is him, and no-one else, who did it. Khabarov slammed the table. "Did he have a fair trial? Did he have a fair jury in his trial? Was he allowed to appeal? Did you torture him? Is your 'proof' evidence or mere testimony? Answer these questions or we cannot agree with your judgement. Answer now. Tell us how you found the evidence. Tell us how you came to pass said sentence. And show us why it was him. For I will not let myself be complicit in the death of an innocent person." |

At the sight of the pistol the Imperial Guard surrounded the Empress, drawing their weapons. Beatrice, startled by the situation playing out before her sighed audibly. "Neo Rokkenjima is a land of justice, and this Conference is a gathering of the international community which was designed to bring the nations of the world together to solve the several pressing matters before us," the Empress said, making signs with her right hand. Four members of the Imperial Guard took action upon seeing them, taking the man into their custody before escorting him from the room. Once the man had been removed from the room the Imperial Guard called upon local emergency services to get him any medical attention he was in need of. They would travel to the hospital with the man and take him to the Empress's jet once his condition permitted so. "As Khabarov has stated we have no evidence of this man's guilt, yet he has clearly been subjected to barbaric treatment and brought before the assembled delegations in this manner? What further mockery of diplomatic protocol will we allow to hold up this conference? Chairman Stalin, my Guard will talk to that man once his condition has improved and we'll see what his side of the story is. I imagine, much like the plight of the followers of Earagon, that he's yet another scapegoat, perhaps a political activist who angered the wrong people in your regime. "You have two choices before you, either take these proceedings seriously or face repercussions from the international community. I am prepared to order Task Force Hammer to advance further into the Great Northern Sea should we continue to see a lack of commitment by you, and such affronts to civility continue. These games have continued far too long and have been allowed to continue long after they became an irritant," Beatrice concluded. OOC: I'm not willing to fight any further engagements beyond the situation in Arovium, nor for any attacks. The above actions are noted to encourage the Chairman to direct his energies into tackling the issues which the talks were convened for, his biological weapons, withdrawal from the Great Northern Sea, and cooperation between military and intelligence organizations to tackle Incen Werize. |

Just a note; If WMDs being dropped, including biological weapons, I'm going to just retcon all of Event #2. The members of the WARSAW pact would do well to remember that rewards are only handed out for high quality and well written roleplay, and not by winning wars. I feel like I should have said this two weeks ago when this nuclear standoff first started. |

Professor Gamini Peris surveyed the situation, and his eyes flashed when Harry pointed the pistol at the small vial. Several emotions flew through him, first confusion, then anger, and finally shock at realising the consequences of the vial's fatal contents being released into the air. His brain analysed several different decisions, and several different situations before reaching to a conclusion. Stealthily he rose from his desk. "What would happen Vladimir, if I were to pull the trigger?" The Professor pulled out two pistols in one solid motion and aimed at both the Empress and Harry. "Drop the gun, or the Empress will die. All guns, bombs and other armaments are to be confiscated for the remainder of the conference. A small, balding man, an official of the Ecclesian government, has stated that it is appropriate for discussions to wrap up for the evening, and that discussions will continue from midday tomorrow. |

"Sweet, delicious golden mead," she said, pouring a glass for herself and Nicholas, the head of her Imperial Guard detachment. "Have you heard any word concerning the man the USR dragged before us?" she asked. "Yes, we expect to transport him here tomorrow afternoon. He's clearly shocked, what with the murder of his family and the torture but, for what it's worth, I don't believe he had anything to do with Incen Werize," Nicholas said, shaking his head. "I believe much the same, as soon as you're able to transport him bring him directly to this plane. There's a detainment area if he is dangerous, so take him there until we can determine for sure." Beatrice stretched and yawned, "That reminds me, make sure there's a blanket and pillows in the detainment area, and have a meal prepared too. I don't want that man to be given any further reason to consider becoming what the USR has accused him of being. I'm retiring for the night, disturb me only if something major should happen." With that she finished her mead and retreated to her accommodations on the plane. The four Imperial Guard at the hospital were glad to hear that the man, who was still unidentified, would be in good enough shape to return with them to the jet of the Empress. Upon his release he would be transferred to the jet in a diplomatic vehicle of Neo Rokkenjima. |

Khabarov waved goodbye as the plane took off from the airport. I don't actually miss him much, but Sonya's on the plane too, and she had best remember what I told her. He turned to face the man next to him, Zitov's replacement after the former was recalled in disgrace. So this is my assistant, then. Khabarov looked at him. "What's your name, boy?" he asked. "Ikonen. Arvo Ikonen, if you want a full name," replied the assistant. That's a name and a half. "And how long have you been a diplomat?" asked Khabarov. "Four weeks." "Bloody hell, you're new. "They seem like reasonable proposals," stated Konrad, "I think we should send some suggestions back to them, don't you?" "Indeed," said Albína, "we should." "OK, I'll write something down and send it back to Beatrice." said Rodolf. He scribbled out a few suggestions and then faxed it to Beatrice. The encrypted message read as such: "Lady Beatrice, Let us first state that we, the representatives of the People's Paradise of Communist Quinntopia, wholeheartedly support your proposals, and would like to make a few suggestions of our own regarding them. I. As well as freezing their foreign financial assets, we suggest also imposing reparations upon the Warsaw Alliance, due to: a) the way they have acted in these talks, and b) the clear human rights abuses, such as torture, going on within the Warsaw Alliance. II. We could draw up some form of treaty saying that any nation reserves the right to conduct such 'safety inspections' as you have previously described. III. In addition to pressuring the Warsaw Alliance to end the persecution of the followers of Earagon, we could temporarily or permanently take on Earagon refugees in our nations, or threaten further action against the Warsaw Alliance should they continue to persecute the followers of Earagon, be that military action, economic action or otherwise. IV. As stated earlier, such consequences could relate to further economic sanctions or taking military action should the weaponisation of G-3R and the persecution of the followers of Earagon, as well as other groups in the Warsaw Alliance, continue. The fax in Khabarov's room started whirring. We have a fax? Bloody hell, we do. It's clearly important. Khabarov walked over to the machine. If it's Warsaw sending us ransom demands, I quit. Khabarov looked over the fax. I'll be damned. That's from Rokkenjima - I can tell by the encryption. He paused for a moment, then called Ikonen over. "We still have faxes?" asked a surprised Ikonen. "Unfortunately, yes." replied Khabarov. "They don't seem to have discovered modern technology here yet. You'd have thought that people would bring laptops, but sadly Ecclesiarreich or however it's pronounced think we don't have them, so put us in a hotel with faxes. Sad, I know. That's besides the point - take a look at this." "And what's this?" "That, Ikonen, is from Rokkenjima. Why they couldn't phone us I don't know, but anyway. Let's have a read of it together." "Huh. Interesting, expected, unenforceable, and, though I hate to say, moderate." Khabarov said. "Why?" asked Ikonen. "Because Quinntopia will have been forwarded it as well, and they're going to up the ante further. What a bunch of twats." "We can't say that!" stated Ikonen. "Why not?" questioned Khabarov. "Our room, so they can't hear us. Anyway, send a reply, will you? Fax will do - phoning could be awkward." Lady Beatrice and other dignitaries An interesting proposal. Indeed, one of the bravest proposals I've seen in my career. However, I need to raise a few points. 1) We can put sanctions against them, but how exactly will that help? Do we - as in you and allies - actually have significant enough trade links? And would we want to be forced into enforcing a blockade against an alliance which clearly has the capacity to break said blockade? 2) If we impose 'safety inspections' then Warsaw will make an issue out of it - and we don't know what they'll do. Besides, soon enough no-one would take safety inspections seriously, and that would be bad if a real safety inspection was needed. 3) What pressure could we impose? They don't give a fig for international opinion, and if we support Earagon in this way then the Warsaw government will simply have more excuse to kill them - as if they needed one already. 4) Would it not be hypocritical for us to condemn Warsaw WMDs when nations among us, ie Quinntopia, develop them as well? Furthermore, what 'real consequences' could happen? If we threaten war, they'll call our bluff. Admittedly, I don't know if they are able to, but if they were able to, would we want to call their bluff in this manner? Your points are still valid points. However, they do have much room for improvement. Also, wouldn't it be easier if we convened in one of the rooms here? It'd save us having to round-robin faxes around, and it'd help in conferring. Beatrice smiled upon receiving the replies, "Charles, prepare some tea and pastries and relay the following message in reply." Friends, allies and international partners, Further ideas and additions have been sent back to me. To better discuss the proposals before us let us meet, as suggested by Khabarov; I have an adequately sized meeting room here on the jet which would prove appropriate for the meeting. Understandably the actions taken by the Warsaw Alliance delegations lead to a desire to ensure our distance, and security, in discussing these matters free of their eavesdropping. Aside from a Rokkenjiman embassy I dare say this would be the most secure place to meet at the moment. I need not remind our partners of the resolve of the First Empire in addressing these matters. The instigation of the Grand Republican Army is not a coincidence, however, any perceived benefits to the responsible party will prove non-existent. Our Task Force is prepared to push further into the Great Northern Sea, and while our press reports have played down the significance Hunting Girl and Creeping Death should be arriving in Dartfordia within the hour. A diplomatic, peaceful port visit between allies which shouldn't run foul of the request to avoid military deployments. As Minister Truden was waiting to board his plane, his aide's phone started to vibrate. It was the Foreign Ministry office back in Elpidia. "Hello?" "Mr. Franklin, we have some faxes here that were sent by the Empress, as well as several replies. I'm calling to let you know we've scanned them and are sending them to your phone now. Also the Ecclesiareich officials are telling us there was some kind of raid on the conference room, apparently all dangerous weapons were removed. Is this making sense to you?" "Unfortunately so, thanks." Franklin read through the documents he walked over to Truden to give him the news. "Minister, apparently the Ecclessiareichans have cleared the room of the Warsaw Treaty vials, guns, etc, and called a recess for the day. The Empress is now asking all the CSTO and independent delegates to join her to discuss what to do with the USR." "Well truth be told I'm rather tired of this whole affair. But I suppose if the Empress is hosting something I'll go. But I shan't be attending any more conferences with those brutish Soviets." The Minister then began dictating a response to the Empress. Your Imperial Majesty, I graciously accept your invitation. I'm glad I received it rather in the nick of time before my flight back to Elpidia. Taylor's breathe caught in her throat once again as the fax machine started to whirl. She glanced down at the paper in her hand, the first suggestions proposed by the admirable Lady Beatrice, then glanced at the second piece of paper slowly coming out of the fax machine. "A meeting," she thought, as she paced around her room. "This could be good. Some of these measures bear much discussion." She turned back to her bed and almost screamed. The idea proposed by Lady Beatrice were sound advice and could find little fault with, however she felt deeply that she could not allow the Warsaw Alliance to be punished to greatly. They were not a person, which if bothersome could simply be removed, they were instead a country, which could be around for a millenia. She quickly typed back, in great distress: Your Imperial Majesty, Darandum and her people will be in attendance at this meeting. We are grateful for the invitation and look forward to discussing the sanctions to be placed upon the Warsaw Alliance in peace. "So, do we think Beatrice's jet is a good place to meet," said Albína, "or is there somewhere safer?" "I would've suggested the meeting room on the airship we turned up on," stated Rodolf, "but it's long gone by now. Her jet will have to do, plus it's a fair distance from the Warsaw Alliance 'diplomats', so hopefully there's no chance of them listening in." "Beatrice's jet it is, then," added Albína, "Comrade Konrad, would you like to send the message?" "Of course, comrade," said Konrad, "just pass me some paper". He then scribbled out another message to Beatrice and faxed it to her. The encrypted message read as such: "Lady Beatrice, We (the Quinntopian representatives) have no qualms with your suggestion of holding the talks on your jet. Its distance from the Warsaw Alliance 'diplomats' and its security make it a great place for the CSTO and the other independent, anti-Warsaw nations, to discuss the sanctions upon the Warsaw Alliance for the way they have acted at these talks. We shall be making our way over to your jet as soon as possible. "Fax just in Khabarov," Ikonen stated. "You think I'm deaf? They'll be hearing that in Kostroma," replied Khabarov. "What does it say? We're having a meeting?" "Er, yes. Yes we are. Apparently, it's on their jet." "Well, in that case, pack up the diplomatic bag. Don't leave anything of value here, OK?" "Gotcha." Ikonen paused for a moment, then a flash of inspiration struck him. "Do you want me to drive? I've got my car in the car park." "If we crash it'll be your fault, you know that?" responded Khabarov. "I've had one diplomatic incident today already - I don't want any more." "So, is that a yes?" "Fine." The two of them packed their diplomatic bag, then left the room, and drove off in Ikonen's car. The car pulled up by the airfield where the jet was. Ikonen stopped the car, then exited with a shaken Khabarov in tow. "That," stuttered Khabarov, "was the best god-damned ride I've ever had." "Tuned it myself, I'll have you know," replied Ikonen. "I managed to get 400hp out of that beast - and I'll tell you, that took some doing." "That - is a lot, but you might want to be careful. I swear that we went over the limit at points." "We have diplomatic immunity, do we not?" "Yes, but it doesn't quite work like that. Anyway, get the bag out the back, and we'll be getting over to this here meeting. The jet's over there, by the way," stated Khabarov, pointing at the largest plane on the airfield. "Gotcha." |

Beatrice awaited the arrivals of the diplomats, greeting each one individually as they arrived. The Imperial Guard had taken position around her jet to provide an additional layer of security, though she didn't believe there would be any further issues. After all, she had taken all the precautions to ensure the Warsaw Alliance wouldn't pick up even a small hint of the meeting. Encryption, utilizing the 'obsolete' fax which would likely be an unexpected means of communication, thus the chances of the Warsaw Alliance monitoring for such traffic would be limited. Once all the diplomats had arrived (OOC: If you arrive after this post just assume that I started after your arrival) Beatrice led them to her conference room, sat at the head of the table, and then invited them to sit. "Thank you all for coming on such short notice, there's much to be done. Help yourselves to some tea and pastries as I finish reading these few reports from Rokkenjima." Upon finishing, which only took a few moments, the Empress spoke. "As you're all aware the Warsaw Alliance have committed several acts which have shocked the international community. From weaponizing G-R3, to persecuting the followers of Earagon, to provocative naval maneuvers in the Great Northern Sea and, yes, holding us all hostage we've seen just what kind of people we are dealing with. As we've tried by every definition of the term 'honest diplomacy' to engage the Warsaw Alliance they've offered nothing but theatrics, threats, brinkmanship and have showed nothing but naked aggression to her global neighbours. "First we must determine our response to these very serious actions. We have proposals for the freezing of foreign financial assets held by Warsaw Alliance member states, along with reparations. We have a possible framework for inspecting Warsaw vessels transiting our territorial waters, actions to assist the followers of Earagon, as well as the possibility of sanctions. I've provided a framework, the Quinntopians have expanded upon it, and our friends from Chernobereg have noted their concerns; from here we must create a truly cohesive and international response to the challenges posed by the Warsaw Alliance." Beatrice took a sip of her tea, "I leave the floor open, let us conduct our work away from the circus presented to us by the Warsaw Alliance." |

"As far as anyone know, I believe, these "Earagon" fellows are a religious group that is currently being persecuted by the Warsaw Treaty nations. We don't know of any connection between them and the Incen Werize, but even is there is, it's almost impossible that the vast majority of them are involved. Personally I believe it's highly likely the Soviets are just using them as scapegoats. We ought to be concerned, sir, because it is highly likely that these people are suffering abuses of their human rights, for no other reason than their religious beliefs." Truden then flicked his eyes to a copy of the Empress's proposal before continuing. "As far as your suggested actions your majesty, most of these are already being done by the Elpidian Republic, or are in the process of being done. That being said we would appreciate any and all international solidarity in our actions. We suggest drawing up a list of demands, covering human rights and WMD's. We should then draw up a schedule imposing increasingly strict sanctions on the Warsaw Alliance, leading to a complete embargo within two months. The complete embargo should also exclude all Warsaw Alliance vessels from our territorial waters, all Warsaw aircraft from our airspace, etc. Further your majesty, we would like to put a rush on that Rokkenjiman military base that our governments have been discussing recently." |

Taylor stood from her seat: "Your Honor, I agree without a doubt that something must be done with the Warsaw Alliance nations. Points III and IV of your proposal I agree with wholeheartedly. Until we know more about what the Warsaw Alliance is doing with the followers of Earagon, and the state of their well- being within those nations, we must assume the worst, and persist in vigilance to be a proponent for ethical treatment of these people. Also, WMD's can no longer be tolerated in our society. Government is for the people, and any weapon that threatens a massive loss of life such as these no longer service the people, but instead give legitimate cause for chaos within the national community, spun out of unadulterated fear. Removing them, not just in the Warsaw Alliance, but in all nations, is simply the moral choice. All of this aside, I fear that the ideas proposed in your first two points will not serve the global peace. Some economic sanctions, yes, but we cannot leave them in isolation. Isolation breeds fear and resentment, something that we cannot afford if we hope to convince them of our other proposals. We cannot afford to have them turn on us, like a cornered rabbit. Of the carrot and the stick, the carrot represents our best shot at international diplomacy. Hence, these "safety inspections" need not happen. If we show the Warsaw Alliance that we trust them, if in just the small matters, surely they will be more likely to see reason, and yield to our cause. If we show them only mistrust, it is only inevitable that they will treat us the same way, and we will have accomplished nothing. If we wish to leave in peace, trust will go further than mistrust. In this I am certain. Thank you" |

Listening to the Darandumian ambassador speak, Truden was shocked. He did not expect such bleeding-heart diplomacy from a nation who had ordered a team of technicians to commit suicide to avoid contamination from Elpidian culture (OOC: See here). He simply couldn't avoid responding. "Madam, I am simple shocked at the naivete of your proposal. Are you seriously suggesting that a nation which persecutes hundreds of people for their religious beliefs, gambles the lives of millions with biological weapons, and tries to militarize international waters, mind you the waters of your very own nation, will respond to kind words and trust? The Warsaw nations are the ones who are creating distrust, they are the ones who are being unreasonable. Picking up from where Truden had left off, Konrad (who had arrived a few minutes ago with Albína and Rodolf) rose from his seat, saying "I agree with Comrade Truden. If they act towards us in an untrustworthy and intimidatory manner, therefore it is only fair that we respond with the same, if not stronger mistrust and intimidation towards the Warsaw Alliance. It is clear, after the events of this afternoon, that they have no interest in honest diplomacy, therefore the sanctions that Lady Beatrice proposed, and which we, the Chernoberegian diplomats and the Elpidians have added upon, are the only effective way of getting our point across. I also support Comrade Truden's proposals of excluding all Warsaw Alliance vessels from our territorial waters, all Warsaw Alliance aircraft from our airspace and otherwise. Comrade Gautselin, would you like to say something?" He gestured Rodolf to stand up, and so he did. Konrad sat back down. Rodolf added "Yes, however, we must not only include sanctions against the Warsaw Alliance in this document, but some form of non-aggression pact so there will be little to no threat of there being any conflicts to distract nations from curing the thing which started all this in the first place - the G-3R virus. Nevertheless, the sanctions are still paramount in finally stopping the spread of G-3R, which is why I, along with my comrades here, have proposed imposing reparations upon the nations of the Warsaw Alliance, on top of the Rokkenjiman suggestion of freezing their foreign financial assets and the Elpidian proposal of possibly enforcing a embargo. What say you, Comrade Kaufman?" Albína then stood up, with Rodolf returning to his seat. She stated "There's also another problem which has just been brought up - the plight of the followers of Earagon. It's obvious that these souls are suffering horrific treatment, which is clearly a colossal violation of basic human rights, and we must do something to help them. Quinntopia is willing to take some of the Earagon refugees under its wing, but it cannot do this alone, and we hope that some of you tonight will encourage your national governments to take in Earagon refugees." Albína then sat back down, with Konrad standing up again to deliver another concern of his. "Finally, there's the issue of WMDs. Yes, the People's Paradise does possess a sizeable amount of weapons of mass destruction, but will endeavour to reduce the number of WMDs it owns if the Warsaw Alliance agrees to cease and desist with its biological weapons program. If there is no clear evidence of them getting rid of their WMDs, then Quinntopia will have to retain most of its nuclear weapons to act as a deterrent. However, we believe that with the sanctions already imposed on them, and the threat of further sanctions should they disobey the initial sanctions, then the Warsaw Alliance will have no choice but to begin disarmament of its WMDs." What makes you so certain, sir, that they actually give any, if I my say so, fucks about sanctions? Do we have any significant trade with them? Will we able to enforce their isolation without diplomatic incident? The answer, to both of those questions, is no. They seem to be quite self-sufficient - according to their leaders, who unfortunately are the only people with power there - and if we blockaded them we'd be denying free trade, which if you care to recall was one of their crimes. We don't like hypocrites here, and they'll certainly try for that angle in their propaganda should we undertake that course of action." Ikonen sat down. Khabarov stood up. "Rodolf, you mentioned demanding reparations. How will we force them to pay them? Are we going to threaten them with missiles and weapons of mass destruction if they don't pay? Because that sounds precisely like their language. When they wanted assistance funds they asked for them, and we refused. When we demand money with threats and bluster, they'll refuse too. Not only that, but they'll counter-threaten us, and they'll see no reason for even pretending to negotiate. Not only do they believe they have no need to, they'll have proof that we do not want to. And then you'll get a stalemate where we're both threatening each other, and then it'll escalate, and then we will all be fucked. I'm not being pessimistic, but your bubble needs popping. We can't force them into be friendly, and we can't entice them into being friendly. We can't do anything, and that," added Khabarov for emphasis, "that, is the long and short of it. They don't care for our opinion of them, and nothing we can do will make them care." |

"It's also highly unlikely that the citizens of CSTO member nations, as well as the citizens of other independent nations who stand with us against the Warsaw Alliance, will actually believe such propaganda that is generated by the Warsaw Alliance, as they way they've acted towards the international community thus far will have given people an idea of what the Warsaw Alliance is like, and these actions will likely put off the people of the Independent Order from supporting the Warsaw Alliance". "We didn't say that we were going to threaten the Warsaw Alliance with WMDs if they don't pay reparations - we merely suggested conventional military sanctions, i.e. involving troops, be they land, sea, or air-based. If any other delegates would like to make a point regarding this argument, then please do." Konrad then sat back down, looking around the table and hoping for a positive response. Konrad stood up again to make a point. "The reparations are an addition to the sanctions, which came about because of the way the Warsaw Alliance has acted. You know, blockading the Great Northern Sea, executing people who we believe to be innocent, making a mockery of serious diplomatic talks etc etc. I suppose we will decide what will be done with them later in these talks." "However, I echo your second question," he added, "which you addressed to Comrade Lady Beatrice. I, and my comrades here, would also like to hear his story. As the Chernobereg, Quinntopian, and Darandumian ambassadors went back and forth Truden was not impressed with their bickering. "Ladies and gentlemen, if we can end this petty bickering, I'd like to say something. There are really only two options for us. We can do nothing, as the honorable delegates from Darandum and Chernobereg seem to suggest. Then we can hope that, in spite of all our experience, reason, and history have shown, the Warsaw Alliance will respond to our beneficence and learn to be better people. On the other hand, we can take action to punish the leaders of these nations for their transgressions against us. It is true that an embargo will risk escalation. But you cannot seriously believe that doing nothing will convince the Warsaw Alliance to give up what appears to be imperial ambitions. Make no mistake, if we give the USR and its allies an inch, they will take a mile. They enemies to everything we free nations hold dear." Truden then turned to the Quinntopian delegates specifically. "Comrades, I truly think these reparations are an exercise in futility. The Chernobereg delegates have been right in this aspect, the reparations can never be collected. It'd be best not to use empty threats." He then returned to addressing the delegates as a whole. "However, the embargo and travel restrictions are things that we can enforce, and that will have an effect on the Warsaw Alliance. One last point, on WMDs, the Republic of Elpidia doesn't currently possess any such weapons. However, we fully respect the right of nations to possess these weapons, especially when they are a responsibly used deterrent to nations such as the USR. In a perfect world we wouldn't need a deterrent, and therefore wouldn't need WMDs, however I don't need to remind you that this isn't the case." |

In the Great Northern Sea: "Well then, ready a course for Kazarovia, Venerable will be arriving soon and the Empress doesn't want to frighten the Soviets into a hostile response," Captain Corgan said. "The Task Force has been informed of the transfer of command from Vanguard to Venerable, sir," one of his officers said. "Excellent, let's be on our way then, I'll be in my quarters getting a much needed nap," Corgan replied. Captain Fergus Byron hadn't been in command of IRS Venerable for more than a week and already he was being relieved of his command. Admiral Alex Rowe, who was accompanying the Venerable on its post to relieve Vanguard, had spent the last hour talking with the Empress, and it seemed he had finally wore down her resistance to her proposal. The Admiral walked onto the bridge and, when looking at the Captain's seat, a smile grew on his face. Fergus didn't need any further confirmation than that. "Captain Byron, by order of the Empress herself I hereby relieve you of command of IRS Venerable, effective immediately. From this moment further I will be serving as her Captain. Please confirm this change and transfer your command of this vessel," Alex said. The words sank to his stomach, his first command of an Imperial battleship over after the course of a week. "I confirm and recognize Alex Rowe as Captain of IRS Venerable and officially relinquish command of my vessel to the Admiral," Fergus said with sadness in his voice. "Worry not Fergus, before I resigned as Admiral I made arrangements for you to take command of IRS Victory. I recognized your ability for command when you were barely out of the academy, and it's far too soon for your career to end here," Alex replied. "Thank you Captain, though if I may ask, why would you propose the idea of your own demotion? You're one of the Empire's most brilliant Admirals, after all." "When the Empress appointed me as an Admiral I was the youngest person in the history of Rokkenjima to become an Admiral. Let's just say that my place is not in Pyrettania, but on the bridge of a battleship." Fergus could understand the sentiments Alex had stated and excused himself from the bridge, eager to return home so that he may assume his new command. Alex took his seat, happy to see the new 'Star Bridge' arrangement, which was of his design, finally employed. "Open an unencrypted channel so that I may announce our arrival," Alex ordered. "The channel is open," Communications Officer Lilly answered. "This is Captain Alex Rowe of the IRS Venerable. Our vessel hereby relieves Vanguard as the commanding vessel of this Task Force and any communications between our Quinntopian allies and the Imperial task force are to be directed to this vessel. I remind everyone that this does not mark further Imperial naval deployments to the Great Northern Sea and was scheduled some time ago so that Vanguard may undergo maintenance. Rowe out." |
