Natural Reserve of Perpetuality SPONSOR: Kuhlfros, Urcea WHEREAS the land designated the "Ixnay Nature Reserve" or "Ixnay International Park" are to be reserved and protected from any outside nations attempting to annex or seize control of the reserve, reaffirming the original agreement between Pel, Solisbury, and the MacPhoenix Apostasy; 1: that the area of interest is to be an "environmental zone" where species of plants and animals may live outside of the interference of industry; 2: Either by the Congress itself or contribution by its members, a Force of Officers and Physicians and Maintenance are to be stationed in the reserve to Protect it from Criminal or Illegal Actions by a Person or Persons and for the health of the species inside the Area; 3: Researchers from the nations of the region are to be allowed into the Nature Reserve for scientific, non-harmful study of the species in the reserve. No state may construct more than one research station, and each state is limited to fifty researchers in the reserve at any given time, and each state must pay a usage fee, both for its research station as well as a fee per person; 4: Tourism is allowed into the reserve to observe these species in their natural habitats; the responsible behavior of said tourists is to rest with their nation of origin; 5: Hunting, fishing, scavenging, or any other type of natural animal collection, is to be banned from the reserve, with the exception of protection of wildlife from invasive species, in which case appropriation action is to be determined by park administrators. BE IT RESOLVED that all of the following objects are to be banned within the reserve, with the exception of licensed employees of the reserve; Weapons or weaponized objects (to the discretion of reserve officials); Substances deemed harmful to human and/or animal life; Illegal narcotics; Non-degradable items (park officials must, however, be required to provide storage for these items). "In order to kickstart the much-needed debate on this bill, allow me to pose the following: -If I recall correctly, one of the main issues raised by this bill during the original debate was the question of who oversees and manages the "park rangers" and where the usage fees from §3 get paid to. As a solution to both of these, might I propose the creation of a Protected Lands Authority as a bureau of the government's executive branch? The Protected Lands Authority would be responsible for overseeing and managing the nature reserves, and its day-to-day operations would be financed (at least in part) by the usage fees and tourist entry fees. -"Illegal narcotics" in §5 needs to be further defined. We believe that the propposed Act is to restricted, we request that we go back to the original Act, with a more liberal background. I think that a fee is not in its place in the Neutral Natural zone, as it is a nuetral and non-claimable zone. Everyone should have acces to the Natural Reserves. We understand that rangers should be controlled, we agrea with a creation of an organisation within the executive branch. BUT we see no reason why we should ask for a fee or tax. WE call for more Liberalism. |

The fees would be payed to the regional government, which does not interfere with the neutrality of the reserves. "We are certainly willing to withdraw the idea of entry fees for visitors, but a fee for research stations would help the regional executive manage the park while taking less money from the regional government's budget." |

We support a proposal without an entry fee, we agree with a fee to help finance the maintenance, as long it will be not be like a tax. The proposal will have our support, if changes are made. |

I propose we move this topic to the floor with the amendments stated before hand in this discussion, such as the usage of a fee to research stations and other methods to support the maintenance and well being of the reserve, and the creation of a bureau to help manage the regions reserves. |
