As for the 300 SAF not doing anything to rescue their peers As per the Timeline, different SAF elements were with the Army units tasked to rescue the troops. The rest stayed in the hi-way to diffuse tension, protect the main supply route and as blocking force to the other MILF base command elements positioned east of the hi-way. The 55th SAF's location is 700 meters east of the hi-way. ![]() PNOY ON MAMASAPANO The SAF 44 could have been saved had the Armed Forces authorized the air support sorties. Why they chose not to is because they don't want to affect the peace process, as they claim. It's short of saying, let my boys get killed since the peace deal with our enemies are more valuable. As for me, this is wrong since you can save the peace process even after the conflict since you will just be doing suppressive shots to allow the SAF to move out. Also, the ongoing ceasefire negotiation will prevent the rest from joining the fight. You can revive the peace deal anytime but you cannot revive dead people anymore. PNoy made a choice based on his own interpretation of the whole situation nonetheless. Arguillas on February 13 2015 2:45 pm SITIO AMILIL, Barangay Tukanalipao, Mamasapano, Maguindanao (MindaNews/12 Feb) — The few residents living along the highway in Barangay Tuka saw the signs of war when several truckloads of “sundalo” in full battle gear arrived late Saturday evening, January 24, disembarked from their vehicles and walked to the direction of Tukanalipao, some two kilometers away. Bai Monera, 40, said the “sundalo” left their vehicles on the road. “Sundalo” in these areas is generic for government forces in camouflage uniform and the regulation boots. Monera only knew they were “pulis” when they heard the news the next day that members of the Special Action Force of the Philippine National Police (PNP-SAF) operated near their area. Sunday dawn, January 25, gunshots awakened residents near and far. By evening, what would be the highest death toll in a single day clash between the government (GPH) and Moro Islamic Liberation Front (MILF) in the last 18 years — 67 — happened: 44 from the SAF, 18 from the MILF, and five civlians, according to the Commission on Human Rights. The tragedy in Mamasapano happened 10 months after the signing of the Comprehensive Agreement on the Bangsamoro (CAB) and came at such a crucial time, as Congress was deliberating on the Bangsamoro Basic Law (BBL) that would serve as the charter of the future Bangsamoro Government, the new autonomous political entity that both parties had targeted to install by 30 June 2016. As has been divulged by sacked SAF director, Chief Supt. Getulio Napenas, 392 members of the SAF were deployed for “Oplan Exodus,” a mission intended to take Zulkifli bin hir aka Marwan and Abdulbasit Usman out. Marwan, a Malaysian national trained in the United States, was on the list of the US government’s “most wanted terrorists” with a reward money of US$ 5 million (Php 220 million) and US$1m for (PhP 44 million) for Usman. Not all 392 went in: only 73. The assault team — 37 members from the most elite cops – the US-trained 84th Special Action Company — proceeded to Barangay Pidsandawan to get Marwan and Usman. Thirty six members of the 55th SAC which acted as the blocking force – were in Sitio Amilil, Barangay Tukanalipao, about two to three kilometers away. Of the 36 members of the 55th SAC, only PO2 Chris Lalan, survived to tell their story. He said they were “ambushed” by the MILF in Sito Amilil, the encounter site of cornfields separated by a river but connected through what has become an iconic wooden bridge. Across the river, the MILF, initially numbering only 35, also claimed they were “ambushed” by armed men. Haramen, operations commander of the 7th Brigade of the 105th Base Command of the MILF’s Bangsamoro Islamic Armed Forces (BIAF) said he was awakened at around 4 a.m. by a phone call from his Brigade Commander, Abdulmanan, who instructed him to go to their designated meeting place as there were intelligence reports “na mag operation daw ang mga military.” There had been no prior notice to them about a military operation from the MILF peace panel’s Coordinating Committee on the Cessation of Hostilities (CCCH) and the Ad Hoc Joint Action Group (AHJAG). Because of the 1997 ceasefire and the 2002 agreement on dealing with lawless elements in MILF areas, coordination had been a key to ensuring no misencounters would happen between the parties. Around this time, additional troops from the SAF in Caraga, General Santos and Kidapawan, and those from the 41st SAC who had assembled for two to three days in Malalag, Davao del Sur, had started to arrive in Barangay Tuka. After their morning prayers, Haramen’s group of about 35, walked towards Sitio Amilil, about a kilometer from the market along the highway, hearing gunshots from a distance. He said they moved faster and were crossing the bridge when fired upon, killing two of his men. It was still dark. The SAF commandos had night vision goggles. As they exchanged fire, Haramen said he was convinced the armed men who fired on them were not government forces but a group who may have harbored a “grudge” against their group because “walang eroplano, walang bazooka” (there were no planes, no bazooka) after the first gunbursts. He said it was easy to know if government troops are operating because the first bursts of gunfire would be followed by air support and mortar fire. There was none this time. And none came even until the firing stopped a little past noon. The 42-year old Haramen, who speaks Maguindanao, a bit of Cebuano, Ilonggo and English, emerged from the cornfields with 17 other guerrillas following him, single file, some of them masked, at around 2:30 p.m. on February 8, to meet MindaNews’ Carolyn O. Arguillas for this interview under a langka (jackfruit) tree, a few meters away from where bodies of the police commandos were found two Sundays ago. Excerpts: Q. Anong oras kayo dumating dito? A. Siguro mga 4:30 na yun. Nagputok yun bigla. Lumakad kami na medyo binilisan kasi andyan ang Brigade Commander namin dito banda. Akala namin rido yun. Ang kadalasang mangyari sa amin rido. A. Dito galing. Ang alam namin inambushan kami talaga. Hindi namin alam, military, ano, basta inambush kami. Pagkaganon syempre maraming tanong. Alanganin na bumalik kami sa highway baka may military na doon. Walang mangyayari, wala kaming magawa kundi lumaban. Lumaban kami iyan – ng mga bala, bala nila at bala namin. Pero sa mga sandaling yun, hindi pa namin alam ang kalaban namin kung military o SAF kasi walang eroplano, walang bazooka, 105 (mm howitzer). Kapag military yun, galing sa gobyerno, siguradong mayrong eroplano at saka 105. Buong akala namin grudge talaga, na mga tao na ayaw nila ang aming tropa. Q. Akala nyo rido? A. Rido Q. 4:30 a.m. Madilim pa yun so hindi ninyo nakikita kung ilan ang pat A. Dalawa. Dalawa sa amin – sa kanila hindi namin alam. Q. So nagkaputukan na – hanggang anong oras ang putukan? A. Matagal. Hanggang mga 1:30 o 2:30 p.m. Q. Anong oras pinakamatindi ang putukan? A. Mula 7 a.m. hanggang mga 11. Q. Noong nakikita na ang araw, nakikita nyo na sila? A. Sa ilalim sila ng mais. Sila ang nakakakita sa amin. Nakita namin sila noong pag-search na. Pero wala na kaming magawa. SAF pala. Pero nangyari na ang nangyari. Q. Hanggang hapon dito kayo nagconcentrate ng putukan o naglayo o umabot din kayo dito? A. Nalibutan na namin sila. Q. Nalibutan? A. Pinaligiran namin kasi akala namin grudge talaga. Kasi nagpaputok sila. Nagpapalitan na ng putok. Siempre kung nagpapalitan ng putok.. ano ang iisipin mo? Kung paano ang kalaban mo na maknockdown Q. Parang Pacquiao? A. Tingnan mo si Pacquiao. Paano ma knockdown ang kalaban? Ganoon din sa putukan (laughs) Q. Anong oras ninyo nalaman na SAF sila? A. Noong dumating na, tumawag sa amin ang Central committee na pull out kay SAF ang nag operate diyan. Mga 2:30. Q. Akala ko nakarating ang CCCH dito ng mga alas dose, ala una? A. Nakarating sila pero walang kumunikasyon. Mahirap na lumapit ka sa nagpaputok. Halimbawa kung magpaputok diyan. Kaya mong lumapit? Kahit military nga doon ayaw lumapit. Q. So paano mo nalaman — ikaw ang commander — na tumigil na kayo? A. Tumawag sa amin ang base commander sa cellphone. Sabi “alis kayo kasi yun ang order ng Central Committee. Pag-usapan pa iyan.” Yun nga, lumabas kami kaagad. Q. Cellphone? Akala ko sabi mo kanina low bat na kasi brownout nung Sabado? A. Yung isang cellphone low bat – at saka iyong cellphone namin na isa, kinuha ang battery ng cellphone, kasi ito magkakatulad. Q. So umalis na kayo? Bumalik na kayo doon sa community? A. Hindi. Lumabas na kami. Hindi kami pumunta doon kasi akala namin may putok pa diyan baka magka firefight na naman. Q. Hapon na ito di ba? Nakita ninyo ang mga patay? Nabilang nyo? A. Hindi na count – pero nakita syempre. Q. Na marami A. Oo. Na marami sila. Q. Sa inyo? Ilan? A. Sa amin, yung on the spot – yung napatay sigurado yun na monitor ko. Nakuha ko lang walo ang nakuha sa amin. Sa akin dalawa. Eighteen daw lahat pati ang civilian Q. Anong oras talaga nag tigil-putukan? A. Mga 2:30 pero may puputok pa dito kasi maraming grupo na sumali na hindi na namin alam kung anong grupo na sumali. Q. Anong mga grupo? A. Hindi ko alam kung BIFF (Bangsamoro Islamic Freedom Fighters) o civilian. Kung ano, hindi ko lang alam. Pero sa amin talaga sa 105th pagtanggap namin sa order ng base commandant, umalis kami kaagad alinsunod sa kautusan ng mga pinuno Q. May mga nagsasabi na “overkill” ang ginawa ninyo sa SAF. Na A. Yun ang sasabihin nila kasi galit sila sa amin. Kahit anong sabihin nila, nagsasabi pa sila na “massacre” pero paano ang massacre eh engkwentro? May napatay sa amin, sila pa ang unang bumaril. Paanong sabihin na massacre? Pero maraming sumasakay na hindi gusto ang kapayapaan. Gusto nila ang hindi kapayapaan. Kasi sila marami silang pagkain doon. Sa amin, magsasaka kami. Kung may gyera dito sino kayang mag araro? Sino kayang mag-farm kung may eroplano na magbomba sa amin? Hindi namin gusto ng labanan, ng gyera. Q. Marami din po ang nagsasabi na yung mga buhay pa na SAF ay pinatay nyo. A. Hindi po totoo. Sa amin po bawal barilin ang patay at ang hindi na makalaban. Q. May mga nakita ba kayo, may mga kwento na may mga Amerkano daw na kasama? A. Yun ang sabi ng iba. Meron. Pero wala kaming exactly nakita. Q. Yung eroplano, yung drone? A. Before nangyari, lahat naglibot, lahat eroplano. Ano sa inyo yun? Drone? Mula 8 ng gabi hanggang may putok pa meron pang eroplano. Q. Yung nagputukan na, may napansin ka na may naglibot? A. May putok na, meron Q. Ano yung.. kayo ba ang naghubad – idiretso ko na lang ho ha? Kayo po ba ang naghubad ng mga suot saka mga vest at mga armas ng mga SAF? A. Armas ang kinuha namin. Pagdating namin sa mga bangkay nila, kinuha namin ang mga armas nila. Ganon ang patakaran ng labanan na kunin ang mga baril kahit saan magkalabanan ganon ang patakaran alinsunod po iyan sa United Nations hindi lang sa amin. Parti yang sa mga largo (pants), hindi namin alam kasi yun ang pagtanggap namin ng order na umalis na kami. Di nga namin naubos kuha ang baril dahil sa pagsunod ng kautusan na pull-out na. Maraming nakapalit sa amin na ibang grupo at mga sibilyan. Q. So ang sinasabi ninyo ang kinuha niyo lang baril? A. Baril lang ang kinuha namin. Ang iba pa may nakita na mga pouch na walang baril pero baril lang ang kinuha namin. Q. Ilan ang kinuha ninyo na baril? A. Sa taas na lang kayo magtanong sa kanila na lang. Sa Central Committee. Q. Maraming nagsasabi na dapat isoli ninyo yung nakuha nyo na mga baril saka mga gamit ng SAF. A. Tungkol diyan, may pinuno kami, may Central Committee at may base commander kami. Kung ano ang pasya nila, alinsunod kami sa kanila. Nandito kami sa baba. Q. Gibaligya na man daw? A. Ang iba siguro may gibaligya na iba pero sa ngayon way pa kami kabalo kung ano pa ang natabo. Q. Yang shades na suot mo, sa SAF ba yan? A. Ahh, hindi. Hindi iyan sa SAF. Galing sa abroad ito. Q. Ikaw mismo, anong nakuha mo? A, Hindi ako nakakuha ng baril tumingin lang ako sa mga tao ko. Q, Meron bang, ano dito ang galing sa SAF? (Points to firearms carried by his men) A. Wala, wala dito galing sa SAF. Ito yung mga baril na naengkwentro nila. Q. Ilan kayo nakipag-engkwentro sa kanila? A. Nagsimula kami 35. Yun ang inambush ng SAF. Q. Tapos ang reinforcement? A. Marami naman dumating sa amin na reinforcement kasi yun ang patakaran sa amin — walang utos-utos kapag yung 105th may bumaril, lahat ng 105th pwede ring pumunta kung kaya alamin kung ano yan. Q. Sa tantya mo, ilan ang nagreinforce sa inyo?| A. Marami na siguro, umabot ng 70 o 100. Hindi na natin mabilang. Hindi tayo makabigay ng fixed na number. Q. Yung mga namatay, sa umaga lang o may hapon pa? A. Hanggang ala una pumuputok pa ang baril nila. Ibig sabihin buhay pa sila. Pero konting-konti na lang ang putok. Ang matindi na labanan yung 7 a.m. hanggang 11 a.m. Q. Kailan ninyo nalaman na isa lang ang naiwan? A. Hindi namin alam. Yung naiwan sumabit sa water lily. Hindi namin nakita. Q. Ito ang pinakamatindi sa dami ng patay – gobyerno, MILF, civilian – sa isang araw lang. A. Maraming nangyayari na nag nagko-coordinate MILF at gobyerno. Kami pa ang humahunting ng mga kidnapper, maraming pumasok ang mga military by coordinate. Yung pagkaka alam namin, pagpasok na wala nagcoordinate, kalaban talaga. Sana nagcoordinate lang sila. May ceasefire na pinaiiral. Diyan nagkamali, dyan sa walang coordinate at saka nagkamali pa rin sila dito (Sitio Amilil) sila lumagay ng back up samantala yung target nila (Marwan) mga sobra 2 kilo(meters) pa. Sila ang pinakamagaling na pulis, Special Action Force commando pa. Bakit dito lumagay ng back-up habang ang target doon? Q. So ang tingin nyo dapat hindi dito ang exit nila? A. Hindi dito kasi mas malapit doon. Yan ang problema. Mali ang nagawa pero ngayon dinagdagan pa nang mali. Ang mali dapat sana iche-check. Paano ikorek pero ngayon ang mali dinagdagan pa nang mas mali pa sa mali. So gaya ng politicians, itigil daw ang BBL (Bangsamoro Basic Law) habang ang BBL yun ang matagal na namin pinagpaguran marami nang buhay na nawawala sa amin. Bakit ganoon? Maraming nagsasabi barilan, barilan. Sino ang naapektohan? Sila? Hindi. Kami dito. Q. Sa tingin ninyo hindi dapat itigil ang deliberations ng BBL? Dapat ipagpatuloy? A. Kaya nga humarap kami kasi nga nangyari ito. Hindi criminal ito. Encounter ito. Q. Ito po ay paulit-ulit na tanong ng karamihan. Alam nyo pala na si Marwan nandyan lang ba’t di nyo sinumbong sa gobyerno? A. Hindi namin alam na si Marwan nandyan. Doon nila nakita ang bahay na doon banda mga 2 kilo(meters) from here. Hindi namin alam kasi alam nila MILF kami. May pinagkasunduan sa gobyerno na tutulong kami sa paghanap ng mga criminal at nasubukan na iyan marami kaming operation sa mga shabu, mga criminal, mga kidnapper tutulong kami sa mga military. Hindi namin alam. Kung sana sinabi nila sa amin, hindi ganoon ang mawala. Q. Sino pa pala ang mga armado dito kung sinasabi ninyo na hindi nyo kinuha ang mga uniporme? A,. Maraming mga tao na pumasok maliban sa amin pero yun ang hindi namin kilala. Hindi namin alam. Q. Punta tayo sa Normalization kasi nagkakaroon ng epekto ang nangyari dito sa Mamasapano doon sa usaping BBL di ba so magkakaroon ng most likely delay. Meron din tayong Normalization di ba? Kayo po ba, alam ba ninyo kung anong ibig sabihin ng Normalization o ano sa pagkaintindi ninyo sa Normalization? A. Yung baril hindi namin iyan isuko dahil hindi kami sumusuko dahil buhay pa kami pero ibigay ito doon sa mga IMT (he meant the Independent Decommissioning Body or IDP). Sila ang magpamahala sa mga baril. Sumusunod kami doon pero hindi pa dumating. Q. Yung mauuna, 20 crew-served and mga 55 na other firearms. A. 75 Q. Pag nag-peace agreement, ibig sabihin supposedly partners na kayo ng gobyerno. Sa MNLF noon na-integrate sa military or police pero dito sa inyo merong Bangsamoro police, etc. Ano ang mangyayari sa mga combatants na katulad ninyo? A. Ang nakakaalam ang mga officers namin, kung anong gawin nila sa amin. Sa akin lang, basta wala nang gulo, pwede akong mag farm na walang bakwit bakwit, na walang eroplano mag bomba sa amin. Depende sa order ng base (command). Di natin napag-usapan ang pag-surrender kasi may pinuno tayo. Wala tayong magawa pero kung ikaw, tatanungin kita, ano kaya kung kami ang naubos? Ano ba ang gagawin ninyo, pupunta ba kayo dito kung kami ang napatay lahat? Ano kaya? Yun ang tanong ko lang. Q. Sa tingin ninyo kung kayo ang naubos walang pupunta dito? A. Bakit pag kami ang nakapatay malaki sa gobyerno? May pumpboat sa pagbakwit gibomba ng plane ng gobyerno patay lahat. Hanggang ngayon walang katarungan. Q. Yung pamilya na sumakay sa dalawang pumpboat at natamaan ung isa? Sa Butilen? 2008. A. Oo. Yun. Q. Nakinig ba kayo sa sinabi ni Presidente? A. Nakinig kami na kahit sino sasagasaan niya Q. Kung hindi kami pinaputukan, dadaan lang kami,wala sa isip namin na may tao diyan sa mais, hindi mangyayari ang nangyari. Q. So ha-huntingin nyo si Usman? A. Oo. Q. Sabi rin dapat isurrender ninyo si Usman. A. Bakit kami mag surrender hindi namin tao si Usman. Tutulong kami maghanap. Q. Sasabihan kayo ng gobyerno “mag operate kami huwag kayong sumama. Mag-atras lang kayo.” A. Mag atras kami? Depende yan sa order kasi dadaan muna ang order sa Central Committee, bumaba naman sa chief of staff, bumaba naman dito sa front, bumaba naman dito sa base commandant at bumaba naman sa mga field commandant. Sa amin, kung ano ang sabihin nila yun ang mangyayari. Q. So ikaw yung unit na nagpatumba sa SAF? A. Marami kami pero ako yung naabutan nila bilang isang operation commandant. All photos by Leah Valle/Rappler While the country celebrates its soldier’s bravery, the Moro civilians’ pleas for justice almost always go unheard. She is young, only at least 19 years old. With two mouths to feed, Sarah Langalen, in her frail frame looked at me with helpless eyes. As she fidgeted, it became apparent that sleep has now become a luxury. Her children are not in school. In fact, only 100 out of the 600 public school students attend class. Kids cower and parents become nervous after sunset. And while some went back to their livelihoods, many are not harvesting corn any time soon because no one wants to wander around the fields. The civilians are scared government soldiers will murder them without discrimination because they are Moros. Their fear grew when 4 sleeping Moro Islamic Liberation Front (MILF) fighters resting inside the mosque were shot to death. Shortly before the Mamasapano incident happened on January 25, Sarah’s husband, Badrudin Langalen, with his cow in tow, was on his way home from the cornfields to charge his cellphone when the SAF commandos, on the assumption that he was an MILF fighter, captured him. When the fighting between the MILF and the SAF finally started, with his hands tied behind his back, the helpless Badrudin and his cow got caught in the crossfire. t was 5 am, January 25. By 6 in the evening, Badrudin’s face was unrecognizable. He was identified through his tattered clothes. He was only 21 – too young to die. Dying was probably the last thing on his mind. Death is too much of a punishment for being at the wrong place at the wrong time. In war, rules of engagement protect combatants who are incapable of fighting back. What protection was there for a wandering civilian like him? But fate is cruel and Badrudin, a non-combatant, a farmer, and a father of two, fatally ran out of luck. In the face of political turmoil and the growing clamor for justice for the fallen 44, the Moro civilians, like Badrudin, are caught in the crossfire. No one is ensuring their rights as Moros and as civilians. They feel ignored, invisible, and undervalued. This is not the first time. Marwan had trained bombers since 2000 By Jaime Laude (The Philippine Star) | Updated February 15, 2015 - 12:00am MANILA, Philippines - Southeast Asia’s most wanted terrorist Zulkifli bin Hir has been operating and running the Jemaah Islamiyah terrorist cell in the Philippines from as early as 2000 until he was killed by the police in Mamasapano, Maguindanao last month. Zulkifli, also known as Marwan, had been training Muslim rebels in bomb making and demolition operations. Among those who trained under Marwan were members of the Moro Islamic Liberation Front (MILF), Bangsamoro Islamic Freedom Fighters (BIFF) and the Abu Sayyaf. Intelligence reports obtained by The STAR showed that despite the signing of the peace agreement between the Philippine government and the MILF on Oct. 7, 2012, the rebel group continued stockpiling arms and training at Camp Uato, Sitio Barit, Barangay Uato in Marawi City. BIFF spokesman Abu Misri has been boasting in various radio and television broadcasts of the group’s direct alliance with Islamic State (IS) extremists as well as the Abu Sayyaf under Isnilon Hapilon, and that they were trained by Marwan to manufacture improvised explosive devices in Maguindanao and in Lanao del Norte. An instructors’ training for the BIFF at Barangay Pilis in Talayan, a few kilometers from Mamasapano in Maguindanao held during the third week of July 2012 was supervised by a relative of Marwan. It was also reported that aside from the BIFF, some 40 fighters of the MILF 105th Base Command also finished their basic military training course held at Barangay Libutan in Mamasapano in July 2012. Both the MILF and the BIFF rebels controlled surrounding villages in the area. “The MILF and the BIFF literally controlled inner areas in Mamasapano and most of the adjacent villages of other towns in the complex that it was highly impossible for them not to know Marwan’s presence within their very own enclave,” one senior security official said. This was his response to the MILF’s firm denial that they did not know Marwan’s whereabouts, claimed that he was highly mobile. Marwan was hiding at Barangay Pidsandawan when the police Special Action Force raided the hut he was staying in and killed him before dawn last Jan. 25. The operation to neutralize Marwan, however, came at a heavy price, with 44 SAF commandos killed by combined MILF and BIFF rebels in the fighting that ensued. While there is no official confirmation from the BIFF of knowing Marwan’s presence in their area, sustained anti-terrorism intelligence monitoring showed the slain Jemaah Islamiyah militant had been moving from one place to another in Maguindanao as well as in Lanao del Norte. Marwan was even photographed sitting beside with the already sick BIFF founder Ameril Umbra Kato when a group of Arab and local jihadists with links to the IS paid him a visit at his enclave at Barangay Pilis in Talayan town, a couple of kilometers from Mamasapano. The towns of Shariff Saidona and Datu Saudi, located between Talayan and Mamasapano, have been classified by government security forces as the “loitering area” of Muslim and private armed groups. Marwan’s ‘graduates’ Marwan and his Filipino cohort Basit Usman have trained hundreds of militants in explosives and bomb making. Security officials pointed out Marwan’s “graduates,” estimated at around 300 militants, have been scattered around Mindanao and are possibly now hiding in Metro Manila. Following the killing of Marwan, there is a big possibility that his graduates would stage retaliatory attacks in Metro Manila. The 18,000-strong National Capital Region Police Office (NCRPO) has remained on heightened alert to prevent this, a ranking police official said yesterday. NCRPO chief Director Carmelo Valmoria clarified they have not received any intelligence information that Marwan’s “disciples” would stage retaliatory attacks in Metro Manila, but he ordered his men to track them down as a preventive measure. Valmoria alerted the five police district directors in Metro Manila of such possibility as he ordered them to coordinate with elders of Muslim communities to report immediately the presence of Marwan’s “students” once they are spotted. American claiming $5-M Marwan reward By Marichu Villanueva (The Philippine Star) | Updated February 15, 2015 - 12:00am http://www.philstar.com/…/american-claiming-5-m-marwan-rewa… MANILA, Philippines - An American working as a “political consultant” in California is demanding that he be given the $5-million informant’s reward for the arrest or capture of Zulkifli bin Hir, alias Marwan. Marwan, included in the most wanted international terrorists’ list of the US Federal Bureau of Investigation (FBI), was killed in a raid on his hideout by police commandos belonging to the Special Action Force (SAF) in Mamasapano, Maguindanao last Jan. 25. Marcus Allen Frishman, 56, has come forward to lay claim to the $5-million informant’s reward under the US State Department’s Rewards for Justice (RFJ) program. Frishman, who flew to Manila last week, came to The STAR office to tell his story on how information he had provided to the US State Department enabled authorities to track down Marwan. A spokesman for the US State Department issued a statement last Tuesday emphasizing that only individuals who have furnished information that have led to the arrest of wanted persons are entitled to rewards. Frishman brought along copies of faxed letters, e-mail exchanges with certain US State Department functionaries and a photocopy of a document – purportedly with the letterhead of the Moro Islamic Liberation Front (MILF) – as among the evidence for his claim to the Marwan reward money. The document with MILF letterhead is a “certification” signed by a certain “Cmdr. Boy Hashim, chairman of the Military Advisory Council, MILF Central Committee.” Safe conduct pass? A reading of the “certification” would indicate that it was a safe conduct pass issued to a certain Malaysian named “Zulkifli bin Abdul” who was under the protection of the MILF. The certification allowed the Malaysian, supposedly Marwan, to move from one MILF camp to another in Maguindanao. At that time, the document allowed him to move from “Camp Boghdad, Eastern Matanog under MILF AOR between the Northern Mindanao Front and Eastern Mindanao Front.” It appears from the “certification” that Marwan had presented himself as a Malaysian engaged in farming business that required him to move around frequently. This dovetails with suspicions that Marwan had been roaming freely in Mindanao under the protection of the MILF. This was before the Aquino administration signed the Comprehensive Agreement for the Bangsamoro with the MILF in March 2013. According to Frishman, it was through his initiative in March 2010 that the US government was able to get hold of the most solid lead to the whereabouts of Marwan at that time. He said the MILF document was furnished to him – without him asking for it – while he was in the country for a visit in March 2010. Frishman identified the source of the document as a certain Raymond “General” Liwag who was introduced to him by his former staff, Filipino-American Ram Castillo. Frishman said he and Castillo worked together in the California Equalization Board until 2008. Castillo now resides in the Philippines. E-mail exchanges Frishman showed to The STAR his e-mail exchanges with a US State Department official, a certain Paul W. Kennedy, to whom he forwarded the alleged MILF document. After Kennedy confirmed the “authenticity” of the MILF document, Frishman said he began to form a group that would try “to intercept” Marwan while the Malaysian terrorist was moving from one camp to another. He asked for initial funding for the logistics required to carry out his plan, including use of aircraft. But a certain Dave Stoelz later informed Frishman that he had succeeded Kennedy and that the latter had been assigned to another country. After that, Frishman rued, nothing came out of the information he gave to the State Department until he read the news about the the SAF operation that killed Marwan. He said he is willing to testify before the Philippine Congress on what he knows about the search for Marwan. He said he is convinced the MILF document he furnished the US State Department in 2010 greatly helped in tracking down the terrorist. Share reward Asked what he intends to do with the reward money if he gets it, Frishman said he intends to share it with Castillo, Liwag and “Cmdr. Boy Hashim.” He also expressed willingness to share part of the money with the families of the 44 slain SAF troopers. “You cannot be greedy. There’s a lot to go around,” he said. Frishman claims to operate his own MAF Group of professional consultants based in California. He put up his own office in 2008 after his stint with the California Equalization Board, where he sat as deputy board member for two consecutive terms of four years each. Frishman has been shuttling between California and the Philippines as a private citizen since 2005. Relieved SAF chief Director Getulio Napeñas earlier testified before a Senate public hearing that SAF troopers who assaulted Marwan’s hideout killed the Malaysian terrorist bomber while trying to serve the warrant of arrest against him. Before leaving the hut where they killed Marwan, the SAF men cut off his right index finger and took photos of his corpse because they could no longer carry his remains as guerrillas were beginning to arrive. Napeñas told the senators the SAF assault team immediately turned over the severed finger to FBI men in Gen. Santos City for DNA testing. Based on initial DNA laboratory tests done by the FBI, Marwan’s DNA sample taken from his finger matched that of his brother. While the FBI has yet to give its confirmatory findings on Marwan’s DNA test, debates have started over who should get the reward money. |

‘US behind Oplan Exodus’ Americans gave funds, intel, says SAF officer Julie S. Alipala @inquirerdotnet Inquirer Mindanao 12:22 AM | Monday, February 16th, 2015 ZAMBOANGA CITY, Philippines—The operation to get Zulkifli bin Hir, the Malaysian bomb terrorist known as “Marwan,” was a US-directed project from start to finish, according to an officer of the Special Action Force (SAF), the elite group that carried out “Oplan Exodus” at the cost of the lives of 44 police commandos. The SAF source said that aside from providing a training facility at La Vista del Mar Beach Resort in Upper Calarian village in Zamboanga City, the Americans gave the needed logistics, including bribing Moro Islamic Liberation Front (MILF) rebels to get near Marwan, who had a $6-million bounty on his head put up by the US Federal Bureau of Investigation. “The Americans started this. They funded the operation, including intelligence,” said the SAF officer, who spoke to the Inquirer on condition of anonymity. Marwan was likely killed in the operation, as indicated by initial DNA tests conducted by the FBI that showed a sample from his finger, cut off by another SAF officer, matched DNA from his brother who is detained in California. The operation, however, ended with 44 SAF troopers slaughtered when, after killing Marwan, they clashed with rebels belonging to the MILF and its breakaway group, the Bangsamoro Islamic Freedom Fighters (BIFF). At least 18 MILF fighters and five civilians were also reported killed. The source said that in the operation called Oplan Exodus, the Americans tapped the SAF’s 84th Company and trained its members at La Vista del Mar Resort, owned by the family of Zamboanga City Rep. Celso Lobregat. Mayor Maria Isabelle Salazar told reporters that what she knew was that the facility at the resort was donated by “el Americano.” No comment There was no immediate comment from the US Embassy, which earlier denied involvement in the Mamasapano operation. Director Getulio Napeñas, the sacked SAF commander, insisted in congressional hearings last week that the only American involvement in the botched mission was in the medical evacuation of the casualties. The SAF Seaborne unit in Calarian, the 84th Company, was led by its newly appointed commanding officer, Senior Insp. Gednat Tabdi, who was among those killed in Mamasapano. But the source said an American named Allan Konz was in fact in command, not Tabdi who cut off Marwan’s finger for the DNA testing later done by the FBI. “He (Konz) was the immediate supervisor of the 84th for Marwan’s intelligence packet,” the source said. The source added that at the height of the Mamasapano operation, Konz was in the command post at the 43rd SAF Company based in Shariff Aguak, Maguindanao province. Napeñas has admitted that during the Mamasapano operation, he was at the command post in Shariff Aguak. He, however, did not say if he was in the company of Americans. “Come to think of it, the Americans dictated every move. In the Mamasapano operation, the Americans made the arrangement, they paid two MILF men who served as guides. Napeñas was just following the Americans because if he did not, the Americans would withdraw their support,” the source said. US decision He said it was the Americans’ decision not to include other units from the Armed Forces of the Philippines, and if there was coordination, it was for close intelligence work. “During the planning, the Americans really did not want to coordinate with the Army. If there was going to be coordination, they would rather give the operation to another unit,” the source said. Napeñas has been criticized for not coordinating with the military or with the MILF, which is talking peace with the government. Napeñas said he did not trust the MILF, citing past incidents when there were leaks on operations against high-value targets. The original Oplan Exodus was “to fuse” the 55th and 84th Companies, the source said. “The two companies were supposed to be together as an assault group and the other units would just serve as support, but the Americans did not want it that way; they wanted the 84th as the assault team,” the source said. Assurances The source added that during the planning, the operatives were assured of reinforcements—300 SAF men, the Army’s mechanized unit, which were just 3 kilometers from Mamasapano, and “indirect fire.” During the actual operation on Jan. 25, the 84th Company was the assault group while the 55th served as a blocking force. Some 300 other SAF men maintained a distance of about 2 to 3 km from the target area. Aside from the 44 SAF members, two MILF members who served as civilian guides were also killed in the fighting. “In this intel packet, the Americans paid some MILF members,” the source said, adding that there was a separate intelligence packet for local terrorist Basit Usman, who remains at large. The source blamed the US forces who altered the operational plan and the delayed actions of President Aquino for the deaths of the 44 police commandos. “The Americans used us. For us, we can allow ourselves to be used only to gain knowledge and expertise, but not end up like this,” the source said.
