Delegate Reign; A law that determine a periode to reign | constitutional

Act on the Regional Government Reign
A law that defines the maximum reign (periode of rule) of the Delegate of Ixnay.

ARTICLE I
The Regional delegate will be elected by all members of Ixnay and its Sub-Regions, by normal majority vote.

ARTICLE II
The Delegate will hold together with the Vice-Delegate the executive power of the Region

ARTICLE III
The Delegate can hold his function for a maximum of 6 months, He can extend his term of office, once for the same period, if he is Re-elected. His re-election is Secured.

ARTICLE IV
After the expiration of his office, and in time of a vacante seat for the Delegate's Office, The former Delegate gets minimal authority over the region. He is at that moment a Delegate on current affairs.

ARTICLE V
A Delegate on currunt Affairs, has only emergency powers,
'he is in charge of organizing the elections in a fair and transparent way',
'he may only finish current affairs (already made) or decisions, he can only finish, ratify or/and implement them.
'he cannot decide without the Vice-Delegate at that time',
'he cannot enforce laws made in Congress, those laws are in hold until a new Delegate has been elected',
'he may not accept Embassies proposals, or propose constructing own',
'he can only make emergency decisions in time of War, or in a case the Congress has dissolved itself'

ARTICLE VI
After a new Delegate is elected, the former Delegate loses all his executive powers and duties under current affairs.
