I think that things will happen out of that thread. What I've seen is that when the community rallies over something, there are only a few reasons why it *doesn't* come to pass: Expense far exceeds the benefit, licensing and other legal issues, lack of in-house ability.

The ABC system in LOTRO was a labor of love by a developer long gone... the code for the game was done on the dev's own time, and they had a musical aptitude to begin with. That skill set isn't in the studio anymore, it seems. There may be other reasons, like fear of copyright troubles (lawyers spoil a lot of great games). I was told at one point that the music system will likely never be overhauled.

That said, here is some hope: They said the same thing about the Moors and PvMP this year, but steady pressure from that group of players changed the "not going to happen" to "here it is". So, the key is to be a squeaky wheel, maybe, to get the grease. Or, simply show our passion.
