I'd like to propose the following OOC before posting them IC'ly to get some feedback. The first is a temporary agreement to settle some issues temporarily while the Covenant of Nations is set up, the second is a charter for the Covenant that I've adapted from the Covenant of the League of Nations.

Temporary Agreement

The nations of the Cross-Straits Treaty Organization and their affiliates, and the nations of the Warsaw Alliance and their affiliates, do hereby agree to the following points, in the interim until the creation of the Covenant of Nations and the signing of a founding document for said Covenant.

1)The fleets currently deployed in the Great Northern Sea shall be withdrawn, the CSTO fleets to the territorial waters of the Republic of Elpidia, and the Warsaw Alliance fleets to the territorial waters of the Federated Welsh Republic.

2)All current embargo, freezing of assets, and severing of diplomatic relations between said nations shall be suspended.

3)The Warsaw Alliance shall end any and all research into the weaponization of the G-3R disease, and shall allow inspectors from the Constitutional Monarchy of Novincia to monitor the ending of any such research.

4)The members of CSTO and Warsaw Alliance shall agree to a tentative date of 2050 for the complete disarmament of all weapons of mass destruction, to show their commitment to the idea of disarmament.

5)The members of CSTO and the Warsaw Alliance agree to a united front towards any aggression by the nation of Darandum. The said nations agree to defend each others sovereignty from any Darandumian incursion, to not allow the Covenant of Nations to be hosted in Darandum, and to respond to any further acts of aggression from Darandum with economic and diplomatic sanctions.

The Charter of the Covenant of Nations

THE UNDERSIGNED NATIONS,

IN ORDER TO PROMOTE international co-operation and to achieve international peace and security

by the acceptance of obligations not to resort to war
by the prescription of open, just and honorable relations between nations
by the firm establishment of the understandings of international law as the actual rule of conduct among Governments, and
by the maintenance of justice and a scrupulous respect for all nations,

AGREE to this Charter of the Covenant of Nations.

Article 1
The original Members of the Covenant of Nations shall be those of the Signatories which are named in Article 27 of this Covenant and also such of those other States named in Article 27 as shall accede without reservation to this Charter. Such accession shall be effected by a Declaration deposited with the Covenant within two months of the coming into force of the Charter. Notice thereof shall be sent to all other Members of the Covenant.

Any fully self-governing State, Dominion, or Colony not named in the Annex may become a Member of the Covenant if its admission is agreed to by two-thirds of the Assembly provided that it shall give effective guarantees of its sincere intention to observe its international obligations, and shall accept any such regulations as may have been prescribed by the Covenant.

Any Member of the Covenant may, after one years' notice of its intention so to do, withdraw from the Covenant, provided that all its international obligations and all its obligations under this Charter shall have been fulfilled at the time of its withdrawal.

Article 2
The action of the Covenant under this Charter shall be effected through an Assembly and a Council, with a permanent Secretariat.

Article 3
The Assembly shall consist of Representatives of the Members of the Covenant.

The Assembly shall meet in continuous session at the Seat of the Covenant or at such other place as may be decided upon.

The Assembly may deal at its meetings with any matter within the sphere of action of the Covenant or affecting the peace of the world.

At meetings of the Assembly each Member of the Covenant shall have one vote, and may not have more than three Representatives.

Article 4
The Council shall consist of three permanent members, who shall be elected by the Assembly at their first meeting. Each permanent member shall have an absolute veto over actions of the Council. A permanent member’s seat shall be vacated if they are not represented at the Council for more than two weeks, and the vacant seat shall be filled by the Assembly by election.

With the approval of the majority of the Assembly, the Council may name additional Members of the Covenant whose Representatives shall always be members of the Council.

The Council shall meet in continuous session at the Seat of the Covenant, or at such other place as may be decided upon.

The Council may deal at its meetings with any matter within the sphere of action of the Covenant or affecting the peace of the world.

The Council shall have exclusive power to deal with the creation or organization of any military or peacekeeping activities.

Any Member of the Covenant not represented on the Council shall be invited to send a Representative to sit as a member at any meeting of the Council during the consideration of matters specially affecting the interests of that Member of the Covenant.

At meetings of the Council, each Member of the Covenant represented on the Council shall have one vote, and may have not more than one Representative.

Article 5
Except where otherwise expressly provided in this Charter, decisions at any meeting of the Assembly or of the Council shall require the agreement of all the Members of the Covenant represented at the meeting.

All matters of procedure at meetings of the Assembly or of the Council, including the appointment of Committees to investigate particular matters, shall be regulated by the Assembly or by the Council and may be decided by a majority of the Members of the Covenant represented at the meeting.

The first meeting of the Assembly and the first meeting of the Council shall be summoned by the Empress of Neo Rokkenjima.

Article 6
The permanent Secretariat shall be established at the Seat of the Covenant. The Secretariat shall comprise a Secretary General and such secretaries and staff as may be required.

The first Secretary General shall be the person named in the Annex; thereafter the Secretary General shall be appointed by the Council with the approval of the majority of the Assembly.

The secretaries and staff of the Secretariat shall be appointed by the Secretary General with the approval of the Council.

The Secretary General shall act as Speaker at all meetings of the Assembly.

Article 7
The Seat of the Covenant is established at _________.

The Council may at any time decide that the Seat of the Covenant shall be established elsewhere.

Representatives of the Members of the Covenant and officials of the Covenant when engaged on the business of the
Covenant shall enjoy diplomatic privileges and immunities.

Article 8
The Members of the Covenant recognize that the maintenance of peace requires the reduction of national armaments to the lowest point consistent with national safety and the enforcement by common action of international obligations.

The Council, taking account of the geographical situation and circumstances of each State, shall formulate plans for such reduction for the consideration and action of the several Governments.

Such plans shall be subject to reconsideration and revision at least every ten years.

After these plans shall have been adopted by the several Governments, the limits of armaments therein fixed shall not be exceeded without the concurrence of the Council.

The Members of the Covenant undertake to interchange full and frank information as to the scale of their armaments, their military, naval, and air forces and the condition of such of their industries as are adaptable to war-like purposes.

Article 9
A permanent Commission shall be constituted to advise the Council on the execution of the provisions of Articles 1 and 8 and on military questions generally.

Article 10
The Members of the Covenant undertake to respect and preserve as against external aggression the territorial integrity and existing political independence of all Members of the Covenant. In case of any such aggression or in case of any threat or danger of such aggression the Council shall advise upon the means by which this obligation shall be fulfilled. Each and every member of the Covenant has the right to self-defense, both individually and collectively.

Article 11
Any war or threat of war, whether immediately affecting any of the Members of the Covenant or not, is hereby declared a matter of concern to the whole Covenant, and the Covenant shall take any action that may be deemed wise and effectual to safeguard the peace of nations. In case any such emergency should arise the Secretary General shall on the request of any Member of the Covenant forthwith summon a meeting of the Council.

It is also declared to be the friendly right of each Member of the Covenant to bring to the attention of the Assembly or of the Council any circumstance whatever affecting international relations which threatens to disturb international peace or the good understanding between nations upon which peace depends.

Article 12
The Members of the Covenant agree that if there should arise between them any dispute likely to lead to a rupture, they will submit the matter either to arbitration or to inquiry by the Council, and they agree in no case to resort to war until three months after the award by the arbitrators or the report by the Council.
In any case under this Article the award of the arbitrators shall be made within a reasonable time, and the report of the Council shall be made within six months after the submission of the dispute.

Article 13
The Council shall formulate and submit to the Members of the Covenant for adoption plans for the establishment of a Permanent Court of International Justice. The Court shall be competent to hear and determine any dispute of an international character which the parties thereto submit to it. The Court may also give an advisory opinion upon any dispute or question referred to it by the Council or by the Assembly.

Article 14
Should any Member of the Covenant resort to war in disregard of its agreements under this Charter, it shall ipso facto be deemed to have committed an act of war against all other Members of the Covenant, which hereby undertake immediately to subject it to the severance of all trade or financial relations, the prohibition of all intercourse between their nations and the nationals of the covenant-breaking State, and the prevention of all financial, commercial, or personal intercourse between the nationals of the covenant-breaking State and the nationals of any other State, whether a Member of the Covenant or not.

It shall be the duty of the Council in such case to recommend to the several Governments concerned what effective military, naval, or air force the Members of the Covenant shall severally contribute to the armed forces to be used to protect the covenants of the Covenant.

The Members of the Covenant agree, further, that they will mutually support one another in the financial and economic measures which are taken under this Article, in order to minimize the loss and inconvenience resulting from the above measures, and that they will mutually support one another in resisting any special measures aimed at one of their number by the covenant-breaking State, and that they will take the necessary steps to afford passage through their territory to the forces of any of the Members of the Covenant which are co-operating to protect the covenants of the Covenant.

Any Member of the Covenant which has violated any article of the Charter may be declared to be no longer a
Member of the Covenant by a vote of the Assembly concurred in by the Representatives of all the other Members of the Covenant represented thereon.

Article 15
In the event of a dispute between a Member of the Covenant and a State which is not a Member of the Covenant, or between States not Members of the Covenant, the State or States, not Members of the Covenant shall be invited to accept the obligations of membership in the Covenant for the purposes of such dispute, upon such conditions as the Council may deem just. If such invitation is accepted, the provisions of the Charter shall be applied with such modifications as may be deemed necessary by the Council.

Upon such invitation being given the Council shall immediately institute an inquiry into the circumstances of the dispute and recommend such action as may seem best and most effectual in the circumstances.

If a State so invited shall refuse to accept the obligations of membership in the Covenant for the purposes of such dispute, and shall resort to war against a Member of the Covenant, the provisions of Article 14 shall be applicable as against the State taking such action.

If both parties to the dispute when so invited refuse to accept the obligations of membership in the Covenant for the purpose of such dispute, the Council may take such measures and make such recommendations as will prevent hostilities and will result in the settlement of the dispute.

Article 16
Every treaty or international engagement entered into hereafter by any Member of the Covenant shall be forthwith registered with the Secretariat and shall as soon as possible be published by it.

Article 17
The Members of the Covenant severally agree that this Covenant is accepted as abrogating all obligations or understandings which are inconsistent with the terms thereof, and solemnly undertake that they will not hereafter enter into any engagements inconsistent with the terms thereof.

In case any Member of the Covenant shall, before becoming a Member of the Covenant, have undertaken any obligations inconsistent with the terms of this Covenant, it shall be the duty of such Member to take immediate steps to procure its release from such obligations.

Article 18
Nothing in this Covenant shall be deemed to affect the validity of international engagements, such as treaties of arbitration or regional understandings, for securing the maintenance of peace.

Article 19
Subject to and in accordance with the provisions of international conventions existing or hereafter to be agreed upon, the Members of the Covenant:
(a) will endeavor to secure and maintain fair and humane conditions of labor for their all persons, both in their own countries and in all countries to which their commercial and industrial relations extend, and for that purpose will establish and maintain the necessary international organizations;
(b) undertake to secure just treatment of the native inhabitants of territories under their control;
(c) will entrust the Covenant with the general supervision over the execution of agreements with regard to human rights;
(d) will entrust the Covenant with the general supervision of the trade in arms and ammunition with the countries in which the control of this traffic is necessary in the common interest;
(e) will make provision to secure and maintain freedom of communications and of transit and equitable treatment for the commerce of all Members of the Covenant
(f) will endeavor to take steps in matters of international concern for the prevention and control of disease.

Article 20
The Members of the Covenant agree to encourage and promote the establishment and co-operation of duly authorized voluntary national Red Cross, Red Crescent, or Red Diamond organizations having as purposes the improvement of health, the prevention of disease, and the mitigation of suffering throughout the world.

Article 21
Amendments to this Charter will take effect when ratified by the Members of the Covenant whose representatives compose the Council and by a majority of the Members of the Covenant whose Representatives compose the Assembly.
No such amendment shall bind any Member of the Covenant which signifies its dissent therefrom, but in that case it shall cease to be a Member of the Covenant.

Do we want three nations who have permanent veto? It's kind of meant to be for all nations, so giving three disproportionate power, especially when they are chosen once and never again, feels undemocratic.

I agree with the proposals Elpidia has made. I also feel that having permanent members wouldn't be an issue, and could add an interesting element to the Covenant. The UN has permanent members on the Security Council, and as the Covenant is basically our version of a UN-type organization I feel it's appropriate. The three permanent members could be a CSTO member, a Warsaw member, and an independent nation in the interests of fair distribution of such permanent seats.

I agree with the proposals Elpidia has made. I also feel that having permanent members wouldn't be an issue, and could add an interesting element to the Covenant. The UN has permanent members on the Security Council, and as the Covenant is basically our version of a UN-type organization I feel it's appropriate. The three permanent members could be a CSTO member, a Warsaw member, and an independent nation in the interests of fair distribution of such permanent seats.
If the permanent seats are going to be allocated in that manner, ie. by diplomatic leaning, why not have them simply designated as such and have the seat change - ie the CSTO seat is Rokkenjima for a month, then Quinntopia, etc.

It'd still have that necessary element of balance, but it would make it more interesting for the nations who wouldn't otherwise get the chance to have a veto.

I agree with the proposal. Very well written and in depth of a variety of matters. But can each alliance choose who goes up each month? because in Warsaw, me and Reichtopia are the most active and the most likely to respond to quick decisions, while Ceylon and Wales come on two or three times a week and would be slow in responding to developing situations.

However, I was worried that a large number of members of either alliance might go inactive, or that these alliance might become irrelevant in the future. That's why I wanted to have an initial election, which I thought would turn out exactly like that, and then if they later were inactive they could be replaced.

I think though, we could solve this problem by writing into the Charter, "The first Council shall be composed of the nations of the First Empire of Neo Rokkenjima, the United Soviet Russia, and (other independent Nation).

So the permanent members are not necessarily permanent? Sounds good.

And pertaining as to who is the independent nation on the council, I suggest Novincia, since he said he'd host.

Yeah, I didn't want to make the permanent members absolutely permanent, as they may go inactive. Also, we need to decide on the seat of the Covenant. We could have it in one nation, but I thought it might be an interesting idea to make a piece of land Covenant land, and build the seat of the Covenant there. We could have a guard composed of equal numbers of soldiers from each nation. It could provide some interesting RP ideas. Of course, we'd need a temporary location while building was underway. I'd like to suggest one of the circled islands as Covenant Territory.

I believe the Covenant Island should be easily accessible to the CSTO and Warsaw Alliance. One of those islands in the middle of the Sea of Kyne looks promising. :)

I can see this coming along very well and I am proud to be apart of it.

It's good to see pretty much universal interest and approval for the Covenant of Nations!

Regarding a Secretary General, in all honesty, I think the Empress would desire a neutral, independent voice to be the first Secretary General of the Covenant. At the same time, however, I think Charles would make an interesting Secretary General. So when we begin that whole process, consider Charles the recommendation from Rokkenjima. :P

Nrrahivoo, we're glad to have your support. One thing though, this is an OOC thread :P

If you like you could attend the peace conference, saying in your post that your delegates were invited by Elpidia. I think perhaps you could be the temporary host if you like, seeing as you've been very neutral so far.

In a perfect world I too would support a democratic method for the Council. However, as in the real world with the UN security council, if the major power blocs don't have veto power then we will eventually have an issue that will cause one or the other to leave the Covenant.

The UN is a sad organization that has accomplished little. The CSTO, Warsaw Alliance, and Neutrals will each still have a seat, but each of the three groups picks who amongst their ranks gets the seat. Whoever is elected would still have veto power. Would that be inefficient and cause trouble? I don't think any of the three parties would become angered by this. I don't mean to cause trouble or strife here, I'm just trying to think of a more "fair" system for all to work with.

The Charter of the Covenant of Nations

THE UNDERSIGNED NATIONS,

IN ORDER TO PROMOTE international co-operation and to achieve international peace and security

by the acceptance of obligations not to resort to war
by the prescription of open, just and honorable relations between nations
by the firm establishment of the understandings of international law as the actual rule of conduct among Governments, and
by the maintenance of justice and a scrupulous respect for all nations,

AGREE to this Charter of the Covenant of Nations.

Article 1
The original Members of the Covenant of Nations shall be those of the Signatories which are named in Article 27 of this Covenant and also such of those other States named in Article 27 as shall accede without reservation to this Charter. Such accession shall be effected by a Declaration deposited with the Covenant within two months of the coming into force of the Charter. Notice thereof shall be sent to all other Members of the Covenant.

Any fully self-governing State, Dominion, or Colony not named in the Annex may become a Member of the Covenant if its admission is agreed to by two-thirds of the Assembly provided that it shall give effective guarantees of its sincere intention to observe its international obligations, and shall accept any such regulations as may have been prescribed by the Covenant.

Any Member of the Covenant may, after one years' notice of its intention so to do, withdraw from the Covenant, provided that all its international obligations and all its obligations under this Charter shall have been fulfilled at the time of its withdrawal.

Article 2
The action of the Covenant under this Charter shall be effected through an Assembly and a Council, with a permanent Secretariat.

Article 3
The Assembly shall consist of Representatives of the Members of the Covenant.

The Assembly shall meet in continuous session at the Seat of the Covenant or at such other place as may be decided upon.

The Assembly may deal at its meetings with any matter within the sphere of action of the Covenant or affecting the peace of the world.

At meetings of the Assembly each Member of the Covenant shall have one vote, and may not have more than three Representatives.

Article 4
The first Council shall be elected in the following manner:

The members of the Covenant who are also members of the Cross-Straits Treaty Organization shall elect one of their members to the Council.
The members of the Covenant who are also members of the Warsaw Alliance shall elect one of their members to the Council.
The remaining members of the Covenant shall elect one of their members to the Council. Each permanent member

Each Council member shall have an absolute veto over actions of the Council. A permanent member’s seat shall be vacated if they are not represented at the Council for more than two weeks, and the vacant seat shall be filled by the Assembly by election, in which any member of the Covenant may be nominated and in which all members of the Assembly may vote.


With the approval of the majority of the Assembly, the Council may name additional Members of the Covenant whose Representatives shall always be members of the Council.

The Council shall meet in continuous session at the Seat of the Covenant, or at such other place as may be decided upon.

The Council may deal at its meetings with any matter within the sphere of action of the Covenant or affecting the peace of the world.

The Council shall have exclusive power to deal with the creation or organization of any military or peacekeeping activities.

Any Member of the Covenant not represented on the Council shall be invited to send a Representative to sit as a member at any meeting of the Council during the consideration of matters specially affecting the interests of that Member of the Covenant.

At meetings of the Council, each Member of the Covenant represented on the Council shall have one vote, and may have not more than one Representative.

Article 5
Except where otherwise expressly provided in this Charter, decisions at any meeting of the Assembly or of the Council shall require the agreement of all the Members of the Covenant represented at the meeting.

All matters of procedure at meetings of the Assembly or of the Council, including the appointment of Committees to investigate particular matters, shall be regulated by the Assembly or by the Council and may be decided by a majority of the Members of the Covenant represented at the meeting.

The first meeting of the Assembly and the first meeting of the Council shall be summoned by the Empress of Neo Rokkenjima.

Article 6
The permanent Secretariat shall be established at the Seat of the Covenant. The Secretariat shall comprise a Secretary General and such secretaries and staff as may be required.

The first Secretary General shall be the person named in the Annex; thereafter the Secretary General shall be appointed by the Council with the approval of the majority of the Assembly.

The secretaries and staff of the Secretariat shall be appointed by the Secretary General with the approval of the Council.

The Secretary General shall act as Speaker at all meetings of the Assembly.

Article 7
The Seat of the Covenant is established at _________.

The Council may at any time decide that the Seat of the Covenant shall be established elsewhere.

Representatives of the Members of the Covenant and officials of the Covenant when engaged on the business of the
Covenant shall enjoy diplomatic privileges and immunities.

Article 8
The Members of the Covenant recognize that the maintenance of peace requires the reduction of national armaments to the lowest point consistent with national safety and the enforcement by common action of international obligations.

The Council, taking account of the geographical situation and circumstances of each State, shall formulate plans for such reduction for the consideration and action of the several Governments.

Such plans shall be subject to reconsideration and revision at least every ten years.

After these plans shall have been adopted by the several Governments, the limits of armaments therein fixed shall not be exceeded without the concurrence of the Council.

The Members of the Covenant undertake to interchange full and frank information as to the scale of their armaments, their military, naval, and air forces and the condition of such of their industries as are adaptable to war-like purposes.

Article 9
A permanent Commission shall be constituted to advise the Council on the execution of the provisions of Articles 1 and 8 and on military questions generally.

Article 10
The Members of the Covenant undertake to respect and preserve as against external aggression the territorial integrity and existing political independence of all Members of the Covenant. In case of any such aggression or in case of any threat or danger of such aggression the Council shall advise upon the means by which this obligation shall be fulfilled. Each and every member of the Covenant has the right to self-defense, both individually and collectively.

Article 11
Any war or threat of war, whether immediately affecting any of the Members of the Covenant or not, is hereby declared a matter of concern to the whole Covenant, and the Covenant shall take any action that may be deemed wise and effectual to safeguard the peace of nations. In case any such emergency should arise the Secretary General shall on the request of any Member of the Covenant forthwith summon a meeting of the Council.

It is also declared to be the friendly right of each Member of the Covenant to bring to the attention of the Assembly or of the Council any circumstance whatever affecting international relations which threatens to disturb international peace or the good understanding between nations upon which peace depends.

Article 12
The Members of the Covenant agree that if there should arise between them any dispute likely to lead to a rupture, they will submit the matter either to arbitration or to inquiry by the Council, and they agree in no case to resort to war until three months after the award by the arbitrators or the report by the Council.
In any case under this Article the award of the arbitrators shall be made within a reasonable time, and the report of the Council shall be made within six months after the submission of the dispute.

Article 13
The Council shall formulate and submit to the Members of the Covenant for adoption plans for the establishment of a Permanent Court of International Justice. The Court shall be competent to hear and determine any dispute of an international character which the parties thereto submit to it. The Court may also give an advisory opinion upon any dispute or question referred to it by the Council or by the Assembly.

Article 14
Should any Member of the Covenant resort to war in disregard of its agreements under this Charter, it shall ipso facto be deemed to have committed an act of war against all other Members of the Covenant, which hereby undertake immediately to subject it to the severance of all trade or financial relations, the prohibition of all intercourse between their nations and the nationals of the covenant-breaking State, and the prevention of all financial, commercial, or personal intercourse between the nationals of the covenant-breaking State and the nationals of any other State, whether a Member of the Covenant or not.

It shall be the duty of the Council in such case to recommend to the several Governments concerned what effective military, naval, or air force the Members of the Covenant shall severally contribute to the armed forces to be used to protect the covenants of the Covenant.

The Members of the Covenant agree, further, that they will mutually support one another in the financial and economic measures which are taken under this Article, in order to minimize the loss and inconvenience resulting from the above measures, and that they will mutually support one another in resisting any special measures aimed at one of their number by the covenant-breaking State, and that they will take the necessary steps to afford passage through their territory to the forces of any of the Members of the Covenant which are co-operating to protect the covenants of the Covenant.

Any Member of the Covenant which has violated any article of the Charter may be declared to be no longer a
Member of the Covenant by a vote of the Assembly concurred in by the Representatives of all the other Members of the Covenant represented thereon.

Article 15
In the event of a dispute between a Member of the Covenant and a State which is not a Member of the Covenant, or between States not Members of the Covenant, the State or States, not Members of the Covenant shall be invited to accept the obligations of membership in the Covenant for the purposes of such dispute, upon such conditions as the Council may deem just. If such invitation is accepted, the provisions of the Charter shall be applied with such modifications as may be deemed necessary by the Council.

Upon such invitation being given the Council shall immediately institute an inquiry into the circumstances of the dispute and recommend such action as may seem best and most effectual in the circumstances.

If a State so invited shall refuse to accept the obligations of membership in the Covenant for the purposes of such dispute, and shall resort to war against a Member of the Covenant, the provisions of Article 14 shall be applicable as against the State taking such action.

If both parties to the dispute when so invited refuse to accept the obligations of membership in the Covenant for the purpose of such dispute, the Council may take such measures and make such recommendations as will prevent hostilities and will result in the settlement of the dispute.

Article 16
Every treaty or international engagement entered into hereafter by any Member of the Covenant shall be forthwith registered with the Secretariat and shall as soon as possible be published by it.

Article 17
The Members of the Covenant severally agree that this Covenant is accepted as abrogating all obligations or understandings which are inconsistent with the terms thereof, and solemnly undertake that they will not hereafter enter into any engagements inconsistent with the terms thereof.

In case any Member of the Covenant shall, before becoming a Member of the Covenant, have undertaken any obligations inconsistent with the terms of this Covenant, it shall be the duty of such Member to take immediate steps to procure its release from such obligations.

Article 18
Nothing in this Covenant shall be deemed to affect the validity of international engagements, such as treaties of arbitration or regional understandings, for securing the maintenance of peace.

Article 19
Subject to and in accordance with the provisions of international conventions existing or hereafter to be agreed upon, the Members of the Covenant:
(a) will endeavor to secure and maintain fair and humane conditions of labor for their all persons, both in their own countries and in all countries to which their commercial and industrial relations extend, and for that purpose will establish and maintain the necessary international organizations;
(b) undertake to secure just treatment of the native inhabitants of territories under their control;
(c) will entrust the Covenant with the general supervision over the execution of agreements with regard to human rights;
(d) will entrust the Covenant with the general supervision of the trade in arms and ammunition with the countries in which the control of this traffic is necessary in the common interest;
(e) will make provision to secure and maintain freedom of communications and of transit and equitable treatment for the commerce of all Members of the Covenant
(f) will endeavor to take steps in matters of international concern for the prevention and control of disease.

Article 20
The Members of the Covenant agree to encourage and promote the establishment and co-operation of duly authorized voluntary national Red Cross, Red Crescent, or Red Diamond organizations having as purposes the improvement of health, the prevention of disease, and the mitigation of suffering throughout the world.

Article 21
Amendments to this Charter will take effect when ratified by the Members of the Covenant whose representatives compose the Council and by a majority of the Members of the Covenant whose Representatives compose the Assembly.
No such amendment shall bind any Member of the Covenant which signifies its dissent therefrom, but in that case it shall cease to be a Member of the Covenant.

Very nice. I feel as though each group should be able to decide if they'd like a new council member instead of permanent positions, but I don't want to be a further bother, it's just a thought. Overall, I feel this will greatly benefit the region, so long as no one tries to interfere with the social policies within the border of each nation. This is, after all, the independent order, where each nation is free to live out their their ideals and keep to their own paths, and where we all defend each other in our right to do so.

I was wondering regarding the changes to article 4. You see Ceylon and Welsh republic are overseas, with Ceylon in Sri lanka and Welsh republic in Wales (surprise surprise) so i was wondering how voting for the Warsaw seat would go, with half the members being overseas for a few weeks. Personally, I would think they would vote with me, considering that Wales left to Wales before Reichtopia joined WARSAW and how Wales and Ceylon hate each other, since they had a huge war against each other before USR intervened. And considering Ceylon doesn't trust Reichtopia that much (no offense Reich, but Ceylon knows me in real life so trusts me more) and also considering that realistically if one didn't support me the other would accuse him of hating the Warsaw pact and demand we invade them because they are revolutionaries, and then be able to claim the others land and population, they would have to vote for me. Ill try to contact Ceylon, but Sri lanka isn't known for its internet.

Then, once the rest of the Warsaw members are available they may hold their elections and proceed as usual. That seems to be the most efficient remedy to me, anyway.

That sounds like an excellent idea to me.


I'd also like to provide some OOC for my last post in the Peace Conference. For the design of the building, I thought we could (those of us interested) submit a picture OOC'ly for the design of the building, and then we'd vote to decide. Similarly, I think it'd be a good idea to RP the Covenant in its temporary location for 1-2 weeks before IC'ly having the real HQ finished.

It's been pointed out that we should have a clause in the case either the CSTO or Warsaw Alliance disband. Specific events should be provided for in such a situation.

Yea they have been bitter enemies for centuries. They do put what is best for WARSAW above their petty sqaubleing, and remain loyal to the USR, but still. The USR acts as a peacekeeper, and if we say were destroyed... well they would kill each other.

Its height could broadcast radio signals, and its many floors could provide catering, storage, living space, restaurants, and other amenities.

We could also link up these main ideas together to make a hybrid. Like all these designs formed together. If someone is good at photoshop it is possible. just a thought.

I also like the idea of a sort of international city where all nations can come together and think we should fully explore that idea. And yes, Rokkenjima has a tendency to pursue a bit of a more classical architecture. :P

Well looks like I can use the Palace in Rokkenjima instead. It'd be nice to have for Parliament. The towers I proposed can still be considered for something though. :P

I'll take dibs on the cherry blossom for Rokkenjima. :)

1. After a lot of us agree to the proposal in the Peace Conference, then we can start a new thread for an official signing ceremony at the temporary HQ in Narrahivoo.

2. I'll start a thread for voting on the two buildings later, any more submissions are welcome!
