PITTSBURGH (AP) - Jerome Bettis has joined a Detroit casino owner seeking the city's sole slots licence and who has pledged money for a new arena for the Pittsburgh Penguins.

Don Barden, chairman and chief executive officer of PITG Gaming LLC, said Monday that he would contribute $7.5 million US a year over 30 years to help with a new arena.

His plans call for a $410-million casino on the North Shore near Heinz Field and PNC Park, homes of the Steelers and Pirates. In all, Barden offered a $1.1 billion development proposal.

Bettis, a Detroit native, would oversee Barden's plans for mixed-use development in the Hill District, near Mellon Arena, where the Penguins play.

''This development program will create one of the largest economic expansions western Pennsylvania has ever seen,'' Barden said. ''We'll be creating thousands of new construction jobs, thousands of new casino, hotel, and related jobs, as well as new jobs in Pittsburgh's retail sector.''





Two other applicants are competing for the slots license. Isle of Capri Casinos Inc., the Penguins' partner, plans a $1-billion project that would include the slots parlor, a new arena and retail development.

Harrah's Entertainment Inc. and Forest City Enterprises, of Cleveland, want to build a $1-billion development anchored by a casino, but the plan includes no money for an arena.
