Peace Conference.

The Free Principality of Ecclesiarreich does hereby declare the opening of the Peace Conference, hosted in the town of Trocadero, Chessex.

All those who have gathered as representatives and stakeholders from foreign nations, please make yourselves known, and then the conference will begin.

We request that during this conference, no further military deployments or escalations be made, in order to better preserve the chances of a successful agreement.

Beatrice took advantage of the pause to push for an idea she had long backed, hoping that the time was right for it.

"The only way we may move forward is in a united voice. Our nations clearly share common values, holding a regard for international law and order, thus we should join together and speak not as separate actors but as a unified front. The Warsaw Alliance has tried to pervert this conference into a stand-off between the CSTO and nations sympathetic to its understanding of the situation, let us prove them wrong in that regard. I do not propose an alliance, no, but the birth of an organization which can address the concerns we've all shared over the course of these talks; a Covenant of Nations.

"When we return to the table tomorrow let us return not as a CSTO and independent coalition, but as a Covenant. This organization could regulate international laws and norms, host an International Court of Justice, agencies to promote democracy, health and education, amongst a myriad of other possibilities. Our possibilities are only limited by our reservations which, to ensure peace and stability, must be cast aside for the greater good. This Covenant, our community of nations, will be open to all nations as equals, to push forward our common interests and values.

"The Covenant of Nations solves many of the issues put forth thus far, and may be the way to bringing enough pressure to bear upon the Warsaw Alliance to put an end to their quests of brinkmanship and hostility. We shall leave the door open to them to rejoin the international community, but that does not mean we must accept a world where biological weapons are accepted. Nor does it mean a world where one finds the most convenient scapegoat to persecute on the whims of any government. Let us lay the foundation now for the world we all desire!"

"If the Covenant of Nations does go in effect, count Novincia in. But the WARSAW Alliance wouldn't agree. I suggest trade sanctions to pressure them IF they do not agree on this idea. Biochemical weapons are not needed nor wanted. " Kyzenetsov said.
I urge the WARSAW Alliance to disperse from itself.

Konrad stood up to reply to Beatrice's proposal, after further conferring with Albína and Rodolf. "Lady Beatrice, we believe that your proposal to establish a "Covenant of Nations" is an excellent idea, as it will promote international co-operation on the issues you have mentioned there, as well possible mediation of military disputes, though it may need a military to mediate these disputes effectively. I believe that we can use this to help combat the G-3R pandemic more easily and efficiently, as well as drawing up treaties/setting up a commission to ensure disarmament of WMDs in all member states which possess them. Let it be known that Quinntopia will be willing to disarm its nuclear weapons should such a treaty be drafted, or such a commission be established."

"I propose that the Covenant of Nations, should it become a reality, should adopt the terms of the Fair Seas Concordat to standardise international laws of the sea, as well as helping to promote trade between the nations of our world."

"Konrad, I agree with what you have said although I do have reservations concerning a militarily armed Covenant of Nations. If we go into this Covenant as an armed body it would only give the Warsaw Alliance an opportunity to twist the meaning and purpose of the organization. A volunteer force comprised of the member states which may assist in peace-keeping operations, as well as humanitarian aid missions, would be a better option. It must be made clear that these forces would not be capable of being deployed in a hostile manner.

"Furthermore, should we reach international consensus I would be willing to explore the possibility of decomissioning the Century missile platform, converting our Millennial submarines towards a cruise missile platform instead."

Beatrice took note of the hour, "If we're to get any rest before the conference resumes I'd suggest we wrap things up here. We'll finish up by drafting a point-by-point agenda for tomorrow and, if all present are in agreement, we may move forward with the Covenant of Nations, offering members of the Warsaw Alliance an opportunity to join us in this venture providing they agree to the international consensus we've established."

"Though Darandum recognizes and approves of the purpose of the Covenant of Nations, she would like to postpone her involvement to a time where its inclusion can be voted upon by its highest governing body, the Council. Please do not look at this as a rejection of what has been said and accomplished here; rather, as apprehension by a relatively young nation to rush into things which seem to be moving very quickly over the past days. Thank you."

And with that, Taylor wearily plopped back into her seat.

Adem rose to his feet. "Perhaps a sanction would do the trick, rather than proposing a military action. A sanction of some sort that will "wear-down" the Warsaw Alliance and hopefully succumbing it to the Covenant? Also, a sanction will not cause any harm on the citizens or the leaders apart of the Warsaw Alliance, but their economy will suffocate, and from there we hope that we resolve the Warsaw Alliance along with biochemical weapons, nuclear arms, and a fund to end the G-R3. Any other way will be too risky." Adem sat down slowly and awaited a response.

(You might not have noticed, but the conference has closed for the night. In the morning RP time you can join the conference, but until then the conference isn't "officially" running. So no, you aren't on the plane, and can't be until tomorrow RP-time as you don't know that we're on the plane. Just assume that your team is sleeping at the hotel and that they'll turn up to the official venue in the morning.

(And USR, your post is incorrect. He's not on the plane, because he wasn't at the conference officially to begin with anyway, and besides he wasn't messaged by Beatrice in the RP to say that there was a meeting on the plane, so he doesn't know that there's a meeting on the plane. He may have arrived in Ecclesiarreich, but he won't be in the conference until it reopens because right now it's closed.)

Beatrice announced her intentions to address the world in a speech, offering her friends and allies an opportunity for the same in a speech of their own, which took place outside of her plane. She hoped her words would soothe the international situation and that progress may finally be at hand before the official talks resumed.

As the Ecclesiarreich guards opened the doors of the conference room and the assembled diplomats returned to the negotiation table, Foreign Minister Truden of Elpidia stood to speak.

"Honorable delegates, over the past few days during our recess we have espoused similar beliefs and core principles regarding the future of the region. We have realized the futility, and ultimately the extreme risk, of further confrontation. To that end, Elpidia proposes the following Temporary Agreement, to provide peace and stability to the region while we set up the Covenant of Nations. If we can all agree to this treaty, or something like it, then afterwards we would like to propose a Charter for the Covenant of Nations that several Elpidian legislators have drafted."

The nations of the Cross-Straits Treaty Organization and their affiliates, and the nations of the Warsaw Alliance and their affiliates, do hereby agree to the following points, in the interim until the creation of the Covenant of Nations and the signing of a founding document for said Covenant.

1)The fleets currently deployed in the Great Northern Sea shall be withdrawn, the CSTO fleets to the territorial waters of the Republic of Elpidia, and the Warsaw Alliance fleets to the territorial waters of the Federated Welsh Republic.

2)All current embargoes, freezing of assets, and severing of diplomatic relations between said nations shall be suspended.

3)The Warsaw Alliance shall end any and all research into the weaponization of the G-3R disease, and shall allow inspectors from the Constitutional Monarchy of Novincia to monitor the ending of any such research.

4)The members of CSTO and Warsaw Alliance shall agree to a tentative date of 2050 for the complete disarmament of all weapons of mass destruction, to show their commitment to the idea of disarmament.

5)The members of CSTO and the Warsaw Alliance agree to a united front towards any aggression by the nation of Darandum. The said nations agree to defend each others sovereignty from any Darandumian incursion, to not allow the Covenant of Nations to be hosted in Darandum, and to respond to any further acts of aggression from Darandum with economic and diplomatic sanctions.


Truden gave a copy of the agreement to each delegate, and awaited their responses.

Beatrice smiled as she read the Temporary Agreement which had been handed to her, looked Truden in the eyes and gave what must have been her first sincere smile since the beginning of this entire saga. She was concerned about the measures towards Darandum however she would just have to hope that Darandum's Council would see that progress and action were afoot and that their goals of provoking action were satisfied. With a large portion of Rokkenjima's concerns addressed, pending acceptance of the Agreement, Beatrice was looking forward to being able to return home, leaving any remaining tasks to her Delegation.

"By looking at the terms of the Temporary Agreement I can already declare Rokkenjima's acceptance," she exclaimed. Charles appeared more cautious while obviously pleased with the progress which had been made.

Adem Kyzenetsov read the contents thoroughly. Knowing the Doyen would want to review them, he composed the entire agreement in an E-Mail and sent it for his approval. Almost automatically, the Doyen approved. Adem thought that the Doyen might've been watching it LIVE on television.

"Novincia agrees." he said, and he plopped down in his seat. Adem was exhausted, and sipped his coffee hoping it would kick in soon, or he was going back to the hotel to take a long nap.

Khabarov and Ikonen read over the proposed temporary agreement.
Turning to Khabarov, Ikonen asked him: "Shouldn't there be something about strategic weapons?"
"This is the draft version, Ikonen," Khabarov replied. "And besides, we don't want to constrict ourselves too much."
"So, we sign?" Ikonen asked again.
Khabarov cleared his throat, then stood up and said:
"Chernobereg signs."
He sat down, then drank a large gulp of vodka.

Konrad, Rodolf and Albína perused the copy of the Temporary Agreement, and after a brief discussion, they were all in agreement with the terms of the Temporary Agreement. Like Beatrice, they were slightly concerned about the measures the Agreement proposed to take against Darandum, but they still supported the Agreement nonetheless. Konrad stood up to deliver the news to the rest of the delegates at the conference. He gave a small nod to Truden just before he spoke, as a sign of acknowledgement.

"In the interests of both Quinntopia and the world, I, as well as my comrades here, hereby sign the Temporary Agreement on behalf of the People's Paradise of Communist Quinntopia."

The door opens as three panting men, clearly exhausted from what can only be assumed was a brisk jog, enter.
"Good evening everyone. I am Grant Daniel Brown, formal representative delegate of the people of Narrahivoo. With me are Landon Williams Taft, a top general of our Army, to my left. To my right, Damian Xavier Callahan, Delegate of the capital region. I hope we aren't too late."
Grant shakes hands and gives a pleasant, confident smile to those around him. He tries to keep his fellow countrymen proper and polite. He then takes his copy of the agreements.

Lateralus goes and shakes everyones hand and takes a seat.

"Welcome gentlemen" said Truden as the new arrivals entered the room. He was fairly sure the Narrahivooans had been invited by his government, but he hadn't been informed the Vicarians would be arriving. Nevertheless, he was glad to have more nations involved in the founding of the Covenant.

"Seeing as neither Narrahivoo nor the Vicarious Empire are affiliated with either CSTO or the Warsaw Alliance, to my knowledge, this agreement doesn't really affect you. However, after the Warsaw Alliance nations finish thinking over the deal, we'll start discussing the Covenant of Nations, which will be of interest to you."

"The Elpidian government invited us to this meeting, I hope we aren't intruding. We wish to observe the peace process and help in any way we can. We wish to work for diplomacy in the region. We would also like to be here for any announcements on the covenant of nations, which Narrahivoo and its people happily wish to become a part of. Please ladies and gentlemen, continue. We don't mean to be rude."

Grant, Landon, and Damian read over the agreements and whisper among themselves, while Grant silently takes notes on an electronic device and Damian jots down bits and pieces of the meeting in a little notebook.

Vladimir flipped through the agreement. He liked the parts regarding Darandum, but the WMD decommission would be troublesome. Many senior members of the party wanted twice as many WMDs, not the destruction of them. The halt of biological weapons was a expected wish, one debated long and hard in Stalingrad.
However, Stalin's word was law. And if you broke his law...
"The United Soviet Russia fully supports this worldwide effort to bring stability to the world. Now that all the major powers and important states have agreed, we can begin discussing the Covernet of Nations."

"Here are the copies of the proposal Charter that we've drafted. You'll notice that the sections regarding the seat of the Covenant and the first Secretary-General have been left blank. If we can agree on the rest of the Charter then we need to decide those."

THE UNDERSIGNED NATIONS,

IN ORDER TO PROMOTE international co-operation and to achieve international peace and security

by the acceptance of obligations not to resort to war

Any fully self-governing State, Dominion, or Colony not named in the Annex may become a Member of the Covenant if its admission is agreed to by two-thirds of the Assembly provided that it shall give effective guarantees of its sincere intention to observe its international obligations, and shall accept any such regulations as may have been prescribed by the Covenant.

Any Member of the Covenant may, after one years' notice of its intention so to do, withdraw from the Covenant, provided that all its international obligations and all its obligations under this Charter shall have been fulfilled at the time of its withdrawal.

Article 2
The action of the Covenant under this Charter shall be effected through an Assembly and a Council, with a permanent Secretariat.

Article 3
The Assembly shall consist of Representatives of the Members of the Covenant.

The Assembly shall meet in continuous session at the Seat of the Covenant or at such other place as may be decided upon.

The Assembly may deal at its meetings with any matter within the sphere of action of the Covenant or affecting the peace of the world.

At meetings of the Assembly each Member of the Covenant shall have one vote, and may not have more than three Representatives.

Article 4
The first Council shall be elected in the following manner:

The members of the Covenant who are also members of the Cross-Straits Treaty Organization shall elect one of their members to the Council.
The members of the Covenant who are also members of the Warsaw Alliance shall elect one of their members to the Council.
The remaining members of the Covenant shall elect one of their members to the Council. Each permanent member

Each Council member shall have an absolute veto over actions of the Council. A permanent member’s seat shall be vacated if they are not represented at the Council for more than two weeks, and the vacant seat shall be filled by the Assembly by election, in which any member of the Covenant may be nominated and in which all members of the Assembly may vote.

With the approval of the majority of the Assembly, the Council may name additional Members of the Covenant whose Representatives shall always be members of the Council.

The Council shall meet in continuous session at the Seat of the Covenant, or at such other place as may be decided upon.

The Council may deal at its meetings with any matter within the sphere of action of the Covenant or affecting the peace of the world.

The Council shall have exclusive power to deal with the creation or organization of any military or peacekeeping activities.

Any Member of the Covenant not represented on the Council shall be invited to send a Representative to sit as a member at any meeting of the Council during the consideration of matters specially affecting the interests of that Member of the Covenant.

At meetings of the Council, each Member of the Covenant represented on the Council shall have one vote, and may have not more than one Representative.

Article 5
Except where otherwise expressly provided in this Charter, decisions at any meeting of the Assembly or of the Council shall require the agreement of all the Members of the Covenant represented at the meeting.

All matters of procedure at meetings of the Assembly or of the Council, including the appointment of Committees to investigate particular matters, shall be regulated by the Assembly or by the Council and may be decided by a majority of the Members of the Covenant represented at the meeting.

The first meeting of the Assembly and the first meeting of the Council shall be summoned by the Empress of Neo Rokkenjima.

Article 6
The permanent Secretariat shall be established at the Seat of the Covenant. The Secretariat shall comprise a Secretary General and such secretaries and staff as may be required.

The first Secretary General shall be the person named in the Annex; thereafter the Secretary General shall be appointed by the Council with the approval of the majority of the Assembly.

The secretaries and staff of the Secretariat shall be appointed by the Secretary General with the approval of the Council.

The Secretary General shall act as Speaker at all meetings of the Assembly.

Article 7
The Seat of the Covenant is established at _________.

The Council may at any time decide that the Seat of the Covenant shall be established elsewhere.

Representatives of the Members of the Covenant and officials of the Covenant when engaged on the business of the
Covenant shall enjoy diplomatic privileges and immunities.

Article 8
The Members of the Covenant recognize that the maintenance of peace requires the reduction of national armaments to the lowest point consistent with national safety and the enforcement by common action of international obligations.

The Council, taking account of the geographical situation and circumstances of each State, shall formulate plans for such reduction for the consideration and action of the several Governments.

Such plans shall be subject to reconsideration and revision at least every ten years.

After these plans shall have been adopted by the several Governments, the limits of armaments therein fixed shall not be exceeded without the concurrence of the Council.

The Members of the Covenant undertake to interchange full and frank information as to the scale of their armaments, their military, naval, and air forces and the condition of such of their industries as are adaptable to war-like purposes.

Article 9
A permanent Commission shall be constituted to advise the Council on the execution of the provisions of Articles 1 and 8 and on military questions generally.

Article 10
The Members of the Covenant undertake to respect and preserve as against external aggression the territorial integrity and existing political independence of all Members of the Covenant. In case of any such aggression or in case of any threat or danger of such aggression the Council shall advise upon the means by which this obligation shall be fulfilled. Each and every member of the Covenant has the right to self-defense, both individually and collectively.

Article 11
Any war or threat of war, whether immediately affecting any of the Members of the Covenant or not, is hereby declared a matter of concern to the whole Covenant, and the Covenant shall take any action that may be deemed wise and effectual to safeguard the peace of nations. In case any such emergency should arise the Secretary General shall on the request of any Member of the Covenant forthwith summon a meeting of the Council.

It is also declared to be the friendly right of each Member of the Covenant to bring to the attention of the Assembly or of the Council any circumstance whatever affecting international relations which threatens to disturb international peace or the good understanding between nations upon which peace depends.

Article 12
The Members of the Covenant agree that if there should arise between them any dispute likely to lead to a rupture, they will submit the matter either to arbitration or to inquiry by the Council, and they agree in no case to resort to war until three months after the award by the arbitrators or the report by the Council.
In any case under this Article the award of the arbitrators shall be made within a reasonable time, and the report of the Council shall be made within six months after the submission of the dispute.

Article 13
The Council shall formulate and submit to the Members of the Covenant for adoption plans for the establishment of a Permanent Court of International Justice. The Court shall be competent to hear and determine any dispute of an international character which the parties thereto submit to it. The Court may also give an advisory opinion upon any dispute or question referred to it by the Council or by the Assembly.

Article 14
Should any Member of the Covenant resort to war in disregard of its agreements under this Charter, it shall ipso facto be deemed to have committed an act of war against all other Members of the Covenant, which hereby undertake immediately to subject it to the severance of all trade or financial relations, the prohibition of all intercourse between their nations and the nationals of the covenant-breaking State, and the prevention of all financial, commercial, or personal intercourse between the nationals of the covenant-breaking State and the nationals of any other State, whether a Member of the Covenant or not.

It shall be the duty of the Council in such case to recommend to the several Governments concerned what effective military, naval, or air force the Members of the Covenant shall severally contribute to the armed forces to be used to protect the covenants of the Covenant.

The Members of the Covenant agree, further, that they will mutually support one another in the financial and economic measures which are taken under this Article, in order to minimize the loss and inconvenience resulting from the above measures, and that they will mutually support one another in resisting any special measures aimed at one of their number by the covenant-breaking State, and that they will take the necessary steps to afford passage through their territory to the forces of any of the Members of the Covenant which are co-operating to protect the covenants of the Covenant.

Any Member of the Covenant which has violated any article of the Charter may be declared to be no longer a
Member of the Covenant by a vote of the Assembly concurred in by the Representatives of all the other Members of the Covenant represented thereon.

Article 15
In the event of a dispute between a Member of the Covenant and a State which is not a Member of the Covenant, or between States not Members of the Covenant, the State or States, not Members of the Covenant shall be invited to accept the obligations of membership in the Covenant for the purposes of such dispute, upon such conditions as the Council may deem just. If such invitation is accepted, the provisions of the Charter shall be applied with such modifications as may be deemed necessary by the Council.

Upon such invitation being given the Council shall immediately institute an inquiry into the circumstances of the dispute and recommend such action as may seem best and most effectual in the circumstances.

If a State so invited shall refuse to accept the obligations of membership in the Covenant for the purposes of such dispute, and shall resort to war against a Member of the Covenant, the provisions of Article 14 shall be applicable as against the State taking such action.

If both parties to the dispute when so invited refuse to accept the obligations of membership in the Covenant for the purpose of such dispute, the Council may take such measures and make such recommendations as will prevent hostilities and will result in the settlement of the dispute.

Article 16
Every treaty or international engagement entered into hereafter by any Member of the Covenant shall be forthwith registered with the Secretariat and shall as soon as possible be published by it.

Article 17
The Members of the Covenant severally agree that this Covenant is accepted as abrogating all obligations or understandings which are inconsistent with the terms thereof, and solemnly undertake that they will not hereafter enter into any engagements inconsistent with the terms thereof.

In case any Member of the Covenant shall, before becoming a Member of the Covenant, have undertaken any obligations inconsistent with the terms of this Covenant, it shall be the duty of such Member to take immediate steps to procure its release from such obligations.

Article 18
Nothing in this Covenant shall be deemed to affect the validity of international engagements, such as treaties of arbitration or regional understandings, for securing the maintenance of peace.

Article 19
Subject to and in accordance with the provisions of international conventions existing or hereafter to be agreed upon, the Members of the Covenant:
(a) will endeavor to secure and maintain fair and humane conditions of labor for their all persons, both in their own countries and in all countries to which their commercial and industrial relations extend, and for that purpose will establish and maintain the necessary international organizations;
(b) undertake to secure just treatment of the native inhabitants of territories under their control;
(c) will entrust the Covenant with the general supervision over the execution of agreements with regard to human rights;
(d) will entrust the Covenant with the general supervision of the trade in arms and ammunition with the countries in which the control of this traffic is necessary in the common interest;
(e) will make provision to secure and maintain freedom of communications and of transit and equitable treatment for the commerce of all Members of the Covenant
(f) will endeavor to take steps in matters of international concern for the prevention and control of disease.

Article 20
The Members of the Covenant agree to encourage and promote the establishment and co-operation of duly authorized voluntary national Red Cross, Red Crescent, or Red Diamond organizations having as purposes the improvement of health, the prevention of disease, and the mitigation of suffering throughout the world.

Article 21
Amendments to this Charter will take effect when ratified by the Members of the Covenant whose representatives compose the Council and by a majority of the Members of the Covenant whose Representatives compose the Assembly.
No such amendment shall bind any Member of the Covenant which signifies its dissent therefrom, but in that case it shall cease to be a Member of the Covenant.

"I would like to suggest Eva Anselmo, Princess of Rokkenjima, to be considered as a candidate for the first Secretary General of the Covenant of Nations." Charles looked shocked at the mention of Eva's name, as it had been believed that Beatrice was the last surviving member of her family.* "I'm certain that Princess Eva will work tirelessly to see the Covenant of Nations thrive!"

"As for the matter of a seat for the Covenant, I suggest independent territory be set aside in either Rokkenjima or Elpidia. If this is not possible, however, I would suggest one of the islands Mr. Truden has proposed."

"Very nice. I feel as though each group should be able to decide if they'd like a new council member instead of permanent positions, but it's just a thought. Overall, I feel this will greatly benefit the region, so long as no one tries to interfere with the social policies within the border of each nation. This is, after all, The Independent Order, where each nation is free to live out their ideals and keep to their own paths, and where we all defend each other in our right to do so."

Damian kept a straight face and just listened. Landon cocked an eyebrow at Grant, but observed patiently.

Lateralus looks through the charter with a smile shaking his head. He quickly reads it then puts it down waiting while everyone else looks over it.

"Sir, I suggest you read throught the charter again. You seemed to speed through it pretty fast."

"I personally love it." Lateralus said aloud

Lateralus now speaking to everyone else on the conference room, "I personally like this, but I'm not the only ruler of Vicarious and I must speak to the other rulers and the peoples council, if it becomes a huge debate a national vote will be taken. You have my own thumbs up on this one though."

Lateralus sits back and looks over the charter again. Varin seems to be making notes.

"I'm certainly glad to have your support delegates. I understand your reservations Mr. Lateralus, my own nation will require that this treaty be approved by our legislature. Elpidia too supports an unclaimed island for the Covenant seat, but obviously we'll need a temporary location while the facility is under construction. We would feel most comfortable if a neutral nation would host the Covenant until the facility is complete. I'd like to suggest a few things regarding the seat of the Covenant, seeing as the majority of us support an island."

"I'd like to suggest this island. It is the largest unclaimed island, which may seem like a waste of space for one building, but it is the most centrally located. Also, I suspect that the Covenant will become a larger entity, requiring a bureaucracy to function, it may end up as a small city of it's own. Furthermore, the rest of the island could be used for a variety of purposes, such as a refuge for precious national artifacts that could be endangered due to war or civil discord, perhaps a seed bank, or even a place of shelter for refugees, heaven forbid. We will also need room for an airport, and perhaps a few international parks.

Regarding the layout of the building, I suggest an open competition for architects throughout our nations, with a panel of judges selecting the final design. Funding the construction will be another matter, I suggest we try voluntary funding, what each nation can afford, and try something different if necessary. Presumably when the Covenant is set up, it will be able to make money charging for the use of its airport, tourism, and any other facilities."

"Neo Rokkenjima approves of the temporary hosting of the Covenant in Narrahivoo," Beatrice said after consultation with Charles. "Furthermore, as the Imperial Rokkenjiman Navy expands I shall consider a permanent Rokkenjiman naval detachment to act as a fast-reaction force for the Covenant. This fast-reaction force will remain under the direct control of Imperial High Command, however, it shall act only if called upon by the Covenant. Of course, should circumstances arise where Rokkenjima needs to call upon the vessels they shall be diverted.

"If these conditions are acceptable I shall order Admiral Cole to prepare drawing up plans for the Fast-Reaction Force."

Please note, the Novincian Navy has a naval base located on the west side of the Island that is currently available for the nations of Neo Rokkenjima and Narrahivoo. It was originally built for Anti-Piracy in the Sea of Kyne participants, but now that it has become Covenant Island, I welcome all nations to Port Hochenskiy. I shall also enable free refuels and free minor repairs for Covenant Nations.

I am very pleased to see the progress we have made; this is going to benefit the Independent Order to great standards. :)

The new revelation of a Novincian naval base did give the minister pause however.

"Mr. Kyzenetsov, would Novincia be willing to give control of the naval base to the Covenant? I for one think this island ought to be wholly owned by the Covenant. If compensation is required perhaps the donation of the base could be in lieu of a monetary donation to the Covenant."

"Why, we will temporarily host the Covenant of Nations in the capital city of Narrabonchu. It will be perfect! We even have a large, vacant building perfectly ready. It just needs some touching up."

Grant laughs and pats Damian on the back while Landon just stares.

"I'm sure we could also help with finances if the naval base is given to the Covenant, as long as our people agree by vote of course." Grant added.

Varin took a step outside, he came back with a relieved look on his face. Varin sat down and whispered to Lateralus.

"Excuse me ladies and gentlemen, Varin and the Vicarian council has been communicating via web cam over the last few hours and tge council has agreed on the Covenant of Nations. As of now Vicarious is more than happy to enter the Covenant."

Lateralus sits back down and takes a sip of coffee. He smiles closes his eyes.

"Coffee is splended, this stuff is non-existent in Vicarious."

Varin smiles and looks down with a comfortable smile and says.

"So, are we officially part of this Covenent?."

"I have spoken with some officials of the 2nd Pavilo, and quite frankly they are discouraged at the request. They have agreed to give up the naval base. But it is not large enough to harbor many ships at once, therefore they will add on to it making it large enough for every Covenant nation to dock there. The Harbor's completion will be prolonged to January 2nd." Kyzenetsov said.

Adem scurried toward Lateralus and Varin.

"It's a pleasure to meet you two, truly. I am Adem Kyzenetsov, representative for Novincia; the Doyen would like for me to give this to you." Adem handed him a document sealed in a folder labeled "LATERALUS". It held photographs of the military bases that are being constructed along the Donum railway and a map of it. "It's almost complete. We in Novincia have had some economic issues lately, and the Doyen "can't wait" to finish the railway. I will see you two soon, enjoy the Conference." He scurried back into his seat and sipped some chamomile.

Article 2
The action of the Covenant under this Charter shall be effected through an Assembly and a Council, with a permanent Secretariat.

Article 3
The Assembly shall consist of Representatives of the Members of the Covenant.

The Assembly shall meet in continuous session at the Seat of the Covenant or at such other place as may be decided upon.

The Assembly may deal at its meetings with any matter within the sphere of action of the Covenant or affecting the peace of the world.

The remaining members of the Covenant shall elect one of their members to the Council. Each permanent member

Each Council member shall have an absolute veto over actions of the Council. A permanent member’s seat shall be vacated if they are not represented at the Council for more than two weeks, and the vacant seat shall be filled by the Assembly by election, in which any member of the Covenant may be nominated and in which all members of the Assembly may vote.

With the approval of the majority of the Assembly, the Council may name additional Members of the Covenant whose Representatives shall always be members of the Council.

The Council, taking account of the geographical situation and circumstances of each State, shall formulate plans for such reduction for the consideration and action of the several Governments.

Such plans shall be subject to reconsideration and revision at least every ten years.

After these plans shall have been adopted by the several Governments, the limits of armaments therein fixed shall not be exceeded without the concurrence of the Council.

The Members of the Covenant undertake to interchange full and frank information as to the scale of their armaments, their military, naval, and air forces and the condition of such of their industries as are adaptable to war-like purposes.

Article 9
A permanent Commission shall be constituted to advise the Council on the execution of the provisions of Articles 1 and 8 and on military questions generally.

Article 10
The Members of the Covenant undertake to respect and preserve as against external aggression the territorial integrity and existing political independence of all Members of the Covenant. In case of any such aggression or in case of any threat or danger of such aggression the Council shall advise upon the means by which this obligation shall be fulfilled. Each and every member of the Covenant has the right to self-defense, both individually and collectively.

Article 11
Any war or threat of war, whether immediately affecting any of the Members of the Covenant or not, is hereby declared a matter of concern to the whole Covenant, and the Covenant shall take any action that may be deemed wise and effectual to safeguard the peace of nations. In case any such emergency should arise the Secretary General shall on the request of any Member of the Covenant forthwith summon a meeting of the Council.

It is also declared to be the friendly right of each Member of the Covenant to bring to the attention of the Assembly or of the Council any circumstance whatever affecting international relations which threatens to disturb international peace or the good understanding between nations upon which peace depends.

Article 12
The Members of the Covenant agree that if there should arise between them any dispute likely to lead to a rupture, they will submit the matter either to arbitration or to inquiry by the Council, and they agree in no case to resort to war until three months after the award by the arbitrators or the report by the Council.
In any case under this Article the award of the arbitrators shall be made within a reasonable time, and the report of the Council shall be made within six months after the submission of the dispute.

Article 13
The Council shall formulate and submit to the Members of the Covenant for adoption plans for the establishment of a Permanent Court of International Justice. The Court shall be competent to hear and determine any dispute of an international character which the parties thereto submit to it. The Court may also give an advisory opinion upon any dispute or question referred to it by the Council or by the Assembly.

Article 14
Should any Member of the Covenant resort to war in disregard of its agreements under this Charter, it shall ipso facto be deemed to have committed an act of war against all other Members of the Covenant, which hereby undertake immediately to subject it to the severance of all trade or financial relations, the prohibition of all intercourse between their nations and the nationals of the covenant-breaking State, and the prevention of all financial, commercial, or personal intercourse between the nationals of the covenant-breaking State and the nationals of any other State, whether a Member of the Covenant or not.

It shall be the duty of the Council in such case to recommend to the several Governments concerned what effective military, naval, or air force the Members of the Covenant shall severally contribute to the armed forces to be used to protect the covenants of the Covenant.

The Members of the Covenant agree, further, that they will mutually support one another in the financial and economic measures which are taken under this Article, in order to minimize the loss and inconvenience resulting from the above measures, and that they will mutually support one another in resisting any special measures aimed at one of their number by the covenant-breaking State, and that they will take the necessary steps to afford passage through their territory to the forces of any of the Members of the Covenant which are co-operating to protect the covenants of the Covenant.

Any Member of the Covenant which has violated any article of the Charter may be declared to be no longer a
Member of the Covenant by a vote of the Assembly concurred in by the Representatives of all the other Members of the Covenant represented thereon.

Article 15
In the event of a dispute between a Member of the Covenant and a State which is not a Member of the Covenant, or between States not Members of the Covenant, the State or States, not Members of the Covenant shall be invited to accept the obligations of membership in the Covenant for the purposes of such dispute, upon such conditions as the Council may deem just. If such invitation is accepted, the provisions of the Charter shall be applied with such modifications as may be deemed necessary by the Council.

Upon such invitation being given the Council shall immediately institute an inquiry into the circumstances of the dispute and recommend such action as may seem best and most effectual in the circumstances.

If a State so invited shall refuse to accept the obligations of membership in the Covenant for the purposes of such dispute, and shall resort to war against a Member of the Covenant, the provisions of Article 14 shall be applicable as against the State taking such action.

If both parties to the dispute when so invited refuse to accept the obligations of membership in the Covenant for the purpose of such dispute, the Council may take such measures and make such recommendations as will prevent hostilities and will result in the settlement of the dispute.

Article 16
Every treaty or international engagement entered into hereafter by any Member of the Covenant shall be forthwith registered with the Secretariat and shall as soon as possible be published by it.

Article 17
The Members of the Covenant severally agree that this Covenant is accepted as abrogating all obligations or understandings which are inconsistent with the terms thereof, and solemnly undertake that they will not hereafter enter into any engagements inconsistent with the terms thereof.

In case any Member of the Covenant shall, before becoming a Member of the Covenant, have undertaken any obligations inconsistent with the terms of this Covenant, it shall be the duty of such Member to take immediate steps to procure its release from such obligations.

Article 18
Nothing in this Covenant shall be deemed to affect the validity of international engagements, such as treaties of arbitration or regional understandings, for securing the maintenance of peace.

Article 19
Subject to and in accordance with the provisions of international conventions existing or hereafter to be agreed upon, the Members of the Covenant:
(a) will endeavor to secure and maintain fair and humane conditions of labor for their all persons, both in their own countries and in all countries to which their commercial and industrial relations extend, and for that purpose will establish and maintain the necessary international organizations;
(b) undertake to secure just treatment of the native inhabitants of territories under their control;
(c) will entrust the Covenant with the general supervision over the execution of agreements with regard to human rights;
(d) will entrust the Covenant with the general supervision of the trade in arms and ammunition with the countries in which the control of this traffic is necessary in the common interest;
(e) will make provision to secure and maintain freedom of communications and of transit and equitable treatment for the commerce of all Members of the Covenant
(f) will endeavor to take steps in matters of international concern for the prevention and control of disease.

Article 20
The Members of the Covenant agree to encourage and promote the establishment and co-operation of duly authorized voluntary national Red Cross, Red Crescent, or Red Diamond organizations having as purposes the improvement of health, the prevention of disease, and the mitigation of suffering throughout the world.

Article 21
Amendments to this Charter will take effect when ratified by the Members of the Covenant whose representatives compose the Council and by a majority of the Members of the Covenant whose Representatives compose the Assembly.
No such amendment shall bind any Member of the Covenant which signifies its dissent therefrom, but in that case it shall cease to be a Member of the Covenant.

Two men enter the conference room and look around as if they're looking for somebody. Lateralus stands up and starts to instroduse them.

"Excuse me everybody I would like to introduce the two other Rulers of Vicarious. Mr.Movis and Mr.Fordun."

Fordun: "Hello everyone may we discuss term of this covenent."

Movis: "Yes that would be quite nice."

Varin: "I will breif you two my Royals, please come."

Varin and the others take a seat and Varin begins to breif them on the Covenent. Lateralus goes looking for more coffee.

( OOC:Vicarious is an Oligarchy, if you don't know what an Oligarchy is, it is a government in which a few people rule a country. Example: 3 kings or 5 or emperors or presidents or council In our case "rulers")

With the majority of Rokkenjiman interests assured Beatrice excused herself from the conference to return home to Rokkenjima. "Remember Charles many around the world look to Rokkenjima for guidance, indeed many look up to her for inspiration during the passage of these situations, let us not squander such valuable influence and ensure our position remains strong. Through grace and wit you'll best protect what I've fought to achieve here." Beatrice smiled at Charles before returning to her jet, joyful to be returning home.

Charles knew that the Empress wasn't happy about certain aspects of the conference or the agreed upon terms, such as lumping the Century platform in with reviled weapons such as biological and nuclear weapons, nor was he pleased. 'Although with the wording the Empress used, Century 'Platform', we'll still be able to salvage and utilize many of the individual components. The Empress may have maneuvered beyond even my expectations....' Charles thought to himself with a smile as he prepared for the continuation of his presence at the Conference.

(Dont mean to break the rp again but a "few" can be defined by three, four or five, etc. From my understanding three rule Vicarious which is few. If I'm wrong what is it called if three ruled?)

Fordun stromed out the conferance room as if he was mad. Movis was busy reading over the charter and Lateralus sat in shock.

"I am truly sorry for Fordun's behavior everyone."

Varin went after Fordun. They talked outside the conferance room.

"What wrong Sir Fordun?"

"I will not sit in the room dealing politics with women!"

"Leave your old school politics out of this Sir! We have a chance to benefit Vicarious and you are giving bad representation to Vicarious! Your a Ruler for godsake!"

"When are we leaving?"

"Soon Sir Fordun, just sit jn their for a while more, give respect to the other nations."

They both came back in, Fordun sat down and had an annoyed look on his face. Lateralus looked over the charter more, stood up and said:
" well everyone it was nice to meet and talk but we must leave now, our buisiness is done, it was very nice meeting you all. I will look foward to seeing some of you again soon, hopfuly it will be in terms of peace."

Lateralus walked out followed by Varin then Movis and Fordun.
