So guys, in your opinion what is the best HM move in every generation.
Yes, the best.
Well to me it's Surf, it's commonly used in competitive battling,
because Hydro Pump lacks accuracy, while Surf doesn't.
Surf is almost better than Hydro Pump in my opinion.
So yeah, Surf is the best HM move in my opinion.
Also Surf is the most powerful HM move there is.

So what is the best HM move in your opinion.

For me It'd either be Surf or Fly because they have a decent enough base power and are quite useful.

For me, it's Surf and Fly.
Surf because this move has high power and can hit both opponents, and Fly because this move could make the user of this move invulnerable to almost all kind of moves.
