Questions are to be answered by the CIS Head, the Deputy Head or a CIS Representative or the Minister-President. All others should refrain from answering in order to not spread confusion. Questions will be added to this post as they come up.

Q: Who are some notable people inside the Multi Species Union?
A: As follows:

Q: What are the objectives of this particular Organization?
A: As stated in the MSU Manifesto and Charter:
  • Use diplomacy as a means to achieve peace.
  • Promote free trade and information to all member nations so long as it doesn't compromise their tech level integrity.
  • Champion against discrimination of a nation based upon species, government leadership style or tech level.
  • Defend all member nations, whether they are human, anthro, pony or the many others scattered across the universe.


Q: Is anyone just accepted into the Multi Species Union?
A: Acceptance into the MSU is determined by the CIS.

Q: Is there such thing as discrimination? Is debating about the "Supreme Species" allowed?
A:Yes, there is such a thing as discrimination. It is acceptable IN CHARACTER, meaning it takes place in an IC thread and is committed by character or nation in that thread. From conflict arises resolution. Griefing players over their chosen species OOC will earn someone a forum ban here on the OSF. Respect the player.

Debating about "the supreme species" is a waste of your time. It creates resentment between players, and it can be taken offensively by players just starting out (they feel like they're being picked on). This sort of attitude is what kills groups. Please do not bring a Mary Sue or God Mode Sue nation into the MSU.


Q: Will the Multi Species Union come to my nation's rescue when being attacked?
A: Nations may choose to ask other nations to aid them however this request should be made via TG and not in the MSU OOC threads. The MSU OOC threads are for MSU business.

The MSU itself does not fight wars. We may engage in humanitarian missions or provide a security force for peacekeeping missions. We have a procedure for asking for help during a crisis. It's in the charter:
Section IV - Standard Policy
  • Member-Nations are responsible for their own borders and territories however, in extreme circumstances, a Member-Nation may request emergency assistance from the Multi-Species Union. Such requests must properly drafted and submitted to the Ministry of Internal Affairs. This ministry is charged with communicating the Member-Nation's needs to the other Ministries and the Minister-President. The Minister-President must present the request and any accompanying initial data to the Congressional Union for vote. Requests are accepted with two-thirds majority vote.

    The Minister-President is charged with coordinating the various ministries to form a delegation that will establish lines of establish lines of transportation, demarcate locations for bases, relief camps and/or demilitarized zones, and any other data needed to support peacekeeping operations. This data will be compiled by the Department of Internal Affairs and presented to the Minister-President. The Minister-President will work with the Council of Intelligent Species Head of Commission to request aid from Member-Nations best suited to assist in a given scenario.

    All forces sent by Member-Nations, to include any resources or equipment or manpower, remain under the control of their homeland. Each participating MSU nation is responsible for the upkeep of their forces. The highest ranking commander of those forces will retain command. If there is more than one nation in the peacekeeping force, then the MSU will appoint the highest ranking officer for all combined forces as the commander. All resources, personnel, vehicles, weapons or other accoutrements will be returned to their Member-Nation at the conclusion of each mission.


You would draft a request and submit it to the Minister of Internal Affairs. This can be done on this OSF forum. The MIA reviews it, makes certain all the basic questions are asked and, if it seems like an authentic situation and not some overinflated claim, the MIA would kick the request over to the Minister-President. The Minister-President would do some legwork (or have Ministers do the legwork for us. A smart nation will have included links in his draft that pinpoint what's needed where). Once all that data is clarified, The CIS Head presents the request to the Congressional Union. We nations discuss it, determine if we'll render aid and what kind, and then vote on it. It can take days, yes. The member nation is contacted with Congress' decision and either goes away unhappy or prepares to receive aid. Aid is outlined in the charter to include command structure, logistics responsibilities etc.



Q: Will I have to do the same for another member-nation?
A: This is entailed in Charter in details. Short answer: no.


Q: Is this like the UN/World Assembly?
A: No. The MSU doesn't intrude into altering a member's constitution or making/changing a nation's law(s).


Q: Do I need to have species diversity in my population to join?
A: No. You should not have species discrimination in your population, however, nor engage in practices that the general public (most of the nations in the universe) would take offense at (such as genocide, the willful eradication of sapien life in your borders, oppression of protected species (such as Ponies, anthros etc) and so on.

(OOC: to put it into prospective, if a player's nation takes actions against sapient beings that would cause real world nations to bristle and send in troops, chances are high that you really shouldn't apply to the MSU.)


Q: Can we declare war? Where do we do it and how? How do I make them war with me?
A: Declaring war is something that should be discussed between players prior to posting the declaration. The other player can choose to ignore your declaration if they did not agree to it beforehand. All effort to set terms and conditions should be made prior to the declaration. (What's the weapon's cap, where will the battles take place, can innocents be killed, can innocents be killed brutally and graphically, can leaders be assassinated, can capital cities be easily invaded etc).

Question: Is anyone just accepted into the Multi Species Union?
Clarification:
Different people have different criteria when considering applications for acceptance or denial. My criteria comes from years as a GM (looking for balance in a group, looking for player attitude that will compliment a group, looking at post history and skill.) Here is what I look at:

1. The sidebar. The flag, the post count, the join date. These don't tell me anything more than how active or new someone is, but sometimes the flag indicates a sense of humor. An account less than 1 month old with a post count greater than 1500 usually indicates that the player is either a Generalite (TET, perhaps) or else participates in too many one-liner RPs.

2. Application. IC communique impresses me (official letter, a seal etc). I don't require it, especially if the players are new to RP. MSU is a good place to learn! Here's a breakdown for you:

3. The Sig. A signature can be a testament to either player or nation. I'll deny someone if I see "anti: pony" because our alliance promotes that group and I don't feel like dealing with bigotry, smug remarks, or jabs at Pony players.



Again, not everyone does this. I can't speak for Storm or the CIS Reps.
