Philippine National Police Aviation Security Group

The Philippine National Police Aviation Security Group (PNP-AVSEGROUP) are responsible in securing all the country’s airports against offensive and terroristic acts that threaten civil aviation, in exercising operational control and supervision over all agencies involved in airport security operations,and enforce all laws and regulations relative to air travel protection and safety to all domestic and international airports in the Philippines.

(Department of the Interior and Local Government Act of 1990 (RA 6975) Section 35.b.7) Aviation Security Unit. – Headed by a Director with the rank of chief superintendent, the Aviation Security Unit, in coordination with airport authorities, shall secure all the country's airports against offensive and terroristic acts that threaten civil aviation, exercise operational control and supervision over all agencies involved in airport security operation, and enforce all laws and regulations relative to air travel protection and safety.

heir duties were performed by the Philippine Air Force Aviation Security Command (Avsecom) in the past. AVSECOM has ceased to exist, their responsibility has been turned over to PASCOM. PASCOM are well equipped, trained and function in different aircraft counter-hijacking methods.

Special Unit Under PNP-AVSEGROUP The Special Operations Unit (SOU)

The Special Operations Squadrons was organized in 1976 following the Zamboanga PAL hijacking incident. During 1980’s it was renamed Quick Reaction Force and later on Special Operations Group of 805th PAF. In 1991 upon creation of Philippine National Police Aviation Security Command, this elite Unit became officially known as Special Operations Unit.

By virtue of Letter of Instructions number 399 the National Action Committee on Anti-Hijacking (NACAH) was organized in April 1976. This was reconstituted and renamed in May 1995 through Executive Order No. 246 as the National Action Committee on Hijacking and Anti-Terrorism (NACAHT) to allow the Government to effectively address the threat of terrorism to the peace and order in general and the security of the civil aviation industry in particular. Five years later NACAHT was reorganized into the National Council for Civil Aviation Security (NCCAS) through Executive Order No. 336.

MISSION To conduct armed intervention during hijacking incidents; exercise counter-terrorist operations against any unlawful interference to civil aviation; counter insurgency; bomb & IED disposal; search and rescue and any airport crisis response. In carrying out our stated mission, the following are our main functions:

- Conduct special operations involving aircraft assault and other related activities;
- Conduct passive and active training on anti-hijacking operations/techniques.
- Conduct first responder actions on bomb, IED and any chemical, biological, radiological, nuclear and hazardous/ dangerous materials/goods and any similar or related incidents;
- Conduct post- blast investigation, if required or requested;
- Conduct overt and covert intelligence operations whenever required or requested; and
- Perform other tasks or functions as directed by higher authorities.

NAIA Tower Takevoer Foiled; Ex-ATO Official, Navy Officer Shot Dead by SWAT Team

NINOY AQUINO INTERNATIONAL AIRPORT - A major disruption in the country's air traffic control system was averted yesterday morning after special forces from the PNP Aviation Security Group shot dead a former top Air Transportation Office (ATO) official and a Navy lieutenant who seized the control tower at the Ninoy Aquino International Airport (NAIA) Centennial Terminal 2 in Manila early yesterday morning.

Former Department of Transportation and Communications (DOTC) Assistant Secretary assigned to the Air Transportation Office (ATO) Panfilo Villaruel Jr. and Navy Lt. Senior Grade Ricardo Catchiller were killed when a 10-man counter-terrorist team led by Senior Supt. Andres Caro II, director of the PNP-Aviation Security Group (ASG) stormed the 12-story control tower at around 3 a.m. ending a 3-hour stand-off.

"We decided to act swiftly to retake the tower after all negotiations bogged down in order to avert a possible deadly catastrophe involving airline passengers should Villaruel and his accomplice continue to take over the vital facility," Caro said.

Airport General Manager Edgar Manda said Villaruel, a 62-year-old air force and commercial airline pilot, had made "incoherent" statements to the radio stations after taking over the tower and banishing six on-duty air traffic controllers, including two women.

Shortly before midnight last Friday, Villaruel and Catchiller took command of the eight-story Manila Control Tower adjacent to the NAIA Centennial Terminal.

Reportedly armed with a .45 caliber and 9 mm handguns, the two ordered the people manning the control tower to evacuate the highly restricted area.

Upon hearing of the takeover, NAIA Assistant General Manager for Emergency and Security Services Gen. Angel Atutubo, together with PNP Aviation Security Group chief Col. Andres Caro II contacted Villaruel and tried to work out a solution to the crisis.

A team from Special Weapons and Tactics (SWAT) was dispatched to the control tower, prepared for any eventuality.

"Our plans to negotiate with them did not materialize, so we were forced to dispatch a 10-man SWAT team to the tower," Atutubo said.

"Shortly before 3 in the morning, all forms of communications inside the tower were cut off by Villaruel, so we were forced to act accordingly. We did not want anything bad to happen with the flights that were to start coming in at 5 a.m., so we decided to put an end to the event."

At around 3:15 a.m., a loud explosion was heard in the control tower, followed by several gunshots. …

NAIA tower siege: 2 killed

Police special weapons and tactics (SWAT) teams shot and killed former Air Transportation Office (ATO) chief Panfilo Villaruel and a former Navy commando after they seized the Ninoy Aquino International Airport (NAIA)-Terminal II control tower and held it for three hours before dawn yesterday.

Manila International Airport Authority (MIAA) general manager Edgardo Manda said the two SWAT teams were dispatched to the tower after Villaruel and Navy Lt. (sg) Richard Gatchillar seized the tower armed with guns and explosives and claimed they wanted to expose government corruption.

MIAA assistant general manager for security and emergency services Angel Atutubo said the seizure of the tower was not a "terrorist act" but security forces had to make a judgment call on the situation because it could have endangered more lives.

Atutubo said the two men and their driver walked into the NAIA control tower using a security pass for unspecified research Villaruel was doing at the airport.

The tower was built when Villaruel, 60, was ATO chief during the administration of former President Fidel Ramos and he was very familiar with the airport and its personnel, he said.

Officials said Villaruel knew many of the control tower staff and gained access to the control room because they said they had with them a midnight snack for the six air traffic controllers at the tower's 11th floor.

But once they were inside the control room, they brandished their caliber .45 and 9-mm, guns, a grenade and several explosives, forced the six controllers to leave and sent their driver home.

The air traffic controllers were identified as Rolly Pelayo, Loida Pilapil, Mamerto Olpindo, Hermogenes Aguinaldo, Ma. Fe Malte and John Carreon.

The two then barricaded themselves inside the air traffic control room and cut off electricity to the rest of the tower.

Incoming Philippine Airlines flight PR107 from Vancouver, Canada was diverted to the Mactan International Airport. PR107' pilot was Villaruel's son, Paul Michael, reported radio station dzBB.

Senior Superintendent Andres Caro, chief of the police Aviation Security Group (ASG), said it was already 1 a.m. when he received the report that Villaruel and the Navy officer seized the control room.

Caro said negotiations and a visit by current ATO chief Nilo Jatico were rebuffed by Villaruel.

Caro said he dispatched the SWAT teams because flight operations were about to start soon and decided to assault the control room at around 2:30 a.m.

The SWAT teams blasted the air control room's locked steel door and Villaruel and Gatchillar were at the view deck when the policemen barged into the room.

Villaruel was then being interviewed by dzBB and he was heard shouting their surrender when the police opened fire, killing Villaruel and Gatchillar. Police forensic examiners said both men sustained multiple gunshot wounds in the head and body.

Hundreds of passengers waiting at the airport terminals were unaware of the incident but many were alarmed by the distant sound of gunfire.

Navy spokesman Cmdr. Geronimo Malabanan said Gatchillar, 38, dropped out of a Navy special forces training course and had been assigned to a group that provides security to the Armed Forces of the Philippines (AFP) headquarters.

AFP spokesman Lt. Col. Daniel Lucero said Gatchillar was charged in August last year with conduct unbecoming of an officer and a gentleman and was on "floating" status. He was still undergoing court martial.


Isolated Incident

In an official statement, President Arroyo played down concerns that the siege could be part of an attempt to undermine her government.

"I assure the people and the world that our airport is safe and sound," the President said in a statement.

"The nature, course and magnitude of this incident shows that it is not an attempt to take over the government. No unauthorized movements of troops have been detected as of this time anywhere in the country."

Lauding the action of the airport security forces, the President said "nothing will ever justify the taking over of an international control tower and prejudice the lives of our passengers."

"There can be absolutely no excuse to terrorize the public in this manner," Mrs. Arroyo said.

She dismissed fears that the siege was part of what she described last week as "opportunistic destabilization" but she also placed the military and police on "maximum alert" and ordered that checkpoints be set up around Metro Manila.

Presidential Spokesman Ignacio Bunye praised the "fast and effective" response by authorities.

"This is just proof that the government remains in control of the situation and that’s the reason the reason for confidence in this government," the Associated Press quoted Bunye as saying, stressing that the siege was an "isolated incident."

Other government officials, including Manda, also echoed Bunye’s statement that the siege was an isolated incident although the situation could have involved several airborne aircraft and hundreds of passengers. - With Mike Frialde, Reuters, AP

Airport official shot dead by aviation cop at NAIA

AN AIRPORT official was allegedly gunned down by an aviation police major
late Monday night at the Ninoy Aquino International Airport (NAIA).

The violent death of Eduardo Tiotioen, an airport action officer,
highlighted the struggle to curb unlawful activities at the airport,
particularly the illegal facilitation of passengers' arrivals and
departures.

"This is painful to me. Ed believed in what we are doing. This is what you
get for doing what's right," Alfonso Cusi, airport chief, told the Inquirer.

A crestfallen Cusi sat in a corner at the NAIA 1 departure curbside, away
from the crowd and investigators who had gathered around his friend who lay
lifeless on the ground.

Tiotioen, who was in his mid-40s, was shot at close range at around 11:40
p.m. in front of horrified security guards, airport employees and a handful
of late night flight passengers.

Cusi acknowledged that Tiotioen was a trusted staffer he had brought along
from the Philippine Ports Authority.

(PPA) following his appointment by President Gloria Macapagal-Arroyo as
general manager of the Manila International Airport Authority (MIAA) in
2004.

As police examined the crime scene, the suspected gunman, Chief Inspector
Cenon Tenorio, surrendered to his superiors at the Aviation Security Group
(ASG), the Philippine National Police (PNP) unit tasked to protect the
airport complex.

He (Tenorio) called me up and said, "I'm very sorry, sir. Nangyari ito.
Nahihiya ako, pero nangyari (It happened. I am ashamed but it happened),"
said Senior Superintendent Pablo Francisco Balagtas, commander of the 1st
Police Center for Aviation Security (PCAS).

In a phone interview, Balagtas said that as head of operations, Tenorio was
fourth in command at the 1st PCAS, which has jurisdiction over NAIA 1 and
the Centennial Terminal.

To ensure an impartial investigation, Cusi said he had requested the
National Bureau of Investigation, instead of the ASG, to look into the
killing.

Initial investigation showed that shortly before the incident, Tiotioen saw
Tenorio assisting an unidentified passenger at the NAIA 1 arrival area.

The action officer, suspecting an illegal facilitation, purportedly called
Tenorio's attention, and radioed the CCTV unit, which he heads, to focus the
camera on the police officer.

Later, Tenorio allegedly waited for Tiotioen, who was ending his shift and
would have proceeded to his vehicle parked at the departure curbside.

NBI investigator Angelito Magno said that based on witnesses accounts,
Tenorio grabbed Tiotioen and tried to force him into a vehicle.

A commotion ensued, followed by three gunshots.

Tiotioen fell to the ground and Tenorio fled with his pistol.

The ASG had turned over Tenorio and his firearm to Magno early yesterday
morning.

The suspect would be facing murder charges.
