Covenant of Nations: Signing Ceremony

The room she had suggested could not have been any more fitting, nor the golden pedastal which supported the Charter of the Covenant of Nations which awaited to have the signatures of various heads of state and government affixed to it. Illuminated from above it shone as the ray of hope the world had so longed for, and finally there it sat, awaiting to take its place to usher in a new world. The Narrahivooo building was one of prestige and importance, no doubt selected to underscore the importance of this signing. Ample room was provided for the assembly of diplomats and heads of state and, for a moment, Beatrice caught wiff of a food she had never smelled before. 'I do hope Narrahivooan cuisine is as delicious as I've heard,' she thought to herself while Eva returned with a knowing grin.

The Charter itself stood vertical, lined in a frame of three golden leaves, the one most right would be where the delegations would affix their signatures. Framed in gold lattice no expenses were spared in the preparations for this event, and Beatrice was proud at the efforts which had been undertaken thus far. "It reminds me of a Rokkenjiman event, yet we're clearly far from Rokkenjima," Eva quipped. "Very fitting dear cousin, as the idea for the Covenant was indeed Rokkenjiman."

"I do believe that after the signing there may be an opportunity for you to meet and greet fellow rulers and dignatories, you should take that opportunity to introduce yourself to the broader world before your celebration is held." "Indeed, I've even heard that there may be a Prince in attenda..." "Eva, that prince you speak of is already spoken for, understood?" Beatrice said with playful anger. "Of course Beato, though I do hope there are more royals or imperials in attendance, it's been so long since I've been shown a good time," she sighed.

"Just remember that our main purpose for being here is to sign the Charter and present you as a candidate as the first Secretary General of the Covenant of Nations. Once those tasks are out of the way you may work the Anselmo charm on some unsuspecting Prince, perhaps even a King or Emperor will take interest in you," Beatrice said with a wink. "I give you my word I shan't cause any scenes," Eva returned with a sigh, to which Beatrice hugged Eva, "I know you'll do well tonight, shine so brightly that the rest of the world is cast into awe."

Looking down to the other end of the hall in which chairs had been set up on either side of the aisle Beatrice noticed that other delegations were already making their arrival. "Let us take our seats, I do believe Rokkenjima shall be the first to sign the Charter. Our Narrahivooan hosts shall be along swiftly enough to formally begin the ceremony."

President Quilo walked towards the conference room, accompanied by her Vice-President Chris Vargas, and Foreign Minister Edward Truden. She put on a brave face, utilizing the iron will that had served her so well in her career. Inside she was rather shaken and harried by the growing political scandal in Elpidia. She never thought that she would be the focus of mass protests, especially after the very difficult decisions she felt she'd had to make to fight the plague in Port Ulterre. I did what I had to do, I did it for the people, she thought to herself. This had become her mantra over the past few days.

As the doors were opened for her, she smiled, and nearly laughed. "How very Rokkenjiman." she said, under her breath, to Vargas.

"Ah, the gold you mean?" he smiled widely as well. "It does offer a nice change from republican austerity. A little gold never hurt anyone."

"I suppose your right. It's not like the marble in the National Assembly building costs much less."

The group made their way over to the chairs, noting the already present Rokkenjiman delegation coming from the other direction. "That's the Empress, and Princess Eva." whispered Truden in the President's ear.

Quilo made to intercept the two before they reached the seats.

"Your Imperial Majesty, your Imperial Highness, I'm so glad to finally meet the two of you in person. I'm Elizabeth Quilo, this is my Vice-President Chris Vargas, and of course you've already met Mr. Truden."

"See Beato, I knew the gold was a nice touch," Eva whispered to her cousin upon seeing Elizabeth's look. "We have much to do in reintroducing the world to the finer aspects of aristocracy, or, perhaps, the aristocracy is an anarchism in Rokkenjima that isn't known in other nations," Beatrice chuckled. Either way both women took the reaction positively and were glad to see the President and her delegation arrive. "Remember Eva, Elpidia has been an excellent partner to the First Empire, gratitude and respect is to be shown."

"Honoured President Quilo, it is a pleasure to finally make your acquaintance. I'm Lady Beatrice Anselmo, Empress of Rokkenjima and this," she made a motion with her arms, "is Princess Eva Anselmo, Vicegerent of Rokkenjima. And who could forget Mr. Truden, it's truly a pleasure to see you again," Beatrice replied. Eva took a look at the people assembled before her before she spoke.

"President Quilo, my cousin has had nothing but the greatest things to say about you in our conversations, truly an honour to meet you." Eva peformed a curtsy, "Vice-President Vargas, though I haven't heard as much about you I can see on your face the honour which lays within, and for that you've earned my respect. And Mr. Truden, Beatrice highly respects you, you must be an accomplished diplomat to achieve that feat," she said with a chuckle and a smirk.

"President Quilo," Eva said, taking the President aside for a moment, "Thank you for all the assistance you lended to our nation. I fear without it we would not be having this opportunity to converse so warmly. Elpidia has earned her place alongside Rokkenjima as a trusted friend and ally, and the importance of that is not lost on me. I sincerely wish you the best with your issues at home and, if you ask me, they're picking the wrong target to persecute. If I may help, please, you've done so much for me I owe you a favour or two."

Doyen Bournetsfi was making traditional preparations for the ceremony. He took a bath, cologne, ate an apple to "rejuvenate health", brushed his teeth, powdered his body, and dressed in his portrait. He felt very cleansed and professional, and could not wait until he arrived.

The Sub-Doyen, Vecia Heimlichtir also took these preparations, as she was going, too.

They departed from Port Finlosk on the Jeime, a luxury ship with traditional Novincian decor at 12:00n, expecting to reach Narrahivoo at 4:00pm.

The Captain did his best to avoid the occupation zone made by the CSP. But to their surprise 3 CSP U-Boats sailed along side it. A CSP troop made contact with them.
"We've been ordered to protect this ship until you reach safe waters."

The ship docked at Port Hochenskiy and the two made it to their hotel at 4:45pm. Immediately they went to the ceremony. The CSP boats made their way back to the occupation zone.

When arriving they adored the conference building. "It's wonderful, isn't it?" said Bournetsfi. "I agree; it must be even more amazing inside." replied Vecia. "Oh, I hope we aren't late, I hadn't paid attention to the schedule." worried Vecia. "Calmness, Vecia, you shouldn't worry."

They walked in together, and instantaneously noticed President Quilo along with Mr. Vargas and Mr. Truden. Disregarding that, they looked at the incredible decorations. "My Lord, Empress Beatrice did a great job making this presentable." commented Vecia. "Agreed." They both made their way forward and noticed the golden stool that held what they assumed to be the Charter. Peaking at it, it was indeed the Charter. "This very impressive." whispered the Doyen. He retracted his cane and slid it in his pants sleeve. He made sure his white wool hat was on straight, he greeted the other leaders. Vecia sat down and started to notice the aroma of food in the ceremony. It smelled heavenly.

The Doyen met back with Vecia and said:

"Why aren't you being social?"
"I'm just, exhausted from the journey here."
"Don't lie."
"Okay, I'm a little nervous."
"Why is that?"
"Because these are world leaders, and I haven't met anybody that leads a nation other than you."
"You have just as much right as anybody else here, you're the Sub-Doyen of Novincia. Now, please, start talking. In fact, I'll help you; come with me, there's someone I've been planning for you to meet."

The triumvirate of Vicarious rulers walked down the hall leading to the conference room. Lateralus led the two rulers, Movis and Fordun down the hall with Movis on his right and Fordun on his left.

Fordun: "I do not want to deal politics with women, it is not the Vicarian way."

Lateralus: "The Vicarian way changed three decades ago my good sir, its time to move on."

Fordun: "We shouldn't even be dealing with other nations! This diplomacy will only bring war and chaos! This Narivoohian architecture is awful!"

Movis:"I think it's rather nice, better than Vicarian i think."

Fordun: "How fucking dare you! You have no right to say that! You may be a Ruler of the empire but you were born in Darandum!"

Lateralus stops and addresses the two:
"He has earned his right to be called a Vicarian Fordun! I also love the architecture, also your isolationism policy is no longer of a use for Vicarious!"

Fordun: "I'm not signing it."

Lateralus: "You will."

They continued walking down the hall, they entered the conferance room. Lateralus went immediatly to introduce himself to the others followed by Movis. Fordun looked around the room in disgust, then he sat down.

Lateralus went over the Lady Beatrice with a small smile and put his hand out to shake hers. "Hello Lady Beatrice", Lateralus then bows. "It is nice to finally formally meet you, I am Lateralus ll one of the three rulers of Vicarious." He then motions to introduce Movis. "Ah yes, this is Movis Faloti, a Ruler of Vicarious." Movis seems nervous, he puts his hand out, he his shaking and sweating. "Wa-why-why, hello Lady Beatrice." Movis then bows. Lateralus doesn't bother to introduce Fordun, who is sitting impatiently. Lateralus goes over to Quilo and introduces himself while Movis in a nervous haste finds a seat. "Hello President Quilo", Lateralus bows. " Its nice to meet you and Lady Beatrice on such good terms, please excuse Fordun, he is rather grumby." Lateralus gave a slight comfortable smile and walks away looking for a seat. Right before he takes a seat he notices the Doyan, Lateralus walks over: "Hello good sir, its finally great to meet you. I am honoured to be in your presence, I personally thank your nation for the aid in the Civil War, the Vicarian people send thanks with open arms. I am just speechless at your generosity how much you help our boys on the ground. Vicarious has nver really had any or good relations with foreign countries in the Independent Order. I must now take my seat sir, good day. Oh, and yes, how far along is tue railroad?"

“Beato, as I've taken my responsibilities I've often wondered how the world views Rokkenjima. In a world dominated by men, especially in the political arena, does it not cause some issue with other powers that a nation as powerful and influential as Rokkenjima is ruled by a woman? Many women gained the right to vote only relatively recently yet here we are, at the helm of one of the worlds foremost powers.”

“The curse of the patriarchy is still alive in many shapes and forms, do not let an order which sees women as less of a person than a man trouble you for long. Some may view Rokkenjima through a lens of jealousy, and that is their right, but such thinking may never belittle our triumphs. Remember that the place Rokkenjima has reached is one which no one may take away from us. The era of foreign meddling is over, indeed, the Rokkenjiman Century will restore hope, justice and compassion in a world which has known so little,” Beatrice replied.

Upon being greeted by the leaders of the Vicarian Empire Beatrice returned their bows with a curtsy, “A pleasure to meet you both, I hope we are able to do great things here today.” Noting the demeaner of the third member of their delegation, Fordun, Eva decides to make an effort to introduce herself. Perhaps it was his first international function and their mutual discomfort could be diffused together.

“I am Princess Eva Anselmo, Vicegerent of Rokkenjima,” she says with a curtsy. “It seems you're not as comfortable as your compatriots and if being in the presence of so many foreign rulers is the issue I too share your anxiety. Would I be correct in assuming you would be Fordun? Lateralus didn't introduce us, so I had to make that assumption myself.”

Eva paused to allow Fordun an opportunity to answer. “In any case I look forward to fruitful diplomacy here today, the signing of the Covenant is such an important occurrence in the history of our world. After so much senseless war I think we can all recognize that fact. Rokkenjima looks forward to considering your country and people as friends even though we haven't before interacted.”

Andrei Petnov arrived at the conference room doors, and pushed them open. "Greetings, comrades!" he said as he walked into the room. He then turned to Beatrice and, whilst shaking her hand, said: "Ah, Comrade Beatrice, how good to see you again," jokingly adding, "and may I say how bourgeois I think this is!" With a smile on his face, Andrei turned his head towards Eva, and he began to speak to her. "You must be the famous Eva Anselmo," said Andrei, extending his hand for a handshake, "I've heard a lot about you." Noticing her stress, he added "you seem anxious. Don't be nervous, though, because it's unlikely that you'll run into trouble. I'll make sure you're treated right, as I'm sure your cousin will do as well."

Looking around the conference room, he thought "this certainly gives off a bourgeois impression. Is this what these bourgeois emperors and monarchs live in, whilst their proletarians live in smaller, less grandiose houses?". Despite the fact that Andrei was slightly disheartened by the seemingly over-the-top presentation, he was still enjoying his time in the room. He decided to greet the other diplomats before the signing began.

Before Eva walked off from Fordun he stopped her and said:
"Do you know why Vicarious had a recent Civil War? Contact with the outside world thats why, other countries ideals and their philosophy of governmennt influenced political debates leading to an all out shooting war because of "change"! Young lady, to answer your question, NO i have no anxeity around any of you, especially women."

Fordun went back to his seat enraged, Lateralus was to busy talking to Andrei Petnov to stop Fordun and Movis was stairing in utter shock.
Lateralus to Andrei: " I am pleased to meet you my good sir on such good conditions. Have a great confernce sir."

Movis walks around trying to avoid talking to people, Lateralus walks over to him:

"Your a shy man aren't you Mr.Movis." Movis is startled and he is now calm when he realizes its Lateralus. "I guess good sir." Movis responds.

"I never truly got to know you, only time I really talk to you was when we deal politics. I have known Fordun for years, i've only read your news article on my "extreme anarchistic views". Lateralus smiles to assure to Movis he is only joking.

The King of Dartfordia strolled proudly through the corridors towards the conference room. He was accompanied by three people: the Prime Minister Harriet Jones, his son, Prince Alexander, and his newly-appointed foreign secretary, Luke Foreman. The two Royals were yet again dressed in their bright-red military uniforms, despite the Prince's strong protests, adorned with an array of medals and awards. The two politicians were more reasonably dressed, both wearing professional business suits with formal brooches fastened to them.

"You better be on your best behaviour," Luke warned the Prince, "you and the Empress may be on friendly terms, but it is only proper that you greet every Head of St–"

"I know the protocol, Luke," he glared sideways at the older man, "and I like it as much as I like this uniform."

As the doors to the conference room swung open, the four surveyed the room. "I like the gold," Harriet murmured, slowly moving towards the delegations. As expected, the four made their way to Beatrice and Eva, although were stopped along the way by the King and foreign secretary, who wanted to greet Andrei Petnov. Sensing that the three men would take a fair amount of time, both the Prince and the Prime Minister skipped ahead. They were rested by the scene of Fordun storming off away from Eva, needless to say it pleased neither of them.

"Your Imperial Majesty," the Prime Minister bowed politely, "Harriet Jones, Prime Minister of Dartfordia. It's an honour to finally meet you. After I was somewhat...left in the dark about your visit until the morning you arrived." She glanced at the Prince, who could only shrug. After only a few more words, she moved along to greet Eva. "Your Imperial Highness, I was ever so pleased to hear of your return. And it's fantastic to see a nation that recognises the importance of women in leadership. Now if you excuse me, I'm going to have a few words with that Fordun man, that is no way to act on the international stage. My col-former colleague knows all about that."

When Jones moved on to greet Eva, the Prince grinned and stood ahead of Beatrice. He took her hand and raised it to his lips, much like he had done at the end of their first meeting. "May I ask the Empress if she can spare a light dress? Only they've made me wear this God-forsaken uniform again," he chuckled, lowering their hands. "It's good to see you again."

“Mr. Petnov, a pleasure to see you yet again,” she said with a sincere smile. She giggled at his comment before adding, “Comrade, if you were to line me up alongside your compatriots I'm certain you would hardly be able to tell the difference in most of our beliefs! I may be an Empress, but we're both champions of the people when it comes down to it! I will have to ask your opinion of my most recent Decrees when the opportunity presents itself.”

Eva shook Andrei's hand and was happy to meet him. “And I've heard much about you, and must thank your nation for assisting Rokkenjima in her darkest hour. Trouble is not what concerns me, it's more the expectations which I think some may have for me. I hope to live up to the hype my cousin has seemed to stir for me,” she continued with a chuckle. “Thank you for your concern and assurances, I'm honoured.”

Eva did not let the anger Fordun showed to dissuade her. “Fordun, for decades Rokkenjima was enslaved by a government dominated by foreign influences, I'm certain you heard of the crimes the Federal Republic inflicted upon the people of my nation and, if not, the attrocities the Grand Republican Army continued in their name? My family was slaughtered because the Republicans were afraid of one family, one family that might actually fight for the People and right every wrong they inflicted upon them. My people and culture were slaves to foreigners, I had to run for my very life from Republicans who preached 'change' and called for 'a better way', and now that my nation is free from such oppression I, and my cousin the Empress, wish to see that never happens to another nation.”

She paused for a moment to contain her anger, an anger incited by his rude response. “I have seen things which would make the strongest of men cringe, the sound of my mother and father being shot because they made a stand so that I could escape. The raping of my people and their culture by a puppet government in all but name. We all have our burdens to carry, Fordun, none are greater nor less in the grander scheme of things, and I for one would think a kind gesture would be appreciated. Take your anger out on the proper targets, or take it and transform it into something positive, find understanding with others who have seen brutal sights no woman or man should see, but do not transpose your injustices upon me!”

With that Eva returned to Beatrice, saddened by what she saw as a soul lost in an anger incapable of any understanding.

Beatrice was pleased to meet the Prime Minister of Dartfordia, “Harriet Jones, the honour is all mine. The wonders of bureaucracy, I would chalk that one up to,” she laughed lightly. “Thank you for your kind words, it's truly a new era we live in where women can ascend to such heights is it not? Be gentle towards Fordun, for it's harder for some people to adjust to new realities,” Eva replied.

Beatrice smiled at the Prince, having awaited his arrival since her arrival at the signing ceremony. “For you I could spare many things, a dress the least of them. Though do try to take some pride in that uniform, however, if you wish we could exchange attire later and see which one of us looks better. I'm happy to see you again and, once you have a moment, join me in the room adjoining this one, for I have a question I can't wait to ask any longer,” she said warmly.

Lateralus walks over to Lady Beatrice and Eva with a concerned but yet curious look on his face. Movis follows behind him with the same look in his face. "Excuse me Lady Eva but is everything okay?" Lateralus asked.
"It seems as if you and Fordun had a uncomforable confrontation, that is what i am hearing around the room. Please Princess Eva, except my apology for Fordun's unneccesary actions. He is very strict and conservative, Fordun beleives in an old form of Vicarian politics called isolationism. He doesn't agree with such diplomacy with other nations at this scale. He is also still very mad about our very recent civil war, his brother died in the war. I hope this doesn't tarnish any relations Between our two nations, our Vicarian society now is very open to other nations and the idea of women in politics."

Lateralus bows, gives a gentle smile and walks off to introduce himself to the new arrivals. Movis bows and walks off quickly. Lateralus went to introduce and greet the King of Dartfordia. He shakes hand and says:

"It's an absolute great pleasure to finally meet you my good sir, enjoy the conferance."

Lateralus then goes to the Prince,

"I see you were quite offended by Fordun's actions, I am extremely sorry if it did offend you. An apology is not a good way to represent a nation and I hope this doesn't tarnish our countries relations at all."

"It's all fine," Eva replied, "though I believe Fordun has demons he himself must come to terms with. I've suffered many losses due to the Republicans and their criminal rule over Rokkenjima, and I've come to term with my losses. I only wished to offer a hand of reassurance, but it was swatted away. I can only hope Fordun can find peace, for I know the burdens he carries better than he can know," Eva replied with a sigh.

After allowing Vecia to become adequate in the ceremony, Bournetsfi walked toward Empress Beatrice to introduce himself in person, since he has never seen or met her in the flesh.

Grant walked through the entrance hall doors. He began to walk amongst the representatives and leaders, smiling, and offering warm greetings before the signing began. The ceremony was purposely delayed a while so that the higher ups from around the world could mingle, a sort of diplomatic strategy. He makes his way to the refreshments, where he stays for a little while, preparing himself for the ceremony.

Minister Truden blushed as Princess Eva complemented him, What a delightful laugh, he thought.

"The pleasure of serving as been all mine your highness. I suppose as vicegerent I might be seeing a bit more of you, if your predecessor's activities are a good example. Charles was an excellent diplomat, but if you don't mind my saying, you're a bit easier on the eyes" said Truden with a smile. With that he excused himself to get a glass of champagne.

Just as he picked up the glass from the table, he heard what sounded like heated words being exchanged, and turned to see Princess Eva arguing with one of the Vicarians. He rushed back over to her in time to hear her response to Lateralus.

"That's a magnificent sentiment, and remarkably noble. I doubt I could maintain such composure in the face of that man's rudeness."

Christoper Vargas

"Thank you your highness." responded Vargas to Princess Eva's compliment. If only the press were so kind, he thought.

As the President left to speak to the Empress, and Truden wandered off with the Princess, Vargas found himself alone. He had found that this was not an unusual position for the Vice-Presidency. He wandered around the room, introducing himself to the various delegates. Noting the arrival of the Quinntopians he went over to them. He liked the Quinntopians, though he couldn't really think of a specific reason why. Perhaps it was their influence in getting Elpidia into CSTO, perhaps is was their use of the word "comrade".

"Good afternoon comrades. I'm Christopher Vargas, Vice-President of Elpidia, it's a pleasure to make your acquaintance."

Elizabeth Quilo

As the Princess took her aside, President Quilo was heartened by her kind words of encouragement. "Thank you your highness. I'm honored to have led Elpidia into such a wonderful relationship with the First Empire. I too hope that the people will come to agree with me, and remember my accomplishments over my faults." As she said this however, Quilo felt her heart sinking. She had an almost premonition-like feeling that her time in politics was coming to a crashing halt.

As she finished speaking with the Princess, Lateralus introduced himself. "Hello Mr. Lateralus, it's my pleasure." she responded, slightly confused as she had not noticed Fordun's confrontation with Princess Eva.

As she was trying to figure out what was going on with Fordun, a young woman came up and introduced herself as Vecia Heimlichtir.

"That's very kind of you to say Ms. Heimlichtir. You're the Sub-Doyen of Novincia, right? Your country has been very helpful in bringing this event into fruition, and for that I'm grateful."

The Prince chuckled and nodded affirmatively. "If only the uniform was more forgiving on my medium build, but I shall try." He checked his watch and glanced around the room. "Meet me there in about five? I have a little gift for you anyway," he smiled and released her hand.

Prince Alexander joined his father, who had just greeted Lateralus. "Thank you, sir. I hope you and your partners enjoy yourselves. International politics is always the most exciting." The King smiled and let his son carry on the conversation. He split away from the two to mingle with the other delegates.

"Ah, not to worry Lateralus, we must all learn to accept people have their differences," Alex smiled, :I hope Fordun does soon come to realise the benefits of equality. As for relations, i can assure you that I do not paint an entire nation with one brush."

Lateralus has an expression of releif on his face, "Well, I hope Fordun doesn't disrupt the peace of the conferance any further, I assure you personally, he won't. Thank you by the way for being very genorous and understanding about the situation. Please, enjot the rest of the signing ceremony." Lateralus shakes the Prince's hand and walks over to Movis, he begins talking in a nervous low tone.

"I've never felt so out of place here, I feel underdressed and my simple Vicarian English isn't as advanced." Lateralus says to Movis.

"You'll be fine sir, Vicarian english only consist of many "small" simple words, I'm pretty sure others would understand, plus English isn't our real language anyway. Also you look fine, yes you do look underdressed. I am not sure if a trench coat is the way to dress for a diplomatic meeting; but it shows that you are truly Vicarian, underdressed, simple english, simple manners, but a strong proud people. Fordun, just a little too proud." responded Movis

"Wow, some meaningful words Movis, and you talk! Splendid!"

"Fordun got me a little heated, he is just bad representation as a ruler and Vicarian, but what do I know, I am, according to Fordun, a Darandian."

They both laugh trying to keep their voices down(Vicarian humor :/). They continue talking but now in Vici(main Vicarian Language).

"Hello, Comrade Vargas," said Andrei, turning to greet Vice President Vargas, "it's great to meet you. I've already met Comrade Truden, but I don't believe we've met before. I guess this'll be a good opportunity to become mutual acquaintances. Andrei then extended his hand for a handshake, adding "I hope that the Covenant works, because then all this pomp and ceremony will have been for nothing. Going off-topic, have you ever been to Narrahivoo before? The food's quite nice here. I've already had a tray of some of the nibbles. This place is giving off a good first impression for me, as I've never been here before."

Andrei stood patiently, waiting for Vargas' response.

OOC: Just a note Elpidia Eva's the one who talked to Elizabeth, so I'll proceed as such. Sorry for any confusion.


Eva:

Eva wished there was something she could do to assist Elizabeth in her plight. "Even in the darkest of times one must look for that ray of light which breaks through the storm clouds. You've served your people well, and I hope they'll grant you the chance to continue to do so. If you need anything know that I shall stand by you as a friend, and lend the full diplomatic influence of the First Empire in your hour of need as you stood by us in ours." Eva then gave Elizabeth a reassuring smile and hoped the best for her.

Eva's anxiety soon dissipated as she conversed with Truden and, upon seeing him blush, smiled warmly.

"Yes, as Vicegerent Beatrice has tasked me with a great deal of the First Empire's diplomatic affairs so I'll likely be a common sight in the international arena. I look forward to continuing the legacy Charles established and since Beatrice has such confidence in me she's suggested me as a candidate for Secretary General of the Covenant." Eva blushed at Truden's comments, "Why thank you, in Rokkenjima we believe that ones eyes reflect much about a person, and in yours I can see a most genuine warmth and kindness which resonates most wonderfully."

After her exchange with Fordun she was glad to see Truden, which helped her to calm her emotions. "When faced with negativity the only thing I've learned is to return it with positivity and kindness. I truly hope by the end of the ceremony Fordun can walk away a better man, even if my words seem to have fallen on deaf ears I can only hope that they've planted a seed of hope in his heart. I suppose I have my mother to thank for my strength in that regard, her last words to the Republicans will never leave me: 'I shall wait for you at Sehkma's scales not to condemn you, but to forgive you and seek Sehkma's mercy upon your souls.'

"Even in the face of hate and certain death my mother couldn't give in and hate them, her kindness and dignity were simply too strong for that."

Beatrice:

"Bournetsfi, I'm happy to finally meet you. I hope that our nations may come to know each other more closely, and thank you for your efforts and generosity in our operations in the Sea of Kyne."

Beatrice gave the Prince a warm smile, "Luckily I've heard no complaints from the Rokkenjiman Military concerning their uniforms, I'm certain you've seen Captain Alex's uniform and can likely see why." Her anticipation grew when the Prince asked her to meet him in five, which she confirmed with a nod. "I shall see you there at the first opportunity."

Noting that the opportunity had arrived Beatrice made her way to the room to meet with the Prince. "How I've missed these little get-aways," she said with a chuckle. She wondered what the gift was that the Prince had spoken of before, and felt nervous about her motivations for asking him aside. 'I'll wait for the right moment,' she thought as she hid her nervousness with the brightest smile she could muster.

"We haven't met, unfortunately I haven't had much opportunity to travel abroad. In Elpidia the Vice-President's duties are mostly domestic." said Vargas, returning Andrei's handshake. "I too hope that this Covenant becomes something worthwhile, I'm optimistic though, many nations have put a lot of work into it."

Vargas turned to look at the opulent decorations once again. "Yes, the decor is quite resplendent, the Rokkenjimans have a flair for the dramatic don't they?" he said with a smile, "As far as Narrahivoo goes, this is also my first visit, and the country certainly looks beautiful. What's more they've managed to remain an oasis of calm in an otherwise turbulent time. I'm sure their citizens are grateful."

Edward Truden

Truden was amazed at the Princess's story, and saddened at the reminder at her unfortunate history. Her reconciliatory outlook was very different from what he was used to, the typical Elpidian had a more black and white view of life, a view that there is evil in the world to be vanquished rather than reasoned with. Nevertheless he respected, even admired her.

"That's amazing Princess. Since you mentioned Sehkma, I wanted to say that I find Rosarianity fascinating. I was briefed about it when preparing for diplomacy for the First Empire, and then afterwards did some personal research to satisfy my curiosity."

Eva was impressed by Truden's knowledge and interest in Rosarianity. "I see, then you know Rosarianity has been a part of Rokkenjiman life and culture since our people came together as one in the 800s. It's survived the attempted purges of the Ardians and the Federal Republicans, and many saw the difficulties the GRA suffered in the Second Patriotic War as confirmation of its truth after they destroyed the Temple of Ma'lia. Sadly the history of direct and assisted foreign meddling in Rokkenjima has made 'Republican' and 'Republicanism' dirty words in Rokkenjima, but I hope that our friendship with Elpidia may change that, to show our people that not all Republicans are the same, just as I'm sure that some Elpidians find the Rokkenjiman monarchy an issue of contention."

"Excuse me for a moment," Eva said as she received a message on her phone. News that Charles had issued a statement concerning the situation in Elpidia, along with the text of his televised address, were included with the message. Having come to know the Elpidians as a kind people, and remembering the kindness she saw in Truden's eyes, she couldn't believe the situation had become so dire. Clarification was called for, and she hoped that a shadow would not be cast over the joyful and historic coming together of nations.

"When you have a moment I feel we need to discuss greater the situation facing your people," she said, showing Truden the message she had received. As it was an official communication from the Imperial Government which included further assessments and positions not released to the public she was certain that showing it to a 'foreigner' was most certainly against protocol. She trusted Truden though and, despite the troubling news coming from Elpidia, wished to help in any manner she could.

Assessments and Positions Concerning the Crisis:

The possibility of government action against the protesters cannot be ruled out, nor can persecution and obstruction of the Constitution Party be considered outside the realm of possibility. The First Empire must assume a posture supportive of the Elpidian people while taking actions to show Rokkenjiman disapproval of the situation. Naval contracts and transfers have been suspended by order of the Lord High Steward to prevent potential misuse of the funds and vessels.

Rokkenjima will maintain ties to the Republic but must also ensure a working relationship with the opposition. Rokkenjiman cannot be seen as enabling abuses against the people of Elpidia and thus must maintain some distance from the President. Damage to relations between the present government is possible, but has been deemed a necessary risk as any future government which establishes itself may harm CSTO and Rokkenjiman interests if Rokkenjima is seen as complicit in the present crisis. The Rokkenjiman Naval Task Force has been put on alert pending any worsening of the present situation.

It is the position of the Lord High Steward that the situation warrants a re-assessment of the relationship between the First Empire and the Republic. The First Empire will seek to ensure domestic stability in Elpidia but will also take measures, if necessary, to address any further abuses against the Elpidian people. Furthermore the Lord High Steward has, for now, postponed a decision to label the actions of the Elpidian government during the quarantine period as potential crimes against humanity.

The Elpidian government will be granted the opportunity to explain the situation to the Imperial Government and fair audience will be granted to James Moorstone and the Constitution Party.


As Truden viewed her phone she looked to make sure Beatrice wasn't in sight. She was certain that her face conveyed a sense of confusion, if the President was responsible her admiration had been misplaced. She looked to Truden for answers, hoping that he could clear things up and restore her faith. She couldn't believe, after all the good things that President Quilo had done, that this was true.

After bidding farewell to Lateralus, the Prince slipped away from the crowd of delegates and made his way to the adjacent room. He bounced on the balls of his feet, feeling slightly nervous. When Beatrice entered the room he grinned happily. "They're fun, aren't they?" With a smile on his face he stood behind her, placing his hands lightly on her shoulder. "Close your eyes," he whispered, then guided her forward 10 steps, right, then forward another 5 steps. He released her shoulders and paused, fetching something about of his pocket. He placed something incredibly light around her neck, then murmured that she could open her eyes again.

Around her neck was a silver necklace of a fierce dragon wrapped protectively around the main tower of Chatham Castle. Embedded into the centre of the tower was a single piece of amber, which shone brightly in the light from the window. The dragon's head rested upon the roof, its eyes looking ahead to glare at anyone who dare attempt to steal its treasure. "I remember how much you liked Chatham Castle, and you should remember how much I like dragons, they would be such marvellous creatures." He smiled at it through the mirror. "The amber was imported from Rokkenjima in the 19th century, and this necklace was given to my great grandmother as a gift from her husband. I hope you like it."

Meanwhile the King glanced around the room, searching for his son. After noting Beatrice was also missing, he shook his head and chuckled. He stood next to Harriet Jones and Luke Foreman, in private discussion.

After Quilo finished her discussion with Sub-Doyen Heimlichtir, her phone began to vibrate, it was an incoming call from her personal secretary. Unusual… she thought. She excused herself from the room to an empty hallway and answered.

“Hello?”

“Madam President, I’m forwarding a copy of a newscast from Rokkenjima regarding the protests. I’m afraid it’s not good, but I’ll let you read it yourself.”

Quilo let out a long sigh while covering the phone, holding back a flood of emotions. She put the phone to her ear again. “Alright thanks Ken.”

“One more thing ma’am, Isaacs called a few minutes ago and left a message.” He referred to George Isaacs, director of the STG. “He had the results of the surveillance you ordered, the source of the leak was from the Ministries Complex, as you suspected. Unfortunately he couldn’t be more specific, but hoped to narrow it down soon.”

“I had really hoped my hunch was wrong. Authorize Isaacs to start tapping phones, both official and personal, as well as any other means necessary. I want that leak found. Goodbye Ken.” Said Quilo as she hung up the phone. She ordered the analysis of the web traffic from the Ministries Complex after noting the significant discomfort many of her ministers had displayed when she had taken desperate measures during the quarantine.

Truden
Edward’s face showed a mix of distress and anxiety as he read the Rokkenjiman report.

“Please Princess, let’s go somewhere private, so I can explain.”

Beatrice blushed at the sight of the Prince and smiled, her voice being taken by the nervousness she had concealed earlier. She closed her eyes, her mind busy with wonder and anticipation, almost not wishing for it to end. When she finally stopped the pause seemed to go on for hours until she felt a slight weight upon her neck, though almost light enough to not be noticed, before the sound of Alexander's voice returned to her. She could hardly contain her excitement upon opening her eyes, not only due to the beautiful necklace but also the thought and meaning Alexander put into this moment.

"I almost don't know what to say, it's alluring in more ways than one. Chatham Castle was a place of some fond memories I shall never forget. And since my childhood I've also adored dragons, my mother gave me an egg for my seventh birthday and I waited for years for it to hatch, believing that it was indeed a real dragon egg! The history, the meaning, the symbolism and the thought you put into this makes it among the best gifts I could ever receive, thank you!" she said, somewhat overwhelmed, with a light hug.

Before Beatrice had departed Rokkenjima for the conference she had prepared a letter, much the same way her mother had for her father, and while a part of her had wished to break Rokkenjiman tradition she finally settled on continuing it. "I have something for you as well," she said as she handed him the letter. Behind him on a table was a dark blue egg shaped box lined with a gold lattice and supported by three golden legs.

With a warm smile and little explanation she returned to the conference room. Her mother had returned to her garden when she had handed the letter to her father, but the Rokkenjiman tradition of walking away, for the last longing to pass, was upheld nonetheless.

"Alexander,

It is said that upon the birth of each person that Islyna gives breath to two souls, each given to a separate body. Throughout life these two souls search each other out, overcoming the passage of time and distance to be reunited in this world as they were before birth. As we've spent time with each other, and even in time spent apart, we've grown closer, and I feel as if I knew you ages ago. The comfort and ease I feel with you, the ways you know to make me laugh and smile and, for the first time I can remember I feel whole and complete, and I can only hope I make you feel the way you've made me feel.

Upon rejoining it's said that the two souls will be reborn, their souls reunited, never again to be parted or to feel such longing again. You've proven to be everything I've ever wanted or could dream to ask for, and I hope to share your burdens, to breathe for you when you cannot draw breath, to be your strength in the most trying of times. What I wished to ask, what I do ask, will you marry me?

Behind you sits a 16th century music box and, while the music no longer plays it has remained a treasured part of Rokkenjiman tradition. Within that box is a ring passed down from Queen Adriana to the first-born daughter of the Anselmo family; it was last given to my father by my mother on the day she handed him a letter. If your answer is yes I now give it to you, and promise to be yours in this life and the next."

I shall await your return to the conference in the hopes that I shall see this ring upon your finger, ready to rejoin our souls and begin a new life."

The new official delegation, of Prime Minister Konstantin Uvarov, Deputy Foreign Minister Mitrofan Khabarov, and the newly-appointed 'Ambassador to the Covenant of Nations' Arvo Ikonen, arrived at the conference centre. Due to adverse weather the flight had been delayed, but fortunately they arrived before the signing itself was to take place.

The three of them walked into the conference room and joined the rest of the leaders, just in time for the Reichtopian delegate introduce himself. Khabarov and Ikonen slipped off, leaving Uvarov with the Reichtopian delegate.

"I'm alright enough, sir," replied Uvarov stiffly, "but that's not generally regarded as how senior diplomats introduce themselves. To avoid any potential hypocrisy on my part, I'm Konstantin Uvarov, Prime Minister of Chernobereg, and who might you be mister?"

Over the sound system, a voice says, "Please take your seats in the auditorium ladies and gentlemen. The ceremony will begin shortly."

As everyone went to their designated seats, the lights began to dim. A spot light flashes brightly on the stage. Grant Brown walks out from behind the stage, smiling as always. He walks up to the podium, waits for the applause to stop, and says, "Friends! Brothers and sisters of The Independent Order! Hear me! Today is a glorious day for us all. Today, we sign the official document of the Covenant of Nations. With the signing of this document, our region is one step closer to peace, to harmony, to unity. I wish not to speak and waste time, as there is so much that could be said. Without further ado, I ask all of you to come and sign on behalf of your nation!"

The curtain behind Grant opens up, revealing a beautifully laid out document, upon a pedestal of white marble.

Uvarov: I'm not signing it without knowing what it is. I've seen the document, but I don't know if that's what's on the podium.
Khabarov: It's the same, unfortunately.
Uvarov: Are you certain?
Khabarov: Yes. Absolutely.

Uvarov: Isn't he going to be ambassador to the Covenant?
Khabarov: You appointed him. You should know.
Uvarov: Shishkov appointed him, not me.
Khabarov: Ah, so that's why we've got him.
Uvarov: I wouldn't have appointed him.
Khabarov: Because he doesn't know how to handle himself diplomatically? He did earlier, but when he suggests that you may have a point.
Uvarov: But we are still signing, are we not?
Khabarov: You're Prime Minister. You should know.
Uvarov: I'm not going up first.
*pause*
Uvarov: Shouldn't the rest of the Warsaw Pact delegates be here?
Ikonen: Aye, they should. But they ain't.
Uvarov: So they aren't signing?
Khabarov: If you were here three days ago you'd understand.
Uvarov: They weren't cooperating?
Khabarov: Worse than that. I'll explain later.

The three of them stayed seated, anticipating.

Prince Alexander listened to her intently, and chuckled at her story. The memory of their trip to Chatham Castle was incredibly vivid, although his mind was clouded by a younger Beatrice, staring intently at her dragon egg in the hopes that it woke awaken. He returned her hug and sighed softly, relishing in the moment.

He was abruptly stolen from his imagination when Beatrice handed him her letter. He stared at it for a few moments, as her words registered in his head. Just as Alex was about to open his mouth, she returned to the conference room, causing him to stare at the door in bewilderment. He noticed the egg-like box next to him, which only served to heighten both his confusion and his curiosity.

He opened the letter and began to read it, his masculinity failing, his emotions were welling up in the pit of his stomach. Yet despite the omniscient feeling of what was about to come, her proposal made him freeze. He read the line to make sure he wasn’t seeing things, then read it again, and again, and again. The broadest of smiles encompassed his face, his whole body tingling with excitement. He read on, taking a mental note of the box and learning its historical significance to Rokkenjima, but more importantly Beatrice herself.

He carefully placed the letter down on the table, careful not to damage it. He popped open the music box, admiring it for a few moments, before delicately picking up the ring and holding it to eye level. He stared at it intently, he knew the decision he made now would alter his life forever. If he were to put the ring on, he would become the Emperor of Neo Rokkenjima, the ceremonial consort to the Empress; Beatrice would become his Princess, and later his Queen.

Slowly, he pressed the ring against the tip of his right hand’s fourth finger, sliding it down as far as it could go. He knew the soul given to him by Islyna would rejoin its twin, he would share her burdens, breathe for her when she could not draw breath, and be her strength in the most trying of times. He took a deep breath, he was going to marry Beatrice.

"Please take your seats in the auditorium ladies and gentlemen. The ceremony will begin shortly.”

Alexander smiled, gently closing the music box then bounding towards the door. He grasped the handle, ready to pull it open, but noticed something peculiar about the ring. He studied his right hand for a good few moments, then brought up his left hand for comparison. “Sod it,” he muttered, as the reason behind its peculiarity. He tugged the ring off of his finger, kissed it in apology, and slipped it down upon his other ring finger. The one on his left hand.

The ring now in the right place, he carefully opened the door and snuck into the conference room. His eyes scanned the area for his fiancé. There, he grinned, noticing the vacant seat next to her. He wondered where Princess Eva had gotten herself to. Probably finding romance of her own, he thought.

Just as the lights dimmed, he plopped himself down next to the Empress, making sure the ring was covered by his right hand. “I do hope Eva won’t mind me taking her seat,” he whispered. He waited until Grant Brown walked out from behind the stage, before he placed his left hand upon her own, presenting her with his answer.

"If you say we are five minutes away again, I swear I will stab you!" Vladimir shouted at the driver. These Narrahivoo roads were a mix of side streets and alleys, and luckily they met a small man on the side of the road who not only informed them they were in the wrong part of town, but the wrong city. When they arrived they saw a car with a Reichtopian licence plate pull away. Vladimir jumped out of the car and went to quickly open the limo door. They arrived to see the opening ceremony and the document revealed. Vladimir thought it rude to start without a world leader arriving, especially the mighty Soviets. But they were late after all.

"What a beautiful building!" Stalin announced as the lights turned on. "We are dreadfully sorry we are late. This is my friend Vladimir, who I am sure some of you in this hall have met before. My name is Joseph Vissarionovich Stalin."

As they went to their seats Stalin seemed rather happy to sit next to Kaiser Blake. "Blake! How is my favorite Comrade doing? I haven't seen you since we had lunch in Berlin a few months ago! Have you met the leaders yet? Any i should Avoid? Only joking! Okay, well I'm going to go and meet a few of the leaders before I sign, see you around."

As the leaders stood it took a few moments of scanning the crowd to notice he couldn't spot anyone from Neo Rokkenjima. Strange, but they must be around here somewhere. He smiled as he spotted the Chernoberg group.

"Hello there, Uvarov, is it? It's a pleasure to meet you. I'm Joseph Stalin, of the U.S.R. and this is my friend and chief adviser Vladimir. I'm happy to finally meet the leader of our little neighbor to the south. So how is life in Chernoberg these days? I hear it is a hard life, but a good life. So what have we missed? Not a single driver had a map of the city, and by the time we got directions, we were miles away!"

Her heart beat with anticipation, what would his answer be? She knew that not only her future, but that of Rokkenjima, was to be decided, and at the moment she no longer held control over that future. 'Alexander is the right choice Mother, I feel it in my heart,' she spake to herself, fully confident. 'I know you thought me foolish, perhaps I was at one time, but I've grown up, I follow in your footsteps, and as you picked Father I have chosen my future, I claimed it as you claimed your future, and I have no regrets.'

She scanned the room for him as the lights dimmed, wondering where Eva had wandered off to as well. She had seen her last with Truden, who would be considered a commoner in Rokkenjiman society, a higher member of the common class but a commoner none the less. But she could not be concerned with her cousins interests at this time, no, not when her own were so openly on the line. Eva's love interests were not of great importance to the First Empire where hers, directly tied to the Rokkenjiman heir, would be scrutenized for decades to come. 'Will he join me soon, to end this wonder?' she asked herself as she awaited Alexander's place by her side.

When Alexander took his seat next to her the anxiety she had felt retreated, even moreso when she saw the ring upon the correct finger. Her emotions were a mix of anticipation, excitement, happiness and contentment, all at the same time and often mixed and confused, but settled at the same time. 'His answer is yes, and now that my dreams have come true I must wonder what is to come next, where will my next joy come from,and when will I expect to be surprised by it?' she thought, happily in a bliss which almost masked the successes and triumphs of the First Empire in seeing the Covenant become a reality.

Beatrice assumed the role of a Rokkenjiman Empress who had been successful in her bid for her mate, reversing his hand upon hers with her hand on top of his. 'My future and his are intertwined now, as is the future of Rokkenjima, now forever secured.' Now without constraint she looked over to Alexander longingly, turned his face to hers with the gentle force of her palm, and embraced him in a kiss which, if allowed, would pierce through death and survive, his wordless acceptance branding her mind forever. "Your Imperial Majesty, my Emperor, forever I am yours and forever you are mine, to the extents of eternity our souls will remain entwined."

With those words spoke, her contract to him and his to hers, she returned her attention to the ceremony before her.

The three delegates turned around when they heard Stalin's rambunctious welcome behind them.

"I am indeed called Uvarov," replied Uvarov, "that is, Konstantin Uvarov if we wish to go by full names. Life in Chernobereg, I am pleased to say, is both easier and better than in your country, if for the simple reason that we don't have to execute a dozen democrats a day just to ensure that the current dictator doesn't get ousted."

Khabarov, meanwhile, spotted Vladimir.
"Is it you again, Vladimir?" asked Khabarov. "I remember last time, when you tried to threaten the entire world because you didn't want to take part in cooperation. And now you are here, taking part in the very same cooperation that you threatened nuclear war over. How does it feel, mister, to be humiliated? Because that's how you should feel now."

Ikonen had nothing to say, so turned back around and drank a tot of vodka.

In the back corner of the Auditorium the delegation from the Kazarovian subministry of foreign affairs sat listening and watching the proceedings. They had been sent to observe and report only. The new regime had not been receptive to the Covenant, perhaps it had been the recent internal events that had changed their priorities. Kazarovia would not be signing the document. The three members of the delegation had arrived without fanfare and without a guard, they all wished to exit before enquiries were made about their nations sudden withdrawal from the Illumic Channel and the events surrounding the Ecclesiarreichian Peace Talks. They felt nervous and waited anxiously for the end of the ceremony.

Their report to the subministry would be brief, the Covenant contained idealistic purpose but lacked real consequence for those that broke from its tenants and the likelihood of nations reducing their Nuclear or Thermobaric stockpiles seemed limited even with the long timeframe.

Although a new leader had been found in Kazarovia, he was still fresh to diplomacy and under the influence of the KSDF and Foreign Ministry, he was unwilling to move against their wishes. The best the delegation could hope for was to make a quiet exit and return home to their families.

As the Narrahivooan speaker finished and the lights dimmed, President Quilo and Vice-President Vargas quickly ended their conversations and found their way to their seats, right behind the Empress. Quilo noted with some anxiety that Truden had not returned, but was quickly calmed by the sight of him quietly reentering by a side door with Princess Eva. What in the world? she thought. Who cares, at least he's here. After exchanging what she assumed was a goodbye with the Princess, Truden quietly but quickly walked towards his seat next to the President and sat down.

As the Narrahivooan host waited, President Quilo realized they had not prepared an order of signing. She felt hurt and betrayed by the Rokkenjimans in front of her, after all she personally had done for them to have thrown her under the bus so quickly. But she realized that matters of state came before matters of friendship, and perhaps the Empress had had no choice but to take such a course. She certainly knew what if felt like to have no choice. She leaned up to whisper to the Empress.

"Your Imperial Majesty, we are all apparently waiting for someone to start. Might I suggest that you go first? This Covenant was originally your idea after all."

Beatrice was pleased to see Eva return with Truden. Even with the present difficulties it was important to maintain solid communications, and Truden was perhaps the best person to make that link with. Charles had discussed the matter in terms she herself wouldn't have chosen; she would have elected to be less forceful, after all this is the woman who was amongst the greatest contributors in the Second Patriotic War, however the course of Rokkenjiman policy had been set. Eva sat quietly beside Beatrice when she heard Elizabeth's whisper.

She whispered back, "President Quilo, a wonderful idea. Your contributions to the Covenant have been most crucial, and for that you have my thanks. I'm sure they won't be forgotten."

Beatrice, along with Eva, made her way to the Charter and, without hesitation, affixed her signature to the document.

"Today marks the beginning of a new era of international cooperation, stability and order. Neo Rokkenjima is proud to be a founding member of the Covenant of Nations and the near universal acceptance of the organization is a most positive sign for our future. While the idea for this Covenant originated in Rokkenjima our Empire joins as one nation among many partners, committed to utilizing her influence and resources to ensure its success."

While the Empress returned to her seat the Princess took a seat to the right of the Charter. After the signing portion of the ceremony was concluded she would make a short statement concerning her bid as the first Secretary General of the Covenant. Beatrice couldn't avoid looking to President Quilo as she returned to her seat, a look of dejection upon her face. With her attentions on the signing ceremony when the news broke concerning Elpidia the task of a swift response fell to Charles; while the system had worked to ensure a swift response from the government her contribution to the statement Charles had made was non-existent.

Upon sitting she sighed and tried to return to her hopeful and joyful attitude. This was a great day after all, she didn't desire to be miserable for the rest of the ceremony.

Blake replied to Stalin, "I'm fine, would be much happy sitting at home balancing the budget, but fine none the less. I've met one learned that only diplomats can't talk like normal people. Ok just none guns this time I heard what happened at the peace conference. Yeah I'm still have to read the charter again." As Joseph Stalin walked away Blake took his seat and pulled out his copy of the charter and read through jis copy of the charter.

Prince Alexander grinned at their interlinked hands, had he been told six months ago that he was only half a year from getting engaged, he would have laughed. Yet here he was, devoted to a foreign Empress who in turn had devoted herself to him. He felt her guide his face to hers, returning the longing look that she was giving him. As she leaned in to kiss him, he returned it with as much love and commitment as he could muster. Her words left him almost breathless, his mind still coming to terms wight he events of the past ten minutes. “For eternity,” he whispered, symbolically entwining their hands to show Islyna that their souls had been rejoined.

He was brought out of his trance-like state by President Quilo’s voice, he chuckled and slowly released Beatrice’s hands, his eyes following her as she made her way up to the stage. When she returned, he noted her dejected her look and tilted his head in confusion. He suspected it had something to do with Quilo, though could not be certain. “Hey,” he spoke softly, taking her hand in his, “Don’t let her get to you.”


King George sniggered at the sight before him. Just a few rows ahead, his son was making out with one of the most powerful people in the region. “See? I told you they were all loved up,” he nudged the Prime Minister playfully, who glared at both of the males sitting beside her. The King listened to Empress’ speech, then waited for the next Head of State to be called up. “Is there some kind of list?” he asked his foreign secretary, who’s only reply was a shrug and a shake of his head.

After waiting a moment for another party, President Quilo rose to sign the document next. While getting out of her seat she saw the Prince kiss the Empress, and nearly stumbled from surprise. She'd had no idea they had a relationship. Then she noticed the new rings on their fingers. She couldn't help but feel a warm glow of happiness. After so much sorrow, Beatrice deserves to be happy. On her way past she quietly spoke to the couple.

"I had no idea you two were together. This is wonderful! Congratulations, I'm so happy for you both."

She continued on to the dais, shaking hands with the Narrahivooan host Grant. She signed the Charter with a flowing hand before addressing the crowd.

"Ladies and gentlemen, I'm truly honored to sign this Charter on behalf of the Elpidian people. I truly hope that this Covenant, that we have worked so hard to bring into existence, will preserve peace for our people. Not simply the absence of war, but true peace, a world system where the specter of war does not haunt us. We also hope, and will be fighting for, true freedom for all persons everywhere. A freedom that can only be achieved by the recognition and protection of the fundamental human rights that all persons have simply by existing."

Elizabeth returned to her seat, feeling quite a bit happier.

Beatrice was content and calm within the bubble she shared with Alexander, the difficulties which waited after the ceremony feeling further away. "It's complicated, I promise I'll explain later," she said quietly with the best smile she could summon. "On another note I wasn't in charge of all the details here naturally, so there's no official order for the signatories that I'm aware of. At least I don't believe we'll have to worry about things becoming too chaotic," she continued, laughing lightly.

Eva could tell how Beatrice felt and sent her a message, praying that her phone was in silent mode. Noting that they needed to speak later she was relieved when Beatrice looked at the message without her phone sounding. Beatrice looked to Eva and nodded knowingly, answers may finally be available.

"Thank you," Beatrice said with genuine warmth upon Elizabeth speaking to her and Alexander. She was determined to talk to Eva at the earliest opportunity and was somewhat relieved when she returned looking happier than she had when she left. Good news more than likely, perhaps the worst which Charles had assumed was incorrect? She could only hope so.

Lateralus and Movis looked to see if anyone else would get up to sign. "You want to go Lateralus?" whispered Movis. Lateralus nodded in approval, as they got up Fordun walked over to tye document, signed it and walked out in a hurry. Movis and Lateralus just staired in shock, both of them didn't think he would sign it. Movis went towards the document, looked at it for a while with a contiplating look on his face, he then quickly pulled out his handy pen from his coat pocket and signed the document. He turned around and smiled, handed the pen to Lateralus and sat back down. Lateralus quickly signed it; he truned around and addressed the crowd:

"Um, well for some of you who don't know, The Vicarious Empire has been isolated for over four hundred years. This is the first time we have ever made any foreign contact. I am just in a shock, well maybe what you call a culture shock. I am just astounded at the politeness and benevolence of it all. I thank you all for being so kind, this is what Vicarious needs to pull itself out of the smog which was the recent Vicarian Civil War. Let us have peace all over the world, no more conflict, no more war, to progress we must all unite."

Lateralus sat down and sat up straight with a smile on his face, he waited for the next to sign.

Uvarov: Do I sign now?
Khabarov: Yes. You sign the charter now. The charter won't sign itself.
Uvarov: I am perfectly aware of that, but do I go up now, or wait?
Khabarov: Up now. There ain't no point for waiting.

Uvarov stood up, and made his way to the podium where the charter lay. He shook hands with the host, then spoke.

"I, Konstantin Uvarov, Prime Minister of Chernobereg, hereby declare that Chernobereg accepts the terms of the charter. In this day and age, it is important that the smaller nations be able to collectively secure themselves against hostile threats from would-be superpowers, and this charter serves as a useful basis for organising such security. Chernobereg signs."

Uvarov signed the charter in full, then went back to his seat, where he had some of Ikonen's vodka.

Andrei shot up out of his seat, eager to sign the charter. Of course, there was a bit of a queue, so Andrei had to wait, much to his annoyance as he was quite impatient. Nevertheless, he waited, and waited, until finally, it was his turn to affix his signature to the Covenant document.

He raised his pen above his head with his right hand saying: "on behalf of the People's Paradise of Communist Quinntopia, I hereby sign this document. Quinntopia hereby accepts the terms of the Covenant of Nations and hopes to contribute to Covenant efforts to improve our global standard of living for many decades to come."

With that, he signed the document. He was beaming with happiness, due to the knowledge that he had been responsible for representing Quinntopia of the most important diplomatic events in the history of the People's Paradise, and officially entering them into what was their most major agreement since the foundation of Communist Quinntopia.

He soon returned to his seat in order to observe the other delegates penning their signatures onto the document.

After showing his credentials to the security team, Pertius Gasfarro quietly joined the ceremony and slipped into one of the seats in the back row, trying not to attract much attention to himself. He himself would not be participating in these proceedings, as he was here only in the role of observer, and truth be told, secretly at that, for though the Prime Minister had arranged for his being here, in truth, the people of Eipa Negara were unaware of it.

The secrecy and deception were a good thing, Pertius mused to himself as he watched the proceedings taking place, jotting down notes and impressions in a little notebook, and wondering if his good friend, Enthai Handen - known to most of the Negai as their Prime Minister - would one day be able to wrangle enough control from the people to bring their relatively young nation into greater international prominence and significance. For now, it seemed, Eipa Negara was stuck in the doldrums politically, with Parliament having very little teeth, and their greatest tools for political expediency being entertainment and distraction.

However, that had just become more difficult with the most recent protest. In general, the Negai tended to protest any change the government makes that affects their lives, always fearful of returning to the ancient days of the Council of Emperors, although in reality most changes were fairly innocuous and most of the protestors went about their business in a few days, especially when the PM's chief PR minister, Thal Forgeith, worked her magic and created some entertainment extravaganza that distracted the populace so that the government could get back to work. Unfortunately, a recent protest over the increase in the police force resulted in a mass protest by many citizens, in which they marched on the Parliamentary Entertainment District and set fire to it. The police and fire response units, having been blocked from the district by protestors, decided to call it a day, since they didn't want the Public Service Workers Entertainment District to suffer the same fate.

The real setback was that Ms. Forgeith was in her favorite casino in the besieged district when this took place, apparently having a very good night at the blackjack tables, and before fleeing the building, sought to cash her chips in and leave with her winnings, resulting in her death and the incineration of all of her winnings. This loss to PM Handen's repertoire of political tools was significant, and he has now had to resort to calling on Forgeith's apprentice, a young man by the name of Chav Corin, to help pacify and distract the populace. Pertius didn't have a high opinion of Corin, for though the guy was skilled in the art of distraction as well, he also seemed to personally shun all the usual perks of political office, never visiting the bars, casinos, brothels, and drug dens of the now-torched PED. Such a man was not easily controlled, Pertius knew, and he also knew that the youngster could become a political rival, should he start to think that his skills in distracting the populace could be used to advance his own career.

It wasn't worth missing out on what was taking place, and besides, should the little brat become a problem, covert assassination was always an option.

Alexander nodded in understanding, keeping himself within their warm bubble that they shared. “Oh, I like the idea of chaos. If only you’d let me cause havoc,” he chuckled, happy to be offering her some form of respite from her current troubles. “And not to worry, if you’d rather I not know then I’ll keep my nose out of it.” His attention was drawn to the Empress’ phone, but upon reading the sender of the intrusive notification, Eva, he looked up and away. “Naughty, naughty,” he sniggered, nudging her arm, “Texting in class.”

Alex smiled at President Quilo’s comments, and spoke immediately after his fiancé. “Thank you, Elizabeth. We’ve only recently,” he glanced at the ring on his finger, “Very recently become engaged. I fear I haven’t been this excited since they announce they’d be converting the Harry Potter books into films.” He sat back in his chair, savouring the moment. He was engaged! Whether he’d ever truly wrap his head around that idea, he wouldn’t know, but for now he was enjoying the surreal feeling.

King George waited in the ever increasing queue to sign the charter. He watched each Head of State sign the document and give the delegation a speech. Some were long, some were short, and some were pretty nonexistent. He leaned down and picked up the pen, scribing his signature onto the document. “Ladies and gentlemen,” he announced, “With this document, may we look forward to a bright and prosperous future. We will always have our differences, we will always have our similarities, but we must all understand the importance of coming together.” His gaze settled on his son and the Empress, before he quickly made his way back to his seat.

"While that would be amusing I'd be forced to throw you in the stocks for a fortnight for 'conduct embarrassing a reigning Empress of Rokkenjima before foreign leaders,' Imperial Statute 492,'" she said nearly laughing at the thought of Alexander before Exuperia Palace being pelted with all manners of fruit and vegetable. Upon mention of the reason for her present state, "It's something I do wish to discuss, but another time and setting would be more appropriate. It's something that has forced me into a somewhat difficult position regarding a friend."

"It's only naughty if you get caught," Beatrice whispered when he noted her messaging, "although I'm afraid of what your father might think if he saw me texting in such a setting," she continued, catching a glimpse of the King from the corner of her eye. "We'll have to invite him to Rokkenjima sometime, perhaps he'd enjoy the Pyrettanian Cherry Blossom Festival? I mean, what better way to introduce him to Rokkenjima than during one of our most important festive times?"

“Ah you see, I have to disagree with you there,” Alexander puffed out his chest in mock victory. “Because dear Beato, the moment the doors close and we’re all alone,” he leaned in to whisper, “I’m going to tickle you until you submit your entire Empire to me, then I’ll enact Imperial Statute 492 and it’ll be you thrown in the stocks.” He held back a laugh, himself imagining a very unhappy Beatrice being pelted with food. “And then, and only then, will your people bow down to me as their Empress.” He calmed down a little, then nodded to assure her he’d be there when she needed to talk.

“Oh, you’ve just been caught by two people,” the Prince grinned. “My father would not think wrong of you, either. He would just be concerned if the press were to catch you. In January 2010, at the,” he paused and spoke the next words quietly, as if ashamed that his father would attend a conference set up by her enemy, “Rokkenjiman Partnership Conference, he was caught playing a game on his phone; Angry Birds if I recall correctly. It was their fault really, the conference was into its sixth straight hour and he was about to fall asleep, so Harry just let him play it on his phone. You probably remember it being a complete disaster for the Federal Republic.”

Looking to change the subject, Alex latched onto the Cherry Blossom Festival. “That sounds like a brilliant idea, I’m sure he’d appreciate it. He hasn’t been to Rokkenjima for a while, and of course it gives him time to get week acquainted with his future daughter-in-law.” He smiled at the thought, then furrowed his brow. “What is a Cherry Blossom Festival? We don’t have it at home.”

Joseph got up and waited in the line of heads of states waiting to sign the charter. When it was his turn, he signed it without a second glance and said:
"My Allies. My Enemies. My Friends. My Acquaintances. What you are matters not. What matters is that now, every country in this room has something in common. We all have the want, and indeed intelligence, to stop wars from emerging in the future. Wars between your friends. And even wars between your enemies. This shows how far we have come. Months ago everyone in this room, including me, was worried that they would not wake up tomorrow, or that they would be told that half their country is no longer habitable for human life.
But, today, no one should ever have that feeling. Today, we move ourselves forward. Today, is a bright day for mankind, and indeed the earth. This is the single most important thing any of us will ever do. Secure the future. Secure it from war, famine, disease and hate."

"Only thing is," Beatrice whispered, "IS 492 doesn't exist. The Imperial Guard would look at you like a nutter at best or a silly usurper at worst. It would be amusing, but worry not, I'd make up an excuse and rescue you from such a situation." Beatrice was pleased that she could talk to him later and looked forward to it.

"Ah, that farce of a conference, there's no need for shame as Dartfordia wasn't the only nation to attend and nothing came of their ineptitude. Although I'll have to poke some fun at your father now, Cut the Rope is a much better game for such situations," she laughed a bit. "I forget sometimes that some celebrations haven't been so important in recent years, the world has largely forgotten about them. Luckily, the Cherry Blossom Festival fared better than others."

She showed Alexander a picture on her phone of a path lined with cherry trees in bloom, "The Pyrettanian Cherry Blossom Festival celebrates Soluna waking the flowers from their slumber, the people thanking Soluna for the return of warmth and an end to winter. The sharing of food, floral viewings, and parties with friends and family take place across the city. It's not generally an international festival as far as I know."

Blake finished reading the charter shortly after Joseph finished signing it. He saw no line to go as he hated crowds and loud noises. He quickly went up there and Signed it. He seemed ready to actually start he had some ideas for World.

Sitting at the back of the conference room, the delegates from the Federation of Blue Shadow quietly discussed the goings on in the room. They were all new to international politics and knew that an important decision lay in front of them.

Minister of Foreign Affairs: We must sign the treaty. It is important that our government shows its intent to open up diplomatic relations after such a long period of inactivity in all matters outside of its borders.
Minister of Internal Affairs: I do believe you are right. It would be good to show our commitment to our fellow nations and enable us to make useful allies for the future. After all, things are very unstable at the moment and we'd do well to have external support.
Minister of Defence: Right you are then, Charlie. So, do we all sign, or will one of us do? I don't fancy making a fool of myself in front of all these bigwigs.
Minister of Foreign Affairs: I suppose the duty is mine.

Rising from his seat, the Minister of Foreign Affairs approached the pedestal at the front of the room. When he reached the front of the queue of waiting dignitaries, he picked up the pen and signed the charter on behalf of the people of the Federation. Turning to those still seated, he nodded slightly, before returning almost unnoticed to his seat.

Stalin watched as the blue shadow minister walked up and signed the charter. Joseph had not seen these men before, and asked Vladimir who sat beside him:
"Who are those men Vladimir? I only just noticed them as they singed the charter."
"Oh, they are the ministers from Blue shadow. A fairly large country for it's continent on Albion. They are a new country, and only recently finished up their civil war to gain statehood. They must have slipped in while we signed the charter."
"Ah! It's always nice to see fresh faces. I think I'll stop by and introduce myself."

Stalin wandered over to the Blue Shadow table and offered his hand to the ministers.
"Hello Comrades! My name is Joseph Stalin, Chairman of the United Soviet Russia, leader of the Warsaw Pact. It is nice to see you here. Even though you are a new country you head straight into the complicated world of foreign affairs. I admire that. I know a fresh state like you probably gets eyed by other larger powers around you, and I have heard great things about Blue Shadow. I was wondering if you would wish to join the Warsaw Pact.
We are a large political, social and militaristic alliance which seeks to protect one another from invasion, either from foreign or internal problems. We already have many countries in it, and it is one of the larger alliances on the planet.
If you refuse, I understand. I probably came out a bit bold in asking. But still my question stands. Do you wish to join us?

The legate of Themata, Eileen Lucian walked down the hall to the conference with council member Jon Rafel at her side. Rafep stoppd her all the sudden before they reached the door, hus body language was nervous and so was his face.

"What is wrong Mr.Rafel?"

Rafel hands Eileen a small stack of papers.

"What is this?" Eileen said curiously

"Those are orders." Rafel responded discouragly.

"From what? Who?"

"You know who Mrs.Lucian."

Eileen looked angry now, bluntly responding

"This is diplomacy! I mean, it's not a buisness deal or a monopoly?"
"You know very well that they are high up, do you want to keep your life? Your family? Would you like to end up like KaPaza? Being framed?"
"I will die for my country." Eileen said.
"Look Eileen, you are very smart, we need leaders like you."
"Who is we?"
"Don't speak out just yet, your needed in the revolution.They're already about to do away with Harris. Please, for now, be a puppet."

Eileen looked on at the papers distrought. Rafel opened the door and they entered the conference room. They both found seats in the conference scooting in the rows, Rafel apologizing as they block others views. They finally find seats and sit down watching the signing.

"How long has it been since we've negotiated with other nations Rafel?"

"It has been a while ma'am, not since the revolution in the early 1900s. We have been busy "recovering" and developing to deal with other nations. Me and you know thats a lie."

They both looked foward watchijg the ceromony continue.

The three ministers from Blue Shadow were startled by the interruption. They looked up to see a commanding, moustachioed man addressing them. After a second or two of indecision, the Minister of Foreign Affairs rose and offered his hand to Joseph Stalin.

"Thank you for the welcome, Chairman. It is my pleasure to make your acquaintance. As Minister of Foreign Affairs I would surely be remiss in my duties to scorn such an invitation; yet I hope you understand that I cannot accept your invitation on a whim. Besides, this is hardly the time or place to be discussing such a thing." Taking a pack of cigarettes out of his pocket, the minister offers one to Stalin and gestures toward the balcony. "Perhaps we can arrange for a state visit in the near future, so that I may report to my fellow Ministers back home, that a proper decision may be made?"

The two other ministers from Blue Shadow spoke in whispers to one another.
Minister of Internal Affairs: What do you make of that, then?
Minister of Defence: I don't like it one bit, Charlie. He's a bloody Communist!
M o IA: I do believe you're right. And I don't like the idea of joining any pact that will allow outside influence on our economy.
M o D: Well I plainly just despise Communists. And where does he think he's going with that Stalin fellow?
M o IA: I haven't a clue... But I hope he's not getting us into anything. Just how does it look, when we come here to show our allegiance to our neighbours, and he's going off for a tete a tete with some dictator from abroad!
M o D: I don't bloody know, Charlie. All I know is that I'm starving, I hope this ceremony ends soon.

"Of course! I merely wanted to extend my hand in friendship and help build larger relations between our countries. How about in a few months from now, you and your fellow ministers visit Stalingrad in the USR, and later i do the same! This would surely help us understand one another better. Because i would watch out. A country like you, ripe out of a civil war that nearly tore you apart. 44 years of civil war. That must have made your people angry. Does your government make your people happy? Because I'm sure that many of them are not happy about losing their sons. And who would they be angry at? They are always angry with the government.
Now I don't want anything to happen to your government. While i disagree with your government system, I still see some of my government in you. Socialized Health Care, food for the poor, people disappearing off the streets. You don't have to adhere with the entire pact. If you wish for your government to economically be separate, that's fine. If you wish for troops to be stationed in your country to prevent the inevitable riots that will ensure because people realize that you are fascists that somehow got elected, and then demand a referendum and elections again and you refuse because you know you will lose, and with your tiny military you will not be able to subdue your entire population, then that is fine too.
Well I will chat with you later. There are a few other people i must talk to. It's so rare to have events like this and see other leaders face to face. See you round."
With that Stalin walked off, leaving the Blue Shadow minister to his thoughts.

Eva noticed Chairman Stalin engaged in conversation with the Ministers from Blue Shadow as she returned to the conference room, overhearing a measure of their conversation in the process. 'So that's Stalin, the man who Beatrice warned me of,' she thought. She found his moves to recruit Blue Shadow into the Warsaw Alliance at the signing ceremony somewhat offensive. She cleared her throat as she approached the assembled Ministers.

"Excuse me," she said after Stalin had finished his latest pitch, "but I don't believe we've had the pleasure of being introduced. I am Princess Eva Anselmo, Vicegerent of the First Empire of Neo Rokkenjima. I overheard some of your conversation with Chairman Stalin and realize he wishes for your nation to join the Warsaw Alliance, as he walked off I can see that you've been wise in being hesitant to accept a proposal of that magnitude in so short a time. Diplomatic relationships are quite dynamic and take time to grow, and shouldn't be thrust upon a party during a gathering for a greater purpose.

"Rokkenjima understands the challenges facing the younger, less capable nations of the world. The Joint Protectorate Sphere was established by Rokkenjima and her allies to help our younger neighbours, helping them to maintein their sovereignty and defend their way of life through turbulent times. Such association is temporary, and doesn't come with strings to bind your nation to one course. Do understand that this is not a recruitment offer, but a hand of friendship and assistance which you may call upon should you find yourself in a situation of dire need."

Remembering that the Blue Shadow Minister for Culture had announced bands from his nation would be attending the Rokkenjiman Metal Festival she smiled. "On another note, I look forward to seeing your musicians perform in Pyrettania, I've found music often bridges cultural divides and is a good way to introduce one culture to another, and this is a good opportunity for our peoples to introduce themselves to each other. I'm rather fond of Korn, so seeing them perform for the first time will be great!"

Eva hoped that her mention of the Joint Protectorate Sphere wouldn't be taken the wrong way by the Blue Shadow delegation. Knowing that foreign meddling had played a large role in the subjugation of Rokkenjima for many long years she simply wished for them to know that there was another way, someone who was willing to help without expecting favours in return. She looked towards Stalin and, on the chance he saw her, gave a small, if forced, smile.

Seeing as how representatives and leaders began more conversation and no one else seemed to be ready to sign, Grant Brown smiled, looking at the all the signatures. Day dreams of peace, unity, and harmony between nations in the region filled his head. He snapped back in to reality, a gleam in his eye, as he picked up the pen, and signed his name.

"Who?" Ikonen asked.
"Blue Shadow delegation. They're being m-"
"Who are Blue Shadow?" Uvarov interrupted.
"Blue Shadow? That's a country other side of the Sea of Kyne. Next to Narrahivoo and Tytor. Anyway, as I was going to say, their delegation's just been mobbed. They've had the misfortune of being talked at by that Joseph Stalin, who all too often reminds me of my little boy when he - Stalin - is talking, because Stalin has no idea how world leaders need to behave."
Murmurs of agreement emanated from the other two.
"And anyway, right now they're being solicited by Princess Eva of Rokkenjima - lovely woman, I must say - but the two of them - that is, Stalin and Eva - seem to acting like insurance salesmen; you know what I'm talking about Uvarov? The ones in Branibor that send almost daily calls asking about that bloody PPI claims shit?"
Uvarov didn't have fond memories of those. "I know precisely what you mean, Khabarov. Are you expecting me to bother them as well?"
"Is the Patriarch Tengriist? Does a wolf howl in the woods? Of course I do. Of course I expect you to bother them. I need a piss right now, but take Ikonen with you. Keep him out of trouble, and keep him away from the vodka."
"Hey!" Ikonen retorted. "It's only my second bottle!"
"See what I mean, Uvarov? He'll be drunk soon, and it's too early in his career to commit a faux pas like that."

Khabarov walked off to the gents, whilst Uvarov dragged Ikonen over to the Blue Shadow delegation, just as Eva finished her spiel.
It's probably not right to talk yet.
So the two of them stood there, waiting for the Blue Shadow delegation to finish with Eva.

The Minister of Foreign Affairs barely had time to contemplate the departing figure of Stalin before turning to find himself face to face with the countenance of a young looking woman. In turn the delegation introduced themselves and listened to the Princess's introductions. Before they could get any thoughts out of their heads, she glided away back to her own party, leaving the delegation to consider what she'd told them.

Minister of Internal Affairs: Well?
Minister of Foreign Affairs: Well what?
M of IA: I'm intrigued. And certainly this Joint Protectorate Sphere sounds like a better prospect than Stalin's... Warsaw Pact?
M o EA: Don't be fooled, you know what this is, don't you? It's a recruitment drive. She's playing off against Stalin, making them seem like the bad guys while she seems like a saint in comparison.
Minister of Defence: She's certainly saintly.
M o IA: Well, I suppose it's nothing if not expected.
M o FA: Exactly. Let's just sit it out and try not to say anything to antagonise anyone... or to favour anyone.
M o D: Well, perhaps you'd better refrain from inviting people outside for the rest of the night.
M o FA: I didn't know you had opinions. Perhaps you'd better keep them to yourself.
M o IA: Gents, please. I suggest we stick together for the rest of this so we can put on a united front. We can report back when we return and decide which alliances are in our best interests...

Just as the minister was speaking his voice tailed off, as members of another delegation approached their desk.

Eileen and Jon sat looking around watchng and hearing others converse. Eileen looked worried as she looked further through the papers she was given.

Eileen whispers to Jon,
"Yes, our goal was to sign the charter but I if I sign it, it only opens the gate more for them to inflitrate other countries, it's only a matter time before the power spreads beyond even the most powerful."

"You have to sign it, you must, if they find out you will be dead within 24 hrs, someone else will take you place."

Eileen Looks toward him and replies with a blunt, "no."

Eileen then wlks off to find another seat away from Jon, I must let the rest of them know, but how? Eillen thought to herself.

"Good afternoon, gentlemen of Blue Shadow," Uvarov began. "I am Konstantin Uvarov, Prime Minister of Chernobereg, and this," gesturing at Ikonen, standing to his left holding a half-full bottle of Smirnov, "is my assistant Arvo Ikonen, who apparently is going to be our representative at this Covenant.

"As I have just said, I am from Chernobereg, which is part of the Cross-Straights Treaty Organisation, or CTSO. The person you were just with, Princess Eva I believe - correct me if I'm wrong - is from Rokkenjima, who are top dogs of the alliance. I'm sure that she pitched the alliance to you; and presumably, Stalin from the USR pitched his alliance as well. Just a word of advice - I wouldn't trust Stalin to operate a blanket."
Uvarov paused
"And I should have asked this earlier, but what are your names?" Uvarov asked the Blue Shadow delegates.

Eileen sits contemplating on her decision, she looks worried. She stands up, walks up to the Covenent document and signs it. Eileen goes back to sit back next to Jon.

"Eileen, I wasn't expecting you to sign it."

"The corporate power in Themata is growing too strong, it will soon try to move and gain power over other nations, I can't warn anybody here. They might be listening, and your right I am needed."
"We must not talk about it anymore, I feel closed in. As if maybe doing diplomatic dealimgs with other nations is a diservice."
"Why that?"
"It only brings them closer to the ultimate goal."

Eileen nods in agreement, they both stand up and head to socialize with other delegates.

I'm sure that she pitched the alliance to you; and presumably, Stalin from the USR pitched his alliance as well. Just a word of advice - I wouldn't trust Stalin to operate a blanket."
Uvarov paused
"And I should have asked this earlier, but what are your names?" Uvarov asked the Blue Shadow delegates.
The delegation from Blue Shadow stood to greet the Prime Minister of Chernobereg. They offered their hands in turn and introduced themselves personally...

"Good afternoon, Prime Minister Uvarov. A pleasure to make your acquaintance. I am Lozano, the Minister of Foreign Affairs for Blue Shadow. My department will be coordinating all aspects of our involvement in the covenant. I suppose that means we'll be getting to know your assistant in due course."

Taking a step forward, the Minister of Internal Affairs spoke next. "Greetings Mr Uvarov. I am Boyce, the Minister of Internal Affairs."

Next, the Minister of Defence made his voice heard. "And I'm Latimer, head of the Federation's Defence Ministry."

The Minister of Foreign Affairs spoke again. "Of course you're quite right, the Princess spoke of certain diplomatic alliances; though I'm sure you'll appreciate if I don't reveal the exact nature of our conversation. But let me assure you that our nation will not enter lightly into alliances with any nations without thorough consideration."

"Good afternoon then, messrs Lozano, Boyce, and Latimer. It is a shame that there are no spare seats, but that can't be helped.
"On a more serious note, if you want to be part of a major international alliance, then the Warsaw Pact is simply not an option. You might not be aware of this, but they did recently threaten much of the world with nuclear strikes if we continued to oppose their blockade of certain nations which no longer exist in the Great Northern Sea. In case you're wondering, their current non-existence is unrelated. It simply happened - but more simply than the current Vicarious fiasco.

"I have noticed that you've entered into a provisional alliance, or should I say co-operation, with Narrahivoo. Though I won't invite you to the CTSO just yet - unlike Princess Eva, I am not a trained salesman - I am prepared to offer you at the least an agreement of mutual friendship, seeing as we are only separated by a single sea, even if said sea is over two thousand versts - or should I say, kilometers - across. We have much in common.

"I appreciate that it might be a little early in our relationship as nations to undertake full alliance, but perhaps we might at least formalise our friendship by way of a treaty. Does that seem fair to you?"

"Our main priorities are to ensure peaceful relationships with our immediate neighbours" replied Lozano. "But you're quite right. Although the sea that separates us is by no means a narrow straight, it would be in our best interests to ensure good relations with those a little further afield."

"Agreed" piped in Boyce. "I'm sure our fellow ministers would be agreeable to a treaty of friendship between our nations. I'll personally bring it up once we get back to Blue Shadow and we'll likely be in touch in due course."

"And of course, one more friend means one less foe" adds Latimer, "which ultimately makes my job easier!" And saying this, Latimer leans back and emits a loud guffaw.

"I suppose that it would make your job easier Latimer," replied Uvarov. "And thank you both, messrs Lozano and Boyce."

Uvarov looked behind him to find that Ikonen had somehow found another full bottle of vodka. Uvarov turned back to the Blue Shadow delegation.

"Furthermore, in the spirit of international co-operation, may I offer you a drink?" Uvarov asked, having taken Ikonen's bottle of vodka.
