Beatrice looked over her notes and placed the few final touches on the speech she was about to share with the world concerning the Ecclesiarreich Conference. Several events had happened yet the geopolitical situation remained much the same; the CSTO forced into a position as an 'arsenal of just order,' so to say, staving off a dangerous future of uncertainty, war and death. She noted the rain and grabbed her umbrella before stepping off of her plane where the Imperial Guard had prepared a mini-platform for the broadcast of her speech. "Whenever you wish, your Majesty," said one of them upon completing final checks on the equipment, to which Beatrice nodded.![]() Beatrice delivers her speech to the World "Good morning, and thank you for your time; In these most perilous of times where death has been visited upon every nation, where further tragedies have been allowed to transpire and the clouds of war seem to cast a shadow over the Great Northern Sea one may wonder if the sun has removed itself from our view, denying even one ray of hope for the world to turn its collective eyes to. We find ourselves at a crossroads, a point in history where we will all be judged by the decisions we make in the next forty eight hours. Will we sow the seeds of our own destruction, embracing the tools of death unparalleled in history, or will we instead consign these instruments of death to the dustbins of history and preserve a future for our children better than the present we inhabit? These are our choices as we resume the Ecclesiarreich Conference. The forces of the Cross-Straits Treaty Organization, along with independently aligned powers, have spoken as a choir concerning a series of issues for which resolution has so far escaped us. The CSTO was envisioned as a military alliance which would ensure stability, preventing the outbreak of conflicts which would put our world at risk of utter destruction. With the assembly of the Warsaw Alliance, their development of biological weapons, and their persecution of religious minorities our alliance has been forced to assume a defensive posture to contain these advancements, to turn back the clock and ensure a most dangerous precedent is not set. We, along with independent powers, drew a line in the sand against not just biological weapons, but of any class of weapon capable of inflicting mass death and destruction. As the situation deteriorated and each respective alliance fortified their positions we've seen several near-misses, avoiding the outbreak of a war the likes which have never been seen in our lands. This accumulation of military might and prowess by the CSTO and the Warsaw Alliance, pursuits I believe have both been rooted in deterrence and preservation of self interests, have instead betrayed their masters, destabilizing the world and setting the stage for the crisis we see playing before us. Whereas the CSTO has attempted diplomacy each effort undertaken has been perverted, twisted, denied the opportunity to work by a power seemingly testing the limits of international will and patience. I convened talks with the CSTO and our independent partners in the hopes of returning to the conference with a unified position yet I feel this pursuit, too, may not yield the results we all seek from this Conference. The CSTO and Warsaw Alliance still view each other as adversaries, powers acting in their interests, which is perfectly natural and to be expected. Yet it is this manner of thinking which I feel will lead the CSTO and the Warsaw Alliance into war, a war in which there shall be no victors, only casualties laying across the continents of Ardia, Albion and Cotf Aranye; a once living world conquered by the dead. While there shall be no magic bullet to solve the pressing crises before us we must all be willing to recognize that the actions we undertake as individual nations or as an assembly of nations impacts greatly the world around us, some of the consequences bearing a greater severity than others. We must cast aside our differences and pursue a Grand Reset, coming together as one community of nations to address the problems facing the world as equals with the full respect that entails. In that I offer the Warsaw Alliance an opportunity to join the community of nations, to address the problems of the world and bring us back from the edge of a cliff no one wishes to plunge the world over. While the official conference has been in recess several powers have discussed a Covenant of Nations which would provide for a set of organs and institutions, the lack of which have led us to this situation, to build the foundations for a stable, equal and just world. An international forum from which any nation, regardless of political affiliation may engage her neighbours to resolve pressing issues without the threat of force or weapons of mass destruction. Indeed, such a Covenant would invalidate the need for such weapons, rendering them as obsolete relics of an of mistrust, misunderstanding and undue aggression. As a precondition to the establishment of the Covenant of Nations I feel that all powers who possess platforms of mass destruction to agree to a timetable for disarmament. Should the Warsaw Alliance agree to dismantle their nuclear and GR-3 based weapons platforms interest has been shown by Neo Rokkenjima and other world powers in following suit, an opportunity we should not allow to pass us by. As the success of the Covenant of Nations depends on the involvement of both CSTO members, Warsaw Alliance members and independents I call on my CSTO allies to support an entrance of Warsaw Alliance members to join us in the foundation of the Covenant of Nations. Let us find success in diplomacy where vessels and missiles have failed us! Chairman Stalin, you've viewed the CSTO with a lack of trust, and while I find many of your actions deplorable I do not understand your culture, your beliefs, nor can I say that I know the issues facing a citizen in any Warsaw Alliance state. Two groups of cultures, each with different views and concerns, have failed to reach a middle ground where they may simply discuss their grievances in an equal forum with bodies which ensure the security and stability of both. If you're willing to cast off those weapons which have isolated the Warsaw Alliance and end practices which harm large minority populations I will work to see that the CSTO meets your efforts in a mutual fashion. Let us both cast off the hindrances which have seen our spheres brought to the brink of war, cast aside our differences and give the Covenant a chance to succeed; I assure you finding friendship and understanding with the world around us is better than consigning the fate of the world to a future most bleak. Let us not forget that it was Incen Werize which set us upon this path, they are the ones who released the virus and inflicted massive casualties across our world. Chairman, will you play into their designs for the world and assist them in accomplishing their goals? The conflict between our alliances, the prospect that we'll deploy our forces against one another, are very much the designs of Incen Werize and I, for one, do not wish to grant their wishes. Stand with me in creating a Covenant which rejects their desires and ensures there is a future for both your allies and mine, for anything less ensures their victory. At the same time my conviction remains strong, I cannot enter in good conscious any agreement with your Alliance while innocent people are persecuted and the development of weapons which threaten the entirety of the world continue. In these interests I propose independent inspectors to monitor a coordinated draw-down of all weapons stockpiles classified as weapons of mass destruction. Should you be willing to cease the persecution of groups such as the Followers of Earagon I shall also entertain the possibility of Rokkenjiman humanitarian aid to Warsaw Alliance states to help ease living conditions and lead to a higher standard of living across our world. I recognize that I speak only for Neo Rokkenjima in this capacity and while I urge our allies to follow our efforts in this endeavour I cannot force their hand; they may certainly state their positions from our talks once I yield the podium to them. However, if you show a willingness to cooperate you may find their stance towards you and your allies to shift towards a future of cooperation and de-escalation. I urge you to accept this opportunity, to embrace a grand reset between our respective spheres, and endeavour towards restoring international faith and trust in the Warsaw Alliance, not as an isolated alliance but one which engages its neighbours with respect and trust. Through cooperation and understanding we may both reach the end of this dark tunnel and enter into a new era of prosperity and peace for our world. I leave this podium open to my fellow CSTO allies and our independent partners to air their position from the talks we've recently concluded and hope that we may all return to the Conference tomorrow with a new understanding, working towards a better future for all. Neo Rokkenjima will continue to support her allies in their positions while maintaining a hope that we may all see the futility of traversing this path any further. Conflict shall damn us all, confrontation ensuring that the cold war we see before us transforms into a beast which will drain all vibrancy from the world we inhabit. Let us not make the wrong decision, join us in partnership and cast off isolation and confrontation!" Beatrice then stepped down from the podium and motioned for the next delegate to take the stand (OOC: Let's keep this somewhat orderly), hoping that her words would help set the stage for her Grand Reset, a calming of relations between the powers of the world. For she knew that continuing down the path of aggression would lead to a future not one nation would survive. |

Konrad took his place at the podium as Beatrice stepped down. He began his speech. "Proletarians of the world, I echo the comments of Comrade Beatrice. Let it be known that Quinntopia fully supports the concept of the Covenant of Nations and will continue to support it well after its establishment. Because of the nature of the Covenant, Quinntopia would be willing to disarm most, if not all of its nuclear weapons in order to adhere to what the Covenant will work for. The international co-operation that will be spawned from the Covenant will allow us, as comrades-in-arms, to tackle the problems posed by Gillespira-3R, Incen Werize, and the ever-escalating military posturing. I shall also reiterate Comrade Beatrice's statements on the Warsaw Alliance: Quinntopia will not be willing to make any sort of agreement with the Warsaw Alliance unless the needless torture and persecution of minority groups in the Warsaw Alliance, as well as the production of hazardous G-3R weapons platforms, comes to an end. If we are working with nations that still pose a major threat to the security of the proletarians of Quinntopia and of the world, then we will not be able to trust said nations unless they cease and desist with their persecution of minority groups and biological weapons program. Quinntopia also calls for an international effort to crack down on Incen Werize insurgents. They pose a great danger to all of us, and we will only be able to rest once all of them are dead. Do not bother with criminal trials - execute them on sight for their crimes against humanity. Nevertheless, the threat of G-3R also remains a stark thought in our minds, which is why we propose that we pool our research resources in the hope that we will be successful in finding a cure for the pandemic. We believe that the Covenant of Nations should establish a Commission for Health and Medicine for this very purpose. Only through international co-operation will we be able to effectively deal with G-3R once and for all. We sincerely hope that the Warsaw Alliance will finally be willing to co-operate with the CSTO and other independent nations under the banner of the Covenant of Nations, and hope that they will remain adherent to international laws established by the Covenant, instead of showing brinkmanship and making a mockery of them, just like they have done at this Conference. Following the Quintoppians, Minister Truden approached the podium to speak. "Following Her Imperial Majesty, and our honorable Comrades from Quinntopia, there doesn't remain much for me to say. The Republic of Elpidia fully supports the Covenant of Nations, we believe in the stated goal of a peaceful, WMD-free world. However, we cannot allow this Covenant of Nations to become a paper tiger, or worse a hindrance to those honorable nations who would follow its dictates in spite of malevolent nations failing to do the same. There must be clear rules for all nations to follow regarding human rights and international law, and there must be real punishments for nations that violate these rules. That being said, we fully support international cooperation. This is the only way to stop an international terrorist organization like Incen Werize, or international problems like the clash in the Great Northern Sea. Nations of the world, Elpidia stands ready to work with you to solve our common problems." |

"I, speaking on behalf of the Empire of Chernobereg, do declare that Chernobereg will join any proposed Covenant of Nations, provided that it does not discriminate against any nation. All nations must be allowed to join, else what is the point of the Covenant? And when I say all nations, I include the states of the Warsaw Pact, for they are states as much as we are, and even if we must hold our noses, they have to be let in, otherwise as I mentioned the Covenant will have no purpose." |

Beatrice stood from her seat which sat aside the podium to answer Mitrofan. "The Covenant of Nations, to succeed, must never be turned into a tool of discrimination. Indeed, I've spoke in great part of the need for Warsaw Alliance member states to take part in the Covenant. I've also called for a universal timetable for the disarmament of weapons of mass destruction from all powers which possess them. I've offered aid should they cease their prosecution of religious minorities, granting every opportunity for them to rejoin the international community and start anew." "It's a truly powerful thing we see before us, nations from all corners of the globe uniting towards a Grand Reset and pledging their resources to goals and ideals which are higher, and greater, than any one nation. The establishment of a Commission for Health and Medicine, as proposed by our Quinntopian partners, must also be worked towards with haste; for this virus still lurks to claim its next victims. Once G-3R is neutralized, once the sword which has been cast above every nation is broken and shattered, I pray that we may regain sight and clarity on what is truly important to all of us: the safety, security and well-being of all peoples! "We've made our proposals, pledged efforts in good faith, and await a response from the Warsaw Alliance. I feel those pledges made thus far have been made in good faith and deserve to be answered as such. The future of death and destruction may only be avoided by coming together now and taking advantage of the moment which has presented itself. I hope to see the Warsaw Alliance grasp it, to work with us in preserving life, not discarding it with the disregard which has reared its ugly head too many times thus far. "The task before us is not insurmountable, and if we unite against the threat which would seek the destruction of all nations I assure you the world we sow the seeds for today will be strong, vibrant and beautiful. A failure to water and nourish those seeds, and play into the hands of Incen Werize, well, I've already noted the future that will bring. Let us all continue to work towards a better tomorrow." Beatrice returned to her seat. |

He also would like for me to announce a meeting he will make with one of the members of the Warsaw Alliance to disarm their weapons of mass-destruction and join as well. The meeting will be held through the PM system and he promises updates, that is all." Adem sat back down trembling and sweating. | |

Vladimir finally spoke, having decided to hold back until the main speakers had finished. He addressed the diplomats: "The USR would be more then happy to join this Covenant of Nations. We seek nothing more then international security. But, we will not disarm out WMDs. Who gives you the right to choose which weapons are acceptable? Some of you have weapons which could kill millions, yet are not classified as Weapons of mass destruction, like, say, Century missiles, which can strike anything in the world. Yet, we posses things which, while they can be less deadly, carry a label which means they must be destroyed. I also wish for less WMDs, but we will disarm our weapons at a pace and at a time at which we see fit. We will, however, stop the production of all the USR's chemical and biological weapons. Those which have already been constructed will remain, but no further will be built." |

"Mr. Vladimir, there is a limit and difference. You can have missiles that are built for protection, and only cast one if necessary destroying half of a village or so, or drop one WMD, also built for protection, destroying half the country. WMD's are either biological, chemical, nuclear, or radioactive, and it is wonderful news of your halt of biological weapons, but the other 3 present just as much a threat. WMD's are designed for killing and destroying massive areas of land and people, and if you were to drop one, you kill and destroy everything within a very large, probably triple digit number mile radius, wiping out a country the size of the Warsaw Alliance, which is very massive. Radioactive weapons can easily leak into the ocean and create a region-wide crisis, a chemical can also do this as well. Nuclear weapons are what destroyed Hiroshima and Nagasaki, and you've seen photographs of the devastation one single nuclear bomb can cause in one large city. A missile, however, strikes and kills, and nothing more. If you are serious about ending the development of you WMD's, then I hope you do not have any disputes between countries until your cease of weapon-making. I am not commanding you, Mr. Vladimir, but telling you, there is a limit and a difference, and hope you understand." Kyzenetsov hoped he made a valuable point, and awaited further. Khabarov spoke again: "Vladimir, you do have a point. Other nations, such as Quinntopia, have nukes too; and when my predecessor Zitov tried to enforce disarmament of all strategic weapons, including the Century system, he was shouted down by the Rokkenjiman delegation. "However, your notion of disarming only when you want to is still anathemic to the principles of any disarmament agreement. The whole purpose of them is to ensure disarmament by all nations, even if said governments do not want to disarm their weapons. "It is clear, then, that we will need to draw up a list of what needs to be disarmed, and also how important it is that each item is disarmed. Obviously it would include all nuclear, chemical, biological, and radiological weapons, but I propose further that it include all long-range missile platforms. It is unlikely to be agreed on, either by the CSTO or the Warsaw Pact, but it is a start. "My second motion is - where will the Covenant of Nations be hosted?" |

(OOC: As this has been going on for a while, and to allow for progress and participation, let's just assume for those sakes that responses have been issued from those keeping tabs on the speeches at the plane, and that the official conference is resuming imminently. That seems to be the best course of action.) "I would remind all nations that I called for a mutual disarmament, an agreed upon timetable from all powers which possess these weapons, including Rokkenjima. This is an important component of the whole premise I've set forth for the Covenant, mutual trust and mutual efforts, and at no time have I proposed limitations on any state that would not affect Rokkenjima as well. I thus stand by my call that all nations who possess weapons of mass destruction agree to a timetable for the elimination of these weapons, else progress towards the Covenant shall remain stalled." Beatrice paused, "For my part, Rokkenjima will begin a process of disarming the Century platform once a similar effort has been enacted in Warsaw states." |

Grant looked down at the floor nervously. He had an idea, but didn't know how it would sound to the leaders and representatives of the other nations, let alone how his own fellow Narrahoovians would feel. He stood up and addressed the diplomats. "Look, if there is anything I want, it is peace for this region. I'm not trying to make any enemies, but I have a solution. Narrahivoo has had a highly advanced anti missile laser turret grid. I know this sounds silly, but I assure you, it works. If nations want to keep their weapons of mass destruction and threaten life on this world, fine. Narrahivoo can hold a public forum and see if the populace will allow the schematics of this system to be released. Our people believe in peace and harmony, and their delegates just want what's best for our nation and its people, which means cooperation and unity in the region. This should have no trouble passing if you all wish to build your own systems." (Just so you all know, I'm not making this up last minute or trying to make things difficult. Check my Facebook. I've had this anti missile laser turret system set up for quite a while.) |
