(OOC: This is just a draft. Feel free to suggest things to be added.) Religious Liberty Act SPONSOR: Urcea A bill to buttress existing regional statute passed within the Ixnay Human Rights Charter. Section 1: Existing Statute Article I The "right of...religion" as stated within the Ixnay Human Rights Charter shall be defined as "a right to worship freely or practice a religious faith in any way an individual sees fit within reasonable grounds", and it shall be reaffirmed that state, nor private actors, may in any way infringe upon an individual's ability to freely practice their faith within the the region. Article II Places of worship are to not be unreasonably searched nor seized, and any such searches and seizures shall require a warrant. Article III Individuals may not be discriminated against in any way due to their religious beliefs. Article IV State actors shall refrain from defining the confines of "reasonable grounds", and it's recommended that specific cases be handled by the individual nation's legal system. Article V The Regional Supreme Court shall be the highest appellate court in the region for all cases pertaining to this law and the religious protections enumerated in "Ixnay Human Rights Charter". Section 2: Free Conscience Article I Individuals may not be coerced, under the threat of harm or imprisonment, by states to participate in religious practices, nor shall they be subject to the same practices to cease worship. Article II Individuals, religious groups of worship, and religiously affiliated firms may not be compelled to comply to statutes that impose a financial burden which is in violation of the conscience of the individual, group, or firm. This protection does not extend to employment discrimination, and must be applied on a reasonable basis. |

Absurrania will fully support this piece of legislation, and, despite being open to those who wish to suggest revisions, is ready to submit this bill to a vote as it is. It properly defines the religious freedoms granted in the Ixnay Human Rights Charter. |

DR Sawra will also give the full support on this Bill, Although we would like to ask, the delegate of Urcea, if Article 5 means that the Bill (Ixnay Human Rights), will be seen as a binding law? AND if you give the Supreme Court power to act on this matter by violation of the law. |

If a nation decides to adopt this bill as law, what it means is that the Regional Supreme Court will be the highest court one can appeal to. A nation, of course, has to decide to accept the ruling, but if they accepted the bill it's likely they accept the ruling. |

I absolutely agree with you, but I would like to ask you, what if a minority does not accept it? As a committee member I am obligated to search for compromises and I must ensure that all legislative proposals are and have been questioned, so that it can has a chance to succeed. |
