China getting really arrogant - Golez Chinese General Says U.S. Foreign Policy Has "Erectile Dysfunction" Problems Sunday, June 1, 2014 A Chinese general used a regional security conference this weekend to tell a global audience that U.S. rhetoric about the South China Sea risks provoking Beijing. For the Chinese language audience, the general used language saltier — and perhaps more provocative — to describe how he feels about U.S. power. Maj. Gen Zhu Chenghu, a professor at the National Defense University, made the remarks in an interview with Chinese language Phoenix TV at the Shangri-La Dialogue in Singapore Saturday. He suggested that if China came to blows with any of its neighbors, the U.S. might not be a reliable ally. “As U.S. power declines, Washington needs to rely on its allies in order to reach its goal of containing China’s development,” he told the TV station. “But whether it will get involved or use military intervention once there is a territorial dispute involving China and its neighbors, that is another issue,” he added. He said that this depended on the U.S. ability to project power, citing Ukraine as an example. He said, “we can see from the situation in Ukraine this kind of ED” –which he explained in Chinese was a military abbreviation for something that may have meant “extended deployment” – “has become the male type of ED problem – erectile dysfunction.” Mr. Zhu was one of several Chinese military officials who reacted angrily to remarks of U.S. defense secretary Chuck Hagel, who accused China of taking destabilizing actions in the South China Sea. Hong Kong-based Phoenix TV has close ties to Beijing and much of its audience is in mainland China. China’s stance on its maritime claims in the South China Sea has led it into disputes with Vietnam and the Philippines. A standoff over a Chinese drilling rig in waters claimed by Hanoi led to deadly anti-Chinese rioting in Vietnam in May. Maj. Gen Zhu is no stranger to controversy. In 2005 he came under criticism for remarks that China would have no option but to go nuclear in the event of a conflict over Taiwan. ![]() US: China 'occupying' South China Sea areas, breaking vows By Camille Diola (philstar.com) | Updated June 14, 2014 - 1:35pm MANILA, Philippines — The reported Chinese reclamation work and large scale construction of outposts in the South China Sea are an affront to the multilateral Declaration of Conduct that China agreed to follow, a top official of the US Department of State said. Daniel Russel, chief of the Bureau of East Asia and Pacific Affairs, denounced China's moves "occupying uninhabited land features" as going "far beyond what a reasonable person would consider with the maintenance of the status quo." "The status quo as applied in 2002 when the ten ASEAN countries and China reached an agreement on a Declaration of Conduct that clearly and explicitly committed themselves to exercise restraint, to avoid occupying uninhabited land features, and—to paraphrase—to keep things as they were," Russel said in a phone conference with journalists in Burma on Tuesday. He said that China's behavior does not contribute to negotiations for a code of conduct that will effectively bind rival claimant states in the strategic waterway. Russel also reiterated Defense Secretary Chuck Hagel's warning against coercion and use of force in the maritime areas as "unacceptable." Countries embroiled in the sea row may choose diplomatic or legal means to settle outstanding issues instead, he urged. He also maintained the US' neutral stance in the conflicting claims as it does not profit from the ultimate resolution of territorial differences. "I think gives us a right to speak as a friendly but neutral party. And the heartfelt advice that we have issued to the concerned countries is that they should show restraint and find collaborative and diplomatic means to reconcile their differences," Russel said. China, however, has maintained that it has the right to carry out construction activities in the South China Sea, an extensive part of which it claimed part of its inherent maritime territory. Russel, whose position is critical in the execution of the Obama administration's foreign policy "pivot" to Asia Pacific, urged China to keep the South China Sea free. "The South China Sea and its sea lanes are vital to the global economy ... The world needs those sea lanes to be secure. And the world needs the resources of that region to be managed in a responsible and sustainable way," he said. He also explained that the disputed sea is home to a wealthy marine life and hydrocarbon and mineral reserves that would profit the region in its pursuit for prosperity. Earlier this week, Russel informally proposed a moratorium on involved nations' coercive actions to assert maritime claims in the South China Sea. He made the suggestion as “food for thought” and not as a formal proposal as he met regional counterparts in Myanmar to prepare for a regional summit later this year. China keeps on building structures and even doing reclamation works despite repeatedly stressing that all claimants must adhere to the COC, which includes stopping any development of any uninhabited area. In this sense, China is fooling everybody including the US and the global community just like how it stole Mischief Reef. The Philippines must be reminded of China's "talk and take strategy". It fooled President Noynoy when Noynoy agreed to the withdrawal of ships from Scarborough. Eventually, the Philippine ships were called back to port but the Chinese simply laughed at President Noynoy for believing the Chinese. Now, that the US has maintained the position of not intervening (unless a war breaks out) then China will probably pursue its objective. Our only chance is the economic sanctions and making the US and its allies support that sanction. PNoy must work with the US in building a new trade pact that will replace whatever will be lost when we slap China with economic sanctions. Treat ASEAN as one solid economic bloc that will replace the lost Chinese market. Definitely, we will enforce an enhanced sanction when the UN tribunal announces the decision. Facing the challenge of China's maritime expansion, Japan has equipped its Escort Flotilla 2 based in Sasebo and Escort Flotilla 4 based in Kure — which would be responsible for a potential naval operation over the disputed Diaoyutai islands (Diaoyu to China, Senkaku to Japan) — with Kongo-class guided-missile destroyers. In addition, Soryu-class and Oyashio-class submarines continue to conduct patrol missions in the disputed region of the East China Sea, which should be considered a great threat to the Chinese aircraft carrier operating in the waters, the magazine said. Even though the PLA Navy should not be underestimated, the article said that the Liaoning, China's first aircraft carrier, cannot launch its J-15 carrier-based fighters from the flight deck with a full payload of munitions without a proper catapult. Meanwhile, the PLA Air Force can mobilize more than 100 fourth-generation fighters from land bases, but it is still no match for Japan, according to the magazine. Currently, the Japan Air Self-Defense Force has 20 F-2 fighters and 200 F-15J fighters, of which 70 are capable of coordinating with US fighters in a potential joint operation against China. If the country were to invade the Diaoyutai, which are currently administered by Japan, the magazine said that America would deploy F-22s which could destroy between 10 and 20 Chinese aircraft each. Moreover, US and Japanese fighters would be able to destroy the Chinese air defense network established over the disputed islands. After that, US marines and soldiers of the Japan Ground Self-Defense Force would be able to retake the Diaoyutai from the Chinese occupation force, according to SAPIO. Chinese military analyst Liu Jianping has disputed the magazine's claims, however, telling China's nationalistic Global Times tabloid that the article is full of mistakes. He said that SAPIO exaggerated the combat ability of the United States and Japan, while greatly underestimating the power and will of the PLA. US: China behavior hurts its standing By AP (The Philippine Star) | Updated June 27, 2014 - 12:00am WASHINGTON – China’s coercive efforts to enforce its territorial claims in disputed waters are not just raising tensions but damaging its international standing, a senior US official said Wednesday. Top diplomat for East Asia Daniel Russel was speaking at a congressional hearing, two weeks ahead of high-level talks in Beijing, where he said Washington would seek to build “strategic trust” with China and economic cooperation, but would also push for the release of political prisoners. Russel criticized China’s recent actions in the East and South China Seas, which he said had left its neighbors “understandably alarmed.” China is locked in a standoff with Vietnam after deploying oil rigs in waters claimed by both nations, and has running territorial disputes with US treaty allies the Philippines and Japan that have increased fears of a military skirmish that could rock the region’s fast-growing economies. “A pattern of unilateral Chinese actions in sensitive and disputed areas is raising tensions and damaging China’s international standing,” Russel said in his prepared testimony to the Senate Foreign Relations Committee. “China, as a strong and rising power, should hold itself to a high standard of behavior. To willfully disregard diplomatic and other peaceful ways of dealing with disagreements and disputes in favor of economic or physical coercion is destabilizing and dangerous,” he said. China says its expansive territorial claims have a historical basis and denies acting provocatively, and it looks dimly on Washington speaking out on the issue. While the US is not a claimant itself, it says it has a national interest in sustaining open navigation and trade through those waters.
