FBI officially confirms SAF commandos killed Marwan Matikas Santos @MSantosINQ INQUIRER.net 11:35 PM | Wednesday, February 4th, 2015 The Federal Bureau of Investigation (FBI) Field Office in Los Angeles, California, officially confirmed to INQUIRER.net on Wednesday night that the DNA sample provided to them by the Philippine National Police (PNP) is that of Malaysian terrorist Zulkifli Abdhir, also known as Marwan. “Preliminary results indicate that the DNA profiles obtained from the biological sample indicate a possible relationship with a known relative of Zulkifli Abdhir aka Marwan,” David Bowdich, Assistant Director in Charge of the FBI Los Angeles Field Office, told INQUIRER.net in an e-mailed statement. “Although the results of the DNA examinations do not provide absolute identification, the results do support that the biological sample provided by Philippine authorities came from Marwan,” he said. The FBI had already reported their finding to Philippine law enforcement authorities, he said. “Further testing and analysis will be conducted by laboratory examiners in an effort to fully identify the subject of DNA provided to the FBI,” Bowdich added. The examination on Marwan’s DNA sample was conducted in Singapore and was completed last Saturday. Earlier reports said the FBI confirmed that they had received Marwan’s DNA sample. Marwan was killed in a PNP Special Action Force operation last January 25 in Mamasapano, Maguindanao. He had a $5 million bounty on his head. Members of the SAF Seaborne, the US-trained police commandos of the Philippine National Police (PNP), killed Marwan in a surgical operation they launched on Jan. 25 in Mamasapano, Maguindanao. The operation ended in tragedy when 44 policemen were ambushed by combined forces of Moro Islamic Liberation Front and Bangsamoro Islamic Freedom Fighters following the operation. The FBI said that Marwan’s case “is one of many investigations we have conducted in cooperation with our Philippine counterparts.” “We express our deepest condolences to the brave officers of the Special Action Force, who lost their lives while attempting to apprehend a dangerous fugitive. Our partnership with the Philippine National Police is among the strongest in the world, and we will continue to work in close cooperation to identify, disrupt and dismantle terrorist networks,” Bowdich said. The police commanders led by relieved SAF Director Getulio Napenas bypassed the ceasefire mechanisms agreed by the government and the MILF. Napenas had said he did not trust the MILF and the Army, which was why he kept the operation secret. He had admitted, however, that he was reporting to PNP Director General Alan Purisima, who is serving a suspension order from the Ombudsman stemming from corruption allegations. US drone helped locate PNP-SAF in Mamasapano —source February 4, 2015 8:29pm A drone sent by the United States was key in locating pinned Philippine National Police Special Action Force units during the recent Mamasapano operation where 44 elite lawmen were killed, “24 Oras” reported on Wednesday. According to the GMA News source, the US sent a drone to Mamasapano, Maguindanao after the PNP-SAF asked for support. The US Embassy in a statement has denied the participation of US forces in the operation. The drone was successful in locating the SAF's 84th Company that neutralized suspected terrorist Zulkfli bi Hir alias Marwan but was trapped in the area due to the surrounding armed men. With the information gathered from the grid coordinates sent by the drone, authorities launched a support force composed of SAF members and the military, the source said. It was around 11 p.m. on January 25 when the support force located the SAF's 84th company and conducted exfiltration procedures. Around 4 a.m. on January 26, the rescue team along with the 84th SAF company reached Mamasapano's main highway. There were 8 dead, 11 injured and 17 survivors from the 84th SAF company. The operation ended with the PNP-SAF reporting that Marwan was neutralized. But Filipino bomb maker Abdul Basit Usman managed to escape. Meanwhile, Philippine Army 6th ID Spokesperson Capt. Jo-anne Petinglay said the two targets have been selling Improvised Explosive Devices for at least P5,000. “Nagkakaroon na nga ng IED for sale dito sa area namin. Hindi lang naman siguro dito sa ibang lugar din sa Mindanao. Dahil gawa na may mga trainings na ginagawa itong grupo nila Marwan, Basit Usman na nagtuturo nga sila doon sa locals kung paano gumawa ng IED,” Petinglay said. On January 25, the Philippine Government launched a massive operation against two notorious international terrorists in Mamasapano, Maguindanao which was a known moro rebel stronghold. AFP aware of Mamasapano operation, says ex-SAF chief February 4, 2015 1:42pm (Updated 5:21 p.m.) There was coordination between the Philippine National Police's Special Action Force and the Armed Forces of the Philippines in going after suspected bombers Marwan and Usman, the former head of the police unit said Wednesday. Director Getulio Napeñas Jr., who was relieved from his post as SAF chief following the January 25 Mamasapano clash, indicated in a press conference that there was adequate coordination with the Armed Forces regarding "Operation Plan Wolverine," which started as early as April 2014. Napeñas denied the AFP's line that soldiers were prepared to assist the embattled police commandos but couldn't do so because the military didn't know the location of the PNP-SAF troopers. "[Makikita] dun sa resulta ng Board of Inquiry yung mga grid coordinates na pino-forward ko kay [acting PNP chief Deputy Director-General Leonardo] Espina na siyang ipino-forward din niya kay General Guerrero," Napeñas said in his news conference. Lt. Gen. Rustico Guerrero is the chief of the AFP's Western Mindanao Command. Napeñas said he was also forwarding grid coordinates of the SAF team to both AFP and PNP officials in the area. AFP: No comment The AFP, for its part, declined to comment on Napeñas' pronouncement. “Let us give everything to the BOI (Booard of Inquiry) now that we have all made our statements,” said AFP spokesman Col. Restituto Padilla in Camp Aguinaldo. “Now that the report is out and that the statements have been given, let us allow the Board of Inquiry to do their work and come out with a report that is objective and with finality,” he added. AFP chief General Gregorio Pio Catapang has earlier said that it was difficult for the soldiers to determine the exact location of the embattled SAF men. “Coordination means life and death because if you fail to coordinate, you’ll be failing to ensure to get to the area where you are needed most… you don’t know where to land if there will be artillery fire or where to fire your artillery, you might hit your own forces,” Catapang said in an interview Tuesday. Adverse public opinion Napeñas said he decided to answer the AFP pronouncements of a lack of coordination on the part of the PNP-SAF to prevent adverse public opinion against the police commandos. "It's not my words against the words of General Catapang. He said he was instructed to coordinate with intelligence units for the operation. Earlier, Napeñas said the SAF commandos sent to Mamasapano in Maguindanao prepared for the operation. Napeñas said he did not report to President Benigno Aquino III but did so directly to Deputy Director General Leonardo Espina, now OIC of the PNP. Espina had earlier denied knowing about the Mamasapano operation prior to its execution. Military's 'support role' In a separate press conference at Camp Aguinaldo earlier in the day, AFP chief of staff General Gregorio Pio Catapang revealed that there was a meeting between the armed forces and the police last December. Catapang said that the military had a "support role" as the Mamasapano operation leaned more toward law enforcement. He said that high-ranking officers from the military and the police, including Napeñas and West Mindanao Command chief Gen. Rustico Guerrero, met on December 23 "to iron [out] all the details of the tactical operation." However, the AFP chief said that he had expected another meeting before the operation. MILF can’t explain why Marwan was in Mamasapano camp Jeoffrey Maitem @inquirerdotnet Inquirer Mindanao 4:15 PM | Thursday, February 5th, 2015 COTABATO CITY, Philippines – The Moro Islamic Liberation Front (MILF) could not explain why slain Malaysian terrorist Zulkifli bin Hir, alias Marwan, was hiding in their controlled territory in Mamasapano, Maguindanao. “That’s a question that is really hard for me to answer,” MILF chief negotiator Mohaqher Iqbal told the Philippine Daily Inquirer by phone on Wednesday night. The United States’ Federal Bureau of Investigation confirmed Marwan’s death after his DNA sample sent by the Philippine government matched with the sample from his brother Rahmat Abhir who is detained at Guantanamo Bay, Florida. Marwan has a $5-million bounty on his head. He was tagged in a series of attacks in the region including the 2002 Bali bombing in Indonesia that left at least 200 people dead. Iqbal also could not say if Marwan was being coddled by their members without the MILF’s leadership knowledge. “We can’t establish that idea. As you know, he is highly mobile. The last time we heard of him he was spotted in Sulu,” Iqbal said. On January 25, police commandos came to Barangay (village) Tukanalipao in Mamasapano for a “law enforcement operation against Marwan and his Filipino terrorist Basit Usman. Usman managed to escape. That raid ended in government forces clashing with MILF members and Bangsamoro Islamic Freedom Fighters (BIFF). The MILF is talking peace with the government. The BIFF, on the other hand, is a breakaway group of the MILF. Forty-four police commandos, 18 rebels and four civilians were killed in the fighting. “Technically, he was in the area but he is not inside our camp. He was staying in the community but all the people in the community were our members,” Iqbal said. There were reports that Marwan’s remains were buried by his followers at the back of an old mosque in Libutan village in Mamasapano. But Mosairin Abdul, barangay chairman of Libutan, denied the foreign terrorist was buried in his community. “There is no truth to that. We have seen it reported [on] television that he was buried at the back of the Pusaka Mosque but when we verified, it turned out negative,” he told the Philippine Daily Inquirer Wednesday afternoon. “Residents here are afraid because the military might come here and get his remains,” he added. Panansang Panga, Barangay Bagumbung chairman, said they were not aware Marwan was in the Mamasapano. “We only learned he was here when the police raided his hideout,” he said. ‘Purisima’s order: Don’t tell Espina beforehand’ Jaymee T. Gamil @inquirerdotnet Philippine Daily Inquirer 3:06 AM | Thursday, February 5th, 2015 The sacked commander of the Philippine National Police Special Action Force (SAF) on Wednesday disputed the military’s claim that it was not informed about the police operation in Maguindanao province on Jan. 25 that cost the lives of 44 police commandos. Director Getulio Napeñas of the SAF also admitted that Director General Alan Purisima, the suspended PNP chief, ordered him to delay informing Deputy Director General Leonardo Espina, about the operation. “Purisima told me to tell Deputy Director General Espina only when the operation was already going on,” Napeñas told reporters in a news conference at the PNP headquarters in Camp Crame, Quezon City. Espina confirmed the information at another news conference on Wednesday, saying he learned about the SAF operation when he received a text message from Napeñas at 5:30 a.m. on Jan. 25. “I was informed during the encounter. I was made to understand they killed the target around 4 a.m. I received the information at 5:30 a.m.,” Espina said. The target was international terrorist Zulkifli bin Hir, alias “Marwan,” the primary subject of the SAF operation who had a $6-million price on his head. The commandos killed Marwan in the operation in Mamasapano town, Maguindanao, but lost 44 of their own when they encountered the Bangsamoro Islamic Freedom Fighters (BIFF) and the Moro Islamic Liberation Front (MILF) guerrillas. Napeñas was sacked because of the great loss of lives, which could have been avoided had he not kept the operation a secret from his superiors. The military defended its actions during the operation, saying it sent troops to extricate the trapped police commandos, not to fight the Moro guerrillas. “We went there to reinforce them but the reinforcements were there to extricate them, not to join the fight with the MILF or the BIFF or whatever combat units they engaged,” said Gen. Gregorio Pio Catapang Jr., chief of staff of the Armed Forces of the Philippines. Catapang said the government’s ceasefire agreement with the MILF provided a mechanism to first put a stop to the firing, clashes or skirmishes when it started. There was coordination Napeñas said the SAF had been coordinating the mission to take down Marwan and local terrorist Basit Usman, for whose arrest the United States is offering a $3-million reward, with the AFP since 2012. Napeñas said the SAF attempted to arrest Marwan in Sulu in December 2010 and in Lanao del Sur province in June 2012, but failed both times so it turned to the Philippine Army for help. He said coordination with the Army started with an operation to get Marwan in Mamasapano on Dec. 17, 2012. But the operation was not implemented as the Army’s East Mindanao Command could not provide a helicopter requested by the SAF. This was followed by another joint operation on April 25, 2014, dubbed “Oplan Wolverine.” But the mission was also aborted because the Army’s 6th Infantry Division could not commit the mechanized brigade to aid the SAF, as it had yet to coordinate the operation with the Ad Hoc Joint Action Group (AHJAG) on the operation, Napeñas said. He said another joint attempt to capture Marwan in Mamasapano was made on May 30, 2014, but it was aborted due to heavy MILF movement at the time. The Army, on its own, also attempted to capture Marwan on June 10, 2014, but failed, he said. An operation on Nov. 29, 2014, called “Oplan Terminator,” was also aborted because the boat used by the SAF on the river in Mamasapano broke down. The plan was revived in an operation on Dec. 12, 2014, but an armed clash forced the SAF to retreat again. Rules of procedures When asked if the SAF coordinated with the Army for the Jan. 25 operation, Napeñas admitted the coordination was made only when the mission had already begun. “But under Rule No. 4 of police operational procedures, we can [coordinate] before or during the operation,” Napeñas said. He cited the failure of the Army to come through in the December 2012 and the April 2014 operations as reason for the SAF’s decision to inform the military about the Jan. 25 mission only after the operation had been launched. Coordinates given “The operation is only compromised when we coordinate with the military immediately. When [the Army] is preparing for it, they are easily monitored [by the enemy], who end up evading capture,” Napeñas said. He also denied the military’s complaint that the PNP failed to relay to the Army the location of the SAF troopers during the 12-hour gun battle. “The [police] board of inquiry (BOI) results would show [SMS exchanges of] the grid coordinates. I forwarded them to Espina, who would forward them to [the AFP Western Mindanao Command chief, Lt. Gen. Rustico] Guerrero,” Napeñas said. Espina also confirmed the information, saying he texted the coordinates to Guerrero at 7:51 a.m. on Jan. 25. “I even asked [Guerrero] if reinforcements were already sent. He told me the AFP mobilized at 7:29 a.m. But, as the BOI would show, they were already [moving] as early as 6 a.m.,” Espina said. Napeñas also belied claims that the backing force and colleagues of the slain SAF members, mostly from the 55th Company, hesitated to help them. “I could hear over the radio the battalion commander himself ordering that [the other support companies] move in. He knows his people were truly attempting to help the 55th Company. The 45th, 42nd and 41st Companies were already in the area when the mechanized brigade and the reconnaissance troops from the Army arrived at 8 a.m.,” Napeñas said.–With a report from Cynthia D. Bounty for Marwan could go to 2 MILF members By AMANDA FERNANDEZ,GMA NewsFebruary 5, 2015 6:31pm (EXCLUSIVE, Updated 8:02 p.m.) Two members of the Moro Islamic Liberation Front might end up getting the multimillion-dollar reward offered by the US Federal Bureau of Investigation for information on Malaysian bombmaker and Jemaah Islamiya leader Zulkifli bin Hir, alias Marwan. A report on GMA News' "24 Oras" aired Thursday quoted a source as saying the two informants who told the Philippine National Police Special Action Force the whereabouts of Marwan are members of the MILF. The report said that two MILF members, who wore SAF uniforms, were with the elite police troopers during the operation. They also gave the SAF Marwan's exact location. The two MILF members, who both survived the bloody operation, are now being hidden in a safe house. The two were recruited in January by the PNP Intelligence Group. According to the report, suspended PNP chief Director General Alan Purisima told Director Getulio Napeñas, since relieved as SAF commander, to get in touch with Intelligence Group director Supt. Fernando Mendez. That, the report said, was the start of planning for "Operation Exodus", the SAF operation to get Marwan. Purisima, Napeñas, and Mendez then briefed President Benigno Aquino III at Bahay Pangarap in Malacañang on Jan. 9, the report said. Last Thursday, Defense Secretary Voltaire Gazmin confirmed that the bounty for Marwan will go to the informant for the operation. “Kahit 'yung mga intelligence operation kailangan ng informant,” Gazmin said. Troops cannot receive bounty In any case, the money cannot go to government troops and intelligent agents, the Armed Forces of the Philippines said Thursday. "I understand that cash rewards go directly to tipsters who provided the accurate information leading to the success of the mission like the arrest of a terrorist," AFP Public Affairs Office chief Lt. Col. Harold Cabunoc told GMA News Online in a text message. When asked if government troops or intelligence agents are allowed to receive bounties, he just said: "Nope, not allowed." When asked who will receive the bounty, Philippine National Police officer-in-charge Deputy Director General Leonardo Espina said he is not "privy to the reward," and has no information on it. He added that it would be up to the United States on who will receive the bounty. GMA News Online tried to contact the US Embassy for comment on the matter, but it has yet to respond. The US Federal Bureau of Investigation, which offered $5 million for information leading to Marwan's arrest, confirmed on Wednesday that the DNA sample it received from Philippine authorities came from Marwan. The PNP-SAF commandos shot Marwan dead and then cut off a finger for DNA analysis and identification, a preliminary report of the PNP's Board of Inquiry said. Marwan, described as Southeast Asia's Osama bin Laden, was among the FBI's most wanted. He was blamed for many bombing incidents in the region, including the one in Bali, Indonesia, in 2002. NSC: Four armed groups coddled Marwan in 12-year stay in PHL February 5, 2015 10:07pm The National Security Council said international terrorist Zulkifli bin Hir also known as Marwan was coddled by at least four armed groups during his twelve-year stay in the country, a report from GMA's “24-Oras” program said Thursday. The NSC named the groups as the Abu Sayyaf Group, Moro National Liberation Front, Moro Islamic Liberation Front and Bangsamoro Islamic Freedom Fighters. According to NSC Director General Cesar Garcia, Marwan known to be a smart and cunning man used religion to further terrorism in the Asian region particularly the Philippines. “He drives these groups with stronger religious morals.... He is a jihadist, a pure jihadist. In fact that's the danger from him comes from,” Garcia said. Meanwhile, former intelligence officer Rodolfo Mendoza described Marwan as a flexible man who knows how to position himself amid different political environments of various areas. “Kaya niya pag aralan yung political environment. Kaya nia irelate yung sarili niya because he is educated,” Mendoza said. He added that Marwan's three Filipina wives greatly helped in expanding his network in the country. “Dahil sa nandiyan yung asawa niya na Pilipina he can relate easily. Kaya pati politician winewelcome siya doon,” Mendoza said. Marwan was one of the primary targets of a massive operation launched by the Philippine Government in Mamasapano, Maguindanao on January 25. MILF considers returning fallen 44 SAF men’s firearms February 6, 2015 7:56am (Updated 9:41 a.m.) The Moro Islamic Liberation Front is considering returning the firearms of the 44 Special Action Force troopers slain in a clash in Mamasapano, Maguindanao last Jan. 25. MILF peace panel chairman Mohagher Iqbal said early Friday that while there is no "final" decision, he believes the decision could be "positive." "There is no final decision yet, but mostly I think the decision will be positive," he said in an interview on dzBB radio. He added the MILF is "seriously considering" returning "some if not all" the firearms in its custody. Last week, the MILF claimed 18 of its fighters were also killed in the Jan. 25 clash. The 44 police officers from PNP-SAF were killed during an 11-hour firefight with members of MILF and the Bangsamoro Islamic Freedom Fighters. The PNP-SAF was then conducting an operation to serve arrest warrants against Jemaah Islamiyah leader Zulkifli bin Hir also known as Commander Marwan and Filipino bomb maker and Abu Sayyaf member Basit Usman. Philippine National Police OIC Deputy Director General Leonardo Espina on Thursday renewed calls to the MILF to return the SAF men's firearms and other items. "Tandaan ninyo [ang] usaping peace process. Huwag ninyo na sanang dagdagan pa. May mga namatay na nga," he said. Malacañang on Monday said the MILF should return the firearms reportedly taken from the PNP-SAF during the clash. “Kung talagang hindi ito ninanais nila, it would be good for them to surrender to us or to return to us the firearms of those fallen 44,” presidential spokesman Secretary Edwin Lacierda told reporters. He added that the MILF, which signed a peace deal with the Philippine government last year, “must demonstrate its sincerity that they are full partners in the peace process.” “We certainly will encourage them to help us find things that we need to search for the truth,” the Palace official said. Miriam Coronel-Ferrer, chief negotiator of the government panel in the peace talks with the MILF, on Thursday said the return of the firearms taken from the SAF troopers is part of MILF's commitment to the peace process, which involves the decommissioning of arms. Although giving up their weapons will not be easy, Iqbal said to push through with it, Ferrer said. "He said it has to be done. I think he said that in relation to the decommissioning so they actuallly signed the agreement.
