An important question.

I am invoking section 4) of the charter for this issue, because it is frankly rather important.

Those of you who are familiar with our senate would know that the number of senators is determined by clause 19);

19) The Senate shall be made up of 2 members for every 50 nations in the region, with a minimum of 5 senators. The number of needed senators in the senate will be calculated upon the commencement of each election.


The idea behind this clause was that our forum and governing community would likely expand to be of a proportional size to the number of nations in our region. However, last election, we had 9 seats, but were able to fill only 6 of them. Since then, most of the senate became inactive- to the point of the institution becoming non functional.

In just under 36 hours from now I will once again open nominations for the positions of Premier and Senator(s). This time, no less than 15 senate seats will be open. Unfortunately, it is clear that not only will we not have anywhere near 15 senators, but that many of these senators may once again go inactive. It is clear that the expanding senate clause is actually a hindrance to the senate, rather than an instrument of flexibility.

I would like to propose that we take special action to agree to open just 5 senate seats.

Next term I will be asking the senate to make various other changes to the Charter to improve the functionality of our government.
