Sino-Vietnamese War The Sino-Vietnamese War, also known as the Third Indochina War, was a brief border war fought between the People's Republic of China and the Socialist Republic of Vietnam in early 1979. China launched the offensive in response to Vietnam's invasion and occupation of Cambodia in 1978 (which ended the rule of the Chinese-backed Khmer Rouge). Chinese Vice-premier Deng Xiaoping saw this as a Soviet attempt "to extend its evil tentacles to Southeast Asia and...carry out expansion there," which reflected the long-standing Sino-Soviet split. As the former U.S. Secretary of State Henry Kissinger notes: " whatever the shortcomings of its execution, the Chinese campaign reflected a serious, long-term strategic analysis." The Chinese entered northern Vietnam and captured some of the bordering cities. On March 6, 1979, China declared that the gate to Hanoi was open and that their punitive mission had been achieved. Chinese forces retreated back across the Vietnamese border, into China. Both China and Vietnam claimed victory in the last of the Indochina Wars of the 20th century; as Vietnamese troops remained in Cambodia until 1989, and the Hanoi imposed regime remains in power in Cambodia till today (2014), it can be said that China failed to achieve the goal of dissuading Vietnam from involvement in Cambodia. However, Moscow surely realized that any attempt at expanding its foothold in Southeast Asia would have involved risk of military confrontation with China. Following the dissolution of the Soviet Union, the Sino-Vietnamese border was finalized. China demonstrated to its Cold War Communist adversary, the Soviet Union, that they were unable to protect their new Vietnamese ally. Following worsening relations between the Soviet Union and China as a result of the Sino-Soviet split, as many as 1.5 million Chinese troops were stationed along the Soviet-Chinese border, in preparation for a full-scale war. Evidences of China's Crime: The Spratly Islands Massacre 1/ With proven historical evidences and an uninterrupted possession, Vietnam has been exercising her sovereignty over the Spratly Islands in the East Vietnam Sea, which is also known as the " South China Sea". However, with continuing ambition for hegemony to control natural resources as well as sea transportation routes, China has brutally and inhumanely attacked Viet Nam, seriously violating Vietnams sovereignty and international laws. This real footage, which was taken by the China Navy during the invasion of the Spratly Islands on March 14th 1988, is an irrefutable proof of China Navys crime. Using overwhelming armed forces, the China Navy killed 64 under-equipped Vietnamese sailors, destroyed and prevented unarmed Vietnamese vessels from saving the injured. The movie has raised a question of criminal charges against the Chinese government, once led by Deng Xiao Ping, for the course of justice. In fact, this defending battle lasted for a few hours at three reefs nearby the island called Sin Cowe, one of the largest islands in the Spratly islands. The Spratly islands locate at a distance of over 1000 km far from the undermost Chinese coast at Hainan island and rightly belong to Vietnam for historical reasons. 2/ In the early months of 1988, the Chinese Navy had landed troops on five reefs and atolls of the Spratly Islands. Three of them lie quite near the large islands that Vietnam owns. The Vietnamese Navy then ferried supplies and equipment to six other reefs and atolls. They successfully gained control of them and prevented the Chinese navy from extending their occupied zone into the other islands. In early March, the High Commander of Vietnamese navy decided to defend other three reefs because they were part of the Spratly Islands and forming an open chain of reefs around the Sin Cowe island that were in control of Vietnam. On March 13th, in the late evening, three Vietnamese transport ships arrived in time at those reefs and set up the flags to represent Vietnams sovereignty over them. However, some hours after the Vietnamese transport ships had reached the target, four large Chinese warships got close to the Vietnamese and switched on the warning loudspeaker. Despite threat from Chinese warships, the Vietnamese transport ships patiently kept anchoring beside the reefs. They were not powerful enough to confront with the Chinese navy and did not want to escalate the conflict. The Chinese were ordered to take an oath before they floated motor-boats with many heavy-armed marines in carrying out the conspiracy to provoke the Vietnamese to break out a war. The Chinese, especially soldiers, are taught that the ocean area of Spratly islands with more than two hundred islands, reefs and atolls belongs to China. The strain continued until the next morning, when the Chinese mobilized more battle ships, and also more floated motor-boats. They caused more provocations for the battle to break out. By 06:00 am, they suddenly sent 3 aluminium boats that carried about 40 armed marines and rapidly rushed towards the reefs. They landed troops in front of Vietnamese sailor crews and tried to lower the Vietnamese flags that had been already planted into the reef-platform since last evening. Standing on the reefs where the water level covered half of their bodies, the Vietnamese sailors set up commanding positions along the edge of the reefs to lay the defending lines and try to prevent the enemy from advancing forward. They were threatened by the Chinese to retreat from the reefs. This intrusion caused strong reaction from the Vietnamese defenders to hold their flag. They determined to hold on to the reef and keep their flag flying at any cost. Unable to force the Vietnamese to leave the reef, the Chinese marines had to get back to their battle ships. Vietnam tries to stop China rig deployment Associated Press 3:50 pm | Wednesday, May 7th, 2014 HANOI, Vietnam—A Vietnamese government official said Vietnamese navy and coast guard vessels are trying to prevent a Chinese oil rig from establishing a fixed position in a disputed part of the South China Sea and that vessels from the two countries have collided. The official said no ammunition had been fired and there were no reports for injuries. The standoff Wednesday close to the Paracel Islands raises the possibility of skirmishes in one of Asia’s most volatile regions. Earlier two foreign diplomats said Vietnam dispatched up to 29 ships to the area near the oil rig when it became aware of China’s intentions on May 2. U.S. criticizes Chinese oil rig move amid Vietnam protests BY GREG TORODE HONG KONG Tue May 6, 2014 4:59pm EDT (Reuters) - The United States on Tuesday sharply criticized the movement of a huge Chinese oil rig that Vietnam says has entered its waters, the latest show of Beijing's growing assertiveness to raise alarm among smaller countries in the region. The Vietnamese accusation came days after U.S. President Barack Obama visited Asia to underline his commitment to allies there, including Japan and the Philippines who are themselves locked in territorial disputes with China. Obama, promoting a strategic "pivot" toward the Asia-Pacific region, also visited South Korea and Malaysia, but not China. Vietnam has condemned the operation of the deepwater drilling rig in what it says are its waters in the South China Sea, and told China's state-run oil company to remove it. In Washington, U.S. State Department spokeswoman Jen Psaki told reporters: "Given the recent history of tensions in the South China Sea, China's decision to operate its oil rig in disputed waters is provocative and unhelpful to the maintenance of peace and stability in the region." "These events point to the need for claimants to clarify their claims in accordance with international law, and reach an agreement ... about what types of activities should be permissible within disputed areas," she added. Vietnam also protested the move. "Vietnam cannot accept this, and resolutely protests this action by China," the foreign ministry said on its website, summarizing comments by Foreign Minister and Deputy Prime Minister Pham Binh Minh, who spoke to his Chinese counterpart by telephone on Tuesday. "We request China pulls out the ... rig and all vessels from this area ... Vietnam will take all suitable and necessary measures to protect our legitimate rights and interests." A ministry official said the two countries had been in direct talks about the issue since Sunday, but did not say how China had responded to Vietnam's requests. China has said the rig was operating completely within its waters. Daniel Russel, Assistant U.S. Secretary of State for East Asian and Pacific Affairs, said the United States was looking into the matter, but urged caution from all sides. "We believe that it is critically important for each of the claimant countries to exercise care and restraint," he told Reuters during a visit to Hong Kong ahead of a previously scheduled trip to Hanoi on Wednesday. "The global economy is too fragile and regional stability is too important to be put at risk over short term economic advantage." China claims almost the entire oil- and gas-rich South China Sea, rejecting rival claims to parts of it from Vietnam, the Philippines, Taiwan, Malaysia and Brunei. It also has a separate maritime dispute with Japan. EXCLUSION ZONE Its claims coincide with growing diplomatic and military influence in the region and have raised fears of possible conflict. The Maritime Safety Administration of China (MSAC) announced on its website on Saturday that all vessels should keep one mile away from the rig, called the Haiyang Shiyou 981. It expanded that to three miles on Monday. The $1 billion rig is owned by China's state-run CNOOC oil company and it had been drilling south of Hong Kong. On Sunday, Vietnam said the coordinates of the rig put it in Vietnam's exclusive economic zone and on its continental shelf, about 120 nautical miles off its coast. But, like other Asian nations involved in territorial disputes with China, Vietnam appears to have limited options when dealing with the emerging superpower. The Philippines said last month that the United States had a treaty obligation to help in case of an attack on its territory or armed forces in the South China Sea, although Obama did not say categorically that Washington would do so. In 1992, Vietnam sent naval vessels into an area where China signed a contract with a U.S. firm to develop oil and natural gas in what it said were its waters. "From 1992 until now, I haven't seen any action from Vietnam stronger than that," said a Vietnamese academic who specializes in South China Sea affairs. "My guess is either this action from China is to send a message to the United States after Obama's Asia visit, or to direct the community to this topic to distract them from the terror in Xinjiang." China's nervousness about Islamist militancy has grown since a car burst into flames on the edge of Beijing's Tiananmen Square in October and 29 people were stabbed to death in March in the southwestern city of Kunming. The government blamed militants from the far-western region of Xinjiang for both attacks. China routinely sends patrols into the South China Sea, mostly involving the coast guard and civilian maritime protection force rather than the navy. But the positioning of such a large structure in disputed waters was seen by some analysts as a significant escalation in the dispute. Singapore-based South China Sea expert Ian Storey said the rig movement risked a "potentially very dangerous scenario." "There have been standoffs with survey ships in the past, but this is something new," said Storey of the Institute of South East Asian Studies. "There's been a great deal of speculation about how China would use this expensive new rig and it seems we now have the answer. It puts Vietnam in a very difficult position." "They will have to respond to a challenge to their sovereignty, and when they do, China will be sure to make a counter move, so we are in a situation where a potentially very dangerous scenario could unfold." China's Global Times, an influential tabloid published by the ruling Communist Party's official People's Daily, wrote in an editorial on Tuesday that China should show a "firm attitude" towards Vietnam. "China follows a moderate policy. But no country can always show a smiling face to the world. China shouldn't be angered easily, but if its interests are infringed upon, a strong retaliatory move should be expected," it said. Vietnam says China rammed its ships as tensions surge in South China sea. "Vietnam said on Wednesday a Chinese vessel intentionally rammed two of its ships in a part of the disputed South China Sea where Beijing has deployed a giant oil rig, sending tensions spiralling in the region. The foreign ministry in Hanoi said the collisions took place on Sunday and caused considerable damage to the Vietnamese ships. Six people sustained minor injuries, it said. "On May 4, Chinese ships intentionally rammed two Vietnamese Sea Guard vessels," said Tran Duy Hai, a foreign ministry official and deputy head of Vietnam's national border committee. "Chinese ships, with air support, sought to intimidate Vietnamese vessels. Water cannon was used," he told a news conference in Hanoi. US Senator criticises China’s acts in East Sea Posted on MAY 8, 2014 Written by VIETNAMPLUS US Senator John McCain on May 7 released a statement criticising China for its recent acts to intentionally escalate tensions in the East Sea. ” China’s decision to begin drilling for oil off the coast of Vietnam, and its deployment of dozens of naval vessels to support that provocative action, is deeply concerning and serves only to escalate tensions in the East Sea,” the senator said.
