Xenophobic should be understood here as meaning specifically fear of the alien...while most Scinan worlds and vehicles are strikingly cosmopolitan, interactions with non-Scinan cultures tend to be strange at best due to the peculiar mindset that goes along with being Scinan. As a result, there is a tendency for them to stick to their own volumes of space and avoid unnecessary contact with outsiders. In other words, Scinan doesn't appear to hate outsiders per se, they just find dealing with them largely frustrating and unproductive. As a result of their reclusivity, relatively little is known about the specifics of Scinan culture. Based on most interactions they appear to utilize some form of extreme, pervasive capitalist/commercialist economy prominently featuring a form of indentured servitude slavery for all known member species (especially synthetics or artifolk) that may begin as early as childhood/fabrication. While they are known to be active slavers, their habits in this regard seem relatively inoffensive and thus tend to keep them from drawing much fire from external anti-slavery organizations. They do not raid neighboring civilizations for forced labor, apparently preferring elaborate (and highly confidential) employment contracts drafted between entities. Apart from the act of person ownership itself, they are not known to engage in sophont rights abuse, and by all accounts employees appear to be generally well treated by their corporate owners. They are perfectly willing to purchase personnel from less scrupulous slaving nations, however, and have on at least one occasion purchased wholesale an entire pre-starflight state from it's parent empire. The fate of those who are unable or unwilling to adapt to Scinan customs under such circumstances is, at this time, unknown. Species distribution among the Tribes is strikingly diverse, with Humans and Synthetics/Artifolk playing prominent roles in Scinan interactions with foreign powers. The extent to which this is a mark of prestige is indeterminate given the general attitude towards said foreign powers. Further data is allegedly available through participating outlets of Government Services, however, the extensive bureaucracy and circuitous contractual requirements sharply limit foreign access. |
