A sort of "Lower House" perhaps? Limited to merely proposing bills and Legislature to the Nazgul, but unable to do more than that.
That's an idea. Quite a good one, really. Very reminiscent of the House of Lords in the UK, although the HoL is the upper house.

It's certainly a good way to keep newer Denizens interested. Having joined various regions, I know how frustrating it can be when your voice isn't being heard.

I'm going out on a limb and reviving this discussion.

This is a good idea. We're one of the largest regions in NS & our forum activity should reflect that. It doesn't, to be frank. I've been in smaller regions with far more active forums. The denizens are the bedrock of this region, and frankly we do a terrible job at getting them involved in any governmental aspect of the region. I see one ministry offering a Deputy Minister position. Yes, denizens should be experienced before entering government but you have to give them the chance to acquire that experience and a Denizen legislature, whether it take the shape of a council or some other body, would be a perfect tool to give them that.

I see one ministry offering a Deputy Minister position.
Add one department that has been offering positions for over a month (including putting an ad out in Aamaranthines updates.) with no interest from Denizens ;)

I am sorry, but the denizens do have a say in stuff. Just go in the great host and post what you think about the nazgul's stuff. There, you are involved. Why do we have to have another council?

They get to comment & propose legislation if they want to, but they can't actually vote on any legislative matters.
