Denizen Council

One idea I've been toying with and was part of the reason why I nominated who i did was for a people's council. This would be for nations that reside in the WA and or in Mordors military.

It would give nations the chance to have some kind of say when they aren't in the Nazgul council.

Limiting it to Military/WA citizens seems like an unfair limitation - though it may just be because I'm neither. :P But if we create a Denizen Council, all Denizens (at least active ones) should be allowed in.

What exactly would the power be? Would it be a second house for laws (thus creating a House of Represetatives/Senate-esque division), or something more akin to the Europeia City Council/Citizens Assembly?

I believe its a good idea to just hold the denizen council for military and WA members.
Since the leaders are giving them more power, its kinda obvious that denizens do something in return like joining the military or becoming WA member. But I think this must be for every function in Mordor which denizens can apply for : Mordor Monthly, Military, WA member, recruiter and any other function there will be comming when we have agreements in forming the government.

Its a win for those who are active in Mordor : They are being given more power
its a win for the leaders/government : the delegate gets more endorsments, we will have a strong and active military...

It would boost the activity in every way : A denizen council AND more participating denizens in the functions provided by Mordor

I suppose we could allow special dispensation for Denizens who are prior engaged with the WA, but show commitment and loyalty to Mordor through other means. I.E recruiting :P

Nay. The Denizens already have too much power. They hold my office to ransom every two months as it is, and appoint the deciding vote on the Nazgul Council.

I don't want to see the Denizen's Council have power even approaching co-equality with the Nazgul. It would have to be quite powerless, IMHO.

Well, I was just floating the idea, I know some Denizens have mentioned if they aren't in the Nazgul they don't have a lot to do, and want to really keep them around if they aren't in power. One of the ideas is the Denizen council, however, in a region like Mordor, I'm not convinced more democracy is a good thing.

Certainly Aule is dead set against it. This thread is for them to argue their case.

I think a whole Denizen Council defeats the purpose of having such a set up for the Nazgul Council that includes Sauron and a White Wizard too.

A Denizen rep is apparently elected for the final spot as it is. Denizens should work with this final elected spot IMO. Just a public discussion area is enough in that case.

Though if a Denizen Council must appear then I'd tend to agree that they really need to be contributing in some way (I agree with Jahmurai).

I think the Denizens should occupy themselves -

making the region more homey (posting, spam, RP)
military service, if so inclined.
recruiting/other government service, if so inclined.
currying favor thorough any of the above with the big 2, so they can get a Nazgul appointment next term.
acquiring favors from other Denizens to get support for the odd Council seat next term.
watching the Nazgul carefully, looking for signs of weakness or a reason to call for an anathematization.

Even without having a direct voice in politics, anyone who wants to can begin laying groundwork for their future here.

I think we should revisit this idea. What a great way to keep the denizen involved than to have them in the policy process. We can form a quasi-bicammeral legislature which allows all non-elected denizen to have a vote on legislation. Any bills they pass then go on to the Nazgul for approval.

I wouldn't be opposed to a Denizen council so long as it had limited powers in comparison to the Nazgul council.

My suggestion is the Denizen Council has power only to propose Legislature or Amendments. The Nazgul council can view the proposal, or ignore it at their discretion.

Well we have the Orc Outpost in the Nazgul section for that, where some Denizen's have taken to posting their legislation in the hope it'll be championed by a Nazgul.

But certainly it is an idea that I believe will be strongly considered this term.
