April 28-29, 2014

President Barack Obama of the United States is arriving for a state visit on April 28 until April 29, 2014. It is the eighth visit by a President of the United States to the Philippines, and will be President Obama’s first visit to the Philippines.

The recognition of the independence of the Philippines on July 4, 1946 marked the formal establishment of Philippine-U.S. bilateral relations. On that day, President Manuel Roxas and the first U.S. Ambassador Paul V. McNutt (who was the last U.S. High Commissioner) signed the Philippine-U.S. Treaty of General Relations, which came into force on October 22, 1946. The U.S. Military Bases Agreement was signed on March 14, 1947, and a Mutual Defense Treaty which is still in force was signed on August 30, 1951.

US President Barack Obama lands in PHL

(Updated 2 p.m.) US President Barack Obama landed in the Philippines at 1:38 p.m. on Monday for his first-ever state visit to the country.

Obama was welcomed by Vice President Jejomar Binay, Foreign Affairs Secretary Albert del Rosario, Defense Secretary Voltaire Gazmin, Interior Secretary Mar Roxas, and US Ambassador to the Philippines Philip Goldberg, among others.

Obama, who arrived on board Air Force One, will be in the country for two days.

The US President will meet with President Benigno Aquino III around 2:30 p.m. in Malacañang , which will be followed by a joint media briefing.

A smiling Obama jogged down the steps of the Air Force One to board the helicopter Marine One, which will take him to Malacañang. Since Obama’s visit is an official state visit, the US President will be accorded full military honors, including a 21-gun salute, at the Palace.

Obama's visit coincided with the signing of the agreement that will allow an enlarged rotational presence of American troops in the country. The deal was signed hours before the arrival of US President Barack Obama.

[Delivered in Malacañan Palace on April 28, 2014]

The honorable President of the United States Barack Obama and his official delegation, members of the Cabinet present, members of the press, ladies and gentlemen: good afternoon.

Today, the Philippines welcomes President Obama and his delegation on his first state visit to the Philippines. The United States is a key ally, a strategic partner, and a reliable friend of the Philippines. With this visit, we reaffirm the deep partnership between our countries—one founded on democratic values, mutual interests, and our shared history and aspirations, and one that will definitely give us the momentum to propel our peoples to even greater heights.

We witnessed the most recent and tangible manifestations of this in the immediate outpouring of assistance from the government of the United States and the American people in the aftermath of Typhoon Haiyan or Yolanda, and your nation’s clear expression of solidarity with the typhoon’s survivors. Mr. President, in your State of the Union Address early this year, you spoke of how American volunteers and troops were greeted with gratitude in the affected areas. Today, I reiterate formally: the Filipino people will never forget such kindness and compassion. On behalf of my countrymen, I thank the United States of America once more for being a true friend to our people.

The friendship and partnership between our countries, however, are evident not only in times of crisis and immediate need, but also in other aspects of our relations. Our defense alliance has been a cornerstone of peace and stability in the Asia-Pacific region for more than 60 years. And our strategic partnership spans a broad range of areas of cooperation, contributing to the growth and prosperity of both our nations, and fostering closer bonds between our peoples.

As such, President Obama and I met today with a shared resolve to ensure that our deepening relations are attuned to the realities and needs that have emerged in the 21st century, which affect not only our two countries, but also the entire community of nations.

I thank President Obama for U.S. support for our government’s efforts in modernizing and enhancing its defense capabilities. The Philippines-U.S. Enhanced Defense Cooperation Agreement takes our security cooperation to a higher level of engagement, reaffirms our countries’ commitment to mutual defense and security, and promotes regional peace and stability.

Both President Obama and I share the conviction that territorial and maritime disputes in the Asia-Pacific region should be settled peacefully, based on international law. We affirm that arbitration is an open, friendly, and peaceful approach to seeking a just and durable solution. We also underscored the importance of the full and effective implementation of the Declaration of Conduct and the expeditious conclusion of a substantive and legally binding Code of Conduct in the South China Sea—all towards fostering peace and stability in our part of the world. We likewise welcome the active participation of the United States in regional mechanisms such as the ASEAN Regional Forum and the East Asia Summit.

Typhoon Haiyan showed the entire world how vulnerable the Philippines, as well as other developing countries, is to natural disasters. As such, Humanitarian Assistance and Disaster Response is an essential component of our cooperation. As the United States and the American people have always been ready to support us in the aftermath of disasters, so too do we look forward to the continued cooperation of the United States and the rest of our partners in the international community, as we undertake the task of building back better the communities affected by Typhoon Haiyan.
This morning, we made a promising start, as we discussed how our partnership can be enhanced through building climate-resilient communities.

These kinds of strong communities are important, not only in withstanding disasters, but also in fostering inclusive growth across the entire country. President Obama and I recognize the importance of strong economic engagement for the continued growth of both the Philippines and the United States.

On this note, we expressed our appreciation for U.S. support to our government’s programs under the Partnership for Growth framework, which enhances the policy environment for economic growth through $145 million total planned contribution from the U.S. Agency for International Development. U.S. support is also coursed through the Millennium Challenge Corporation, which supports the implementation of projects on road infrastructure, poverty reduction, and good governance with a $434 million grant from 2011-2016.

Recently, the U.S. Federal Aviation Administration reinstated the Philippines to a Category 1 status. This will redound to mutual benefit for our countries—from opening more routes for travel between the United States and the Philippines, to creating more business opportunities, to facilitating increased tourism and business travel.

We welcome the substantive agreement between our countries on the terms and concessions for the U.S. to support the Philippines’ request for the extension of special treatment for our rice imports until 2017.

We also discussed the Trans-Pacific Partnership, which is a high standard trade arrangement that will shape the global and regional economic architecture in the 21st century. The Philippines is working to ascertain how participation in TPP can be realized.

The signing of the Comprehensive Agreement on the Bangsamoro last March 27 brings a just and lasting peace within our reach—a peace that will serve as a strong foundation for stability, inclusivity, and progress in Mindanao. This was borne of the steadfast commitment and the hard work of our administration, the Moro Islamic Liberation Front (MILF), and other partners and stakeholders, the U.S. included. We thank President Obama for the United States’ significant assistance and support for the Philippine peace process.

Our meeting today was comprehensive, historic, and significant—embodying our shared values and aspirations. It accorded President Obama and myself the opportunity to build on the relations between our countries, and discuss our strategic vision for the future of the Philippines-United States relationship—a relationship that is modern, mature, and forward-looking, and one that allows us to surpass challenges, towards the benefit of our peoples, the entire region, and the world.

Obama says US goal is 'not to counter China' in sea row with PHL

(Updated 5:54 p.m.) Shortly after his arrival in Manila on Monday for a two-day state visit,US President Barack Obama said the United States supports the peaceful resolution of the dispute over the West Philippine Sea.

"Our goal is not to counter China,” he said during a joint press briefing with President Benigno Aquino III in Malacañang. "Our goal is not to contain China."

Obama made the remarks a few hours after US and Philippine officials signed a new defense pact for the increased rotational presence of American troops in the country, which comes amid lingering tensions between the Philippines and China over completing claims in parts of the South China Sea.

Obama said the goal of the US is to ensure that international rules and norms are respected, including those in areas with maritime disputes.

"Really our message to China consistently in a whole range of issues is we want to be a partner with you in upholding international law," he said, noting that larger countries have a bigger responsibility in such efforts.

Obama also said the US government welcomes China's "peaceful rise" on the world stage.

"We have a constructive relationship with China. There is enormous trade, enormous business that is done between the United States and China, a whole range of issues on the international stage in which cooperation between the United States and China are balanced," he said.


The Philippines has sought international arbitration over China's "nine-dash-line" claims to about 90 percent of the South China Sea, an important shipping route that is believed to be rich in energy resources. Beijing's territorial claims also overlap with those of Brunei, Malaysia, Vietnam and Taiwan.

Obama said his government supports the move to resolve the matter in a "diplomatic fashion." He pointed out that this has always been their strategy in territorial disputes, not "sending ships and threatening folks."

"What we do is we sit down and we have some people in the room. It’s boring, it’s not exciting but it’s usually a good way to work out these problems and work out these issues," he said.


EDCA not for China

Just hours before Obama arrived in Manila, US and Philippine officials signed an agreement that will increase the presence of US troops in the country.

The agreement, which will have an initial 10-year term, is touted as the highlight of Obama's first visit to the Philippines, the United States' oldest ally in the region.

Obama, however, said the purpose of this agreement is "wide-ranging."

"The goal for this agreement is to build Philippine capacity, to engage in training, engage in coordination—not simply to deal with issues of maritime security, but also to enhance our capabilities so that if there’s a natural disaster that takes place, we are able to potentially respond more quickly," he said.

"If there are additional threats that may arise, that we are able to work in a cooperative fashion," Obama added.

He said the US hopes to be able to work "cooperatively" with China in the future as well.

"Our goal here is simply to make sure that everybody is operating in a peaceful, responsible fashion. When that happens, that allows countries to focus on what is more important to people day-to-day and that is prosperity, growth, jobs," he said.


PNoy agrees

Aquino said he and Obama share the "conviction" that territorial and maritime disputes should be settled peacefully, based on international law.

"We also underscored the importance of the full and effective implementation of the Declaration of Conduct and the expeditious conclusion of a substantive and legally binding Code of Conduct in the South China Sea—all towards fostering peace and stability in our part of the world," Aquino added.

Obama was quick to note that the US does not have any "specific position on the disputes between nations."

"We are an Asia-Pacific nation and our primary interest is the peaceful resolution of conflict, freedom of navigation that allows for continued progress and prosperity," he said, adding that coercion and intimidation are not the way to handle disputes.

Upon his arrival in Manila, Obama shook hands with Philippine officials at the airport tarmac and waved to the crowd before boarding his Marine One chopper that took him to the presidential palace for bilateral talks with Aquino.

From bases to visiting forces: A brief history of US-PHL security relations

After gaining independence from American colonizers, the Philippine government entered into its first defense agreement with the United States in 1947. Since then, both sides have inked several security deals including the latest one – the Enhanced Defense Cooperation Agreement – signed Monday hours before the arrival of US President Barack Obama in the country.

This timeline traces the history of military agreements between both sides, from the now-defunct bases agreement to the rotational presence of US forces that some protesters have criticized as an infringement on Philippine sovereignty.

NO NEW BASES BUT SIMPLY AN INCREASE ROTATION AND BETTER COOPERATION ON DISASTER MANAGEMENT and AFP MODERNIZATION

A few hours after the US and the Philippines signed a new defense deal, US President Barack Obama clarified that they will not be reclaiming or establishing any military bases in the country.

"I want to be very clear: the United States is not trying to reclaim old bases or build new bases," Obama said during a joint press conference with President Benigno Aquino III in Malacañang.

Obama explained that the Enhanced Defense Cooperation Agreement (EDCA) signed earlier in the day will only rotate US troops in Philippine facilities.

Obama said this is so that they can train and work together to build the defense capability of both countries.

"We’ll train and exercise more together so that we’re prepared for a range of challenges, including humanitarian crises and natural disasters like [Typhoon] Yolanda," he said.

Aquino thanked the US for its support in modernizing and enhancing the defense capabilities of the country.
