Chief Justice Andres Candamo adjusted his wig, and banged his gavel. "Order, order please." The hundred convention delegates found their seats and ended their conversations. "Thank you. Ladies and gentlemen, I call this constitutional convention of the Republic of Elpidia to order. At the request of the President, and in the Act that created this convention, our first order of business is the invitation of foreign guests to give advisory speeches. The chair will now open the floor." Numerous members raised cards to call attention to themselves. To the chagrin of the chief justice, notable ultra-conservative James Baled was obviously the first to raise his placard. "The chair recognizes Mr. James Baled." "Your Honor, members of the convention. I see no reason to invited foreigners..." He spat the word with vitriol, and here he was drowned out by a chorus of boos from many members, presumably of a more liberal persuasion. Candamo banged his gavel again. "Order! I will have order!" They sure have gotten down the adversarial part of a legislature down pat, he thought. As the assembly quieted down he motioned for Baled to continue. "This is after all our constitution, and we ought to be the only ones to decide anything about it." As Baled finished speaking numerous people raised their placards. Candamo recognized James Moorstone, leader of the Constitution Party, and representative for Port Ulterre. "I disagree with the honorable Mr. Baled. These dignitaries will only be advising us, and a different perspective can only help." After several more hours of debate, the following list of invitee nations was agreed upon, at least by the majority.
