'Foreign group' behind Mindanao terror threats

DAVAO CITY -- The Eastern Mindanao Command (Eastmincom) is validating intelligence reports indicating a new terrorist group linked to Abu Sayyaf and Jemaah Islamiyah is behind terror threats in Mindanao.

Eastmincom public information officer Captain Alberto Caber, in a phone interview with Sun.Star Davao, said Monday that the new group is allegedly led by Abdul Basit Usman, a foreign-trained bomb expert who has links with other terrorist groups and carries a $1 million on his head.

Usman is a Filipino citizen and has been considered by Philippine authorities as a security threat. He was believed to be behind terror attacks, particularly in Mindanao, that have killed and wounded innocent civilians.

The government earlier issued a warrant of arrest against Usman after he was charged for his alleged involvement in several bombing incidents since 2003. Usman was earlier arrested, but had managed to escape.

The United States has offered $1 million for information that could lead to his arrest.

"Lumalabas nga sa intelligence report na mayroon isang grupo na may dala-dalang improvised explosive device (IED) at planong magsagawa ng bomb attacks dito sa ilang lugar dito sa Mindanao, including Davao City," Caber said.

But Caber was quick to add that the military is still validating the report.

He said Eastmincom commander Lieutenant General Ricardo Rainier Cruz III directed the military intelligence units in the area to check and validate such report.

When asked about the motive of the group, Caber said the military is not discounting the possibility that the terror threat is in retaliation to the arrest of a high-ranking Abu Sayyaf leader Khair Mundo, who carries a $500,000 bounty on his head.

"Panawagan naman namin sa public to please don't panic. Hindi namin sinasabi ito para mag panic kayo, just relax and bear with the security measures that our government authorities are enforcing, and isa pa meron din kayong maitutulong, and that is to coordinate and communicate with us," Caber said.

He said anyone could send text message or call the hotline number 0917-628-3386 or 0935-484-4865 if they have knowledge on the following: any suspicious person or illegal activity, or any criminal activity, and how the authorities can serve the public.

"Our objective is to solicit support from the public who can do their share by reporting to us. We can tell that by supporting one another, we can prevent any threat from happening in our communities," Caber added.

The police and military already placed Davao City under a full alert status since last week after President Benigno Aquino III contacted Davao City Mayor Rodrigo Duterte to warn him of a possible threat in the metropolis.

Caber earlier assured the Eastmincom has enough forces to secure Davao Region, particularly Davao City and the neighboring areas. He said the Task Force Davao and the police are in-charge of the peace and order in the city.

Police Regional Office (PRO)-Davao spokesperson Chief Inspector Jed Clamor, in a separate interview, echoed the same assurance.

He said the PRO has around 200 standby personnel from the Regional Public Safety Battalion that are ready to be deployed anytime soon.

Clamor added that personnel of the city and provincial police office were directed to beef up their security measures against possible penetration of suspected members of terror groups.

"Expect tight checkpoints and police operations in the region," he said.

The Philippine National Police (PNP), in its official Twitter account, posted its checkpoint guidelines to be followed.

As per PTV4 news, Usman is now working with or being supported by men from BIFF and ASG. Persons who were implicated in the Maguindanao massacre have also joined the BIFF. The possibility that they have joined Usman is not being discounted.

Well, Usman can really use them since their familiarity with Maguindanao and how the local govt and local security forces work will help them plan their actions better.

Reports said that Usman was training the BIFF men (and some ASG) on bomb-making. But the BIFF will never own in public this new group to keep its image from getting labeled as a terrorist group and unIslamic. Islam prohibits terrorism. They may choose this strategy to level themselves with the MILF and MNLF, making them appear as mere Jihadists or secessionists but in reality they are also terrorists by design.

So, Usman may be compelled to form its own and make it appear as if the BIFF has no hand on this new terrorist group.

The AFP and PNP must do their best to preempt and neutralize this new group. Perhaps dropping a smart bomb on them will do the trick.

I believe the Ampatuans loved to enjoy Davao City before the Maguindanao massacre happened. Since the new terror group being formed or groomed by Usman includes BIFF men too, and since some of those implicated in the Maguindanao massacre have joined BIFF, it is still possible that they will use their familiarity with Davao City and Maguindanao (land, govt system, security setup) to plan the attack.

As the saying goes, "better safe than sorry."

Basit Usman tagged in Cotabato bombing

THE Armed Forces of the Philippines (AFP) said Wednesday that there is a "big possibility" that terrorist bomb expert Basit Usman was behind the bombing in Cotabato City on Tuesday evening that injured four civilians.

The Army's 6th Infantry Division Public Information chief Dante Gania said the pieces of bomb recovered at the crime scene matches to the "bomb signature" of Usman.

A $1 million bounty is being offered for information leading to the arrest of Usman, who has alleged links with the Bangsamoro Islamic Freedom Fighters (BIFF).

Gania said they have received information that Usman is currently in the country to conduct bomb-making training to the BIFF members.

On the evening of August 20, a bomb planted in an wrangler-type jeep exploded causing injuries to three civilians and a soldier.

Gania said the hunt for Usman is ongoing. (Sunnex)

JI-trained bomber Abdul Basit Usman forms new group with BIFF breakaways - security expert

MANILA, Philippines -- A Filipino bomb expert trained by the Jemaah Islamiyah terror network has reportedly formed a new group from former officers and members of the Bangsamoro Islamic Freedom Fighters, a security and intelligence expert said.

Abdul Basit Usman reportedly calls his new group the Bangsamoro Justice Movement, retired police general Rodolfo “Boogie” Mendoza, who is now president of the Philippine Institute for Peace, Violence and Terrorism Research, said.

Mendoza, who once headed the Intelligence Group of the Philippine National Police, is credited with cracking “Oplan Bojinka,” an al-Qaeda operation acknowledged to be the precursor of the 9/11 attacks on the US.

According to Mendoza, among Usman’s recruits are Ustadz Ali Tambako, a close associate of BIFF founder Ustadz Ameril Umbra Kato who was kicked out of the organization over the beheading of two men in Midsayap, North Cotabato in September last year, and Abdul Jan Pagao, who the security expert said is the former political affairs officer of the BIFF.

InterAksyon.com has sought a reaction from BIFF spokesman Abu Misri Mama but he has yet to reply.

Usman, who is on the US list of global terrorists, is believed to be operating with Malaysian JI operative Zulkifli Bin Hir, more known as “Marwan,” added Mendoza.

The BIFF itself broke away from the Moro Islamic Liberation Front over disagreements on the directions peace talks with government were taking. The BIFF holds on to the aim of establishing an independent Islamic state in the southern Philippines whereas the MILF agreed to drop secession for autonomy.

Usman’s group is among those known to have made a “baai” or pledge of allegiance to the Islamic State, which has declared the establishment of a caliphate within areas of Iraq and Syria.

Mendoza said Usman’s group also has links to the Al Hansar Khilaga, “which means supporters of the caliphate

The former police intelligence official said that Usman’s new group is also linked with another group called Al Hansar Khilafa, which means supporters of the caliphate, and is also the name of a group in Pakistan and Syria affiliated with IS.

Usman, who is wanted for several bombings since 2003, was erroneously reported as having been killed in a US drone strike in Pakistan, near the border of Afghanistan.

Most recently, he was reportedly wounded in a joint military and police raid in Barangay Libutan, Mamasapano, Maguindanao.

MILF promises cooperation in gov’t effort to capture Basit Usman

The Moro Islamic Liberation Front (MILF) on Saturday said it would provide full cooperation in the government’s effort to capture Filipino bomber Abdul Basit Usman, who had escaped from the Jan. 25 Mamasapano operation that led to the death of 44 elite policemen and Malaysian Zulfikli bin Hir or Marwan.

“We will help on the aspect (of capturing Usman) but we need to talk it over. The mechanism provides that we should work together. The government can also carry out their own operation provided it is coordinated with us,” MILF chief negotiator Mohaqher Iqbal said.

Iqbal told the Inquirer by phone the MILF’s participation in the manhunt for Usman would be through the Ad Hoc Joint Action Group (Ahjag).

Ahjag, which was created in May 2002, is the joint government-MILF body tasked “to interdict and isolate” criminal groups, such as kidnappers and terrorists.

“We have an existing mechanism that can be used for his arrest,” Iqbal said.

But he said the MILF had no idea where Usman was. Military and police intelligence sources said Usman remained near Mamasapano, where the Bangsamoro Islamic Freedom Fighters (BIFF) and the MILF operate.

“He is not in our territory,” Iqbal said.

He said this was also the same reason why the MILF could not possibly heed President Benigno Aquino III’s call to the MILF to turn Usman in.

“While it is expected of the MILF to fully cooperate in the quest to bring to the folds of law Basit Usman, all Mindanaons must also do their share to secure peace and order in the area,” North Cotabato Gov. Emmylou Taliño-Mendoza said.

She said civilians could also help by maintaining vigilance.

“Restrain and vigilance must be observed. We should all be alert or aware but let us not be impulsive or quick to the draw,” Mendoza said.


Iqbal also said the MILF had decided to return the firearms taken by its ground forces from the slain SAF policemen.

But he said the MILF, as agreed during the meeting of the central committee, would conduct an accounting of firearms to determine how many actually fell into the hands of its men.

As the MILF was still trying to parry allegations of treachery in the aftermath of the Mamasapano incident, another MILF unit was being accused of launching offensive in Tulunan, North Cotabato.

At least 27 B’laan families had fled Barangay New Bunawan there after clashes between militiamen and MILF rebels under the 108th Base Command took place starting Thursday, according to Alfredo Satore, chair of the nearby Barangay Maybula.

The evacuees, Satore said, fled to as far as Maybula.

Satore said it was not the first time the MILF rebels—under Commander Kaming Maligaya and Sandatok Maligaya—attacked hinterland Tulunan villages that served as the province’s borders with Maguindanao and Sultan Kudarat provinces.

In January, three civilians were also injured when MILF rebels came in, he said.

Satore said a long-standing land conflict between MILF members and settlers was the main reason for the violence.

Rebels say Usman 'still hiding in Mamasapano'

Usman, an ethnic Maguindanaon and an accomplice of the slain Malaysian terrorist Zulkifli bin Hir alias Marwan, was reportedly wounded in his arm when operatives of the police’s Special Action Force raided their hideout in Barangay Pidsandawan here before dawn of January 25.


MAMASAPANO, Maguindanao - A wounded foreign-trained bomb maker Abdul Basit Usman is just hiding in a marshy area in Mamasapano, Maguindanao and is planning to escape to the northern part of the vast Liguasan Delta, rebel sources said on Saturday.

Usman, an ethnic Maguindanaon and an accomplice of the slain Malaysian terrorist Zulkifli bin Hir alias Marwan, was reportedly wounded in his arm when operatives of the police’s Special Action Force raided their hideout in Barangay Pidsandawan here before dawn of January 25.

“Marwan was killed in that raid while Abdul Basit, who was in another house about 60 meters away, was wounded when he and his companions engaged the SAF team when they heard gunshots and saw the policemen around,” a rebel, who asked not to be identified for fear of reprisals, said in the local vernacular.

Neighbors of Marwan said he was known in the municipality as “Ibz” and not by his original alias.

“People here knew him as `Ibz' and not as Marwan,” another source pointed out.

Usman was more popular here as “Teng” and not as Abdul Basit, the source added.

Villagers identified with the Moro Islamic Liberation Front said Marwan was not buried at a graveyard near an old mosque in the center of Barangay Tukanalipao as reported by a national television network.

Clerics residing around the centuries-old mosque refuted the reports purporting they facilitated Marwan's burial in a Muslim cemetery just meters away from the worship site.

“He was buried not far from his hideout, in an unmarked grave,” a driver of a passenger vehicle said.

The source, who spoke on condition of anonymity for his being related by blood with certain commanders of the MILF here, said Marwan died from gunshot wounds in the chest.

“The SAF team that raided his house was composed of about 30 men. They were able to kill him immediately. Usman and his companions fired at another group near them, precipitating an encounter,” narrated the source.

"The wounded Usman managed to escape," the source said.

Barangay folks said Usman has still been hiding in a marshy area in Mamasapano, ready to leave if he would have the chance.

“He and Marwan stays in one house most of the time but that time he (Usman) slept in another house just near the house where the SAF members killed Marwan,” said one of them.

An owner of a small dry goods store here said Marwan had the habit of occasionally moving around Barangay Pidsandawan and deeper into the nearby Liguasan Delta at the tri-boundary of the adjoining North Cotabato, Maguindanao and Sultan Kudarat provinces, to avoid detection.

“We are convinced that there were people in the MILF that helped the police track him down because the raid was carried out at a time when he was in Barangay Pidsandawan,” the merchant pointed out.

Usman was also known here as Marwan’s interpreter and occasional “bagman.”

“Sometimes it was Usman who kept the money of Marwan,”
a peasant in Barangay Pidsandawan said.

Errands of Marwan and Usman occasionally bought for them food and other provisions at the public market in Sharif Aguak, the former provincial capital, which is near the main office of the Maguindanao provincial police and the headquarters of the Army’s 1st Mechanized Brigade.

A peasant claiming to be a relative of Usman said he first went underground after working for several years in the Middle East as an electrician and an appliance repair man.

“He studied in a government technical school before he worked abroad,” the source said.

He said Usman returned to the country just as government forces were liberating MILF camps from rebel occupation after then President Joseph Estrada declared an all out war against the secessionist group.

Usman, while an OFW, was said to have undergone training in handling of explosives and fabrication of improvised bombs using materials available in guerilla arsenals such as mortar projectiles and anti-tank rockets.

He is known here for his skill in fabricating improvised blasting contraptions for home-made explosives.

“He perpetrated deadly bombings in retaliation for the military’s takeover of rebel territories in 2000,” another source said.

Rebel sources said there were talks in the past about Usman’s having been involved in the detonation in June 2005 of a vehicle packed with explosives, while parked along a busy stretch of a national highway in Sharif Aguak, as the convoy of then Maguindanao Gov. Andal Ampatuan, Sr., who was hostile to local MILF commanders, passed by.

The governor survived the attack unscathed, but eight others, who were riding in vehicles trailing his bullet-proof car, were killed in the explosion.

Usman was also implicated in a roadside bombing in nearby Datu Piang town, also in Maguindanao, on December 23, 2002, which killed Ampatuan’s son, Mayor Datu Saudi Ampatuan and more than a dozen others.

Barangay folks also hinted that Usman was also behind the setting off of a multi-cab vehicle carrying explosives at the Maguindanao airport in Awang District in Datu Odin Sinsuat town in February 2003, just days after soldiers liberated from rebel control the 3,000-hectare Buliok Complex at the border of Pagalungan, Maguindanao and Pikit, North Cotabato.

The military’s clearing of Buliok Complex from occupation by rebels, dubbed "Oplan Alab Lahi," forced the MILF’s founder, the Egyptian-trained cleric Salamat Hashim, to abandon his house in the area and relocate to Butig town in the second district of Lanao del Sur, where he died of a cardiac ailment several months later.

DAVAO CITY, Philippines – Is the Moro Islamic Liberation Front prepared to turn over to the government terrorist bomb maker Abdul Basit Usman? The MILF is not saying.

MILF vice chairman for political affairs Ghazali Jaafar refused to give a categorical answer regarding the whereabouts of Usman, who reportedly escaped during the police raid in Mamasapano, Maguindanao on Jan. 25.

“If you want me to answer if Usman is with us or not, I have no categorical answer to that,” Jaafar told The STAR yesterday when asked if Usman is with the MILF.

But he denied that the rebel group protected Usman and his Jemaah Islamiyah (JI) cohort, Malaysian terrorist Zulkifli bin Hir, alias Marwan.

When asked whether some MILF members are protecting terrorists, Jaafar said “they cannot do that.”

He would not say whether the Bangsamoro Islamic Freedom Fighters (BIFF), supposedly a breakaway group of the MILF, provided a safe haven to Usman and Marwan.

President Aquino, in a nationally televised address last Thursday, warned the MILF to surrender Usman or else government forces would get him even without the rebel group’s help.

Aquino warned those who get in the way of Usman’s capture that state forces “would run you over.”

Forty-four members of the police Special Action Force (SAF) were slaughtered by combined teams of the MILF and BIFF in the Mamasapano operation in which Marwan was believed killed.

Jafaar was quick to point out that the MILF understood the stand of the President on terrorist coddlers, adding he did not feel Aquino “was exerting pressure” on the secessionist group.

“I listened to the message of the President. I understand it as he is the President of the Republic of the Philippines,” Jafaar said.

Jafaar stressed that whatever action the MILF would take should adhere to the agreements it earlier entered into with the government since the peace talks started.

“All our actions with regard to Usman should be based on the peace process and our commitment to the Bangsamoro people, which means these have to be in accordance with our agreements with government,” he said.

He was referring to the agreements on ceasefire and cessation of hostilities and the creation of a joint team from the government and MILF panels as well as an agreement that established the International Monitoring Team.

Jafaar said the MILF action shall also be based on the agreement on the creation of the Ad Hoc Joint Action Group (AHJAG), a mechanism created as part of the peace process to isolate and interdict lawless groups and terrorists.

Jafaar said all the actions of the MILF pertaining to the case of Usman would be based on those agreements.


‘MILF knew Marwan, Usman were in Mamasapano’

Meanwhile, military sources said yesterday that the MILF knew about the presence of Marwan and Usman in Mamasapano.

The sources said Barangay Tukanalipao, where the clash occurred, is the base of the MILF 105th Base Command.

A military official, who spoke on condition of anonymity, said the group tolerated the terrorists’ presence and did not run after them.

The source said that during the start of peace negotiations, the MILF tried to drive away JI members from its bailiwicks in Butig, Lanao del Sur.

“The MILF did not mind (the terrorists) when they were outside the barangay. It was like a peaceful coexistence,” the source added. – With Christina Mendez
