That was about six hours after the second group of Special Action Force (SAF) commandos got into a gun battle with Moro rebels. The first group, for which the second force was providing cover, had shot its way out of Tukanalipao village in Mamasapano town, Maguindanao province, where it killed Malaysian terrorist Zulkifli bin Hir, alias “Marwan.” “They were alive, sir, they were alive. Many of them were wounded and they had run out of ammunition,” Napeñas, the sacked SAF commander, quoted PO2 Christopher Lalan as telling him after the clash. Lalan was a member of the second SAF group who survived the gun battle with Moro Islamic Liberation Front (MILF) guerrillas in Mamasapano. He was the lone survivor. Napeñas told this reporter in an interview on Thursday that the bodies of many of the 44 commandos who were killed in the Mamasapano operation showed that they had been given first aid. Combat casualty care “Their wounds were bandaged, or properly stitched. They had a fighting chance. They held on,” Napeñas said. All the 392 SAF commandos deployed to Mamasapano to get Marwan and local terrorist Abdul Basit Usman had undergone tactical combat casualty care, he said. “They carried individual life savers (ILS). I made sure all of them had ILS,” he added, referring to the emergency kits. The fire fight went on until the commandos ran out of ammunition. It was almost noon. Napeñas said the last contact with the troops, who were pinned down in a cornfield, was before 1 p.m. Help never arrived. Call for reinforcements The call for reinforcements went out at 6 a.m. That was when, according to Napeñas, coordination was done not just with the Department of National Defense and the Armed Forces of the Philippines, but also with the government peace panel and the leadership of the MILF. The nearest Philippine Army units that could respond were the Mechanized Brigade in Shariff Aguak town, the 45th Infantry Battalion in Mamasapano and the 601st Infantry Brigade in Awang town. “The most difficult thing was I knew my men were still alive and no reinforcements were coming other than our own forces,” Napeñas said. “It was difficult because I decided not to coordinate prior to our actual jump-off. I knew the Philippine Army in the area was ready to reinforce us at once. But they were also waiting for orders, and I understand that. I do not blame anyone, that’s why I said I was responsible,” he said. Fighting in the afternoon Mamasapano Mayor Benzar Ampatuan confirmed to this reporter that IVs (intravenous), bandage and other medical items were found in one area in Tukanalipao where the bodies of the slain commandos were recovered. The area was about 4 to 5 kilometers away from the Pidsandawan village, where Marwan was cornered and killed by the SAF assault team. “We don’t know until what time they lived. We have no way to find out. What we know is that there was still fighting at 3 p.m., when negotiations were going on for the entry of the International Monitoring Team and the local government,” Ampatuan said. “But the fighting was far from the area where we were to retrieve the bodies. We got there about 5:30 p.m.,” he added. In an interview on Tuesday, Napeñas said he was taking full responsibility for what happened in Mamasapano. In that interview, he said his not coordinating the operation with his superiors—Deputy Director General Leonardo Espina, the PNP officer in charge, and Interior Secretary Mar Roxas—delayed the arrival of reinforcements, which cost the lives of his men. But he just followed orders, he said. Who gave the go-signal? This reporter asked him who knew about the Mamasapano operation. Without hesitation he said: “The President, of course, because we had been working on this mission for a long time. As I told you, it was command commitment. We knew how dangerous Marwan was and that was the basis of this operation, to save the lives of the innocent people from the Bin Laden of Southeast Asia.” A senior police official who asked not to be named told this reporter that Napeñas also admitted to Roxas that it was President Aquino who authorized “Oplan Wolverine,” the mission to get Marwan, a bomb expert from the Indonesia-based terrorist group Jemaah Islamiyah. “Eventually this will come out and Napeñas owes it to the families of the fallen 44 to admit that he just followed orders because that’s what we do—we follow orders,” the police official said. In his televised address to the nation on Wednesday, President Aquino admitted that he knew about the operation, which was designed under the leadership of Director General Alan Purisima, the suspended PNP chief, based on an “actionable intelligence.” Mr. Aquino, however, did not categorically say that he gave the go-signal for the SAF mission. Asked about it, Napeñas said the information came from a “capable” unit. “We just acted on it. The information was solid and verified. We got Marwan,” Napeñas said. Police Director Leocadio Santiago, a former SAF commander, described Napeñas as “dedicated, someone who is both a good subordinate and a leader who cares about the welfare of his men.” “I hope people will see the value of the deaths of the officers and men of the SAF. Govt belies reports Deles stopped PNoy from helping Heroic 44 Malacanang and the Office of the Presidential Adviser on the Peace Process (OPAPP) belied reports that Secretary Teresita Deles stopped President Benigno Aquino III from helping the Philippine National Police-Special Action Force (PNP-SAF) men when they asked for help in Mamasapano. In a radio interview, Communications Secretary Herminio Coloma, Jr. dismissed the news as mere speculation. “Wala pong batayan ang pahayag na ‘yan. Mainam na sa kasalukuyan ay umiwas na lang po tayo sa mga haka-haka at purong espekulasyon na walang batayan,” he said. In a post on the OPAPP’s official Facebook page, Dir. Polly Cunanan, the team leader of the OPAPP Communications Group, said: “There is NO TRUTH whatsoever, as alleged by the Daily Tribune in its news story 'Noy held back on order to reinforce SAF – source' that came out in its 30 January 2015 issue, that the President called Secretary Deles early in the morning on Sunday, 25 January 2015, to ask her to call the MILF to withdraw its forces.” Cunanan said there was no such phone call. “President Aquino did not call Secretary Deles and, accordingly, there is no truth to the further allegation by the Daily Tribune, which is based on alleged statements from its unidentified sources, that Secretary Deles advised the President to stop the military from sending reinforcement to our beleaguered SAF troopers. No such advice was sought nor given. Secretary Deles was not, ever, a part of any stage of the Marwan operations, nor any other such security enforcement operations,” she said. Cunanan noted that a ceasefire mechanism under the Coordinating Committee on the Cessation of Hostilities has been put in place since 1997 that automatically allows stakeholders to immediately operate on any sign or report of hostilities, with no need for Presidential- nor Cabinet Secretary-level instruction. She appealed to the media to be more circumspect in its reports. "While we respect and honor the freedom of the media to report to the public, we appeal to their sense of fairness. Never was Secretary Deles asked by Daily Tribune to confirm or deny the allegation of its unnamed source. Unverified, unsubstantiated and false allegations such as this by an unnamed news source -- who we note was not even described as 'reliable' by the writer per tradition -- only serve to muddle public appreciation of the issues involved. ![]() Families of the HEROIC 44 weep for the lost of their loved ones (credit to photo owners) Killers came from 3 directions By John Unson (The Philippine Star) | Updated January 31, 2015 - 1:00am MAMASAPANO, Maguindanao, Philippines – Death came from three directions for a band of Special Action Force (SAF) commandos as they struggled to slip out of a remote village here after killing a man believed to be Malaysian terrorist Zulkifli bin Hir, alias Marwan, last Sunday. A SAF member who survived the battle against hundreds of fighters of the Moro Islamic Liberation Front (MILF) and Bangsamoro Islamic Freedom Fighters (BIFF) said they were attacked from three directions in an open field near the hideout of Marwan and another terrorist in Barangay Tukanalipao. The policeman, who asked not to be named, said some of his wounded companions who ran out of ammunition crawled near an irrigation dike, but rebels finished them off with rifle shots to the head. “We ran out of ammunition so there was no way we could stop them from coming close,” the policeman. At least two SAF teams were attacked from behind while guarding their designated alternate withdrawal route. “There was heavy volume of fire from different directions. We were not subdued, we maneuvered for cover but the area was a plain and there was no good spot where we could position ourselves safely,” said the policeman, who asked not to be identified. The survivor said their defense weakened when they started running out of ammunition. “I made the sign of the cross and I asked God to forgive me for all my sins. I was ready to die then,” he said. He said many of his companions were felled by heavy gunfire from as close as six to seven meters. “It was very dark. The flash of gunfire from the barrels of our guns and their guns can be seen clearly because we were close to each other,” he said. He said he crawled to a nearby swamp as firing waned and walked away at daybreak until he reached a road where policemen and soldiers helped him. He said he noticed foreign ceasefire monitors in the scene, helping disengage rebels from Barangay Tukanalipao Based on accounts from villagers, community leaders may have innocently alerted the MILF’s 105th Base Command to the presence of the policemen. A barangay official in Mamasapano had told a local television outfit that he called officials of the MILF unit and told them of the presence of armed men that he thought were rebels. He was told that the MILF had no tactical maneuver in the area. Some community elders said they, too, had frantically alerted local Moro commanders of the activities of men in combat uniforms. “It was dark and we can’t see the patches on their uniform from a distance. We were also scared to go out and check,” one of the village elders said. The ensuing fighting left 44 SAF commandos killed and a dozen others injured. The MILF said it also lost 11 guerrillas in the “misencounter.” Villagers also told stories of how BIFF fighters finished off with shots to the head no fewer than 10 wounded policemen. “Two of the wounded policemen who were executed even managed to strap tourniquets on their legs which were hit by bullets in the initial encounter,” a villager said. A peasant named Badrudin Nanganlan, 21, and five-year-old Sarah Sampulna Panangulon, were killed in the crossfire. Nanganlan’s 19-year-old widow, Sarah, told reporters her husband was immediately buried in keeping with Islamic tradition. The gunfight that lasted for more than 10 hours also left a villager, Said Pasawilan, wounded. “Villagers were running everywhere. We heard loud automatic gunshots and explosions,” said Ahmida Muda, whose family was forced to evacuate to a safer area. Saida Esmael, also a resident of Barangay Tukanalipao, said they tried to leave and head to the town proper as the firefight erupted, but were prevented from doing so when exchanges of gunfire intensified. Esmael Hashim, chairman of Barangay Tukanalipao, said he noticed the arrival of the SAF men and was surprised that none of them came to see him to coordinate. He said previous police and military operations in their barangay were properly coordinated with community leaders and the local government unit of Mamasapano. “It was about 4:00 a.m. (Jan. 25) when we heard gunshots near the barangay Islamic center and that was the start of a long encounter,” Hashim said in Filipino. Editorial (The Philippine Star) | Updated January 30, 2015 - 12:00am President Aquino himself confirmed it: Moro Islamic Liberation Front members joined forces of the Bangsamoro Islamic Freedom Fighters and a “private armed group” to repel the police Special Action Force team that tried to arrest two high-value terrorists last Sunday in Mamasapano, Maguindanao. Since the BIFF was created and began staging deadly raids, looting and other forms of banditry in Mindanao, the nation has been made to believe that the group is a breakaway faction of the MILF. After every attack by the BIFF, its members were dismissed as rogues by the MILF, which also opposed the original peace treaty and broke away from the Moro National Liberation Front. As gleaned from reports, the belief that the MILF was not allied with the BIFF and would observe a ceasefire with the government might have emboldened the SAF to run after Jemaah Islamiyah bomb makers Zulkifli bin Hir, alias Marwan, and Abdul Basit Usman, upon receiving “actionable intelligence” on their whereabouts in Mamasapano. The SAF team, nearly 400 strong, obviously thought it could handle BIFF forces; the SAF did not expect the MILF to wade in and assist its “rogue” elements. What is the BIFF to the MILF? The secessionists have to answer this truthfully if they want to restore public confidence in the peace process. It’s not the first time that a bandit group has been suspected of being part of the MILF. The Pentagon Gang, tagged in several kidnapping and extortion cases, was also widely suspected to be a fund-raising arm of the MILF in the 1990s. In public, the Pentagon was also repeatedly disowned by the MILF as a rogue faction. Pentagon activities continued for some time even after police killed its leader, Faisal Marohombsar, in 2002 following his escape from detention at Camp Crame. Now it’s the BIFF, accused of harboring two of the most wanted terrorists in Southeast Asia. Why is the MILF assisting its supposed rogue faction in protecting JI bombers, to the extent of participating in the slaughter of policemen on a mission to arrest the terrorists? This must be clarified by the MILF leadership if the peace process is to survive the fallout from the latest massacre in Maguindanao.
